EXECUTIVE SUMMARY

Australia has the fifth longest coastline of any

country in the world and is known throughout

the world for prowess and participation in

sailing. It is a sport in which Australia excels at all

levels and formats.

The inaugural National Sailing Census has been

undertaken by Yachting Australia, in

collaboration with all State Yachting

Associations, as part of the “One Sailing”

collaborative approach to the management of

the sport across the nation.

Census results reveal that participation in sailing

activities is only partially reflected in the records

of formal membership of sailing clubs, and the

number of people involved in different forms of

sailing, both on a regular and once‐off (or

promotional) basis is considerably greater than

reported by Yachting Australia in the past.

Registered membership of sailing clubs was

reported by the State Associations in 2015 as

77,351. This was a 6.2% increase on the 2014

membership level (of 72,815).

There were 122,138 participants (at least 3 times

during the year) in sailing competitions and

programs in 2015.

There were 9,675 active support personnel, of

which 8,433 were volunteers and 1,242 received

a level of remuneration.

There were 117,185 promotional participants in

sailing in 2015. These are people having a sailing

experience in occasional (less than 3 per year) or

once‐off activities such as regattas, “discover

sailing” days, school introductory programs, and

community organisation (eg scouts and guides)

events.

1. INTRODUCTION 1.1 BACKGROUND Australia is known throughout the world as a country with a long history of prowess and participation in sailing. It is a sport in which Australia excels at all levels and formats. The national sporting organisation (NSO) for sailing is Yachting Australia, which has affiliate organisations in each State and Territory, and these organisations are currently working towards a collaborative management model for the sport, called “One Sailing”. Measuring and monitoring participation in sailing, across all segments and formats, is increasingly important for Yachting Australia in reporting performance to the Australian Sports Commission (ASC), in setting targets, and in developing new programs and innovations to ensure the sport remains attractive to communities around the country. 1.2 MEASURING SPORTS PARTICIPATION In past years Yachting Australia has compiled participation results in categories where the actual participant data has been made available and is in either the myClub, myClass and/or myCentre (centralised) database. This approach was expanded, to some extent in 2014, but there has been no data on “Learn to Sail” and other programs/activities which are outside the auspices of the Discover Sailing Centre network, but still delivered by affiliated clubs. In addition, the participation in sailing through class associations has not been captured in the past. There are two main mechanisms by which participation in sport and recreation are measured in Australia. Population or Household Surveys

This approach is based on interviews with (usually) a sample of a specific population segment. This enables the measurement of participation in both organised, or formal, sport and recreation activity and non‐organised/informal sport and recreation participation. Due to the resources required, these surveys tend to cover a relatively small percentage of the overall population2. For several decades the Australian Bureau of Statistics (ABS) has conducted irregular surveys of adult and child participation and during the decade 2001 to 2010, the Australian Sports Commission and State and Territory Departments of Sport and Recreation conducted an annual joint initiative, involving population surveys, known as the Exercise, Recreation and Sport Survey (ERASS). The ABS has continued to include sports participation questions in its annual household surveys (for people aged 15 years and over) and its Children’s Participation in Sport and Recreation series. From 2016, ASC intends to replace this source of population surveys with its own AusPlay Surveys.

Sports Provider Censuses and Surveys This approach is based on measuring participation by the NSOs involved in administering each

sport and their constituent federations, associations, leagues, clubs, school providers and/or private providers. Over the past 2.5 decades many sports have introduced a formal census which is used to monitor performance and to identify opportunities then plan and monitor sport development programs.

Yachting Australia has now begun the development of a National Census process to contribute meaningful measures and to encompass all sailing related activities. The process has been implemented with the advice and direction of a Working Group comprising:

This report documents the results of the first Sailing Participation Census. 1.3 SCOPE OF THE 2015 SAILING CENSUS The first sailing participation census combines the dual objectives of:

‐ Compiling results in a short period of time to measure sailing participation beyond pure membership numbers. These short term results are expected to be valuable in structuring the “One Sailing” approach to delivering services and programs, as well as enabling Yachting Australia to report on participation to the Australian Sports Commission for 2015.

‐ Establishing a sound platform for an Annual Sailing Participation Census to give Yachting Australia the ability to understand its participation base beyond, and in complement to, the membership databases which are being steadily constructed and improved.

The 2015 Sailing Census involved collection of participation, and related, data from a range of sources and mechanisms. State Associations provided details on clubs, class associations, schools with sailing programs,

and other stakeholder organisations within their respective State/Territory. They also completed Census forms, by region, on membership numbers and participation in accredited programs.

All clubs were invited to submit a return on participants, promotional activities, and support personnel. The survey was completed by 120 clubs of the total 346 clubs3. All clubs were categorised into 6 size tiers based on their membership numbers:

o Tier 1: 1,000 members or more o Tier 2: 500 to 999 members o Tier 3: 250 to 499 members o Tier 4: 100 to 249 members o Tier 5: 50 to 99 members o Tier 6: Fewer than 50 members.

