Sir, With reference to your application under RTI Act, 2005 dated 08.07.2015, received in this office on 30.07.2015, it is to inform you that as per your dossier returned by CAPF Authority after completion of Document Verification and DME, there was no OBC certificate issued on 07.01.2014. The only OBC certificate submitted which was enclosed in your dossier returned by CAPF Authority was issued on 31.07.2008. Moreover, the verifying CAPF Authority official had indicated in the relevant column of the document verification sheet that the OBC certificate produced before the CAPF official did not confirm your creamy layer status on or after 11.01.2010. The document verification sheet was also signed by you. As per para 4.C of the notice of Constable (GD) in CAPFs and Rifleman (GD) in Assam Rifles Examination, 2013, the OBC certificate should have been issued on or after 11.01.2010 to establish that you do not belong to creamy layer of OBC. Hence, you were treated as a UR category candidate.
