The Executive Help Initiative for Africa took up responsibility to carry out cleanup exercise within Kadara, Oko-Baba community, Lagos Mainland Local Government Area. REPORT ON ADVOCACY AND SENSITIZATION VISIT TO LAGOS MAINLAND LGA (KADARA

COMMUNITY) ON SATURDAY 7TH OF DECEMBER, 2019.

The Executive Help Initiative for Africa took up responsibility to carry out cleanup exercise within

Kadara, Oko-Baba community, Lagos Mainland Local Government Area.

The exercise commenced at 9am with sensitization by officials of Advocacy and Evaluation

Department (LAWMA), members of the community, and volunteers taking part in the exercise.

People residing in this community are low income earners and over the year have been burning

their waste along with sawdust from the sawmill in the community.

The team spoke with the Youth Leader in the community (Mr. Tony) who made the team to know

that the community people would prefer their waste to be cart for free or use alternative method

which is burning.

The Youth Leader spoke the mind of the community members to the team and itemized what they

want Government to do for them

Regular visit by Government agencies to show they are not neglected.

Dredging of blocked drainage for easy flow of water to water body.

Continuous Sensitization on waste management.

Lack of social amenities.

Action Taken

The team gave out purple waste bags to promote waste sorting and sensitized the members

of the community on proper waste management and hygiene.

The community members were told to imbibe good culture of cleaning the environment at

all time.

Mobile advocacy and door to door sensitization was carried out

Residents were interviewed to find out about operator’s services

Mediation was carried out on behalf of operator at 11, Dada Onijomo Street. The Team met with Mr who said residents have decided to begin patronizing operator from January

REPORT OF PSP COMPLIANCE MONITORING & SENSITIZATION VISIT TO COKER-AGUDA LCDA

AND SURULERE LGA ON TUESDAY 11TH DECEMBER, 2019

ZULIKHA BINT NOAH INVESTMENT LTD., COKER WARD Operator covers 45 Streets and Close

Operator has 4 Compactors, 2 roll on-roll off and 1 tipper

Mr. Sulaiman Abimbola (08023589261) the Manager said compliance is about 75% and payment is about 40%. He said the tipper is used for flour mills, 2 compactors for commercial activities and 2 for domestic.

Makes over 20 trips to the landfill site per week

Mr. Sulaiman complained about some tenements and facilities that are non-compliant or defaulting

A lot of the activities carried out was sensitization and mediation with non-complying clients

The team visited 7, Odiche Street to sensitize residents on the need to patronize operator and prompt payment of bills

The Team also visited Divine Step Schools and met Mr Alabi (07052726055) the coordinator of Secondary Schools. It was discovered during that visit that a staff has been collecting fund without remitting to PSP which is what led to the school owing for several months. He showed payment made for Oct-Nov,2019 that they were a law abiding organization and did not intend to be owing. Mr Alabi requested to have a meeting with the CEO to negotiate the previous debt.

Operator works 3 to 4 times in a week (Monday, Thursday, Friday, Saturday) sometimes work on Sunday if there is backlog. Service each street once in a week.

The Manager put patronage level at 80% and payment at 60%.

Pastor Gabriel (08061501616) at 17, Kuforiji street informed the team that operator comes every Thurday and the service is okay.

Princess Photo (07033638072) at 35 Arikewuyo street said operator comes every Thursday to cart waste and she is satisfied with service.

Mr Animashaun (09091262517) residing at 30 Awe street informed the team that operator comes regularly every Saturday to cart waste.

CENTURY CLEANERS, ADENIRAN OGUNSANYA WARD The A&E Department, Lagos Central in response to the request of the management of Century Cleaners carried out advocacy/sensitization within Iponri Estate. The following were observed during the exercise

Mobile and door-to-door advocacy was carried out within the estate

Operator issue bill quarterly

Bill issued usually contain a payment code that can be used for subsequent payment but residents are unaware of this development which has led to most residents owing

Aged residents complain about distance to the bank and requested for operator’s representative to receive cash or for an office to be set up close/within the estate

A member of the CDA said a representative of operator should be present at the meeting of Estate Residents that will be held on Saturday 14th December, 2019

The major problem for the large debt is the non-issuance of new bill to residents, most are willing to pay

RECOMMENDATION

Operator should send a representative for the meeting to be held on Saturday to enable them sensitize residents of Iponri Estate on proper mode of payment

Bill should endeavor to create a convenient means for all residents to make payment especially the aged

REPORT OF BLACK SPOTS MONITORING ON OGUDU-OJOTA ROAD AND CONDOLENCE VISIT ON

WEDNESDAY 11TH OF DECEMBER 2019

The team went on an inspection visit to Ogudu-Ojota area and observed that there was a resurgence of black

spots in some parts. The team visited the PSP assigned to the area, we were informed that waste police

assigned to the stretch of the median has stopped working.

