INTRODUCTION and BACKGROUND

This report has been prepared for Gray Television Licensee, LLC, regarding television station KNCT, licensed to Belton, TX. It is proposed to relocate KNCT approximately 48 km to the northeast from its current licensed location. KNCT has been repacked from channel 46 to channel 17 as part on the FCC's Incentive Auction Program. Relocating KNCT to the proposed site will place it 6 km inside the 176 km channel 16 Land Mobile ("LM") protected contour for the Dallas, TX, area1. TV stations operating adjacent to this channel, and near the LM Operational Area, must maintain the 176 km separation or request a waiver from the FCC and demonstrate that LM facilities will not be adversely impacted.

MSW was retained to study the impact that the relocation of KNCT would have on current LM operations inside the Dallas, TX, LM area.

The study, therefore, focused on a circular area within the radius of 176 km and a centerpoint as defined in the FCC rules for Dallas, TX.2 There were 1,856 licensed LM facilities identified and studied.

NOTE: This study is a revision of the study dated December 21, 2018. There are three changes that have been incorporated into this study.

1. Consideration of LM receive antenna cross-polarization has been excluded.2. The actual transmitter pre-filter Out of Band Emissions response has been included.3. The source of the 80 dB receiver desensitization value has been provided.

Minor corrections were also made.

SCOPE OF STUDY AND METHODOLOGY

The scope of this LM study consisted of two parts. The first part was a general study of potential interference caused by Out of Band Emissions ("OOBE") from the television station (KNCT) into LM operations that could be in the adjacent band to that of the television station at a frequency below the channel 17 band edge.

The study also analyzed the potential of LM receiver desensitization due to the close proximity of the television station operating at a power level significantly higher than that of LM stations. This power disparity can potentially result in the desensitization ("overload") of the LM receiver.

For both parts, potential fixed and mobile LM operations were considered. The parameters used for the television station are found in Table 1 and the generic parameters used for both fixed and mobile LM operations are found in Tables 2 and 3, respectively.

The interference study was performed using the Longley-Rice Irregular Terrain Model (“ITM”) to predict interference caused by OOBE from the television station into both fixed and mobile LM

operations using the generic parameters. The study focused on a circular area with a radius of 176 km from a centerpoint with the coordinates of the Dallas, TX, LM Operational Area.

The circular area was divided into cells with a size of approximately 1 km per side. The assumed LM receiver location was considered to be at the geographic center of the cell. A path profile was created between the television transmitter site and the cell center followed by the ITM analysis.

The loss from the OOBE post-transmitter filter plus that of the transmitter pre-filter response, at the LM station frequency, was added to the calculated field strength along with the coupling factor which was calculated from the bandwidth of the LM station and the 500 kHz measurement bandwidth used for digital television stations. LM antenna gain and line loss was then added to obtain the effective field strength at the LM receiver input.

Overload calculations were performed by using the free space loss from the televisiontransmitter to the cell centerpoint. The received power level in the direction of the cell included any losses due to terrain, calculated antenna azimuth and elevation discrimination and coupling losses based on the bandwidth of the LM station and the 3dB half-power bandwidth of the television station. LM antenna gain and assumed transmission line loss for fixed base stations was also considered.

Tables 5 and 6 of this report show an example of interference and overload calculations. Land Use/Land Clutter losses were not considered for either interference or overload calculations in this study.

The second part of the study consisted of analyzing interference and overload into currently authorized LM facilities. A list of potentially impacted LM facilities was created from the FCC's Universal Licensing System ("ULS") database by searching for all active and licensed LM facilities within a culling distance of 176 km from the Dallas, TX, LM Operational Area. The area studied is shown in Appendix 1 along with all LM operations found operating below TV channel 17. In this study there were 1,856 LM facilities found on the lower adjacent channel (16) to KNCT that must be protected.

Interference and overload calculations were performed similar to the cell analysis described earlier except the authorized LM facilities (e.g. frequency, antenna height, etc.) were utilized. Other study parameters utilized in the individual studies, including ITM parameters, are shown in Table 4.

For authorized mobile and temporary fixed LM operations a study was conducted using a cell study similar to the general area study discussed earlier. A circular area was defined using the radius of operation for the mobile LM facility as authorized. If no radius was defined a default radius of 48 km was used. The centerpoint used was the coordinates of the LM operation as authorized. The circular area was divided into 1 km/side cells and calculations were made at the geographic center of each cell. A pass/fail determination was made for each cell for both interference and overload. After analyzing all cells within the circular area the number of failures

was compared to the total number of cells analyzed. If the total number of failures was at or under 2% of the total area the amount of interference or overload was considered de minimis and the facility was considered to have passed. Reported interference and overload margins were determined by averaging the levels from the failed cells. See Appendices 2 and 3 for example maps of the interference study output for mobile facilities.

Most all LM operations use vertical antenna polarization. For a television station utilizing only horizontal polarization LM stations would typically experience further reduction of interference and/or overload by 15 to 20 dB. KNCT, however, is proposing the use of elliptical polarization and will transmit one-third of the horizontal plane ERP in the vertical. This results in a vertical plane ERP of 333 kW, which is 4.8 dB below that in the horizontal plane. As a conservative measure, antenna cross polarization discrimination was not used in this study and the full ERP in both planes was considered.

STUDY PARAMETERS

The parameters used in this study for the relocation of KNCT to the proposed transmitter site are shown in Table 1.

Table 4 shows the parameters used for the Irregular Terrain Model in conducting the KNCTOOBE field intensities inside the Dallas, TX, LM Operational Area. These parameters were also used for determining the signal strength of KNCT OOBE into each LM station.

ANALYSIS RESULTS

The relocated KNCT facility encroaches into the Dallas, TX, Land Mobile Operational Area by only 6 km.

The map in Appendix 1 shows the location of all LM facilities inside the protected contour of the Dallas, TX, LM Operational Area for TV channel 16.

Appendix 2 is a map showing the location of LM station WIM329. This station is a mobile facility with an operational area of 48 km from the authorized centerpoint. It was also calculated to have the lowest interference margin. Note, however, that the lowest margins are in the far southwest portion of the operational area. There is ample margin in the majority of the area and particularly towards the Dallas area.

Appendix 3 is a map of the showing the location of LM station WPMC359. Similar to WIM329 above, the map shows ample margin in the majority of the authorized operational area.

Appendix 4 is a list of the 1,856 licensed LM facilities studied and sorted by the lowest margins for interference and overload.

Table 7 below shows a high level summary of the results to current licensed LM stations.

CONCLUSION

MSW studied the predicted KNCT OOBE and signal overload into Land Mobile stations inside a 176 km radius circular area from a centerpoint of the Dallas, TX, LM Operational Area. Based on the results of the analysis the following conclusions were reached.

1. The relocated KNCT facility encroaches into the Dallas, TX, Land Mobile Operational Area by only 6 km.

2. KNCT will protect the LM operations operating on channels 16 with the use of an 8-Section post-transmitter filter.

3. No interference cases were identified into any of the authorized LM facilities.

4. No overload cases were identified into any of the authorized LM facilities.

Based on the results of the study performed, KNCT should adequately protect Land Mobile operations with the use of a solid-state transmitter and an 8-Section post-transmitter filter.Therefore, a waiver granting the relocation of KNCT with the operating parameters as proposed would be appropriate.

The study conducted by MSW is based on using the ITM prediction model. Real world propagation conditions, including errors and omissions in the FCC database, intermodulation products, etc. may affect the actual results in the field and are considered outside the control of MSW.
