By means of signing the Stabilisation and Accession Agreement and by acceptance of the Road Map on Liberalisation of the Visa Regime for Bosnia and Herzegovina, our country has, inter alia, took the obligation to create a coordinated immigration and asylum policy according to the EU standards and current BiH migration trends. The country has also taken responsibility for implementing the immigration and asylum policy which resulted with the 2008-2011 Strategy on Immigration and Asylum and the accompanying Action Plan that were adopted by the Council of Ministers on November 13th 2008. Upon adoption of these strategic documents, the implementation was undertaken and it included the creation of conditions for the establishment of a body to coordinate activities of different immigration and asylum authorities, to deal with cooperation mechanisms and to provide guidelines on comprehensive policy for this field.

The Coordination Body for Monitoring Implementation of the 2008-2011 Strategy and Action Plan on Immigration and Asylum (hereinafter: the Coordination Body) was established by the BiH Council of Ministers’ Decision on Nomination of the Coordination Body for Monitoring Implementation of the 2008-2011 Strategy and Action Plan on Immigration and Asylum. The Decision was reached at the 80th session held on March 19th 2009, and published in the Official Gazette of Bosnia and Herzegovina, number: 32 as of April 27th 2009.

To the Coordination Body were appointed representatives from: the BiH Ministry of Security (Ms.Murveta DŽAFEROVIĆ, Assistant Minister in the Immigration Sector – as the Chairperson of the Coordination Body and Mr. Marijan BAOTIĆ, Assistant Minister in the Asylum Sector – as the Vice-Chairperson of the Coordination Body); Service for Foreigners’ Affairs (Mr. Dragan MEKTIĆ, Director of the Service – as a member); BiH Border Police (Mr.Žarko LAKETA, BiH Border Police Deputy Director – a member), The BiH Ministry for Foreign Affairs (Mr.Zoran PERKOVIĆ, Assistant Minister in the Sector for International, Legal and Consular Matters – a member), the BiH Ministry for Human Rights and Refugees (Ms. Ruzmira TIHIĆ-KADRIĆ, Assistant Minister in the Emigration Sector – a member), and the State Investigation and Protection Agency - SIPA (Ms. Svjetlana KEKIĆ, SIPA’s Senior Inspector, that was succeeded in accordance with Article 2 of the Decision on Nomination by Mr.Midhat ALDŽIĆ, SIPA’s Inspector - a member).

Pursuant to Article 3 of the Decision on Nomination of the Coordination Body, to the position of the Coordination Body’s general secretary was appointed Mr. Vedran VUJOVIĆ from the Ministry of Security’s Immigration Sector tasked to provide all the necessary technical support and organize the Coordination Body’s meetings.

The Coordination Body is responsible for Monitoring Implementation of the 2008-2011 Strategy and Action Plan on Immigration and Asylum. Each member of the Body is assigned to monitor implementation of the 2008-2011 Strategy and Action Plan on Immigration and Asylum within the competencies of administrative organisation or sector that he/she represents in the Coordination Body, as well as to undertake measures and secure continuous support to implementation of activities defined by the Strategy and the Action Plan. They are also responsible to undertake measures and provide coordinated approach of the administrative organisations and sectors they represent during the implementation of activities defined in the Action Plan and the Strategy on Immigration and Asylum. The Coordination Body analyses the progress that was made and compares it with the activities defined by the Action Plan and the Strategy; then, it monitors its

accompanying issues and risks, and, upon completed evaluation of results, issues and risks, the Body creates and proposes to the Minister of Security the measures to be undertaken in the field of immigration policy.

On its first session held on April 15th 2009, the Coordination Body followed the obligation stemming from Article 5 of the Decision on Nomination of the Coordination Body for Monitoring Implementation of the 2008-2011 Strategy and Action Plan on Immigration and Asylum and adopted its Rules of Conduct to settle matters on the Coordination Body’s modes of work, issuance of decisions, preparation and holding the sessions, and the other relevant matters.

