Thus said Mayor Marino“Boking” Morales when askedabout his initial plans after theCommission on Elections(Comelec) declared the 300-year-old town a component citylast month.

Morales announced that hewill hire former Clark Interna-tional Airport Corp. (CIAC) VicePresident for Business Devel-opment and Operations andPunto CentralLuzon columnist Romeo Dyo-co Jr. as one of his consult-ants.

“We hire more experts inpublic administration to im-prove the fiscal management of

the new city,” said Morales.He said that fees at the Ma-

balacat Community College andbirthing stations will be shoul-dered by the city government.

Morales said they expect anadditional P250 million incomein the next few years. He addedthat the budget of the city wasmore than P500 million for 2012.

The additional income, saidMorales, will be largely spent forinfrastructure projects and theirpriority program on health andeducation.

Morales said he will make apoint to rehabilitate the roads inall their 27 villages.

“We will improve further theimage of Barangay Dau as cen-ter of business in Mabalacat. Wewill beautify the place to attractmore investors,” he added.

Morales urged his constitu-ents to cooperate in bringing out“more positive changes in thecity.”

Based on documentsobtained by Bishop Dav-id, the said burial placewas donated to the Cath-olic Church during thetime when Holy RosaryParish was still under thejurisdiction of the Archdi-ocese of Manila.

With this, Bishop Dav-id appealed to the publicespecially the barangayofficials of the city, to getauthorization from the par-ish office first before bury-ing on the said site.

"The place is out of or-der and control and I haveto do something about it,"Bishop David said.

It was agreed duringthe meeting that both thelocal government and thestakeholders of La PietaMemorial Park headed by

Dante Timbol and RobinNepomuceno of the HolyMary Memorial Park willfinalize the memorandumof agreement (MOA) thatwill require private ceme-tery owners to allot fivepercent (5%) of their landto create a pauper's buri-al for the indigent resi-dents of Angeles City.

In the initial draft of theMOA, the city governmentwill subsidize the con-struction of a pauper'sburial in compliance withthe standards required bythe Department of Healthand Sanitation.

The mayor lauded Tim-bol and Nepomuceno fortheir support not only tothe church but also to thelocal government for thewelfare of the less fortu-nate Angelenos.

During the onslaughtof the recent monsoonrains that hit the country,an eight-storey concreteburial structure containingsome 72 tombs in Cutcutcollapsed due to poor con-struction.

This incident broughtadded pressure to thebishop and he now callsthe public to join in thecleaning and mainte-nance of the Catholiccemetery.

Even before the meet-ing was conducted, Pam-intuan has already visitedseveral places outsidethe city to study the bestway to put up a publiccemetery.

Pamintuan disclosedrecently that a significantland area in Barangay Sa-palibutad has been donat-

ed to the city and he isnow considering the sitewhere the city public cem-etery will be constructed.

"This will not just be aplace for burials, it will bewell-maintained with acrematorium," Pamintuanadded.

After the successfulestablishment of the City

College, and after levelingup the health services andfacilities at the RafaelLazatin Memorial MedicalCenter (RLMMC), Pamin-tuan is now optimisticthat the creation of thepublic cemetery will againbe supported by the pri-vate sectors and the com-munity.

“Matapos kong madala sa gilid ang motorsiklo, na-kita kong nagulungan ang kasamahan ko ng bus nagaling Balanga at papuntang Manila,” sabi ni Payumona ipinapakita pa ang bahagi ng dibdib kung saan maybakat umano ng gulong ang biktima.

Bukod diumano sa bus, maaaring may iba pangsasakyan na unang nakasagasa sa kanyang kasamah-an batay sa narinig niyang kuwento ng ilang nakasak-si.

“Nananawagan ako sa kung sino man ang nakasa-gasa sa aking anak, makonsensiya ka sana at panagu-tan mo ang iyong kasalanan,” sabi ni Julito Semilla,stepfather ng biktima.

Nanawagan din siya na ayusin sana ang butas-bu-tas na bahagi ng kalsada na itinuturong dahilan kungbakit sumemplang ang motorsiklo ng biktima. “Balitangmarami ng naaaksidente sa lugar na ito,” sabi ng ama-amahan.

