REPORT OF BLACKSPOT MONITORING VISIT TO YABA LCDA ON MONDAY
18TH NOVEMBER, 2019 Due to report of resurgence of black spots within the Yaba LCDA, the A&E, Lagos Central Team visited
the LCDA to monitor and bringing the situation under control.
OBSERVATION: Black spots were seen on the following Streets/ Areas:
Stretch of Morris Street
Onike round-about,
Beside An barrack,
By the fence of Our lady of apostles, Harvey road
WAEC Junction, Morris Street, Yaba
Fence of YabaTech, Yaba- School of Technology Waste point.
INEC office opposite Ann Barrack,
Fence of Atan Cemetry Balikisu Iyede, Street,
Fence of Lagos City Secondary School, Sabo.
A brief unscheduled meeting was held with operational managers, Alpha Waste Management Services
Ltd Mr Lawal Sulaimon (07032652048) and Mrs Bolanle Abolade(08129407172) at YABATECH
The purpose of the meeting was to investigate the waste situation at YABATECH. The school’s
waste receptacle was seen to be filled to capacity and littering the environment but operator was
seen carting the waste at the time of visit.
Mrs. Bolanle in response to the query informed that the waste situation was due to the
humongous debt owed by the School. The school claimed to have paid to the Company’s account
but they are yet to receive any payment. The company has however resumed carting the school’s
waste while the issue is resolved.
Yaba Tech is serviced by operator every day of the week and services each street once in a week.
Operation is carried out from Monday to Saturday.
The operator has four (4) trucks and are used when the volume of work is high and only two(2)
trucks when work load is less.
The team also visited the office of Union Waste Ventures at 10,Alaka Street Abule-Ijesha Yaba,
and met two of their staff Miss Bola(07065202266) and Miss Ephraim(08026053332).The duo
complained about low patronage and refusal of most residents to pay.
REMARKS/RECOMMENDATION Waste police should be employed and situated at the various blackspots
Intensive and continuous advocacy/sensitization should be carried out within the LCDA
Defaulters should be enforced and compelled to comply.
Operators within the LCDA need to intensify operation in order to be more efficient in their
various wards and curb indiscriminate dumping of refuse.

Operators need to work more in the area of making their challenges known to LAWMA for prompt
intervention.

OPERATOR/OBSSERVATION RECOMMENDATION/ACTION TAKEN
REMARKS
A&E team visited the Ifako ward to assess the compliance status of residents after the intensive advocacy carried out on behalf of the operator on the 14th October, 2019 and the following was observed;
Residents questioned attested to regular services by the operator.
House 10 on Akinwunmi street has responded to the intervention.
Houses 11, 13 and 12 on Akinwunmi street were still patronizing cart pushers.
House 42, KiniunIla street was yet to comply
Residents on House 43 and 46 were sensitized on proper waste disposal and desist from patronizing cart pushers.
Residents of 17, 19 and 20 Williams street want operator to service them more than once weekly.
Residents of 3B, 4,7,8,9 10 and 14 Adeite Ogunsanya street were sensitized on proper waste management.
A&E team was able to resolve issues between operators and residents.
House to House Sensitization was carried out at some locations.
Residents were encouraged to pay for waste disposal
PSP is functional and effective.

CLEANERS ROYAL VENTURES(CRV), PART OF AJAO ESTATE
The team visited different location within the ward in company of Mrs Sade Vincent (08034973724) the Clients’ Service Manager
Operator has 3 trucks and two is used for domestic and 1 for commercial operations
Operator makes 5 trips to the landfill site every week
Domestic operation is carried out on Thursday and Friday, while commercial activities are carried out on Monday to Saturday.
Alhaja Balogun (08023133554) resident on Seriki Abass Crescent informed us that operator’s service is satisfactory.
Mr Sam (07062236998) a company at 2B, Gani Williams Street complained that operator does not service them regularly and their complaint has been lodged several times with no result
Mrs Achukwu (08097799006) expressed her dissatisfaction towards operator’s services in
Mrs Sade collected the contact of the representative of the company at 2B, Gani Williams Street and assured of prompt regular service henceforth
Contact was exchanged between representative of Adewunmi Abudu Plaza and the operator; a meeting was proposed to be held in order to resolve the issue on payment and regular waste pickup
Residents were interviewed to ascertain operator’s level of effectiveness
Operator should intensify operation and ensure all backlog is cleared
Mrs Sade Vincent said delay at the dumpsite has affected their operation which is responsible for irregular service experienced in certain areas