The Coordination Body convenes its meetings at least once a month or even more frequently, depending on the need. In 2009, there was 9 (nine) Coordination Body meetings covering, while in 2010 there was ten Coordination Body meetings covering as a permanent item of agenda, continuous monitoring over the implementation of the 2008-2011 Strategy and Action Plan on Immigration and Asylum, discussions and talks on numerous topics and matters within the competence of this body and initiation of a number of activities and measures to improve the situation in the field of immigration policy in Bosnia and Herzegovina.

One of the major challenges before Bosnia and Herzegovina concerns the implementation of the 2008-2011 Action Plan, the document on which the progress of Bosnia and Herzegovina towards European Union considerably depends. The Coordination Body monitors the implementation of the 2008–2011 Action Plan covering the field of visas, borders, immigrations, trafficking in humans and international protection (asylum).

The four-year implementation of the Strategy and the Action Plan on Immigration and Asylum amounts to 160 activities. Out of these 160 activities that are listed in the 2008-2011 Action Plan on Immigration and Asylum, 28 activities were planned for finalization in 2008, 25 activities were planned for finalization in 2009, six activities are planned for finalization in 2010, and five activities are planned for 2011. The projected Action plan envisages continuous implementation of 96 activities.

On 22nd February 2010, the Coordination Body completed the proposal on the Report on Work of the Coordination Body covering the period of time until 31st December 2009, and the BiH Council of Ministers adopted the Report on Work of the Coordination Body at their 118th Session held on 8th April 2010, after which the Report has been translated into English and published on the web site of the Ministry of Security.

The Report on Work of the Coordination Body concluded on 31st December 2010, contains the data on accomplished activities listed in the Report on Work until 31st December 2009, as well as data on implemented activities in 2010, facilitating integral follow up of the implementation process of the activities foreseen by the Strategy in the Field of Immigration and Asylum and Action Plan for 2008-2011.

MFA is technically enabled to issue BiH visas in 47 destinations of the world, and to extend visa validity in its MFA Head Office. 2010 As of the end of the year 2010, MoFA BiH has installed 19 biometric stations in its Diplomatic and Consular Missions. By installing these stations, technical preconditions are created to begin introducing biometric visas in these BiH Diplomatic and Consular Missions.

In accordance with established dynamics, all BiH institutions fulfilled Action Plan obligations. Monitoring for the Block 1 – Documents safety - has been accomplished – and positive rating has been given by European experts in regards to fulfillment of all obligations. Positive rating is being expected in regards to fulfillment of Action Plan obligations for Block 2 and Block 3. 2010 All obligations from the Action Plan are fulfilled in regards to visa regime liberation for BiH. By the Decision of the EC no. 109/2010 of the European Parliament and of the Council dated November 24, 2010, free visa regime has been approved for citizens of BiH for a short-stay in Schengen countries as of December 15, 2010.

By creating legal and technical conditions on July 1, 2009, in Ministries of Internal Affairs of BiH and Diplomatic and Consular Missions (until now, in 15 of them) taking of biometric data for passport issuance has been introduced. During the year 2010, activities on creating material-technical conditions will be executed for taking of biometric data for passport issuance in another 15 BiH Diplomatic and Consular Missions. There are activities currently undergoing in MFA BiH on organizing seminars which relate to overlooking of modes, material and technical conditions, and positive experiences of EU countries which issue biometric visas.

Changes and amendments to Rulebook on Internal BP Organization

By Decision of BiH BP Director, a special Commission has been formed to create new Rulebook on Internal BP Organization, which is to define proposals for establishment of new organizational structure within BP in accordance with legislative obligations and BP operational needs. In line with changes and amendments to the Law on BiH Border Police („Official Gazette of BiH no. 59/09) it is necessary to enact Rulebook on Internal Organization within 60 days. All organizational BiH BP units and members of the Working Group have submitted their proposals for changes and amendments to the Rulebook on Internal BiH BP Organization. 2010 Proposal for changes and amendments to Rulebook on Internal Organization received positive opinions of competent authorities, necessary before submitting it to the BiH Council of Ministers for consideration, and it was later submitted to the BiH Council of Ministers for approval.

