In pursuance of Section-6 of the General Statistics (Re-organization) Act 2011(XIV) the
federal government constituted the Governing Council of Pakistan Bureau of Statistics
on 30-11-2011.
The 7th meeting of Governing Council, held on 10th January, 2015, has approved the
conduct of Agriculture Census after every five years by combining Decennial
Agriculture Census, Machinery Census and Livestock Census.
In order to stimulate the research activities in the field of National Accounts for adoption
of statistical system by collection, compilation and cross checking of data, 5th meeting
of Governing Council held on 9th December, 2013, approved the Change of Base of
National Accounts from 2005--06 to 2015-16.
In accordance with international standards Change of Base for the computation of Price
Indices has been made which is from year 2007-08 to 2015-16.
The Council of Common Interests considered the Summary dated 17th March, 2015
submitted by the Statistics Division and while approving the Summary decided that the
Census may be held in March, 2016 under the supervision of Armed Forces alongwith
House Listing Census. The funds will be shared from the divisible pool by all provinces
jointly.

Due to promulgation of General Statistics (Re-organization) Act, 2011, three attached
departments i.e Population Census Organization, Federal Bureau of Statistics and
Agriculture Census Organization and Technical Wing of Statistics Division has been
merged in to one entity as Pakistan Bureau of Statistics (PBS) w.e.f 23rd December, 2011.
Chief Statistician and Members are appointed. This newly restructured organization has
adopted modern techniques for the conduct of census and survey which are also in
accordance with international standards.

Council of Common Interest(CCI) in its meeting held on 18-03-2015 has approved the
allocation of Rs. 14.5 billion for the conduct of Population and Housing Census from the
divisible pool by all provinces jointly.

Pakistan Social & Living Standard Measurement(PSLM) Survey is designed to provide
Social & Economic indicators in the alternate years at provincial and district level. PSLM
provincial level survey 2013-14 was conducted from July, 2013 to June, 2014 in which
data is collected on Education, Health, Population welfare, Water supply & Sanitation
and Income & consumption. Reports have been prepared & placed on PBS website.
Besides, district level survey 2014-15 was conducted from July, 2014 to June, 2015.
Data cleaning is almost completed and tabulation is in progress. The project was now
been brought on the regular budget of the Bureau.
The project, "Construction of office building for statistics division and its attached
departments at Islamabad" which was started in February, 2009 and has been completed
in June, 2015.
A report "Compendium on Gender Statistics of Pakistan 2014 " third update in the series
has been published by the PBS during October, 2014, while "Compendium on
Environment Statistics of Pakistan" is under process and expected to be published
shortly.

achievement
worth
consideration
The following tasks has been completed during the reference period:-
I. PRICE STATISTICS/INDICES
i. Collection of Weekly Prices & Release of Sensitive Price Indicator
(SPI).
Weekly Prices of 53 essential items from 17 urban centres were
collected. Sensitive Price Indicators (SPI) for 53 essential items with
base year 2007-08 for each Income Group and Combined were
compiled for release according to prescribed schedule on weekly
basis regularly.
Weekly Prices and indices of 28 Kitchen items are calculated
according to prescribed schedule on weekly basis regularly and send
to National Price Monitoring Committee.
Comparison of Sasta Bazar and open market are calculated for 19
Kitchen Items according to prescribed schedule on weekly basis
regularly.
ii. Monthly Consumer and Wholesale Price Indices
Consumer Price Indices (CPI) and Wholesale Price Index (WPI)
related on monthly basis regularly.
II. NATIONAL ACCOUNTS STATISTICS
a. Gross Domestic Product (GDP)/Gross National Income (GNI) (At Current
and Constant Basic Prices) by Industrial Origin for the years 2012-13
(Final), 2013-14 (Revised) and 2014-15 (Provisional).
b. Net National Income at current and constant prices for the years 2012-13
(Final), 2013-14 (Revised) and 2014-15 (Provisional)
c. Expenditure on GDP (At Current and Constant Market Prices) for the years
2012-13 (Final), 2013-14 (Revised) and 2014-15 (Provisional)
d. Estimates of Gross Fixed Capital Formation (GFCF) by Industrial Origin
at Current and Constant Market Prices in respect of Private & Public Sectors
and General Government for the years 2012-13 (Final), 2013-14 (Revised)
and 2014-15 (Provisional)
e. Composition of General Govt. Final Consumption Expenditure by COFOG
for the years 2012-13 (Final), 2013-14 (Revised) and 2014-15 (Provisional)
f. Compilation of Quarterly Gross Value Added- One quarter lag
(Experimental basis)
g. Work on Finalization of the report of National Health Accounts 2013-14 is
in progress
h. Launching of various surveys/ studies relating to the project of change of
base of national accounts from 2005-06 to 2015-16.