recent times. Heap of bagged waste was seen within the premises.
Mrs Tonia (08064821599) of 4, Gani William Street is a new resident and would like to patronize operator.
At 8, Canal Close Mrs Awa notify operator services is once in two weeks and service is irregular in recent times.
Adewunmi Abudu Plaza do not patronize operator due to issues of payment
Mr Marcus Adeoya (08033326335) is the CEO plaza.

Operator has 2 trucks, one is presently undergoing body work repair. It is expected to be finished by the end of the week
A truck is hired to augment operation while the repair is ongoing
Operator visits the landfill site daily except there is delay at the site
Operator’s services are on Monday, Tuesday, Thursday, Friday and Saturday. Wednesdays are usually for mop up. Due to the truck under repair, delay at dumping. Services are carried out on Monday-Suni now to clear backlog
Mr Olanrewaju Lukman (08035158517), the Operation’s Manager put compliance at 75% and payment at 50%
He expressed concern about Ishaga Community where residents reject bills issued to them, LAWMA was aware of the development. A meeting was held with Representative(s) of LAWMA, Local Government Sanitarian, CDA, PSP where it was resolved that since residents can pay cart pushers, they should pay PSP as their waste was picked up. Unfortunately, they did not comply because most of them still use cart pushers and prefer free service.
A new truck has been ordered and will take delivery within the next one month.
The A&E team mediated with some tenements on behalf of operator and helped resolve issues …
Operator has resolved to pick all waste.
A meeting was scheduled to hold between the management of Bomerio Suites and Shekaz Global Concept at their office on Monday 25th November, 2019 to enable them resolve issue concerning debt owed and regular waste pick up.
Tenements were interviewed to ascertain operator’s effectiveness
Operator should continue to hire truck till their two trucks are in good working condition and ensure that all backlog is cleared
Operator should inform LAWMA when the new truck has been delivered
Operator is on ground, functional but partially effective.
Operator’s service is impeded by delay at dumpsite, heavy traffic around coverage area and bad debts.

Operator’s truck was seen working on Tunji Aderitan Street and Fatunke Avenue.
Mr Yomi (08028114399) resident on 3, Ugali street disclosed operator is effective and comes regularly on Wednesday.
Mrs Motunrayo Ogundiran (08062414175) complained about irregular service.
Most tenements are unwilling to pay operator and in order to force them to pay operator carried out operation “show your receipt” in which waste of debtors was not evacuated.
Mrs Bello at 11, Tunji Aderitan is satisfied with operator’s services but complained of operator not been seen in two weeks.
Waste was seen in front of Bomerio Suites at 27, Okeho Street, Ire akari. The team visited the hotel to find out why their waste was not disposed. The Supervisor Mr.Adeleye (08024305092) said was due to their debt of about three hundred thousand naira owed and operator stopped carting their waste. He revealed there is a new management in the hotel and would want to negotiate the debt with operator to resume patronage. Operator stated the debt was five hundred thousand naira and was reduced to three hundred thousand yet the hotel did not pay.

PROJECT TOWN HALL MEETING ON THURSDAY 21ST NOVEMBER, 2019
The A&E, Lagos Central team participated in the town hall meeting organized by Isoilaj an organization
that cares for the Needs of Children.
Miss Yusuf and Mr Adeyemo (in English language and Yoruba respectively) sensitized the participants on
proper disposal of waste, effects of indiscriminate disposal of waste. The phone numbers of PSP
operators assigned to the various wards, the “Blue Box Initiative” of the Lagos State Government, waste
sorting from source, recycling and the advantages of Purple Bags was discussed. Purple bags were
distributed to every participant present by the team. Present at the event are representatives of the
Market, CDAs, CDCs, Nigeria Police Force, Ministry of Health, Baale, Muslim Association, Christian
Association of Nigeria (CAN),
