April 28, 2016 Dear Property Owner/Resident, The City of London will soon be starting a construction project in your area. This letter provides details about the project and important information on how construction may impact you. Project Details

How will Construction Impact You?

Lead Water Service: Lead water service pipes can be a health hazard. Your area has been identified as a potential lead service area. If you have a lead service we recommend replacing the private portion of it around the same time as this construction project. This portion of the service from the property line to your house is your responsibility. You would need to hire and pay for your own plumbing contractor to do this work. Electrical Grounding: This may be a good time for you to hire an electrician, at your cost, to check the condition of your buildings electrical ground. In the past the water service pipe was often used to ground the electrical system. This connection can deteriorate over time and an improperly grounded electrical system can be a serious safety risk.

Temporary Water Service: Connections to a temporary water supply will be made through the outside tap or at the property line. Minor interruptions of your water supply will occur during this connection and again when connecting to the new watermain but you will be notified at least 24 hours in advance. If water pressure does not return to normal levels after the completion of the project, please contact Water Repairs at 519-661-4739.

Water Billing: When connected to a temporary water service you will still be billed for your water usage based on estimated average water consumption. Flush Water Service: We recommend that you flush your water service soon after the contractor excavates at your property and replaces the public portion of the service. This will flush out particles that may have come loose during the work. You should remove the aerators from the

ends of your faucets, run the cold water for 5 minutes at each tap, then rinse out and re-attach the aerators.

Sewer Private Drain Connection (PDC): As mentioned in a previous letter the City is offering to replace your private drain connection from the sewer to your property line at a reduced cost. The PDC is your responsibility to maintain and will only be replaced at your request and cost. Please contact our Wastewater Division (519-661-5489) if you would like your PDC replaced during construction. Street Access and Parking: Bond/Raywood/Alexandra/Lincoln will be closed during construction with access for local traffic only. Driveway access will be maintained to the extent possible. When necessary, daytime and overnight parking on adjacent streets beyond posted time limits will be allowed. Vibration – Protect Valuables: Construction equipment can cause vibrations. Please ensure you protect any valuables susceptible to damage. Privately Owned Sprinkler Systems, Landscaping or Fencing: If you have a sprinkler system, landscaping, or fence on the City Boulevard that conflicts with the construction project you will need to remove and re-install it, at your expense, onto your own property. The City will not accept any liability for damage to items on the City Boulevard (as per the City’s S-1 By-Law). Please contact us to determine if this applies to you. Garbage and Recycling Collection: If your pick-up point is temporarily blocked by construction the contractor will assist in collecting and transporting your garbage and recycling. Please clearly label your containers with your address. Tree Removal: A total of sixteen trees along Bond/Raywood/Alexandra/Lincoln have been identified for removal due to health or construction conflicts. These trees will be marked on-site in advance. Our tree assessment report is also posted online for reference. After construction, the City’s Forestry Team will review the tree inventory on your street and determine the number and species of trees to replant. New trees are typically planted the following year. Nursery Sod: The contractor will water and maintain all new sod for 60 days following placement. During this maintenance period we encourage you to participate in the watering process as well. After the 60 days, all sod maintenance and watering becomes your responsibility as it was prior to construction. Watering restrictions do not apply to newly seeded or sodded areas. INTRODUCTION

In October 2015, Arthur Lierman Landscape Architecture, in association with Arbortech Professional

Tree Care, undertook an assessment of the existing trees with respect to tree health, structure and

preservation for the City of London 2016 Infrastructure Renewal Program Contract 2 - Bond Street,

Raywood Avenue, Alexandra Street and Lincoln Place. The area assessed includes Bond Street,

Raywood Avenue, Alexandra Street and Lincoln Place all from Trevithen Street to Fairview Avenue.

An inventory and an assessment of the existing trees were undertaken with consideration of the scope

of work including the replacement of storm sewers, sanitary sewers, watermain and water services,

and roadway reconstruction including the replacement of asphalt road, concrete curb and gutter, and

concrete sidewalks.

TREE PROTECTION AND REMOVAL

Trees to be retained and to be removed were determined based on tree health and structural criteria

(see Tree Assessment Codes), a detailed site inspection (see Tree Inventory and Assessment Charts

T.1 - T.4), and the installation requirements for the road works. Spriet Associates supplied the site

plans showing all existing tree and vegetation locations (see Tree Inventory Photographs and Tree

Preservation Plans TP.1 - TP.5 for tree identification numbers and locations). An extensive review of

the proposed site grading was undertaken which included consultations with the project engineer.

No construction, stockpiling or heavy equipment will be permitted beyond the construction limit (see

Tree Protection Fence Detail TPF.1). All tree related activities including pruning and removals within

the construction area will be carried out by certified arborists who will ensure adjacent trees, to be

retained, are not damaged (see Construction Process Requirements). Trees to be removed have been

indicated with an appropriate symbol as shown on the Tree Preservation Plans TP.1 - TP.5.

