I am Young-Mook Choi, Chairman & President of Construction Guarantee.
Construction Guarantee is Korea’s first construction guarantee institution that was
established in 1963. Our aim is to support the independent economic activities of
construction companies and to promote healthy development of the construction
industry which will have a positive effect on the national economy.
We have continued to provide credit and financial services for the construction industry
and greatly assisted in ensuring the construction industry to become a key industry
of Korea. In doing so, we have grown to become the nation’s largest construction
financial institution with more than 12,000 members and 6 trillion KRW in capital.

About CG
Role
CG is a special corporation established in 1963 according to the Special Corporation Construction Guarantee
Act due to a need for a construction-specialized financial institution that would lead the industrialization
of Korea which was in ruins after the Korean War in 1950. We are the construction-specialized financial
institution where cooperative members are both shareholders and clients.
By supplementing insufficient credit of constructors and protecting owners from risks to enhance confidence
of construction contracts and to enable smooth performance of contracted works, we are contributing to the
development of the construction industry as well as to economic growth.
Our missions have public characteristics, as we provide guarantee for public works such as social overhead
capital with public institutions including the government as main owners, and we perform our tasks based on
related laws and regulations under the supervision of the government.
Cooperative System
CG Cooperative
A cooperative means a contract whereby two or more persons have agreed
to carry out a joint undertaking to operate business jointly by making mutual
contribution thereto. The contribution may be made in cash or in kind such as
other property or labor service, or the legal entity established based on such
contract (Article 703 of the Civil Code). The CG Cooperative is also a cooperative
established by capital contribution from construction companies.
In Korea, the government is entitled to establish a cooperative to act as the bank
for an industry based on a special law. The relevant cooperative provides financial/
insurance business services to cooperative members (capital contributors) under
the supervision and the management of the government.
CG enhances the confidence on construction contracts and supports the growth of the
construction industry and the development of the national economy through guarantee business.
We support stable business operation by providing funds required for construction business and
provide protection from loss due to unanticipated accidents.

The CG Cooperative has the characteristics of a financial institution established by
private capital from construction companies instead of insufficient public finance
in the course of national reconstruction after the Korean War, and of a institution
supported systematically by the government.
CG Cooperative is the financial institution specializing in the construction industry,
providing construction guarantees and loans for operators of construction
business.
CG Cooperative contributes to the development of the entire construction

Purpose of Establishment
CG, established with the aim of developing the construction industry through institutionalizing construction
finance, has enhanced the economic status of its members with diverse financial support and as a result
has enhanced the overall industry. However, we must continue with our efforts to translate the increasing
reliability of construction contracts to the happier lives of people.
History
The history of CG, a pioneer in the field of construction guarantee in Korea, has been in line with the trajectory of
the construction industry of Korea. CG has expanded its business areas from contract and maintenance bonds to
loans and insurance services for the construction industry. CG is now supporting the construction industry to be the
key industry of Korea by taking advantage of its solid financial structure and advanced competitiveness.

We strive to preemptively prevent from guarantee accident in advance through active risk management.
The CG guarantees the completion of construction of public facilities of road and brides as
well as private housings. When a guarantee accident happens (bankruptcy of the construction
company), it tries to protect the owner (guaranty creditor) through construction implementation
by substitution and payment of deposit.

Credit Rating
It is the beginning of the credit transaction of the cooperative and its members.
CG introduced the credit rating system in 1995 for the first time in the
construction guarantee industry. CG has been operating the credit rating
system that reflects the latest trend of advanced financial institutions through
consistent inspection and upgrading.
The credit ratings of the members derived from our credit rating system
serve as the basis for business transactions with members.

Evaluation Time and Effective Period
Credit rating model consists of a financial model, non-financial model, and representative model
(only applicable to the non-external audit model). Final credit rating is determined by combining
the grades of each model and then reflecting the rating limits according to the early credit warning
system and in-depth evaluation results.
CG’s credit rating has 10 grades: AAA, AA, A, BBB, BB, B, CCC, CC, C, and D. The given
credit rating shall be used to determine the guarantee limit, guarantee premium, and the loan
interest rate.
CG has established a preemptive credit risk management system through introducing a credit
rating system for the first time in the construction guarantee industry, developed a construction
specialized credit rating system and has been actively managing it based on its independently
accumulated construction data as well as its 25+ years of evaluation experience.
Credit ratings shall be conducted annually from April 1st to March 31st of the next year after
the previous fiscal year has been settled. The validity period of the credit rating shall be one
year and six months from the applicable settlement date. However, if there is any change to
the credit status after the evaluation, a re-evaluation may be performed at any time.

CG has actively engaged itself in a number of sharing activities since it first launched the CG Sarang
Nanuri Volunteer Team (Love-Sharing) in October 2008. Since then, it has taken part in diverse
social contribution activities such as the Korean Red Cross Hope Dream Project, the environment
improvement program of the Plan Korea Regional Children’s Center, and many others for children,
disabled people and the elderly.