Maraming nagsasabi na hindi na mabilang ang nama-tay sa lugar na ito dahil sa butas-butas na bahagi ngsementadong kalsada. Madalas naman umanong ay-usin ito pero madali ring masira dahil sa ulan.

Sinabi ni PO2 Rodrigo Imperial, Samal police inves-tigator, na patuloy pa ang kanilang imbestigasyon sapangyayari.

Class war“THERE WILL be no political alliance. That’s for sure as of themoment.”

So Sun-Star Pampanga quoted in its banner story Monday IrishCalaguas, senior political adviser to 1st District Rep. Carmelo“Tarzan” Lazatin, in the wake of reports of a brewing coalition betweenthe sitting congressman aspiring to be city mayor and the formercity mayor and once and future Congressman Francis “Blueboy”Nepomuceno.

Calaguas was quick to note though: “But we have our supportersin the Nepomuceno camp and theirs on our side.”

In an interview over a week back, Nepomuceno expressed, albeitcryptically, his support of Lazatin thus: “Of course, I would supportthe mayoralty candidate who will not support my congressionalopponent.” Or something to that effect if the interviewer got it right.

Yeah, as the friend of my enemy is also my enemy, so theenemy of my enemy is my friend too.

Re-electing Mayor Edgardo Pamintuan has virtually put all hiseggs in Vice Gov. Joseller “Yeng” Guiao’s basket — taking all 28 ofthe city’s 33 village chiefs to Guiao, making Guiao ever-present inhis Partido Abe Kapampangan’s barangay bingo binges.

With the battle cry “Rain or Shine, Agyu Tamu,”Pamintuan has indeed forged a united front withGuiao.

So Nepomuceno has nowhere to go but toLazatin.

Besides, it won’t do any good for theNepomuceno ego to side with Pamintuan, thebitterness of his 2010 trouncing in the latter’s handstill too much, too painful to swallow.

“Thank you! We appreciate that gesture ofBlueboy.” So Calaguas said simply of the profferedNepomuceno support.

Still, no formal alliance. Not for the moment.Not as yet?

May as well be never, IC.The best thing that can happen to Pamintuan’s

re-election efforts is a Lazatin-Nepomucenoalliance.

Conversely then, the worst thing that canhappen to Lazatin’s run for the mayorship is analliance with Nepomuceno.

For one, the “double cross” charge that Lazatinhurled against Pamintuan will bounce back at him.

“I was the victim, not the perpetrator, in 1998,junked at the last moment by my ally.” So thethen Lazatin-allied Pamintuan maintained of hisdefeat in the congressional contest against histhen-vice mayor Nepomuceno.

An alliance therefore between Lazatin andNepomuceno will give most credence to thedouble-crossed Pamintuan, and the lie to adouble-crossing Pamintuan, having put on recordhis support for Guiao came only after Lazatin’smindshift to the mayorship.

A short trip down memory lane now: In 1995,when Pamintuan took Nepomuceno for his runningmate, Lazatin was quoted as telling the mayor:“O’bat bibyayan mo pa reng mete. Datang ingpanaun ila pang makamate keka ren.(Why areyou resurrecting the (politically) dead? Time willcome when they will (politically) slay you).”

After their doble-pusoy defeat in 1988 — thepatriarch Mang Kitong losing his mayoralty seat,f irstborn son Robin avalanched in thegubernatorial race by Cory Aquino-Backed BrenZ. Guiao — the Nepomucenos by 1995 werealready a spent force, consigned to the dustbinof political history.

Credit Pamintuan then for their resurrectionthrough the then “non-political” Blueboy.

Prophetic, indeed, was Lazatin. With

Nepomuceno besting Pamintuan in the 1998congressional contest.

Phlegmatic, might Lazatin now seem. In analliance with Nepomuceno, virtually swallowing thathe vomited to Pamintuan in 1995. More rightlythan wrongly, ’tis said that Nepomuceno can comeback to political life only without Lazatin orPamintuan as opponent.