Changes and amendments to the Instruction on Border Police Register in accordance with legislative changes

BiH BP Director has, based upon Article 17 of the Law on Border Control, enacted Instruction on Changes and Amendments to the Instruction that entered into force on 1 January 2009 – cargo vehicles are no longer registered. 2010 On 1 July 2010, (new) Instruction on

Registers in BiH Border Police, entered into force. This Instruction contains changes reference implementation of Agreement on electronic exchange of data from police and prosecution registers, Project of central aliens’ database establishment, as well as of many other legal decisions deriving as obligations from Roadmap for Visa Regime Liberalization. Implementation of the Project for electronic registers establishment at BiH BP level, is at final stage, applications have been installed in all organizational units, where internal network was established within organizational units as well as with the central level. Training was conducted for 5 informaticians from organizational units and 35 p/s application users, whose obligation was to conduct the training for all users in organizational units within the testing period, 12-25 October 2010. Data transfer from existing registers into electronic registers was carried out from 25 October to 26 November 2010, and the data entry continued for the events that have occurred since then. Moreover, application users from all organizational units have been divided into 18 user groups.

on BCPs for border area traffic, which has been temporarily implemented since its signing, i.e. 7 October 2010. Agreement was signed in Podgorica (Montenegro) between BiH Council of Ministers and Government of Montenegro, on BCPs for international traffic, the implementation of which starts on the 8th

day following the day of the reception of the last notification by diplomatic protocol, by which the signatories inform each other on fulfillment of the conditions foreseen by internal legislation of the signatories for the Agreement to enter into force. In accordance with Police Cooperation Convention and signed Protocols on Conducting Mixed Patrols, approval was given for regional plans for conducting mixed patrols with Montenegro and Serbia, currently applied on the ground. Agreement on determining BCPs between Serbia and Montenegro and Bosnia and Herzegovina, which was concluded on 24 February 2005, entered into force on 20 April 2010. Agreement on border area traffic, which was concluded on 24 February 2005, entered into force on 20 April 2010. BP representatives participated in Working Group (of BiH and Montenegro) for finding possibilities for establishment of common BCPs at locations Zupci, Klobuk and Šćepan polje. On that occasion, the Working Group visited the mentioned BCPs and made report on possibilities and

infrastructural requirements for establishment of joint locations. A letter was sent to BiH Council of Ministers, Ministry of Security and State Commission for Integrated Border management in BiH, in relation to initiating activities on creation, and afterwards, personalization of border area documents, in accordance with Agreement on border area traffic an cooperation between BiH and Republic Croatia. Currently it is not possible to start issuing border area passes, because competent institutions have not submitted forms of border area passes and necessary equipment for their personalization to BiH Border Police. In accordance with Article 8 of Law on Agency for Identification Documents , Registers and Data Exchange in BiH, Ministry of Security of BIH and State Commission for IBM in BIH, gave approval to BiH BP to concede personalization to the Agency (IDDEEA) for border area documents (border area pass), and for keeping registers on their issuance. In the following period BiH Ministry of Security is expected to prepare text of Decision, authorizing IDDEEA to perform the mentioned tasks. The Decision must be made and adopted by BiH Council of Ministers.