When classified in these tiers, there was a perfect correlation4 between the average membership numbers of the survey sample and average membership numbers from the Yachting Australia database.

Results from the clubs have been scaled to produce national results, using the ratios of membership numbers for respondent clubs in each of the six membership tiers. The club survey responses by membership tier and by State and Territory are summarised in Tables 1.1 and 1.2.

All Class Associations (including Kiteboarding and Windsurfing Associations) were invited to submit a return on their participant numbers, and 38 completed returns were received. These results have been included in the participant numbers, without any factoring for non‐respondent class associations.

Known schools with sailing programs were invited to submit a return on the number of students participating in regular and occasional sailing activities, and 11 completed returns were received. In 2015, it has been assumed that the school participant numbers have been adequately incorporated in the returns from sailing clubs. This is a conservative approach, particularly bearing in mind the fact that several of the schools reported sailing activities during school camps, which were unlikely to be always conducted in conjunction with clubs.

Other stakeholder organisations were interviewed by telephone.

2. NATIONAL RESULTS 2.1 REGULAR PARTICIPANTS

Tables 2.1 and 2.2 present details of participation in sailing by activity segment, by State and Territory:

‐ Competition and social sailing at clubs ‐ Competition school sailing ‐ Sailing programs.

These tables reveal there were 122,138 participants in 3 or more structured activities during 2015. The largest 3 States (Victoria, New South Wales and Queensland) recorded more than 70% of national participation in competition and social sailing, and participation in non‐metropolitan regions was 43% of the total. Sailing program participation is almost equally distributed between metropolitan and non‐metropolitan areas, and this is partially related to the high level of program activities in Queensland; the most decentralised State. Figure 2.1 shows the relative distribution of regular sailing participation around the States and Territories and metropolitan and non‐metropolitan Australia. Males totalled 67.6% of all regular sailing participants in 2015, and the age distribution of participants was:

‐ 16.6% aged 5‐12 years ‐ 19.0% aged 13‐18 years ‐ 64.4% aged 19 years and over.

2.3 ACTIVE SUPPORT PERSONNEL

Sailing clubs, class associations and community groups are able to deliver competitions and programs through the cooperative efforts of large teams of support workers, some receive a level of remuneration and many are volunteers. Until recent decades, Australia’s sport and recreation industry was largely the domain of the voluntary sector. However, the ever increasing commercialisation of many (but not all) tiers of sport, the need for professionalism, and the greater social acceptance of sport and recreation as legitimate business activities, have appeared to change the nature of voluntary input to sport. To date these changes have had greatest impact in the upper echelons of sport.

Many sailing clubs employ administrators, coaching and technical staff, and other professionals in order to keep up with competitive factors and commercial demands. However, there is still a considerable reliance on volunteer contributions to keep operations viable and to offer competitions and events. Table 2.5 indicates there were 9,675 people involved in voluntary and remunerated support to sailing clubs and class associations in 2015, as committee members, managers and administrators, coaches and instructors, race officers, judges, measurers, umpires and other support roles (such as safety officers, rescue boat drivers, race support, sailability volunteers, caretakers, event managers, support crews, maintenance workers, canteen and catering support, and auditors) The majority of support positions are filled by volunteers (8,433 or 87.2%), with 1,242 paid a wage, contract fee or other form of remuneration. The positions most frequently occupied by paid/remunerated workers are:

‐ Managers and administrators (63.8% receive remuneration) ‐ Coaches and instructors (42.1% receive remuneration) ‐ Other specialist support positions (9.3% receive remuneration).

3. NEW SOUTH WALES 3.1 SAILING REGIONS

New South Wales is Australia’s most populous state with 7,518,472 residents or 32.0% of the Australian population. This population is heavily concentrated along the coastline of 2,137 kilometres; the shortest coastline of any Australian State. Indeed 82% of the New South Wales population lives within 50 kilometres of the coast, and 71% live in the conurbation sprawl along the Newcastle‐Sydney‐Wollongong corridor. New South Wales has been structured into seven regions for monitoring sailing participation and for strategic planning and identifying opportunities. These regions are shown in Figure 3.1:

‐ Metropolitan Sydney o Sydney North o Sydney Inner and East o Sydney South and West

‐ Non‐Metropolitan New South Wales

o North Coast o Hunter and Central Coast o South Coast o Inland.

3.2 PARTICIPANTS AND PROMOTIONAL ACTIVITIES (EXPOSURE TO SAILING)

Table 3.1 summarises details of sailing clubs and members and Figure 3.2 shows regular participation by the New South Wales regions. In 2015, New South Wales had: 107 sailing clubs

30,083 participants (on at least 3 occasions during the year) in all forms of sailing, with the

largest components being: o Club and inter‐club racing (11,307 participants in total) o Midweek, twilight and other social sailing/cruising (6,747 participants in total) o Learn to sail and coaching activities (3,942 participants in total)

Sydney North, Sydney Inner and East, and the Hunter and Central Coast were the regions

with the greatest number of regular sailing participants in 2015.