Pathetic, could Lazatin also look. An alliancewith Nepomuceno (mis)construed as clutchingat straws — ever the metaphor for a desperatemove. Unless he is not anymore the politicalkingpin he has long been pictured to be, Lazatinwould have no need for Nepomuceno just to fightthe upstart Pamintuan, and even win.

Best — or worst, depending from where youlook — of all, a Lazatin-Nepomuceno allianceagainst Pamintuan hews perfectly to the “historyof all hitherto existing society” — the history ofclass struggles.

Notwithstanding the demise of the Union ofSoviet Socialist Republics, and the People’sRepublic of China detouring to the capitalist road,Marx and Engels still live. As much in the mindas in the reality of oppression, of exploitation, ofpoverty.

“Our epoch, the epoch of the bourgeoisie,possesses, however, this distinct feature: it hassimplified class antagonisms. Society as a wholeis more and more splitting up into two great hostilecamps, into two great classes directly facing eachother — bourgeoisie and proletariat.” Thus, theCommunist Manifesto.

Thus on one hand, there is the landed gentry,the feudal lords, the political dynasties embodiedas the immovable object — preserving the statusquo, keeping their socio-economic and politicalstranglehold of the nation.

On the other: the working classes, theintelligentsia, the greater mass of Filipino society— banded as the irresistible force to crushbourgeois domination.

The scions of Don Rafael and Don Francisco,in contradiction — historical and dialectical — toKa Gatdu.

All it takes is some romanticism from the anti-dictatorship struggle, some grassroots pedagogyon the imperative of the rebellion of the poortowards their ultimate liberation, some activiststeeped in dialectics…Alexander Cauguiran, isthat you?

Untotal recall“HE COULD have done more in terms ofpromoting good governance and, given a fewyears more, could have dramatically changedlocal governance as he envisioned it.”

So eulogized former City of San FernandoMayor Rey B. Aquino of the good, nearlybeatified, Interior Secretary Jesse Robredowhom he described in a Sun-Star Pampangastory as “a good friend and textmate.”

Aquino cited Robredo as a member of theboard of judges when San Fernando — underAquino’s watch — won its first Gawad Galing-Pook award in 1997.

“The award was a validation of what we’redoing at the time to improve local governmentsystems and operations, and the fact thatRobredo was one of those who voted for usto get the award meant a lot personally to me.”And Robredo had since become a friend.

So ran Aquino’s emotional gratuity.“When I was appointed at PhilHealth in

2008, he called me up to discuss how ouragencies could work together to expandPhilHealth benefits through the LGUs (localgovernment units).”

So was Aquino’s recall, untotally, it wouldwell appear now.

So what agency was Aquino referencingRobredo with? Not the Department of theInterior and Local Government, most definitely,as Robredo was appointed in 2010 yet by thennewly minted President Benigno SimeonAquino III.

In 2008 — still the heyday of PresidentGloria Macapagal Arroyo — Robredo wasstill mayor of Naga City, and beyond thatdomain had absolutely no control,administrative or otherwise, of LGUs.

Pardon, but a monumental slip there for theonce and future mayor of the City of SanFernando. One slip too obvious as to reduceAquino to that lowest class of politicos vainlytrying to rub off some sheen from the almostsainted Robredo and apply it on themselvesfor 2013 purposes.

Shame.

On September 8, the killerclaimed his second victim, An-nie Chapman, and on Septem-ber 30 two more prostitutes--LizStride and Kate Eddowes--weremurdered and carved up on the

same night. By then, London'spolice had determined the pat-tern of the killings. The murder-er, offering to pay for sex, wouldlure his victims onto a secludedstreet or square and then slicetheir throats.

The police, who lacked mod-ern forensic techniques were ata complete loss for suspects.Dozens of letters allegedly writ-ten by the murderer were sentto the police, and the vast ma-jority of these were immediatelydeemed fraudulent. However,two letters--written by the same

individual--alluded to crime factsknown only to the police and thekiller. These letters, signed"Jack the Ripper," gave rise tothe serial killer's popular nick-name.