None of Operator’s staff was available during the exercise

Mrs Bukola Balogun (08079533141) of 108, Clegg Street said she dumps her refuse with the operator contracted by the Igbo association because Devise does not come to cart their waste and Mrs Aderonke Adetayo (08029943273) takes her refuse at Barracks bus-stop

Residents of 1, Allen Road informed the team that they have not seen the operator in years that they dump their waste at Barracks

Mr Biodun (07031202222) of 3B, Allen Road informed the team that the CDA has met severally with operator but no visible change, he believes that service was irregular because people don’t pay and the people are not willing to pay because operator is not regular. Ms Taiwo (09035666934) of 5, Allen said she patronizes cart pushers that operator has not been seen in years

At 33, Ayilara Street Mrs Salako (08037608037) is not satisfied with operator’s services, all they get are excuses from operator which is why they patronize cart pushers. Mrs Giwa (07084325166) of 16 Ayilara Street said operator has not been seen in three (3) week, carry out selective service and residents patronize cart pushers

At 53 Akintan Street, Mr. Segun (08035162240) said operator is not functional, was last seen like 3 weeks ago.

Residents of 17, Kadiri Street have not seen operator since last year, they patronize cart pushers while some take their waste to Barracks

The team had a brief conversation with the Excos Kadiri CDA, we were told that Operator is not effective has not been seen since last year, there was a time they helped operator to recover debt from tenements and since them operator has not showed up. They said the spare part sellers belong to other CDA and they organize for waste evacuation and do not allow members of their own CDA to dump. They had like a functional and effective operator to be assigned to them.

Operator has three functional trucks

Operator covers 8 streets and services each street once a week.

Operator carries out domestic on Wednesdays and Saturdays

Operator makes a trip per day of operation to the dumpsite

Miss Peace (08030964153) at 24B Oshinkalu Close informed the team that operator comes every Wednesday and she is satisfied with operator’s service.

Mr Offor Ted (08023042229) residing at 5 Akingbade street attested to operator’s regular service

Mr Usman (08033997866) at 99 fagbenro square informed the team that operator is efficient and he is pleased with operator’s service.

Dr. Metieh (08033086806) the Chief Medical Director of Saint Charles Hospital Ltd. Said operator is effective

Alhaji Makanju (08027482349) a resident of 11, Osinkalu Close and Mr Ladi (08029990660) of 24B confirmed operator’s regular service

Mr. Sunday (Manager) complained about facility at 68, Randle Avenue not complying

Mrs Adewumi (08028627711) living at 2, Hakeem Habeeb, Alhaja Tayyibah Muibi (08025220023) resident of 33, Fagbenro Street and Mr Simeon (08032381931) of house 75, Fagbenro also confirmed to us that operator’s service is satisfactory LIST OF SOME STREETS COVERED Oshinkalu Close, Akingbade, Fagbenro square, Hakeem Habeeb, Randle Avenue

Residents were interviewed to confirm operator’s effectiveness

The Team visited the facility at 68, Randle Avenue to find out why they have refused to comply, a staff was seen who said they transport their waste to their branch office at Ikotun where it is disposed. The team then sensitized them on the need to patronize operator and desist from transporting waste from one location to the other

Operator is efficient and effective in his ward

Operator has 4 trucks, 3 for operation, 1 for backup

The Manager Mr. Olayinka Kushimo (07085385031) put compliance at 60% and payment at about 40%. He informed the team that in order to increase their revenue a meeting was held with the Executives of the CDA and Super for Environment where a larger meeting

Operator should look into the issue of irregular and arbitrary increment which has been a recurring complain

Operator should improve on the relationship with clients

Residents were interviewed to ascertain level of operator’s effectiveness

the manager when asked about irregular and selective operation complained by the residents said it is those that have refused to pay who are saying that. He said he carries out regular service

Mrs IK living at 8, Fasanya street said operator’s service is not regular

A food seller at 20, Aborishade informed the team that most people use cart pushers because operator is irregular

Mrs Quadri (07087864572) resident of 6, Oyenekan Street said operator carries out selective service that waste is picked only at houses 1,3, 5, and 6. She also noted that there was sudden increment in charges, according to her most residents patronize cart pushers, she said she was willing to use PSP is they will come

At 26, Aborishade Iya Ayo told the team that the reason they were not complying is because there is no cooperation among tenants that if the Local Government can come and enforce non-complying residents.
