1. Introduction

In this document, the deployment of master study programme developed within TEMPUS TecTNet

project in pilot run is described. The deployment of the master covered a period of 24 months. The

student work load corresponded to 120 ECTS. The master was organized in 12 modules composed of

frontal lessons, e-learning lessons, home work, internships, visits, team projects, intermediate

evaluations and final exams. In particular, about the internship for the 12 non-staff trainees was

scheduled a trip of 1 month at the EU partners’ site. For the 8 staff trainees the training activities was

performed as it was required in WP.4

The master program "Management of Innovation and Technology Transfer" was launched on 15

September 2014. Teaching staff involved in master courses belong to the specialized departments

and faculties of the partner universities (Moldovan and European), as well as, from the specialized

institutions from Moldova. The knowledge gained by the students of the program will be applied

within management activities in the Innovation Incubators and Scientific-technological Parks; in

consulting activities in the offices specialized in technology transfer, innovation and business

incubators, in the innovation field within public and private sector; elaboration of the technological

transfer projects and coordination of Technological Transfer Offices and departments of research and

innovation within enterprises; in the field of intellectual property protection management

,evaluation and commercialization of intellectual property objects, in organization and efficient

management of the activities at the level of the economical innovative entity.

3. Master Thesis Defence

Defence of master thesis was ensured in accordance with:

- Regulation regarding the organization of higher master studies, cycle II, Appendix the H. G.

no. 1455 of 24 December 2007;

- Project requirements. NO -1 544 197 - 2013-1 - IT - TEMPUS-JPHES " Technological Transfer

Network ";

- Decisions meetings within the project.

Defence of the master’s thesis took place in the Academy of Sciences with the organizational support

of AITT and MTTN on 02/12/2016.

4. Conclusions

The deployment of the developed master study program was performed in pilot run as it was

requested in the approved TEMPUS project. The detail description of deployment can be found in the

Appendix, which contains the Report of MD partner universities for the Ministry of education of

Moldova and Ministry of agriculture and food industry of Moldova.

General aspects

Aligning higher education in Moldova to the requirements of the Bologna

process, besides of the involvement and introducing various modern criteria in order

to train qualitative specialists, it involves a continuous ensuring of implementation

of knowledge gained throughout the period of activity with achievement of a

rational correlation between theoretical - scientific and practical activities.

A good opportunity for consolidation synergies mentioned was the initialization

of the Association Agreement with the EU and its subsequent signing, after that,

institutions of higher education in the country, had to learn new meanings, the

development of which requires the Republic of Moldova to be orientated to the

integration into the European Community.

Technology transfer, represent the main segment in implementation of various

achievements, including scientific performance of teachers, scientists, etc., it is

caractarysis one of the most distinguishing activity of the developed European

countries, that is why the creation of a technical, scientific and methodical teaching

infrastructure in Republic of Moldova became more than welcome opportunity to

contribute to the strengthening of the mentioned synergy.

In December 2013 under Tempus IV Program, was initiated the project no.

544197-2013-IT-JPHES entitled „Technology Transfer Network - " Technology

Transfer Network "(TecTNet), which is implemented within a consortium

consisting of 11 partners from the European Union (EU) and Moldova (Moldova),

the implimentation period being until December 2016.

Romania, Gh. Asachi Technical University from Iasi (UTIaşi) , Faculty of

Electrical Engineering;

Slovakia, Technical University of Košice (TUKE), Faculty of Electrical

Engineering and Computer Science;

Portugal, Lisbon's Higher Technical Institute (IST), Department of Electrical

Engineering and Computer.

Moldavian project partners - seven institutions:

four beneficiary university

Technical University of Moldova (TUM), Faculty of Energetics and

Electrical Engineering;

State Agrarian University of Moldova (SAUM), Faculty of Agricultural

Engineering and Transport;

State University of Moldova (SUM) , Faculty of Physics and Engineering;

State University ,, Alecu Russo " from Bălţi (SUARB), Faculty of Exact,

Economics and Environmental Sciences and the Office of International Relations;

and three specialized institutions

The nongovernmental organization " Moldovan Technology Transfer

Network " (MTTN);

Agency for Innovation and Technology Transfer (AITT);

State Agency on Intellectual Property (AGEPI).