2010 Within search activities, project Push/pull, aimed at electronic exchange of searches of persons, items, vehicles, travel documents and weapons. The purpose of this Project is implementation of Agreement on electronic data exchange between police bodies and prosecutions in BiH. Border Police carried out technical preparations for electronic download of the data on searches of persons from Federation BiH MoI, RS MoI and Brčko District Police. Access to web services was established and testing download of the announced searches was carried out. Moreover, Memorandum on official cooperation and expert assistance in establishment of electronic registering system in the field of search activities was agreed between RS MoI and Border Police, and the Memorandum is scheduled to be signed on 5 January 2011. Education of 99 cadets of the 5th generation ended, and they have been sent to organizational units on probation. At the same time selection was finished and education of 120 cadets of the 6th generation has started. By Changes and Amendments to the Law on BiH BP the Training Center is to discontinue working, but the already started education of cadets will be carried out in accordance with regulations which were in force before these changes. 2010 In the reporting period Basic police training for the 6th Class of BiH BP cadets was finished. Ceremonial promotion of the 6th generation of cadets was held on 17 June 2010 in FederationMoIPoliceAcademy premises, in Vraca, where all of the 120 cadets took oath and signed contracts to work in BiH BP. 2010 In 2010, there was an important step made towards recruitment in BP, where new 127 employees were recruited, of which 120 police officers – cadets, having finished basic police training. However, recruitment is still a problem, which BP continues to resolve. In comparison with systematized number of posts (2.536), there are still 238 vacancies, of which 228 for police officers, 5 for civil servants and 5 for staff members.

Since 1 July 2008 the new Law on Salaries in BiH Institutions has been in force. 2010 As an interim solution until final establishment of database integration, in accordance with Annex 1 of Agreement on Establishment of Joint Risk Analysis Center (JRAC), JRAC started with some activities to find temporary solution for data transfer from local to joint Center. Certain activities are taken to carry out planned trainings for JRAC. JRAC created 3 analyses. In cooperation with international experts activities are conducted to connect databases between local and joint Center. With that regard UNDP has already started implementing these activities. JRAC has started three new risk analyses reference state border. During reporting period, two meetings were held with UNDP representatives and the Consultant (employed by UNDP). It was agreed that informaticians from agencies, together with the Consultant, should propose at least two solutions to the database integration issue, and leave them for adoption to the managements of agencies participating in the Agreement. Currently,there are activities on implementation of risk analysis model in BiH Border Police, within DCAF project.

Working versions of the following documents were created: "Action plan for risk analysis model implementation in BiH Border Police ", „Risk Analysis Units Structure in BiH Border Police", "Job description for risk analysis teams and police officers working on risk analysis in BiH Border Police". During reporting period, work on analyses foreseen by JRAC Working Plan 2010 continued. All employees in JRAC have been enabled access to Border Police data, such as daily bulletins and other periodical reports. 06 – 09 April, in Vršac, there was a conference organized by DCAF, where work continued in Working Sub-groups for Risk Analysis, Criminal Intelligence and Investigations. Activities were started on production of Instruction for Risk Analysis. Two meetings were held, organized by UNDP (analysis of electronic readiness in all agencies and projects necessary to be realized in the following period). Further steps were made in preparation of tender documentation for establishment of IT system. Currently, analysis is being produced, in accordance with JRAC Working Plan. As organized by IOM, two-day training-„Specialized Risk Analysis Training“is planned. In September, a two-day training was held (organized by IOM) on „Risk Management and Risk Analysis“. In December, a meeting of Coordination Body was held, where the most important conclusion was speeding up the realization of database integration project in the participating agencies, which is realized with support of UNDP.

BiH BP regularly sends warnings on newly detected instances of forged documents to all its organizational units. In 2008 Memorandum of Understanding was signed between Albania, BiH, Croatia, Macedonia, Montenegro and Serbia, anticipating in the Article 8 transfer of information on false travel documents, visa stickers and residence permits. Furthermore, based upon the mentioned Memorandum, and in cooperation with FRONTEX, Border Police submits statistical data on immigration (MSI reports) to signatory countries on a monthly basis, via website www/circa.europa.eu where FRONTEX has a special site WB-RAN (Western Balkan Risk Analysis Network). 2010 In Warsaw (Poland) there was a workshop held aiming at revising the reporting so far, and possibility for expanding data submitted within MSI report, as well as possibility for opening new page for SEE countries on the subject – MSI on Trafficking in Humans.