On November 7, after amonth of silence, Jack took hisfifth and last victim, Irish-bornMary Kelly, an occasional pros-titute. Of all his victims' corps-es, Kelly's was the most hid-eously mutilated. In 1892, withno leads found and no moremurders recorded, the Jack theRipper file was closed.

The universe is still in the process of expanding from itsbig bang origins and/or deteriorating or in atrophy, depending uponyour science viewpoint. Our bodies and minds are developing oraging and will ultimately reach an end, at least in this physicalworld. As persons, we may develop and reach a higher level ofexistence or consciousness, depending upon your religious beliefs.It is clear that we all have to deal with, understand and cope withchange in our lives and in our environment.

The fool of the 15th century was the man who believed that theworld was round; the fool of today is the man who believes that it isnot. Scientific theories are in the process of themselves evolvingwith still no unified theory to harmonizes all the physical forces.Likewise, religious beliefs and faiths proliferate and continue tosplit hairs. The medieval debate on how many angels can stand onthe head of a pin is not so far off from the many religious andphilosophical arguments today.

Political developments are fast shaping up intonew and unexpected configurations. The eventsin Europe becoming mainly the European Union,the breakup of USSR Russia, the developmentinto strong economies of the nation states ofSouth Asia, the fast rise of the People’s Republicof China, the indeterminate events governing theMiddle East and the start-up modernization of theAfrican nations, are all events which are politicalvariables which have not been accurately forseenin the late sixties( a time when we graduated andentered the workplace).

A spectacular and very fast change event andimpact is the computer and informationcommunication technology. The technicaldevelopment in transportation vehicles andinfrastructure have made the world into one andimmediate physical and information accessplaying field. Combined with ICT, the world hasbecome smaller with communication, data,interaction, trade, coordination and research beingeasier, faster, both homogeneous andheteregeneous, and cheaper.

Is the Philippines and, in our specific case, theClark Freeport, aware of this contextual variable inits present and future playing field and horizon?Management strategic theory advises that thecorrect conceptual position regarding change is toadopt an external and internal environmentalawareness and scanning as a preparation forcoping. The end result is to know and be aware, tounderstand, to forecast or predict, to cope with

and react, and to intervene or shape the change.It is, of course, a given that understanding

the change is just the first part of the strategyprocess. It is a requirent that nations, institutionsand organizations have to plan or craft and executeor implement the strategy within the changevariables or environment. If not, then the resultingsituation will become a de facto result andsituation. Look at the example of NAIA, the 3terminals (?), the runway and the surroundingterritory. It is obvious that the end result has notcoped intelligently wih the developments over time.The policies and acts have been reactive andpiecemeal.

There is another risk. Clark Freeport and theDMIA ( Diosdado Macapagal Airport) over the past14 years or so have been subjected to a lot ofmaster plans. I personally know of at least 4 forCDC and 3 for DMIA/ CIAC. It seems these areall rotting in filing cabinets someplace. I have notseen any specific focus or undertaking which seekto utilize and implement any main and criticalaspect of these plans. Now, they are planningagain to spend hundreds of million pesos for newmaster plans. They must have lots of money. Orthey simply like planning. Analysis, analysis,paralysis.

Or are they just prolonging the “talk” processwithout “walking the talk.” Shades of Perto! Yourbillboards may be correct. It is time for a clearintervention to shape and determine the changesin order to achieve the results that are correct.

Pineda lauded Singsonfor “his concern for the wel-fare and safety” of sometwo million Pampanga res-idents “manifested in hiscommitment to constructa much stronger, effectiveand properly designeddike” at the downstreamportion of Gugu Riverwhere the so-called taildike was breached on Au-gust 7, causing flooding inthis city and the towns ofApalit, Macabebe,Masantol, Minalin andSto. Tomas.

Pineda cited the re-cent completion and open-ing of the Colgante bridgein Apalit town. The bridgecollapsed last year.

She said that theDPWH had used at leastP45 million and took sometime before completing it“but it’s now better, tough-er and for keeps.”

