INTRODUCTION

Indian Institute of Technology Bombay (IITB), a partner institution in the on-going

collaborative project entitled “Capacity Building in Sustainability and Environmental

Management” (CapSEM) - which is funded by Erasmus+ Programme of the European

Union; organized a two-day capacity building workshop and industry case presentations

programme entitled: “Urban & Rural Ecological Upgradation of Blue - Green Spaces

Through Water Reuse & Community Engagement: A Circular Economy Approach to

Building Smart Habitats”. The following institutions have contributed and participated in

this programme:

4) Mbarara University of Science and Technology, Uganda,

5) Tata Institute of Social Sciences, Mumbai,

The IITB team engaged in CapSEM Project has made categorical efforts by

encouraging the students from the under-graduate, post-graduate and doctoral

programmes to participate in the capacity building workshop and industry case

presentations in order to encourage the lateral learning. The specific efforts have also

been made for encouraging the students in IITB to interact with the partner institutions

from CapSEM Project participating in the capacity building workshops and the industry

case presentations as well as the participants from the industry and regulatory

agencies.

This capacity building workshop and industry case presentations were attended by:

1. the faculty members from Centre from Environmental Science and Engineering

(CESE), Centre for Urban Science and Engineering (CUSE), Centre for Technology

and Rural Alternatives (CTARA),

2. under-graduate, post-graduate and doctoral students from CESE

3. doctoral students from other departments in IITB and other institutions

4. participants from municipality, regulatory agency, industry and consultancy firms.

THE DESIGN AND CONTENTS OF THE PROGRAMME

The two-day capacity building workshop and industry case presentations programme

was inaugurated at the Victor Menezes Convention Centre in Powai, a Suburb of the

City of the Mumbai, at the hands of Prof Suparna Mukherji (Head of Centre for

Environmental Science and Engineering, IITB).

The detailed schedule of the two-day capacity building workshop and industry case

presentations programme has been appended in „Appendix 1‟.

Total 17 technical presentations were made by the subject experts in six sessions of

technical deliberations. Through the group discussions, panel debates and plenary

presentations (of the break-away groups) were conducted in order to invoke the

participation of the delegates. In addition, participants were taken for the field visit at

the site of pilot-scale horizontal sub-surface flow constructed wetland on IIT Bombay

Campus. The design and contents of the two-day capacity building workshop and

industry case presentations programme was to provide knowledge eco-system for the

concepts in circular economy, preventive environmental management, capacity building

and stakeholder participation.

11 delegates from Uganda and two delegates from Nepal (program country-partners)

were the resource persons for the two-day capacity building workshop and industry

case presentations programme. Also, in all 20 persons (graduate students, researchers

and faculty members) participated from Centre for Environmental Science and

Engineering, IITB. In addition, 5 researchers from other departments in IITB and other

institutions participated in the programme. Furthermore, 16 participants were present

from industry and consultancy firms along with 3 Participants from Municipal

Corporation of Greater Mumbai and 3 Participants from regulatory agency (Maharashtra

Pollution Control Board).

The list of participants attending the two-day capacity building workshop and industry

case presentations programme has been appended in „Appendix 2‟.

The copies of bound volume of the “Lecture Notes” entitled: Urban & Rural Ecological

Upgradation of Blue - Green Spaces Through Water Reuse & Community Engagement:

A Circular Economy Approach to Building Smart Habitats, were distributed to all the

participants in the programme. The bound volume included the presentations of the

speakers in the programme as well as the literature reviews on the salient topics

including preventive environmental management, the theory and practice of circular

economy, natural treatment systems, wastewater management, solid waste

management, energy management as well as organizational improvements and

business strategies from the circular economy perspective.

PRACTITIONERS' GROUP DISCUSSION

The stakeholder perspective was articulated by conducting group discussion on “drivers

and obstacles in promoting eco-friendly technologies and waste minimization in the

industry”. The each group (a, b and c) was of nearly 15 participants. One elected

representative from each group has made presentations on conclusions of each group

at the plenary for the benefit of the entire audience. The summary of group‟s opinion at

the end of one-hour group discussion in the respective break-away groups is as follows:

Drivers Obstacles

Availability of eco-friendly technologies.

The availability of environmentally-sound

but cost effective technology is the most

important drivers of promoting the use of

sustainable technologies.

Lack of incentives is one of the biggest

obstacles in adopting the so-called

sustainable technologies. The cost of

sustainable technology affects the overall

cost of the final products. Additionally,

adapting to new technology would require

trained manpower, new setup, land etc.

End user – The behavior of the

consumers also motivates the industries

to opt for sustainable technologies.

Lack of commitment thinking. There is an

urgent need to adopt evidence-based

technology especially in the industries.

The technology alternatives can be

compared for their effectiveness and eco-

friendliness on the basis of life cycle

analysis and life cycle costing.

Government policies and compliance

requirement contributes significantly as

the driver of adopting the sustainable

technologies. The Regulatory compliance

demands for low emission technology to

be adopted by the industries.

Cost- It becomes unaffordable to provide

low cost products while abiding with the

stringent environmental standards which

require costly treatment technologies.

Man power is required for operation and

maintenance of installed facility. Also,

cost increases with treatment process.

The detailed cost analysis data is not

available.