2010 In August, a revision of existing and creation of ne BiH BP Action Plan for Fight Against Corruption for the period 2010 – 2014, were carried out. Bearers of activities were educated at regional plan, with an obligation to regularly submit reports on carried out activities to duty bearer at central level. BiH BP implemented Anticorruption program. Altogether 2112 police officers passed the training. Only the officers on suspension didn't pass, as well as those absent from work for a longer period (on sick leave, or for some other reason). Border Police representatives actively participated in creation of National Action Plan for Implementation of BiH Strategy for Fighting Organized Crime, which was revised and adopted at the end of 2009.. National Action Plan put an obligation to all institutions involved in its implementation, to create their own action plans, based upon the Strategy and the Action Plan. In June 2010, BP created and adopted Action Plan for Fighting Organized Crime 2009 – 2012, which was then forwarded to all organizational units for procedure.

Twinning Project has been successfully realized. Other Twinning Project in support of Border Police was conducted in cooperation with State Police of Hungary and its partners (BP of Poland, Customs of Finland, British MoI and EUROPOL). The Project aimed at strengthening BiH BP capacities in more efficient fight against organized cross-border crime in the fields of information management, improvement in operational analytics, intelligence system and investigative component, through transfer of knowledge, experience and best practices. Within the Project there were 12 trainings held, seminars and workshops for about 150 officers, covering fields such as strategic planning, rules and procedures development as well as specialist analytical and investigation trainings (ANCAPA, analysis of phone listings, application of I-2 software). Training for I-2 software application (Analyst Notebook) was organized for police officers from agencies participating in Joint Risk Analysis Center. These analytical programs were used for collecting and processing of large quantity of information during operational actions conducted in the past period.One of important parts of the Twinning Project was development o strategic documents in BiH Border Police. The following strategies have been created and adopted in BP:BiH BP Strategy, Human Resources Management Strategy in BiH BP, and Information Management Strategy in BiH BP, the realization of which is undergoing.

Dana 16.11.2009. godine službeno je otvoren novoizgrađeni Granični prijelaz „Klobuk“. Granični prijelaz Klobuk opremljen je od strane GP BiH uredskom i informatičkom opremom i već je u funkciji. Pored navedenog, u spomenutom razdoblju je iz proračunskih rezervi odobreno 500 000 KM za sanaciju dodjeljenog prostora od Ministarstva obrane BiH: 1. Dio vojarne u Bijeljini gdje bi prostor služio za smještaj Terenskog ureda Bijeljina, JGP Bijeljina i JPK Bijeljina. Za sanaciju dijela dodijeljenog prostora vojarne u Bijeljini izabran je izvođač radova, radovi su u tijeku, orjentacijski se završetak radova očekuje krajem siječnja/januara, a tijekom veljače/ februara se očekuje preseljenje i smještaj navedenih organizacijskih jedinica. 2. Dio vojarne u Trebinju gdje bi prostor služio za smještaj JGP Trebinje. Za sanaciju dijela vojarne u Trebinju u tijeku je izbor izvođača radova, a ostale aktivnosti se planiraju u narednom razdoblju. Movement of FO, Support and Control Unit (SCU) and BPU Bijeljina to new building was realized on 5 May 2010. Movement of BPU Trebinje je was carried out on 1 April 2010. New office equipment was procured for equipping premises in FO Bijeljina, BPU Trebinje and BPU Višegrad. Designing and executive projects were made for BP HQs, FO North-West based at Gradiška, and FO West based at Bosansko Grahovo. At final stage is designing and executive project for HQ of FO South in Čapljina. Tender was announced to create project documentation for HQ of BPUAirport Mostar. A designer was selected to make designing and executive project, following deadlines in the offer, for HQ building of BPUAirport Mostar, and the project documentation is currently being drafted. in Čapljina, in order to achieve conditions necessary for construction permit issuance, to build future HQ of FO South - Čapljina. Following competitive procedure, a provider was selected to replace the roof in FO Bijeljina. Work on roof replacement on HQ building of FO N-E Bijeljina finished within contracted deadline. EUPM donation of 12 containers was received, and in the following period those will be allocated to BPUs, according to their needs. Activities are conducted on improvement of BPU Airport Banja Luka setting, where two options are actual (either new container accommodation replacing all existing containers with better ones, or possibly accommodation in the part of the building ceded to BiH BP by Banja Luka airport).For accommodation of BPUAirportBanja Luka, a contract was signed on accommodation to a part of Banja Luka airport building. At the same time, procedures started on recovery of the rented premises, and a provider was selected. Contract was signed with Sarajevo airport on renting space of 2044 m2, for the period of five years, and at the same time procedure was carried out for management of the rented space, and part of the earlier rented space, for management and asphalting total surface area of 2.800 m2, thus solving

