    This report will aim to discuss the results of cross-cultural cooperation for innovative spatial housing

    policies in Italy. The main aim will produce a critical analysis of current housing policy in Bologna and

    design a masterplan for the Caserma Masini site in the neighbourhood of Santo Stefano. The processwill include a preliminary site analysis, a SWOT-analysis, a critique of housing policy in Bologna and a

    vision and masterplan for the site. An overview of the financial and management processes with regard

    to the development will also be included.

    The project site, known as Caserma Masini, is located in the Galvani sector of the San Stefano neigh-

    bourhood (see the map below). In this section the most important features of the area and the sur-

    roundings will be outlined. In order to do so, a variety of graphics and tables will be used.

    There is an existing cycle path in the neighbourhood,however these are not separate from the road and

    safety on the roads is decreased.

    The nearby ring road severs the area, dividing theGiardinni Margherita and the historical city centre.

    One entrance to the site closes the area off andaccess is blocked from other sides.

    Although there is parking nearby at the Piazza delBarracano, there are not many spaces and it becomes

    very busy.

    Narrow streets such as Via Borgolocchi lowersmobility and could potentially be an issue for on-site

    construction.

    Lack of schools in the area. Lack of a central meeting space in the immediate

    vicinity.

    As an ex-military site there is a possibility of theground being contaminated.

    The ground may not be suitable for heavy loads. The municipality aims to protect the quality and

    supply of water on the site, new buildings may affect

    this.

    The site has an asphalt floor and therefore thisaffects the permeability.

    The roof of the warehouse is of a dangerous materialand needs to be removed.

    The ring road nearby connects to other parts of thecity.

    Location of the site is very close to the city centre. Existing cycle paths in the area Parking nearby Piazza del Baraccano Good connections with public transportation: three

    bus lines go directly to the two towers 19 and 96, bus

    stop very nearby.

    Both the warehouse and the canteen are notincluded as part of the historical nature of the site

    and therefore can be demolished if needed.

    The buildings on the site have different levels andtherefore have a potential for mixed-use occupation

    (housing, commercial and open space).

    High degree of walkability; the archways provide asafe area to walk to the site.

    Human-scale; buildings are relatively low and you feelcomfortable.

    A nice neighbourhood with an inclusion of socialhousing will create a mixed community; this may

    improve trust and relationships between people.

    All of the buildings are situated on the outside of thesite and face each other; the closed public space in

    the middle will create a sense of community to

    engage together.

    A community already exists within the area; theyhave activities and workshops; the bar and concert

    room.

    The community promote the need for social housingin the area through demonstrations and activities

    highlighting the importance of the issue and

    connecting with other groups of people within the

    neighbourhood.

    In Italy spatial housing policy is divided into four tiers of government. The main responsibilities and

    instruments, with regard to spatial governance, will be outlined in the following table.

    Formulates a framework for local and regional planning. Defines the zones of environmental protection of national interest. Provides the main guidelines to safeguard national interest. Promotes and regulates the urban and regional planning of the provincial

    and municipal activities.

    They provide strategic frameworks known as the Regional Spatial Plan (PTR),the Regional Landscape Spatial Plan and the Regional Transport IntegratedSpatial Plan.

    This incorporates environmental restraints, areas for new development andthe main infrastructures.

    The province uses the regional planning guidelines to define their controlover the municipalities with regard to the fields of environmental protection,

    local resources and basic infrastructures.

    Fact Sheet Bologna - Some Key Points

    General Bologna is the capital of the Emilia-Romagna Region. Total population: 385,000. Number of students: 38,000 (studying at the University of Bologna).Affordable Housing High level of evictions. High level of home-ownership. Growth of the so called grey area: people not poor enough to access public housing, but at

    the same time people who cannot afford an accommodation at free market price (Italian

    Presentation, 2014).

    There has been a decrease in national funding from Central government; therefore the pub-lic and private sector must collaborate to build affordable and social housing (Prolli, 2014).

    There is a significant ageing population, resulting in a growing number of elderly in the city. 15,000: the number of households on the waiting list for affordable housing (Guerzoni,

    2014).

    Improve communication between all stakeholders and similar innovative projects. Improve cooperation between the stakeholders. Split up the current association (Lbas):

    Potential private investment for the restoration of various buildings. Competition for the restoration of the canteen and part of the historical buildings. Self-regeneration project to restore the greenhouse and the gardens.

    Current SituationIn both the planning process and further development of Caserma Masini, there are a variety of stake-

    holders involved:

    The ownersThere are two owners of the Caserma Masini; one is a bank called Cassa depositi e bresiti and the

    other is the state of Italy, split 80% and 20% respectively. Currently there are no specific plans for

This increases the integra-tion of inhabitants in the district. Furthermore it is also important that professionals (like architectures)

    give support/their opinion on various subject, involving them in the process from inception to comple-

    tion. Competitions for the design of special buildings (the canteen and parts of the historical buildings)

    gives an opportunity for the private sector to interact into the Caserma Masini project. All stakeholders,

    professionals and people who have experience in projects like the Caserma one could meet to have an

    exchange to manage the restoration of the site. Together they can find out the needs and common

    Open the central area and create more entrances. Canteen open to the street side. Upstairs: private areas. Bottom level: public facilities (caf, library, small stores, pre-school). Upstairs: various orientated living spaces. Restoring the historical buildings and maintain the other buildings in good condition. Car parking. Cycling provisions.

    Firstly, we must think about the proportion of different types of house and public facilities on the site.

    The main objective is to combine social, intermediate student housing and also a temporary residence

    such as a hostel. We want to enhance the community sense already existing on the site by creating and

    improving public facilities such as a caf, restaurant, local shops, pre-school and workshops.

    The following description is an approximate estimation of the number of residents and typology distrib-

    uted among the five buildings. A table in appendices will describe the precise number of residents and

    the number of m2per building.

    Social housing combined with community housing. Needs orientated for various target groups. Pre-school. Weekly market. Community garden. Community room and common open space for the inhabitants. Shared laundry. Metal, wood and handcrafts workshop. Each inhabitant contributes some annual working hours for the community. Caf, restaurant and shops. Office for the organization Lbas.

    Environmental aspects in the master plan are listed in the table below. Details about renewable en-

    ergy are listed further in detail.

    The Caserma Masini site has the potential to be a thriving, prosperous community, incorporating allsocial groups within the San Stefano neighbourhood. The cross-cultual cooperation of the international

    group has produce a synergy of synthesised approaches to the development of the site, improving

    innovative practices and yielding a positive outcome for the area.