Recycle and reuse - the new concept of

industrial symbiosis coming up with

potential use of waste from one industry

as a resource in other industry can also

act as a driver for adopting the sustainable

technologies.

Lack of political will, no motivation among

the industries and vendor-driven policies

are few other obstacles. Implementation

of laws is not strict and the penalties are

affordable as compared to other countries

where the owner of the company is

penalized and not the operator in case of

a breach. There is a communication gap

between industry and regulator.

THE FIELD VISIT TO THE PILOT-SCALE CONSTRUCTED WETLAND

On first day of the programme i.e. 19th September, 2018, the participants visited the

pilot-scale constructed wetland (CW) research station at IIT Bombay and actively

discussed its potential for treating and reusing the municipal wastewater and

significance for such an intervention in given community towards implementation of

concepts of circular economy. The CWs have been seen as the panacea for escalating

flows of sewages and industrial effluents emitted by communities and industries. The

eco-centric wastewater treatment technology entitled “CW4Reuse” for management of

domestic effluents employing horizontal subsurface-flow CW beds has been developed

at IIT Bombay and is being demonstrated in three locations in India, namely, a) the

Town of Mhaswad (District of Satara), State of Maharashtra, India (sewage flow rate

250 m3/d), b) Charotar University of Science & Technology, District of Anand, State of

Gujarat (sewage flow rate 100 m3/d) and c) “Sant Gulab Baba Aashram”, At Post. Katel,

District of Buldhana, State of Maharashtra (sewage flow rate 25 m3/d).

The Dr Sanjay Mukerjee, Additional Municipal Commissioner of Municipal Corporation

of Greater Mumbai (MCGM), announced in his presentation on 20th September, 2018

that the technology of constructed wetland developed by Prof Asolekar‟s group at IIT

Bombay would be implemented at larger scale by MCGM for treatment and reuse of

municipal wastewater. This was prompted by the capacity building of his officers on the

prior day during the visit to the pilot-scale research station and the presentation on

circular economy during the capacity building programme.

POSTER SESSION

About 20 posters (size: 600 mm x 900 mm) were displayed on poster-display boards in

the foyer at the venue (Victor Menezes Convention Centre on IITB Campus) of the two-

day international capacity building and industry case presentations programme by some

of masters and PhD students participating from the Centre for Environmental Science

and Engineering in the programme.

There was great response from the participants and every one appreciated the efforts of

students. The topics related to circular economy and sustainable development were

presented in the posters installed at the display. The findings from the on-going

research and development activities at Centre for Environmental Science and

Engineering, IIT Bombay in the Research Group of Prof Asolekar were displayed on the

poster-display boards.

INDUSTRY VISIT

On 20th September, 2018, the participants in the capacity building workshop and

industry case presentations visited the wastewater treatment and reuse plant

functioning in the most prestigious twin 5-star hotel in Mumbai (The Trident Hotel and

Oberoi Shereton Hotel). The twin 5-star hotel services nearly 1000 rooms and by the

virtue of the sophisticated wastewater treatment and reuse facility constructed and

operated in the basement of Hotel, it is considered as the most spectacular example of

reusing facility for treated wastewater achieving the so-called near-zero liquid discharge

from the Hotel. The designer and operator of the facility (Mr Ajit Khandeshe) presented

the concept and technical details in industry case presentation at IITB on 19th

September, 2018 and all the participants were taken to the south Bombay to see facility

at twin 5-star hotel on the following day.

EVALUATION OF SPEAKERS IN THE CAPACITY BUILDING WORKSHOP AND

INDUSTRY CASE PRESENTATIONS

All the participants have evaluated all the presentations of the capacity building

workshop and industry case presentations conducted during 19th and 20th September,

2018. It is the usual practice at IIT Bombay that the organizer of a given programme

makes categorical efforts to improve upon the relevance, depth and effectives of the

capacity building programme based on the feedback received from the participants.

The participants were given the prescribed tabular format for recording their ratings of

each presentation in every technical session of the two-day programme. Accordingly,

the anonymous evaluation forms were collected at the end of the programme and

reviewed.

The evaluation of speakers in the prescribed formats at the two-day capacity building

workshop and industry case presentations programme have been appended in

„Appendixes 3 and 4‟.

Additionally, the survey was conducted for the participants. The most important

environmental priorities - which were listed by participants during the survey are as

follows:

1) Water treatment, recycling and reuse

2) Cleaner production processes

3) Environmental Management

4) Solid waste management

5) E-waste collection and disposal

6) Sustainable development

7) Low energy use and carbon footprint

SUMMARY

The very fact that the two-day capacity building workshop and industry case

presentations programme was extremely successful as evidenced by the participants

from various stakeholders. In this programme, the Additional Municipal Commissioner

of Municipal Corporation of Greater Mumbai and Member Secretary of Maharashtra

Pollution Control Board presented their action programmes towards improvement of

sustainability in the jurisdiction of the Corporation of Greater Mumbai (25 million

population) and the State of Maharashtra (120 million population), respectively.

The highpoints of the capacity building workshop and industry case presentations

conducted in IITB during 2018 have been the presence and participation of

environmental consultants and innovative project implementing companies. More

importantly, the most significant bureaucrats as well as regulators participated by

presenting their case studies suggests that the stakeholder from academia, government

and industries perceived value in the programme year after year.
