STATUS REPORT OF ON FARM WATER MANAGEMENT (OFWM) FOR

THE YEAR 2014-15 FOR MAINIPUR

1. Annual Action Plan 2014-15 for OFWM under NAMSA approved by the

National Advisory Committee of NAMSA on 6th May, 2014 for an amount

of Rs. 5.44 Crore.

2. First installment of Rs. 272 Lakhs released on OFWM on 6th

June, 2014.

3. A sum of Rs. 25 Lakhs as state share allocated under appropriate Head at the

state Budget in July, 2014.

4. Revised allocation of fund under OFWM for Manipur is 3.86 Crore vide

DAC order dated 11th September, 2014.

5. Implementation of OFWM yet to start.

6. Commencement of implementation expected by 2nd

week of October, 2014.

STATE PROFILE

Introduction

Manipur is one of the Border States in the northeastern part of the country

having an international boundary of about 352 kms. long stretch of land with

Myanmar in the southeast. It is bounded by Nagaland in the north, Assam in the

west and Mizoram in the south. It has a total area of 22327 sq. kms. It lies between

23.80 N to 25.7

0 N latitude and 93.5

0 E to 94.8

0 E longitude.

Geographically, the State of Manipur could be divided into two regions,

viz. the hill and the valley. The valley lies in the central part of the State and the

hills surround the valley. The average elevation of the valley is about 790 m above

the sea level and that of the hills is between 1500 m and 1800m. The hill region

comprises of five districts viz. Senapati, Tamenglong, Churachandpur, Chandel

and Ukhrul and the valley region consists of four districts, viz. Imphal East, Imphal

West, Thoubal and Bishnupur. The hill districts occupy about 90 percent (20089 sq

km) of the total area of the State and the valley occupies only about tenth (2238 sq

km) of the total area of the State. Imphal is the capital city of Manipur

Climate

The climatic parameters like temperature and rainfall varies in hilly terrain

depending on the aspects and elevation. The hilly terrain is characterized by heavy

precipitation almost throughout the year excepting the seasonal distribution of the

rainfall in the central plain of the State. The temperatures variation is very

conspicuous in the hilly terrain where the eastern aspect of the hilly ranges

including the central plain is relatively cooler than its western counterpart. The

region experiences per humid climate with small seasonal water deficiency. The

Climate of eastern aspect of the terrain including the central plain is characterized

by warm summer and cold winter. The mean annual temperature varies from 19 to

20° C. The Area experiences the summer temperatures to the range of 28° - 29° C

while it drops to 0 to 12° C in winter season and at places in some of the years dew

get frozen in the early morning of winter throwing gradually with sunrise. The

main annual precipitation varies from 1200 - 1350 mm. covering bulk of potential

evapo-transpirative demand excepting the periods of seasonal deficit period in the

month of January and February.

The Climate of the western part experiences hot summer and cold winters.

The mean annual temperature exceed 22° C and experiences summer temperatures

to the range of 35 – 36° C. The mean annual precipitation varies from 2000 to 2400

mm.

The state has got broadly two distinct soil and climatic zones namely;

(a): Central valley and adjoining minor valleys where the land is flat, soils

are heavy to very heavy in texture and elevation is in between 750 to 950 m above

MSL and it has two broad sub-divisions;

i) The sizeable area located by the side of the rivers crossing the valleys

and the banks of which are light texture soils upto 500 to 700 m on

each side from the bank of the river. Many of the villages are located

in such areas. The farmers grow various fruits and vegetables in these

light textured soils around their homestead.

ii) The remaining portion of the valley has heavy to very light textured

soil and a single crop of paddy in the main season is generally

cultivated.

(b).The 2nd

physiographic division of the hills has again got two main sub-

divisions viz:

i).High hills : Mountains and strongly undulating areas which are

normally higher than 1500m above MSL.

ii).Mid hills : Areas above 1000 m MSL.

Under the above land categories (b) i) and ii), there are vast areas

which would be suitable for cultivation of tropical, sub-tropical and

temperate fruits. The important fruit crops in the state are-Pineapple, Citrus,

Banana, Papaya, Pear, Peach, Plum and other f local fruits.

Mission introduction/intervention in the state

Horticulture Mission for NE & Himalayan States (HMNEH)) was

launched as a special programme of the Hon’ble Prime Minister of India

from the year 2001-02. The scheme was implemented both in the hill and

valley districts of Manipur. But actual implementation could start only from

2002-03 in the state of Manipur. Special emphasis under this Mission is

primarily based on-

1. Area Expansion of fruits, vegetables, spices, flowers etc.

2. Setting up of tissue culture units

3. Rejuvenation

4. Farm mechanization

5. On farm water management.

6. Organic farming

7. Creation of water sources.

8. Integrated pest management.

9. Pollination support with bee keeping-

10. Horticulture /Farm mechanization-

11. Human Resource Development-

Tangible achievements have been made especially in the Area Expansion

programme of Identified crops suitable for growing in Manipur condition and for

establishment of various infrastructures. The Mission has made great stride to

achieve its main objectives. An additional area of various horticultural crops

including rejuvenation/replacement of plantation has been brought in various

horticultural crops since its inception till 2013-14.The planting materials and

various productivity improvement items are procured from genuine sources and

distributed to the selected beneficiaries through the concerned District

Officers/sub-divisional officers. The crop wise clusters have been identified by the

state for development of horticulture and are as given below:

