The Centre must complete the database for business, including user manual and procedures, and rights and responsibilities of each level of users of database.

The Centre must develop a plan in order to improve unjustifiable absences of students.

The Centre must put in place signalling system in its infrastructure, including exit instruction in case of danger.

The management shall determine the criteria to disseminate socio-economic scholarships.

For the quality assurance coordinator, the job description must specify his/her duties and responsibilities, in terms of his psychological/sociological role.

The number of credits for practical work, must be reviewed and it must be adapted conform to credits.

Center must develop an updating system for the documentation of the staff. Because, it has been identified that some teachers have obtained their licenses from the MEST, but they have not brought the copies of licenses to the Center to archive them.

The Centre must construct emergency staircases for the facility.

PART 2: GENERAL OUTCOMES AND CONCLUSIONS

GENERAL OBSERVATION ON THE VALIDATED QUALIFICATION AND/OR APPLYING INSTITUTION

Verification of data and applications;

Compilation of SAR on validation of qualification "Administrative Assistant” was assessed positively by the expert panel and mainly meets the necessary conditions and they had sufficient information.

The experts concluded that applications must be completed again due to inadequate filling of fields, providing only references of the attached supplements.

During the site visit and examination of evidences provided, additional documents were requested in order for this application to be compatible with the standards and more complete.

During the visit of the center, the panel concluded that the visit was conducted successfully and it is concluded that staff of the center was very cooperative and professional with the experts panel.

It should be noted with emphasis that staff of the center has provided all information requested in a record time.

Structure of Qualification and modules; Documents and materials used for training;

During the visit, the panel concluded that the center is licensed for vocational educational and advising, decision No.193/02-1 and that this qualification is based on a modular structure, which corresponds to the needs of the labour market and for the continuation of studies of students in relevant faculties.

The center, for this qualification, other than in curriculum, based also in the NQF, learning package and assessment instruments, materials these developed by MEST for formal schools.

The panel highly evaluates the simulations during executing the curriculum, performing of practical work, especially application of the training firm.

Assessment instruments should have description of each module, such as: title, credit value, learning outcomes and content, evaluation instruments and performance criteria.

Evidences of assessment, certification, tests;

Sufficient evidences have been provided regarding tests, entering test which is conducted in form of an interview,

It is applied the test on prior learning from the primary school and lower secondary school (9 years).

During this interview/test are identified prior knowledge of the candidate and the educational and training needs.

During the learning process, the student is evaluated at least two to six times.

This evaluation is part of candidate’s portfolio.

As other evaluation form are also formal assessment that are carried out at the end of each module, different projects at businesses, practical work, interest shown and the attendance of students.

Ensuring of quality control of students at CVEA “Gjon Nikollë Kazazi” in relation to vocational educational and training is done by checklist.

Whereas, panel considers that, based on the evaluation tools, has identified that average grade is 3.78, while the minimum threshold for passing is expressed by the grading system.

Candidate portfolio details and the training staff;

During the expert panel’s visit, to panel was provided candidate’s portfolio that proves information on tests, projects-seminars, practical work in the enterprises.

CVEA “Gjon Nikollë Kazazi” has presented an assessment proof of the company for the finished practice by the candidate, independently after conclusion of practice.

Based on the provided evidences and supporting documentation, such as the CV’s of staff, etc. Panel assessed that the professional staff is qualified for the provision of education and training to students, for the qualification concerned.

It is worth mentioning that over 70% of teachers has licenses to teach, issued by the MEST.

COMMENTS (IF ANY) ABOUT THE QUALITY OF INFORMATION/DOCUMENTS SUBMITTED WITH APPLICATION

Expert’s panel considers that the quality of the requested additional information after the visit was done in time and with high quality.

MATTERS OF INTEREST (IF ANY) – INCLUDING JUSTIFICATION FOR EVERY CONDITION PROPOSED BY THE PANEL

To check possibilities of building a school gym. This recommendation is supported by the fact of rationalization of classes, the health safety in the wintertime and the safety of movement and life of students from the school to the gym and from the gym to the school, as well as to have the infrastructure in the same place.

Management must complete, as soon as possible, the database and to put it in use conform all security conditions of its use.

It is recommended instalment of signalling system in the facility, at the entrance and exit to/from the facility.

It is recommended drafting of a plan to minimize unreasonable absences, at the same time the plan should be compatible with the provisions and rules of MEST, regarding absences.

Management is recommended to clarify the regulation and criteria of socio-economic scholarships.

Management is recommended to build a system to update the files of teachers to provide the latest achievements of staff and so those achievements are proven by documents obtained.
