Background The addition of chemicals to Annexes A, B and/or C to the Stockholm Convention triggers the need for Parties to review and update the NIPs in accordance with Article 7. The Stockholm Convention has added 18 new POPs since 2009, bringing the total number of POPs to 30. While over 90% of Parties have transmitted the initial POPs, only about half of the Parties have transmitted the updated NIPs reflecting the amendments adopted in 2009 and 2011, and only 10 to 30% have transmitted the updated NIPs reflecting the amendments adopted in 2013, 2015 and 2017. Parties from developing countries and countries with economies in transition have oftentimes expressed the need for assistance in the process for reviewing and updating the NIPs. The Asia Pacific region, which has the lowest NIP transmission rate (only 88%) has several Parties potentially affected by banning or severe restriction of production and use of newly listed industrial POPs.

To respond the situation, the Secretariat of the Stockholm Convention in cooperation with Stockholm Convention Regional Centre in Indonesia (SCRC Indonesia) organized a regional training workshop focused at disseminating of various guidance materials available under the Stockholm Convention to support Parties to develop, review and update NIPs, including on preparing inventories of new POPs, alternatives to new POPs and BAT/BEP. Thanks to the generous financial support provided by the Government of Sweden, which made this undertaking possible. Supported by international experts, the workshop provided focused training on the use of the inventory guidance on SCCPs and PBDEs including decaBDE, commercial pentaBDE, commercial octaBDE and other brominated flame retardants listed under the Stockholm Convention and shared the experience in the development of preliminary inventories in Indonesia including of the experience of China, Thailand, and Japan.

The workshop was initially planned to be held face to face in Jakarta, Indonesia. Owing to the travel, and gathering restrictions due to covid-19 pandemic, the workshop was held virtually.

Objective

The objectives of the training workshop are mainly:

• To foster understanding of the scope of the obligations to update and review their NIPs under

article 7 of the Convention in light of POPs listed in 2009, 2011, 2013, 2015, 2017 and 2019.

• To get familiarized with these newly listed POPs, relevant sectors, magnitude of the problem,

tiered approach of inventory and opportunity to synergize with chemical and waste

management agenda.

• To increase participants’ capacity to make an effective use of the guidance documents and other

training tools that have been developed by the Convention and other partners when updating

their NIPs.

• To strengthen the capacity of parties to develop effective strategies and action plans towards

the elimination of newly listed POPs and enable them to meet their obligation to transmit

updated NIPs to the COP.

Target audience:

• National officials, experts in the Asia Pacific region, involved in the process of reviewing and

updating the national implementation plans (NIPs).

• Representatives of Regional Centres, interested research institutions and relevant stakeholders.

Training workshop

The Regional training workshop for the Asia and Pacific was held from 16 to 18 November 2020

online, which was initially planned to be held in Jakarta during the same time.

The programme for the workshop is annexed hereto as Annex I. The workshop went very well.

Mr Roland Weber, international expert on POPs, provided training by leading presentations and

discussions. In addition to him, presentations were also made during the workshop by Ms.

Natsuko Kajiwara from National Institute of Environtal Science, Japan; Mr. Sunsuke Kudo from

Ministry of Environment, Japan; Dr. Nudjarin Ramungul from National Metal and Material

Technology Centre, Thailand; Mr. Chengkang Chen from Peking University, China; Mr. Agus

Sudaryanto from Agency for Assessment and Application of Technology, Indonesia; Ms. Kei

Ohno and Mr. Suman Sharma from the BRS Secretariat. The workshop presentations can be

The online meeting was participated by 31 participants from 14 countries that are Parties to the

Stockholm Convention. The participants represented following countries: Cambodia, India,

Indonesia, Iraq, Kuwait, Kyrgyzstan, Lao PDR, Lebanon, Maldives, Myanmar, Pakistan, Qatar,

State of Palestine, Vanuatu. The list of participants of the workshop is annexed as Annex II

Initially planned to include only a limited number of participants in the training workshop from

selected countries during a face to face workshop to be held in Jakarta in November 2020,

however owing to the travel restrictions due to covid-19 pandemic, the workshop was

rescheduled to be held online. The Secretariat decided to invite all the Parties from the Asia

Pacific region and an invitation letter was sent accordingly. Upon receiving the nomination of

the participants each participant was provided with a practical information on how to

participate in the meeting by the SCRC Indonesia, which is annexed to this report as annex III.

Online Workshop on Updating National Implementation Plans (NIPs) under the