ICITAP donated 100 computers, of which 70 were distributed to BCPs and BPUs, and 30 are meant to be used for restoring equipment, according to needs in the following period. During this year Embassy of Spain in Sarajevo donated 16 sets (computers and document readers) for BiH BP needs. There were 4 servers installed, for new registers and databases installation.New passport readers will be distributed to BCPs after the testing phase, and will replace the deteriorated Impax readers, which had been used for 10 years. 97 biometric passport readers were obtained. European Commission donated 41 readers to Border Police and another 40 readers were procured from BiH BP budgetary means. Within donations received by BP in the reporting period, it is significant to mention US Government donation of equipment, which will help carry out border checks more efficiently. It is 20 hand metal detectors and 100 mirrors for vehicle check. Within upgrade of SPIN and SDH communication networks, in the reporting period, new equipment was installed at BCPs Pavlovića most, Bratunac and Zvornik, and new telephone systems

were set up at BCPs Klobuk and Zupci. Within project of introducing MIND (Mobile Interpol Network Device) system in BiH BP, there were activities conducted on implementation of IT system for control of crossing the state border (KPDG 2009). KPDG 2009, beside possibility to register persons crossing the state border and wanted persons, enables also automatic checks in wanted persons database, as well as automatic checks in INTERPOL document databases (MIND). Currently, direct access to this system is enabled with 45 International BCPs, and 125 document readers have been installed and in function.

The procurement was cancelled because of insufficient financial resources. - New possibility for restructuring some items in material procurement was found and procurement procedure started for working parts of uniform /11 items/ for SCU staff, where competition request is worth 170,000 KM and is at the stage of selecting contractor and concluding contract for the mentioned equipment delivery. The contract has been signed, and delivery will be carried out within 60 days after the date of signment.

2010 - We finished with the procedure of

procurement of new uniforms for Mobile SCU officers, which was delivered by supplier, in total of 140 uniform sets charged by MSCU, for service dog guides at airports and in bomb-team.

- We finished with the procedure of procurement of 6 dogs for BiH BP service needs, as well as with the procedure of procurement of specialist protection equipment for markers for service dogs training for patrolling activities, as well as renewal and replacement of boxes for dogs in MSCUs Bijeljina and Gradiška.

Following the capital investment plan for 2010, we procured 5 thermal-vision cameras, sensor equipment, monitors in a case for thermal-vision camera, microphones for special vehicles, police equipment and uniforms. Following the procurement plan for 2010, procedure was conducted for procurement of 6 service dogs, which are at stage of basic training. In October 2010, 22 off-road vehicles (marked and registered) were delivered to BiH BP organizational units for their use. In the reporting period, US Government donated to Border Police 10 night-surveillance binoculars and 30 GPS devices.