One of the main objectives of the project was to achieve a master's program in

innovation and technology transfer.

Master's program "Innovation Management and Technology Transfer" is above

mentioned objective which represents a pilot program coordinated under the support

of Tempus TecTNet team, that has been funded by the European Union and

coordinated by the University from Sannio, Italy, being implemented by partners

from Republic of Moldova (TUM, SUM, SAUM, SUARB, MTTN, AITT, AGEPI)

and the European Union (UniSannio, UT Iasi, Tuke, IST).

The curriculum has been prepared according to the recommendations taken

from the Rules of organization and planning of master courses from Moldova, in

coordination with European partners, taking into consideration the best practices in

the partner countries (Italy, Romania, Slovakia, Portugal ).According to the

Regulation regarding the organization of higher master studies, approved by

Government Decision no. 1455 December 24, 2007, chapter II, pt. 9, based on the

results of internal evaluation to examine the case of institutional capacity to organize

master studies, the Ministry of Education has authorized (by order No.678 of June

23, 2013)the following universities: TUM ,SAUM, SUM and SUARB to prepare

in partnership the master program "Innovation Management and Technology

Transfer".

The master program "Management of Innovation and Technology Transfer"

was launched on 15 September 2014.

Preparation of the master program in partnership was regulated by the

Agreement between the universities within the framework of the TecTNet project

according to the requirements of the project and approved by all universities (Annex

1).

The credits recognition as the result of the mobility was provided by ECTS

Contracts which were signed according to the Agreement between each university

from Moldova as partner of the project and each student (Appendix 2).

Teaching staff involved in master courses belong to the specialized

departments and faculties of the partner universities (Moldovan and European), as

well as, from the specialized institutions from Moldova.

The knowledge gained by the students of the program will be applied within

management activities in the Innovation Incubators and Scientific-technological

Parks; in consulting activities in the offices specialized in technology transfer,

innovation and business incubators, in the innovation field within public and private

sector; elaboration of the technological transfer projects and coordination of

At the defense of master thesis participated:

Jan Saliga - project partner responsible for the work package WP2 – Master

Program Realization, University of Košice (Tuke), Slovakia, Dorin Lucache -

partner of the Technical University from Iasi (UT Iasi), Romania, other project

partners and guests from the EU and Moldova.

Secretarial work were made by secretaries from Evaluation Commissions of the

thesis, individually, each for his university.

The list according to the consecutiveness of master theses defense and list in

descending order of overall master notes, tab. 2 and 3, represent the summary

information / generalized for all universities.

According to the decision of the second meeting of the project consortium from

30 April 2015, in the addition list of the master diploma, information regarding the

”position number in the table among graduates" will be reported to the total number

of graduates (Table 3, General mark).

The content and quality of master thesis

The theme of master’s thesis corresponds to the actual requirements and

TecTNet project's recommendations.

Thesis’s content were focused on the current issues which took place within

different institutions and real enterprises from national economy. The subjects and

the scientific research fundament were up to date.

In several theses were used the information reflected from internships

undertaken in universities from EU partner countries.

Thesis consisted of theoretical analysis, individual study of various current

issues, elaborations, experiments with scientific elements, etc.

The presentations were made on the computer, in English PowerPoint.

Quality of the presentation, graphics, eloquence, responses to the questions

were at a higher level.

The average grade at the Defense of master’s thesis was 9.76, and the success

of Defense 100%.

During the defending of master thesis, were pointed out some objections such

as:

Some works required more applied / experimental part;

In some theses the proposals for applying the results were too generally

explained.

Recommendations:

Based on the results of the support master thesis, presentations and discussions

based on the Defense, the Commission in partnership (all university members)

comes with the following recommendations:

To take necessary measures to implement theses results in production, by

using technology transfer offices within universities;