Construction project potential impacts to trees:

1. Physical damage to branches, trunks, and roots of trees to be retained.

2. Local moisture loss which may result from a decline in the water table during and after

construction.

3. Compaction of soil in or near root zones.

SUMMARY

The above recommendations are established to enhance the survival of the trees to be retained. While

it is preferred and positive to retain as many trees as possible, some trees that are in poor condition,

are unsafe, are an undesirable species, or are in conflict with the proposed construction activity,

cannot and should not be saved. This project may or may not have trees requiring removal.

REQUIREMENTS

The successful survival of the trees to be retained on site is largely dependent on adhering to the

following requirements:

A. Construction Process Requirements

1. Prior to tree removal operations, all removals will be clearly marked (i.e. all trees

designated for removal to be marked with spray paint).

2. Care will be taken during the removals to avoid damaging the branches, trunks, and roots

of nearby trees to be retained. Where possible all trees are to be felled into the construction

zone to minimize impacts to adjacent vegetation.

3. Where the potential exists for soil compaction and root damage, a 100mm (4in.) min.

thickness protection layer of wood chips covered by 19mm (3/4in.) thick plywood will be

installed over the root zone. Alternatives to using plywood, such as interlocking steel plates

or plastic ground protection mats, may be installed over the wood chips. This process is

necessary when construction activities cannot be excluded from root zones.

4. Where the potential exists for damage to tree trunks, a layer of 50mmx100mm (2in.x4in.)

wooden cribbing encircled with wire shall be used to protect the tree from incidental contact

by large construction equipment (see Tree Trunk/Bark Protection Detail TTP.2).

5. Broken branches on trees to be retained will be properly pruned by a certified arborist as

soon as possible after the damage occurred.

6. Tree Protection Fencing will be installed under the supervision of a certified arborist and

maintained for the duration of the construction project.

7. No movement of equipment, construction activity, grade changes, surface treatment,

excavations or dumping of solvents, gasoline, etc. is permitted within the Tree Protection

zone (the Tree Protection Zone is the area inside the Tree Protection Fencing).

8. Where the roots of protected trees would be damaged by mechanical excavation, non-

invasive digging by hand, air excavation tool or hydro-vacuum equipment will take place.

Hydro-vacuum equipment must be operated as follows, to prevent root damage:

Maximum operating pressure 900psi until roots show, then 300-400psi to remove

soil around and under roots.

Water not aimed directly at roots.

Minimize contact with roots, keeping 150mm (6in.) away as much as possible.

This work is to be supervised by a certified arborist.

9. Once an adequate size of hole has been excavated by one of the non-invasive methods,

exposed roots need to be kept damp and protected from sun and wind until construction

work is complete. Back filling of the hole shall take place as soon as possible. Roots that

inhibit access of the hole for work activities may be pruned, only as needed, to access and

complete the work; this work is to be completed or supervised by a certified arborist.

10. Where installation of Private Drain Connections (PDCs) (sanitary or storm services and

curb stops or water services) by open-cut methods will adversely affect tree roots, the

contractor will install new services by trenchless methods (ie. boring and / or hydro vacuum

truck excavating), at locations directed by the Contract Administrator (Note: see hydro-

vacuum instructions in item #8).

11. If grade changes are required in areas adjacent to trees to be retained, work will be done to

minimize impacts to the trees. Tree wells, retaining walls or other site features will be

utilized.

12. Avoid running above ground and underground utility services near trees to be retained. If

unavoidable, utilize directional boring to install services below tree roots.

13. All excavated areas adjacent to trees to be retained will be adequately backfilled and

compacted with a native soil substrate layer and a topsoil top layer to eliminate air pockets

and match original conditions and grades.

14. Final site grading will ensure that surface water is discharged from the site and the existing

soil moisture conditions are maintained.

B. Post-Construction Requirements

1. After construction, upon the assessment of a certified arborist, deep root fertilizing and / or

watering may be required as a remedial action to enhance the growing conditions of a

tree(s) inadvertently injured by construction activities. This would include trees with

damage to the trunk or crown and damage to roots that are within the Tree Protection

Zones.

2. Avoid discharging rain water leaders adjacent to all trees to be retained. This may cause an

overly moist environment which will cause the tree roots to rot.

3. After all of the work is completed, the Tree Protection Fencing and other barriers will be

removed.

4. A final review must be undertaken by a certified arborist to ensure that all mitigation

measures as described above have been met.

EXECUTIVE SUMMARY

It is the recommendation of this report that a Temporary Tree Protection Fence be installed as per the

attached Tree Preservation Plans TP.1 - TP.5. All excavations in conflict with existing trees to be

retained shall be undertaken using Trenchless and Hydro Vacuum methods to ensure there is little or

no damage to the root systems. The contractor is to make themselves familiar with all excavation

practices (refer to item #8 in Construction Process Requirements for more information regarding

hydro-vacuum use). A certified arborist is to be employed to carry out or supervise all tree related

activities.