30,623 promotional sailing experiences (exposure: once‐off events, and other activities of less than 3 occasions), with Regattas and Events as the major component (19,351 experiences).

4. QUEENSLAND 4.1 SAILING REGIONS

Queensland is Australia’s third most populous state with 4,722,4475 persons or 20.1% of the Australian population. Queensland and Tasmania are Australia’s most decentralised states. They are the only states/territories where the majority of the population does not live in the capital city (52% of Queensland residents live in a non‐metropolitan region). However, all major provincial cities in Queensland, except Toowoomba, are located along the coastline of 13,347 kilometres (including the coastlines around Queensland’s islands, such as Fraser, the Stradbroke Islands, the many Whitsunday Islands, and the Wellesley Island Group in the Gulf of Carpentaria).

Queensland has been structured into six regions for monitoring sailing participation and for strategic planning and identifying opportunities. These regions are shown in Figure 4.1:

‐ Metropolitan Brisbane o Brisbane North o Brisbane South.

‐ Non‐Metropolitan Queensland

o Gold Coast o Sunshine Coast and Wide Bay o Central and North o Far North.


Table 4.1 summarises details of sailing clubs and members and Figure 4.2 shows regular participation by Queensland region. In 2015, Queensland had: 50 sailing clubs

largest components being: o Club and inter‐club racing (10,032 participants in total) o Midweek, twilight and other social sailing/cruising (3,537 participants in total) o Learn to sail and coaching activities (6,008 participants in total)

greatest number of regular sailing participants in 2015.

5. SOUTH AUSTRALIA 5.1 SAILING REGIONS

South Australia has a resident population of 1,685,7146 persons or 7.2% of the Australian population. South Australia has a coastline of 5,067 kilometres including the coast around the Yorke, Eyre and Fleurieu Peninsulas and Kangaroo Island.

South Australia has been structured into three regions for monitoring sailing participation and for strategic planning and identifying opportunities. These regions are shown in Figure 5.1:

‐ Metropolitan Adelaide

‐ Non‐Metropolitan South Australia o Fleurieu, Coorong and South East o Yorke and Eyre.


Table 5.1 summarises details of sailing clubs and members and Figure 5.2 shows regular participation by South Australian region. In 2015, South Australia had: 33 sailing clubs

6. TASMANIA 6.1 SAILING REGIONS

Tasmania has a resident population of 514,7627 persons or 2.2% of the Australian population and, like Queensland, has more than half its population located outside the Hobart metropolitan area. Tasmania has a coastline of 4,882 kilometres (including King, Flinders and Cape Barron Islands); longer than those of both New South Wales and Victoria.

Tasmania has been structured into three regions (and a sub‐region) for monitoring sailing participation and for strategic planning and identifying opportunities. These regions are shown in Figure 6.1:

‐ Metropolitan Hobart

‐ Non‐Metropolitan Tasmania o Northern Tasmania

Launceston sub‐region o Southern Tasmania.

Victoria is Australia’s second most populous State and has a resident population of 5,841,6678 persons or 24.9% of the Australian population. Victoria has a coastline of 2,512 kilometres (including islands along the coast such as Phillip Island, French and Gabo Islands).

Victoria has been structured into six regions for monitoring sailing participation and for strategic planning and identifying opportunities. These regions are shown in Figure 7.1:

Western Australia has a resident population of 2,573,3899 persons or 11.0% of the Australian population. Western Australia has Australia’s longest coastline of 20,781 kilometres (including islands along the coast such as Rottnest and Dirk Hartog).

Western Australia has been structured into three regions for monitoring sailing participation and for strategic planning and identifying opportunities. These regions are shown in Figure 8.1:

9. AUSTRALIAN MAINLAND TERRITORIES 9.1 SAILING REGIONS

The Australian Capital Territory and Northern Territory have resident populations of 385,996 and 245,07910 persons, respectively, or 2.7% of the Australian population. Northern Territory has a coastline of 10,953 kilometres (including islands along the coast such as Bathurst, Melville, Groote Eylandt, the Wessels Islands, Minjilang and Galiwinku). The Australian Capital Territory has no accessible coastline (although an area of coast for naval operations, around Jervis Bay, is designated as part of the ACT), with inland sailing available on Lake Burley Griffin.

The two Territories are each classified as a region for monitoring sailing participation and for strategic planning and identifying opportunities. The Australian Capital Territory region is shown in Figure 3.1 (Chapter 3), and the Northern Territory region in Figure 9.1. 9.2 PARTICIPANTS AND PROMOTIONAL ACTIVITIES (EXPOSURE TO SAILING)
