The significant growth of number of vehicles during last year’s and lack of integrated solutions in the areas of road safety, has the negative impact on the growth of road accidents in the Republic of Moldova.

388 (14,9%) - Overcoming the limited speed; 355 (13,6%) - Non-compliance to the

pedestrians crossing; 234 (9,0%) - Non-compliance the crossroads

priorities; 247 (9,5%) - Irregular maneuvers, start moving,

change direction 158 (6,1%) - Driving under alcohol influence

Driver's fault: 2.607 (89.3% from the total number of accidents committed in the country)

Pedestrians fault - each 9 th road accident (329, or 11,3% from the total nr. of accidents).

Unexpected output besides the vehicles or other objects;

Road crossing in forbidden places; Pedestrians under the influence of alcohol; Games or location of children under 7 years

old on the roads.

Total road traffic contraventions detected - 153.894, incl.:

22.415 - limited speed violation;

11.273 - non-compliance with safety belt

3.976 - driving under the alcohol influence (2.038 –

criminal; 1.135 contraventional; 803 –

procedure;

1.718 - non-compliance of crossroads or traffic light ;

30 - driving under drug influence;

282 - medical examination refusal witch is a crime;

144 - leaving the road accident place

Applied - 141.377 fines 2.668.168 Euro

Paid 118.766 fines 1.179.328 Euro (84 % from the total nr. of applied fines

108.246 fines 1.027.902 Euro were paid during first 72 hours that is 50 % of the total fine, and counts 91,2% from the total paid fines

Fully paid 10.520 fines 151.426 Euro

2.066 drivers were deprived of driving rights, 45 drivers were sanctioned with contraventional

arrest for 15 days.

The law on road safety - June 7, 2007. Code of Offenses, providing tougher administrative penalties for violations of traffic rules and

the introduction of penalty points system - approved by the Law № 218-XVI of 24 October 2008, comes into force on May 31, 2009.

Law № 16-XVI dated 3 February 2009 on amendments (through which modifications to the criminal code were made) l) and in addition to some legislative acts of criminal responsibility for driving under the strong influence of alcohol or in a state of narcotic intoxication.

New traffic regulations - approved by the Government Decision № 357 dated May 13, coming into force on 15 July 2009.

Standards of medical examination of candidates for drivers of vehicles approved by Government Decision N 12 dated 19 January 2009.

Regulation on organization and functioning of institutions for training and qualifications of drivers of vehicles.

Programs to train drivers in accordance with the categories and subcategories of vehicles approved by the Order of the Ministry of Education and Youth № 313 dated 21 April 2009 in accordance with the Ministry of Internal Affairs, Ministry of Defense, Ministry of Health and Transportation Agency.

The Government Decision on the driver's license, the organization and conduct tests to obtain a driver's license and the conditions of admission to the traffic, from December 24, 2007.

Regulation on alcohol test and medical examination on the state of intoxication, and his character, approved by Government Decision N 296 of 16 April 2009.

In June 2010, it was adopted a new Action Plan to improve the road safety till 2014. This Plan is aimed at actions coordination to assure traffic road security.

Objectives: Adjusting Legal Framework in the area of traffic road to the European standards;

Reform of the Institutional Framework on road maintenance;

Set up a Center specialized in children`s traffic education “Children`s town”;

Procurement & implementation of traffic surveillance equipment; modern equipment for speed measuring, etilotests, GPS/s and video cameras for monitoring patrol teams;

Organizing road safety campaigns;

Road traffic infrastructure and road signs, counts measures oriented towards the road infrastructure relaunching ( roads sytems, road signs);

Qualitative & quantitative evaluation of vehicles flow on public & national roads; as well as related to the people with health problems inadequated to the activity of driving, were elaborated by specialists;

Technical & Ecological surveillance of vehicles;

Traffic education (mass-media, schools, information campaigns) ;

International cooperation ( implementation of best practices).18

Moldova is officially launching the Decade of Actions initiated by ONU in the area of road safety within the Action Plan 2011-2020.

Roads accidents can not be prevented only through actions of traffic police HOWEVER Trafiic Police has an important role;

Road safety needs a complex approach through its based components

Road safety has to be a shared responsibility

We need an integrated road safety management