DISTRICT: BISHNUPUR

The Bishnupur with its

headquarter at Bishnupur (27 Km.

from Imphal) came into existence on

25th May, 1983. Stretching between

93.43 º E and 93.53 º E Longitudes

and 24.18 º N and 24.44 º N Latitudes,

the total geographical area of the

District is 530 Sq. Km. It is bounded

on the North by Imphal West District,

on the South by

Churachandpur District, on the East by Imphal and Thoubal Districts.

According to 2011 Census the total population of the district is 2,37,399

having a density of 341 per Sq. Km. and literacy of 45 % (56% for males and 34%

females). There are 64 Revenue villages in the District. For a better and convenient

administration the District is divided into three Sub-Divisions, viz (1) Bishnupur

Sub-Division with its HQ at Bishnupur and (2) Moirang Sub-Division (opened on

12-12-83) with its HQ at Moirang and (3) Nambol Sub-Division with its HQ at

Nambol. There are 6 (six) SDC Circles in the district. Nambol, Oinam and

Bishnupur circles are situated within Bishnupur Sub-Division. Ningthoukhong,

Moirangang Kumbi circles are situated within Moirang Sub-Division.

Churachandpur district

occupies the south-west part of

Manipur state. It stretches between

93° 15’E and 94° 45΄E Longitude

and between 24°N and 24° 30 N

Latitudes. It has 4570Sq. Km

geographical area constituting

20.47% of the total geographical

area of the State and it is the largest

district of Manipur in terms of area. It is bounded by Jiribam Sub-Division of

Imphal West, Tamenglong District on the North, Bishnupur and Chandel District

on the East Myannmar (Burma) and Mizoram state on the South and Cachar

largest District of Assam on the West. The District Headquarter, Churachandpur,

which is the second largest town of the state, is situated at a distance of 64

kilometers from the State capital – Imphal. It covers a geographical area spanning

4570 Sq. Km. having 10 Tribal Development Blocks within its region viz. Lamka

Block, Henglep Block, Singngat Block, Vangai Block, Samulamlan Block,

Tuibuong Block, Sangaikot Block, Tipaimukh Block, Thanlon Block and Saikot

Block. As per the census 2011, the population of the district is 2, 74,143, The

District has the literary of 74.67% with the population density of 50 persons per sq

km

24°45' N latitude and 93°45' E and

94°15' E longitude. It is bounded on

the north by Imphal district, on the

east by Ukhrul and Chandel districts,

on the south by Chandel and

Churachandpur districts and on the

west by the districts of Imphal and Bishnupur. It has an area of 514 sq.kms. as

supplied by the Surveyor General of India. Its average elevation is not very much

different from the rest of the Manipur Valley which is about 790 metres on an

average above the sea level. Although the district is a part of the valley, the area of

the district is not entirely plain. Many rivers flow through the district and many

lakes dot its surface. Some of the which are closely inter-twined with many folk

tales and stories, of which mention may be made of the fishing and other episodes

of the love story of the legendary Khamba-Thoibi. In fact, all important lakes of

Manipur, with the exception of Loktak, are in this district. The population of the

district is 4,22,168 as per the census 2011.

The Chandel District

(formerly known as Tengnoupal

District) came into existence on

May 13, 1974. The District lies in

the south-eastern part of Manipur

at 24o40' N Latitude and 93

o50' E

Longitude. It is the border district

of the state. Its neighbours are

Myanmar (erstwhile Burma) on

the south, Ukhrul district on the

east, Churachandpur district on the south and west, and Thoubal district on the

north. It is about 64 km. away from Imphal. The National Highway No. 39 passes

through this district. It is a hill district with an area of 3,313 sq. km. As per Census

2011, the population of the district is 1,44,182.

The district is inhabited by several communities. It is sparsely inhabited

by about 20 different tribes. They are scattered all over the district. Prominent

tribes in the district are Anal, Lamkang, Kuki, Moyon, Monsang, Chothe, Thadou,

Paite, Maring and Zou etc. There are also other communities like Meiteis, and

Muslims (Meitei Pangal) in small numbers as compared to the tribes. Non-

Manipuris like Nepalis.The Moreh town, the international trade centre of the state,

lies on the southernmost part of the district. When the Trans-Asian Super Highway

comes into existence, Chandel district will be one of the gateways to the Asian

countries.

June 1997 when the erstwhile

Imphal district was bifurcated

into two districts namely, (i)

Imphal West and (ii) Imphal east

district. The district is bounded in

the north by Senapati district, in

the east by Ukhrul district, in the

south by Thoubal and in the west

by Imphal west district. Situated

at latitude of 24.48o N and 25.30o N and longitude of 93.57o Eto 94.15O E

longitude, Imphal West District covers nearly 32% of the area of Manipur Valley.