“The Colgante bridge isa concrete example ofSingson’s preference forquality project. Yes, wewaited longer but the re-sult is much better and thebridge looks indestructiblefor many, many years,”said Pineda. The bridgeconnects the coastaltowns of Macabebe andMasantol to Apalit and ar-eas of Pampanga and Bu-lacan.

GRATUITOUS PERMITSBut Pineda stressed

that the provincial govern-ment “will not wait forthings to happen,” as itbegan operations to revivethe river channel along thesix-kilometer portion of theMinalin-Sto. Tomas dikewhich is near the damageddike.

The desilting opera-tions, she added, will al-low the water coming fromGugu River to pass to itsoriginal channel at LabuanRiver and then Manila Bay.

Pineda disclosed thatthe province had starteddesilting operations andthe DPWH regional officewas also doing the samein the area.

“We can’t afford to sitdown and wait. We mustmake the immediate rem-edy because who knowswhen the next torrentialrains and typhoon willcome again,” said Pineda.

She also said that shehad informed the Federa-tion of Small Scale QuarryOperators of Pampanga(FSSQOP) and othergroups that she will askthe provincial board (PB)led by Vice Gov. Joseller“Yeng” Guiao to authorizeher to grant “gratuitouspermits” for operators inthe area.

Pineda said the prov-ince is not against timebut several other factors,including the unpredictableweather and dangersposed by the water withsediments from Mt. Pi-

natubo flowing in the direc-tion of this city and fourPampanga towns. The 80-meter portion of the taildike was breached, caus-ing floods in the southernportion of the province ear-lier this month wheresome villages in Minalinand Sto. Tomas remainflooded until August 29.

Sto. Tomas tail dike tosave this capital city andfour other towns fromfloods. The same groupwill provide free use of theirbackhoe on barge to beused for the desilting op-erations.

But they noted that“Sereno favored that thefamily of the President becompensated at prices setlater in 2006 valued at P10billion or P2.25 million perhectare for the 4,915.75-hectare remaining agricul-tural lands of the hacien-da.”

“We had anticipatedthat Aquino would appointa string -puppet to servethe interest of his family,and we had always op-

posed such creation of an‘Aquino court’ since June,”the statement said.

AMGL chair JosephCanlas said “We are ex-tremely against the ap-pointment of Sereno as itis very clear that she is adefender of the Cojuangco-Aquino family.”

For his part, Ambalachair Rodel de Mesasaid, ”We are quite dis-mayed that Aquino and hisfamily are attempting toget Hacienda Luisitaback.”

Canlas said that Ser-eno’s appointmentseemed to indicate thatthe President had usedpublic funds in the ousterof Corona allegedly overthe issue of Hacienda Lu-isita.

AMGL and Ambalasaid “Sereno has beenundoubtedly pro-Cojuang-co-Aquino,” as they notedthat Sereno’s argumentsbacking the higher com-pensation for the Presi-dent’s family in the Haci-enda Luisita case wereused by the Cojuangco-owned Hacienda Luisita,Inc. (HLI) in its motion forreconsideration of thecompensation issue filedon December 27 last year.This motion was laterjunked during the term of

is a repeat of what Arroyodid during her administra-tion in appointing a chiefjustice who would protecther interests. This time, anAquino court has beencreated, with HaciendaLuisita as its primaryagenda,” Canlas said.

The groups’ statementsaid that “Sereno’s ap-pointment is contrary toreforming the judiciary andpreservation of rulingclass’ interests” and “istotal disregard of socialjustice.”

“We should take noteof Sereno’s term as chiefjustice for 18 years. TheCojuangco-Aquinos havea strategic plan for ap-pointing her,” Canlas said.

Sereno is the youngestappointed chief justice atage 52 with a term to ex-pire on 2030, on her ageof 70.

“Aquino has bastard-ized the justice system inour country. He is attempt-ing to restore his family’scontrol on the HaciendaLuisita, as well as of hishaciendero class. We re-mind Aquino not to ignitethis little spark that couldlead to a big prairie fire hewould not be able to ex-tinguish,” Canlas said.