III. BALANCE OF PAYMENT DATA
PBS continued collection, compilation and publishing data regarding Exports/Imports,
Country-wise Workers Remittances, Month-wise Workers Remittances and Exchange
Rates of Pak. Rupee in terms of single unit of foreign currency.
IV. STOCK EXCHANGE/CAPITAL MARKET DATA
PBS collected and published the data regarding Key Indicator of the Stock Market and
Top Ten Companies by market capitalization.
V. TRANSPORT AND COMMUNICATION STATISTICS
Collection, compilation and dissemination of Transport and Communication statistics
continued as one of the regular activities of PBS. Statistical series on transport and
communication have been updated upto the year 2013-14 by collecting secondary data
from source agencies.
VI. BANKING AND OTHER STATISTICS
Collection, compilation and dissemination of Banking Statistics, Financial Institutions
Statistics and data of Cooperative Societies continued as one of the regular activities of
PBS. All the above data have been updated upto year 2013-14.
VII. SOCIO-ECONOMIC STATISTICAL SERIES
As one of the regular activities of PBS, collection, compilation and
updating of data for the various socio-economic Statistical Series i.e.
Agriculture, Foreign Trade, Balance of payments, Climate,
Education, Energy & Mining, Health, Money and Credit,
Manufacturing, Prices, Public Finance, Social Sector, Transport &
Communication, Stock Exchange etc. with varying periodicity
remained in progress as per regular activity.
VIII. PROGRESS OF CENSUSES/SURVEYS OF PBS
Pakistan Social and Living Standard Measurement Survey
(PSLM)
PSLM 2012-13,& 2013-14(Social Part) has been completed
and released.
Current field work of PSLM District Level 2014-15 is under
progress and is expected to be completed by the end of
2016.
Labour Force Survey
Labour Force Survey 2012-13 has been Published.
AJ&K Labour Force Survey 2012-13 has been Published.
Pakistan Employment Trends Report 2013 was prepared.
Labour Force Survey 2013-14 Report has been finalized.
Labour Force Survey 2014-15report is in progress & is expected to be
completed by the end of 2016.
IX. CONTRACEPTIVE PERFORMANCE REPORT
First meeting of Technical Committee on Contraceptive performance Report 2013-14
was held on 5th January, 2015 . Objective of the meeting was to review the data of
Contraceptive Performance during 2013-14, percentage increase/decrease in
performance as compared to the previous years and methodology of data compared to
the previous year and methodology of data collection, compilation and analysis.
Following suggestions/proposals are recommended for authentication of the results of
contraceptive performance report:-
- Uniform Reporting System format of Contraceptive Performance Report may be
adopted for supply of data to PBS.
- The reporting institution of Contraceptive Performance Data review the performance
of Provincial Line Departments(PLDs) and Health Department.
- New Contraceptive methods may be reflected separately.
- New International Methods may be used for conversion of actual performance into
couple years of Protection(CYP)/Users and then Contraceptive Prevalence Rate(CPR)
may be calculated.
- The copy of draft report may be e-mailed to the stakeholders, where increase/decrease
in performance is more than 10%. The brief reason of increase/decrease may also be
explained.
X. GEOGRAPHY /GIS LAB
The Pakistan Bureau of Statistics introduced Geographical Information System
(GIS) with an objective to bring credibility and transparency in the overall census
data collection system and make it at par with international standards. The GIS
has a role in land surveying, aerial photography, mathematics, photogrammetric,
geography and tools that can be implemented with GIS software.
The following activities have been undertaken by the GIS Lab section.
The block maps received after physical verification of urban area frame of
Rawalpindi, Gujranwala Division and Islamabad districts are being updated in
GIS Lab at Islamabad. The work of data refinement in respect of urban areas of
Sanjwal, Kamra Cantonment &Attock M.C. has been completed.
