Progress Summary of Fisheries Improvement by PT Hatindo Makmur and PT 168 Benoa during the Period between July-December 2017

General Information 1. Location : Pondokdadap Beach Fishing Port, Sendangbiru, Malang Regency, East Java

First survey : April 2015

Number of farmers/fishers : The total number of vessels registered as production chain of PT Hatindo Makmur is 44 small boats. All of them

have also been registered to the Marine and Fisheries Service Office of East Java Province.

2. Fishing Practices

- Minimum harvest size : 10-15 kg (relative as the fishes are not weighted if they are under 20 kg) for juvenile yellowfin tuna

- Fishing method : Handline with 5-17 GT fishing vessels

- Buy price range : Rp15,000-50,000/kg

In Sendangbiru, the fisheries commodities are tunas, among others, yellowfin tuna (Thunnus albacares). This species is handline-fished and has become

the main target for importers who come from the surrounding area. The transaction is done through auction, which is held by the local Port

Management Unit Office.

3. Production Capacity

Based on data from Technical Implementing Unit for Center of Training and Dissemination in Government Policies, the fishery production in

Sendangbiru started fluctuating between 2010-2016 with the average total production for tuna commodities amounting to 2,480 tons/year.

Meanwhile, the average annual production for skipjack tuna, yellowfin tuna, albacora and baby tuna was 919, 1,019 , 418 and 422 tons respectively.

The tuna commodity reached the highest production in 2010 (3,921 tons) and 2015 (3,495 tons), while the lowest in 2016 (1,451). The fishers were

unable to go fishing due to extreme weathers causing declined catch volume.

Based on Chart 1 above, tuna production in Sendangbiru between 2010-2016 were fluctuating. The production for skipjack tuna reached the highest

in 2010 (1,816 tons) and the lowest in 2013 (384 tons). The production for yellowfin tuna reached the highest in 2014 (1,505 tons) and the lowest in

2014 (501 tons). The production for albacore reached the highest in 2015 (745 tons) and the lowest in 2016 (503 tons). The production for baby tuna

reached the highest in 2010 (827 tons) and the lowest in 2012 (240 tons).

Based on the information submitted by PT Hatindo Makmur and PT Satu Enam Delapan, the first company had harvested 15,485 kg yellowfin tuna

from 4 tuna-fishing vessels over 40 trips between July-December 2017. Meanwhile, the latter had harvested 28,450 kg from 8 vessels over 84 trips.

The volume was also influenced by the transactions in Sendangbiru that only took place in July during the period between July-December 2016.

4. Additional Information

a. A BMP training for tuna fisheries was given to member fishers of PT Hatindo Makmur and PT Satu Enam Delapan supply chains on December

13th, 2017. A total of 22 fishers scored 65.4 for their pre-test and 78.9 for their post-test with the compliant score of 80.29%.

b. Information recording from the auction results is still far from ideal. Important substance is not captured to support the traceability scheme

in Sendangbiru where the data on strengthening the monitoring, control and surveillance from relevant agencies is urgently needed for,

among others, the licensing/registration of FADs as a supporting gear for tuna fishing in the area.

c. Improved auction management to support the catch traceability system is needed. During the peak season, it is difficult to identify the vessels

and their accurate locations due to hectic processes in loading and auction. Tagging the catch from loading to delivery should be taken into

consideration.

d. The Law No. 23 of 2014 makes the permit administration for handline tuna in Sendangbiru inefficient in terms of time, effort and materials.

Sendangbiru has established a Technical Implementing Unit for Center of Training and Dissemination in Government Policies serving as task

force from the Marine and Fisheries Service Office of the Province. It plays a role in making the permit and other documents administration

fast and efficient by taking over the office's task. Unfortunately, the unit does not have a full authority either to issue a permit or other

documents required in supporting the tuna fishing activities. The role is still performed by the province.
