WHATISHOMEPERFORMANCE?
• Homeperformanceisaholisticapproachtoidentifyingandaddressingenergy-efficiency,comfort,health,andsafetyrelatedissuesinordertomakeahomeperformbetter.
• Homeperformancenowincludesabroadrangeofqualityproductsandservicessuchas:HVAC,Windows/Doors&Siding,Insulation&AirSealing,EnergyEvaluationsandEnergy-EfficientRenovations.
BRIEFHISTORYOFHOMEPERFORMANCE
• In 1986, the first Affordable Comfort conference in US was held to share ideas aboutmaking homes energy efficient, comfortable, and affordable without putting residentsor building structures at risk.
• Home performance more evolved in US, with a number of industry players providingcore programs, policy direction, home energy solutions and services throughout allsectors of the home performance industry.

• Closertohome,anumberof“Energy-EfficiencyPrograms”offeredbyvariouslevelsofgovernmentandutilitiesinBCtosupporthomeperformancehavebeenimplementedoverpast25years.
• Forvariousreasonstheseprogramshavenotresultedincreatingconsistentandlong-termprofitablebusinessopportunitiesforcontractorsandsuppliers.
• Toaddressthis,theHPSChasbeendevelopedwithaprimarygoaltodeterminewhatgovernment,utilitiesandotherkeyindustryplayerscandotocreateamoresustainablehomeperformanceindustryinBritishColumbia.

• HPSCismadeupofacoregroupofdedicatedindustryrepresentativescommittedtoworkingtogethertoadvancehomeperformanceinBC.
• Operatesasasub-committeewithinBCAdvancedConservation&EfficiencyAssociation(BCACE)focusedonrepresentingresidentialinterestsrelatedtoenergy-efficiencyandconservation.
• HSPCExecutivefacilitatesplanningandimplementationofHPSCoperationsandactivities.
• HPSCworkingtoestablisheffectiveIndustrySectorCouncilswithrepresentationfromcontractors,sub-trades,manufacturers,suppliers,tradeassociations,andindustryexperts.
OBJECTIVESOFTHEHPSC
• TheHPSCexiststohelpcompaniesoperatinginhomeperformancesucceedandbelieveindustryinputiscriticaltodevelopingeffectivelong-termpoliciesandprogramsthatsupporthomeperformance.
• HPSCactingasafacilitatorforindustrytoprovideanimpactfulvoiceontheuniqueneedsofsectorsoperatinginBC’shomeperformanceindustry.

ISSUE:INDUSTRYREPUTATION/QUALITY
• Needtodifferentiateprofessionalrenovatorsfromlowquality,lowcostcompanieswhoseworkandbehaviourreflectsontheentireindustryandmakesthesaleofqualityprojectsandinstallationsdifficult.Contractorselectionshouldbebasedonvalue,notprice.
• Lackofenforcementregardingpermitsandbylawsenableslowqualitywork/undergroundeconomy.
POTENTIALSOLUTION:INDUSTRYREPUTATION/QUALITY
• Buildtheindustryreputationthroughrecognizingtheprofessionalfirmsandminimizinglowqualityworkandunscrupulouscontractors.
• Grantsandrebatescanbeusedtosetstandards,ensurequalitywork,andrequireinspections.
• RenovationTaxCreditfocussedonEE/homeperformance.• CertificationforrenovatorssimilartowhatCHBAdoesforbuilders(updateand
promote).• Consolidatetheindustryintothosefirmswhocanbetrustedtodoqualitywork.• Educateconsumers/potentialclientsastowhattoexpectinarenovation,what

• TVprogramsoftensetunrealisticcostexpectations.• Multiplebrandsleadingtoconfusioninthemarketplace.

• Providesystematicandbetterinformationregardingprograms,policiesandlocalrequirements.

ISSUE:COSTOFCOMPLIANCE&DELAYSINPERMITTING
• Qualitycontractorsareplacedatadisadvantageascomparedtothosewhobypasstherequiredapprovalprocess.
• Obtainingapprovalscanbeexpensiveandverytimeconsuming– farbeyondmanyclientexpectations,especiallyinVancouver.

• Governmentsandutilitiesneedtosystematicallyinvolvetheindustryinthedevelopmentofprograms,policies,andbylawstoensurerequirementsmakesenseandareimplementedinamannerwhichisassimpleandefficientaspossible.
• Speeduptheprocessforcertifiedprofessionalwhoaremuchlesslikelytogenerateproblems(similartocertifiedprofessionalbuilderinVancouver).
• Providetheindustrywithbetterandsystematicinformationregardingprograms,policesandbylaws.Provideadvancenoticeofchangesandnewinitiatives.
• Consistentregulationasmuchaspossiblethroughouttheprovince.• Educateinspectorstoachieveconsistencyininterpretationofrequirements.• Industryshouldengagewithmunicipalitiestomanageredtapeandtimedelays.
ISSUE:LACKOFAVAILABILITYOFTRAINEDTRADES
• Trainedtradespeopleareoftennotavailabletomeetschedulesatpeakdemandtimes.
• Overall,theleveloftraininginmanycases(eg.finishcarpenters)isnotattheleveltherenovatorneeds.
• Employersarereluctanttoinvestintrainingasthereislittlevalueascribedtoprofessionalcredentials.
POTENTIALSOLUTIONS:LACKOFAVAILABILITYOFTRAINEDTRADES
• Trainingfortradesandsometypeofcertificationforthosetrained.Mustbeaneed/requirementforpeopletotakethetraining.
• Promotionoftheindustryasagoodandrewardingcareer• Consistencyinprogramsandpromotionsandcoordinationofutilityandgovernment

o Provideanaverageofthree(3)tofive(5)hoursmonthlyonavoluntarybasisaspartofactiveparticipation.
o EngagewithpeersontheRenovationSectorCouncilthroughconferencecalls,meetings,reviewingliteratureandprovidinginputtoHPSCactivities.
o WhendecisionsaboutRenovationSectorCouncilactivitiesarerequired,followapracticeofconsensus-baseddecisionmaking.