State Highways and National Highways and also linked by air with Silchar,

Guwahati, Dimapur, Calcutta, Delhi, etc. Dimapur, the nearest rail head is at a

to 35O C. Climatic condition is salubrious and monsoon tropical. Average rainfall

Tamenglong District is

bounded by Senapati District to the

East, North Cashar Hills District of

Assam to the West, Peren District Of

Nagaland to the North and

Churachanpur of Manipur to the

South.The District had been known as

Manipur West District before 1972. It

is the farthest District from the state capital, Imphal and the District HQ.

Tamenglong itself is also the farthest District HQ from Imphal being 147 Kms

from the state Capital.

When India attained independence in 1947, Tamenglong District was not

connected by motorable roads. The first motorable road constructed in

Tamenglong District connected the capital of Manipur which was 75 miles long

i.e. Imphal to Tamenglong road (I.T. Road), via Kangpokpi touching about 7

vallages of the District. Most of the land is hilly except a few pockets of flat lands

such as Barak bank, Khoupum Valley and Kunphung. The flat land are barely 1000

ha. Hence, the Jhum cultivation is the main method of cultivation. The population

of the district is 1,40,651 as per the census 2011.

Observations and Suggestions of the Joint Inspection Team for Manipur

JIT noticed that the protected structures have been found to be unutilized or underutilized

in the hills and valleys regions both at some places. To serve the purpose of the protected

structures, emphasis should be given on cultivation of high value crops and raising vegetable

nursery in valley and off-season vegetable production in the hills.

The JIT has visited some vegetable field especially in Thoubal, Churachandpur and

Bishnupur districts. The beneficiary farmers are trying to maintain a healthy crop. However,

there is a lack of technical know-how among the farmers. Hence, JIT recommends need

based training programme on location specific crop technologies in collaboration with ICAR.

The JIT noticed that the beneficiary farmers of both HMNEH and NVIUC are

indiscriminately using one particular commercial biopesticide product for all kinds of

diseases (fungal, bacterial or viral) and insect-pests in all types of crop. Even after

application of the said product, the JIT has observed significant insect-pests and disease load

in the crops under demonstration. Hence, instead of popularizing one particular product, JIT

recommends to provide recommended package of practices.

The JIT has visited good cut flower production unit at Kongba and Imphal East district.

Such type of cut flower production unit should be established for other flower and

ornamental crops. Emphasis should be given on establishment of flower nursery. The flower

nurseries and cut flower production units should be equipped with micro-irrigation system.

To popularize farm mechanization, JIT recommends introduction and demonstration of small

farm tools like fruit harvester, fruit grader, pre-cooling tank, weeder etc. to reduce the

drudgery especially in the hill districts. Garden tool-kit should be provided to the farmers

involved in nursery raising and cut-flower production.

More emphasis should be given on Apiculture. Bee-keeping intervention needs to be

integrated with compatible crops. One commercial honey production unit may be established

in the state.

The JIT has experienced that the demand for mushroom is very high in Manipur. Taking this

opportunity emphasis should be given on popularization of mushroom production in the

state. Production of button mushroom can also be popularized. More number of spawn

production unit (for both oyster and button mushroom) need to be established. Technical

know-how may be obtained from ICAR and DMR, Solan.

The JIT has visited newly established Tissue Culture Unit and Hi-Tech Nursery Complex of

Educated Farmers' Society, Imphal East. The JIT has noticed lack of maintenance in guava,

significant load of insect pests and diseases in citrus mother block and nursery plants.

Keeping proper pedigree of the mother block is very important for production of disease free

planting material. Quality of gerbera should be improved through adoption of recommended

package of practices. Production and supply of tissue culture plantlets and mushroom spawn

should be started as early as possible to justify the investment.

Under HMNEH, many farmers have been sent on exposure visit to different places in the

country. It is an appreciable initiative. However, application of technology is lacking due to

non-adoption of crop specific management practices. Hence, JIT recommends that the

exposure visit for the farmers should be organized in the institutes having specific

technology/crop mandate.

Under NMMI, micro-irrigation units provided to the beneficiaries have been found

operational. Strong collaboration is required between NMMI and NVIUC. Fertigation unit

may be introduced at some progressive farmers' field and protected nurseries. As same layout

of the micro-irrigation system may not be applicable for all crops, hence, portable micro-

irrigation system would be more practical and effective.

The JIT appreciates the demonstration fields under NVIUC. However, more emphasis should

be given on high value crops. The JIT has also felt that some interventions are required to

make the Collection Centre cum Pack Houses more operational. Awareness campaign

should be launched to attract more number of farmers to the collection centre. Market linkage

should be strengthened. Storage facilities should be improved like natural ventilation, plastic

crates, storage racks etc. and low cost packaging material should be introduced to enhance

the shelf life of the perishable produce.

The crop based cluster formation should be redefined. Cluster should be formed by taking

adjoining villages or nearby production sites. One or two Processing or storage or marketing

unit should support each cluster. The JIT also found that the proper logo/board of the scheme

is not being displayed at most of the places. There is a need to display the logo of the scheme

at every beneficiary point.