3.6. Vehicle fleet replacement and renovation

In 2008 there were 73 vehicles procured in the amount of 3 869 157,20 KM. In 2009, the amount of 770 000 KM was spent on vehicles. In order to procure the mentioned vehicles, contracts were signed and a part of the vehicles has been delivered. One motor-boat („Maestral 650“) was also procured, worth around 57 000 KM. All planned vehicles have been procured for 14 units: 7 vans and 7 cars in the amount of 678 429 KM. All these vehicles have been registered and made available for BP units use, according to the previously enacted and adopted plan. Furthermore, we are starting with public auction invitation activities for sale of 14 vehicles, most of which are broken for different failures, traffic accidents or mileage, therefore BP keeps the same number of vehicles, i.e. 330 in total, and it is planned to gain extra income from that sale, in the amount of around 150 000 KM, which is advisable to start realizing due to existing recession and saving measures. During 2009, 38 vehicles with mileage over 250 000 km, or with some damages, were sold on public auction. Besides saving on maintenance, by sale of these vehicles an income in the amount of 368 080,02 KM was gained.

2010 On 9 February 2010, 3 vehicles were sold by renewed auction, in total value of 23.254 KM, thus ending auction of planned used vehicles. Currently suppliers are being selected, by Open International Tender, to procure 22 off-road vehicles, in total value of 1.400.000 KM, aiming at renewal of vehicle fleet, thus enhancing technical and operational capacities of BiH BP. Currently, tender procedure is conducted for procurement of 3 cars. In October, 20 off-road vehicles Nissan Pathfinder (marked and registered) were delivered to BiH BP organizational units for their use. Beside 20 off-road vehicles Nissan Pathfinder, due to needs and available resources, an annex to the contract was added for procurement of 4 Nissan Pathfinders, in the total value of 252.860,04 KM, thus, apart from 22 already delivered vehicles in 2010, procurement of 26 off-road vehicles of that brand would be realized. Within planned activities on BiH BP vehicle fleet renewal, 22 old vehicles Nissan Terrano II (donated to Border Police in 2001) were withdrawn from the field, and will be sold on auction, since they have been replaced by 22 new NISSANs. Beside the mentined 22 vehicles, there will be another 6

In 2008 we procured 5 thermal-vision hand-cameras, 2 mobile cameras for special vehicles for border surveillance worth 362 690,05 KM, 2 pairs of night-surveillance worth 1682 KM. In 2009 we procured 8 pairs of night-surveillance worth 69 217 KM. 2010 Budget for 2010 allowed for 5.100.000 KM for capital investments, of which 300.000 KM for buildings, and around 4.774.000 KM for equipment. Part of these resources was foreseen for procurement of specialist equipment. Currently, there are internal procedures conducted for specifications of necessary equipment, in order to start equipment procurement, in accordance with Capital Investment Plan 2010 and procedures in Law on Public Procurement. For CIO needs, set of forensic equipment for forensic analysis of mobile phones and SIM cards were procured. Currently, equipment for control of crossing the state border is

The System has been operational and in function since 29 September 2009. On 29 Sep and 30 Sep 2009 it was successfully presented to European Commission representatives and was highly rated. BiH Border Police has created all the necessary infrastructure conditions (networking - SPIN and SDH networks) for establishment of ISM System at 27 international border crossing points. These activities will continue in the following period. 2010 In 2010. trainings were conducted for inspectors for control of crossing the state border in all BPUs and FOs, as well as informaticians in FOs. The training was carried out by Chief ISM Administrator at Ministry of Security level, Chief Border Police Administrator and Inspector for control of crossing the state border. The training is being implemented on the ground. BiH Border Police finished with retroactive data input in ISM for the previous three years, based upon Rulebook on Central Database on Aliens. Direct data input on the ground, from the locations with fulfilled preconditions, started as of 22 January 2010, and for locations not covered, data will be submitted to locations with access to ISM. A BiH BP officer participated in creation of Instruction on Data and Documentation Keeping Periods, which is a data source for Central Database on Aliens. 2010 Designing project (KPDG 2011) for BiH BP database integration was completed. The project was offered to be financed within IPA Program. European Commission invited a tender for hardware procurement. There are activities conducted on hardware procurement and on inviting a tender for selection of company to provide software solutions. 4 servers have been delivered (2 application ones and backup disc) for the new application. European Commission invited tenders for new application and procurement of 33 document readers. Company was selected to produce new application, i.e. to improve central database (ISM). Activities started on 3 November 2010, when a meeting was held with all ISM users and with company “KING ICT”, followed by activities on creation of new application (KPDG2011). The mention activity will last for 12 months. EC delivered 41 document readers, instead of the foreseen 33. New application (KPDG2011) is one of the ISM system modules, and implementation of this projectis common with ISM. At BiH BP level, a working group was formed with a task to implement new applications. The working group has already drafted

