    STATE SOVEREIGNTY HEARING

One of the largest concerns across the nation

right now is the impact of federal health carereform. This past Thursday a State Sovereigntypublic hearing was held where I laid out House

Bill 335. My bill will to require state agencies tosubmit a report to the Legislative Budget Boardprior to any implementation of a federal

healthcare mandate. This will insure that we asa state know how much this federal mandate willcost, and provide transparency to the taxpayers.

    BENBROOKWATERAUTHORITY BILL

This past Tuesday a public hearing was held forH.B. 2007, which I authored. This bill wouldcall for the Benbrook Water Authority to pay for

actual property damages that could be caused bythe Authority's sanitary sewage system whenback up occurs. The Benbrook Water Authority

asked me to file this bill so that they canadequately take care of their customers. I amproud to have such responsible actors in my

district that are looking out for the community.

    MULTIPLE SCLEROSISWEEK

This past week I had the honor and the privilegeof recognizing the Lone Star chapter of TheNational Multiple Sclerosis Society with aresolution on the House floor. The Lone Stargroup has been instrumental in raisingawareness and funds to assist in research and

treatment of this disease through events such asBike MS and Walk MS. It was a pleasure gettingto visit with them and I hope everyone takes amoment to visit their website and becomeinformed on this serious condition that so manylive with. Multiple Sclerosis Lone Star Chapter

    VOTERIDENTIFICATION BILL

As mentioned last week, the House was

expecting to hear S.B 14, the bill requiring thepresentation of photo identification prior tovoting, this past Wednesday. However, this

measure was delayed until this upcomingMonday. I am very excited to see thislegislation moving forward and know we will

see strong support across the board for this bill.

    PUBLICEDUCATION BILLS

As always, public education is a very importantissue to me. This past Tuesday, two bills Iauthored, H.B. 1833 and H.B. 1834 were heard

in the Public Education Committee meeting.H.B. 1833 removes the requirement that schoolshave to post certain information in localnewspapers and replaces it with the option ofonline placement. This is a cost to schooldistricts that is unwarranted and it is not the job

of our schools to fund the media. Additionally,HB 1834 removes excess reporting requirementsfrom school districts to the Texas EducationAgency. This is an inefficient use of time andresources. With our current budget shortfall wemust remove all unfunded mandates from our

public schools and promote local control.

    Sincerely,

    Representative Mark M. Shelton, M.D.District 97