The changes occurred during the splitting of big Enumeration blocks have been
updated in the computer printouts of Rawalpindi, Multan, Khanewal, Vehari,
Sahiwal ,Lodhran, Pakpattan, Okara, Bahawalnagar, Bahawalpur, Rahim Yar
Khan, D.G Khan, Layyah, Rajanpur, Muzaffargarh, Gujrat ,Hafizabad, Chakwal,
Jehlum, Gujranwala, Sheikhupura, Nankana Sahib, Kasur, ,Sialkot, Narowal,
Toba TekSingh,Faisalabad and Bhakar districts of Punjab Province , Karak
district of Khyber Pakhtunkhwa and Bhimber and Mirpur district of AJ&K have
been sent to Data Processing Section for updating. After Updation, the changes
/ corrections have been rechecked and finalized.
The set of circle maps (ammonia copies) of Rawalpindi, Chaklala and Murree
Hills cantonment have been prepared for supply to the concerned Cantonment
Executive Officers.
The set of mauza maps (ammonia copies) with delimitation of Rawalpindi,
Taxila, Gujar Khan, KotliSattian ,KallarSaiddan and Kahuta tehsils of
Rawalpindi district have been prepared and supplied to the Regional field office
Rawalpindi in respect of PSLM and Labour Force Survey.
Due to creation of new tehsils/talukas, computer printouts of mauza/deh lists of
Lahore district of Punjab Province, Tharparkar, Mirpurkhas, Thatta and newly
created district Sujawal of Sindh province have been updated and sent to DP
section for updation.
It is first time in the history of Census taking in Pakistan that Digital maps of
urban areas will be used in Census 2016.
XI. QUANTUM INDEX OF MANUFACTURING INDUSTREIS
Quantum Index of Manufacturing Industries were released on monthly basis
regularly.
XII. PROGRESS OF DATA PROCESSING CENTRES
Data Processing of the on-going Surveys of PBS remained in progress as
regular activity of DP center.
XIII. SUPPLY OF DATA
As one of the regular activities of PBS, supply of data to Government/Semi-
Government Organizations and other national & international agencies continued
during the reporting period.
XIV. PBS NEWSLETTER
The PBS Newsletter has been brought out to publicize various activities of
Pakistan Bureau of Statistics. 7th, 8th, 9th and 10th issues have been published in
the reporting period covering all important activities of PBS.
XV. LOCAL TRAININGS
Various officers/ Officials of Pakistan Bureau of Statistics have attended
different trainings /courses at Pakistan Bureau of Statistics Training Wing,
Secretariat Training Institute, Pakistan Computer Bureau and Pakistan
Manpower Institute, Islamabad etc.
A training course on scanning of ICR forms imparted by DRS Team UK based
Company has been successfully completed from 30th October to 2nd November,
2013 at PBS, Lahore and from 03-06 November, 2013 at PBS, Islamabad.
XVI. FOREIGN TRAININGS
50 officers have been sent abroad for various training /seminars/sessions of different
international organization etc. aimed to improve functioning of PBS during the period.
To monitor punctuality/attendance in office DFID (Bio metric system) has been
introduced in PBS,HQ Islamabad.
6. Steps Taken
for the
Welfare of
Staff/ General
Public
The following steps have been taken for the welfare of public which are as under: -
• All type of data has been placed on the website of PBS
WWW.PBS.GOV.PK for the convenience of general public.
• Data pertaining to previous censuses / surveys is also available in the PBS
Library for use of general public.
• Provision of Census Data to the National / International Organization /
Researchers / Policy Plan Maker / Students free of cost.
• Internship being provided to the nominated student in the field of data
collection / processing / dissemination.
• Establishment of Day Care Centre for the working women of PBS.
• Establishment of Mosque in the office premises.
• Installation of Filtration plant for safe drinking water.
• Provided reasonable parking facility for Officers / Official and visitors.
7. Challenges in
the
achievement
on governance
parameters.
To achieve the goals of Population and Housing Census 2016 and keeping in view the
of law and order situation of the country, the assistance of Pakistan Armed Forces is
required.
Moreover, out of 1045 sanctioned positions of PBS (PCO Wing) continuation of 800
posts have been received and remaining 245 posts are in process with the Finance
Division for continuation for the year 2015-16.
Further, the department is facing acute shortage of staff.