Institution organized 01/09/2009, but the adequate information was not given due to the activities on drafting, and enactment of the Rulebook on manner of implementation of safety checks, and pursuant to the Article 7, paragraph 4 of the Law on Movement and Stay of Aliens and Asylum, it is competent the General Director of OSA.The Coordination Body sent new letter to OSA on 20/11/2009 asking needed information on the cited Rulebook. So, the B&H Intelligence-Security Agency has reported by letter from 03/12/2009 the Coordination Body that OSA has the Rulebook on proceeding of safety checks of persons who applies for the job in the Agency, persons who could be source of Agency, and persons who seeks the B&H citizenship from 19/06/ 2007. Regarding to the recent alterations of several laws that considers this problem, and enactment of the Law on Movement and Stay of Aliens and Asylum, it has been ongoing the work on amendments of existing Rulebook, in order to adjust it to the new legal decisions.

The Senior Associate is employed in the Sector for Immigration for regulations, whose homework is to follow and study the legislation of European Union by the domain of immigrations, then to create and propose the amendments of the law and bylaws by this domain in order to achieve the EU standards, and also to study the effect and consequences of the law and other regulations by domain of immigrations, by which arises the obligations for Ministry of Security. In period of November 23, by 26 of November 2009 the representative of the Sector for Immigration had participated at the Seminar in Trieste on theme „Protection of illegal migrants rights“ .

Upon the Agreement on Readmission, the Service for Foreigners Affairs tackles admission and handover of third countries nationals and stateless persons.In reporting period, Service for Foreigners Affairs conducted handover, admission and transit of 4 persons (nationals of Bulgaria 3 persons and Germany 1 person ). Sector for Immigration had organized and took a part at the all above mentioned meetings. The GDISC Secretariat invites always at the conferences which is organizing two representatives of the Ministry of Security (Service for Foreigners Affairs /Sector for Asylum/Sector for Immigration ) with the status of observer. The chiefs of Border Police from the countries of region signed Memorandum on cooperation of Border Polices at the airports of the countries that are members of MARRI on December 21, 2010 . By this Memorandum will be established mechanisms for solving illegal migrations and crime/terrorism, and also will contribute to the harmonization of regional standards for combating illegal migrations with international and EU standards. The activities which are predicted by Memorandum

For the purpose of enhancing regional cooperation, SIPA's representatives are active participants in the project titled ''Strengthening Operational Capacities and Investigations of Trafficking in Human Beings in Western European Countries'', organised by UNODC. Participants in the mentioned project are representatives from all the western European countries. SIPA's representative, as a national focal point from B&H, attended the fourth meeting within the ''Strengthening Operational Capacities in Investigations of Trafficking in Human Beings in the Western Balkans'', held on February 23-25, 2009 in Tirana, Albania. For the purpose of solving bilateral issues in relation to trafficking in human beings, B&H Delegation, within which was the SIPA's representative, on October 28 – 30, 2009 visited France (Paris) where several working meetings were held with competent representatives from France.
