    ASSISTANCE TO FOREIGN NATIONALS(U) Red Cross in Houston, the state designated center for Hurricane Katrina evacuees, has set up a 24/7consular command center in the Houston Astrodome with daily briefings. All evacuees in the Astrodome nowhave wristbands identifying them by status (diplomat, foreign national, or American Citizen). Althoughdisplaced persons are now being directed to neighboring cities, all are being processed initially in Houston.Therefore, the Department has urged foreign embassies to keep staff in Houston. New Orleans remains closedto foreign consuls but they may travel to Baton Rouge to meet their citizens. Department has directed foreign.embassies to register all their missing nationals at the ICRC website. The Department will coordinateemergency cases with the U.S. Coast Guard.     FOREIGN ASSISTANCE(U) New offers of assistance have included: China has sent $5 million in cash to the U.S. Government, and offered a plane Ioad ofmedical and otherreliefsupplies; FEMA has accepted the offer ofGreek cruise ships and MREs;

    Qatar has pledged $100 million in cash; Netherlands offered water pumps! treatment (60,000 L. per day) and a hospital ship with a helicopterplatform; HHS has reviewed and accepted a list ofmedical supplies offered by Canada; Afghanistan - President Karzai has pledged $100,000 in cash; India has pledged $5 million that will be sent via the JeRe, along with supplies.

    KoreaThe South Korean government is prepared to provide assistance, in cash orin kind, either through FEMA or through the Red Cross. They have alreadyattempted to contact the American Red Cross, but don't yet have a responseto their offer. The ROK is also prepared to send a rescue team of 30-40members to the stricken area, if that kind of assistance is needed.ROK Embassyhas been given contact info for S/ES CMS, but we are readyto facilitate any direct communication with FEMA and the Red Cross if thatis preferable.ChinaChina has provided a $100,000 check to Charge Sedney in Beijing to pass tothe American Red Cross September 1.AustraliaAustralia has offered to send two "community recovery experts" fromEmergency Management Australia to help in the recovery from HurricaneKatrina.JapanThe Embassy of Japan has been in contact with EAP/J, NSC, FEMA, andthe American Red Cross. FEMA's Acting Director for International Affairs Casey Long isaware of the GOJ offer, and promised to get back to the Japanese Embassy.EAP/J, NSC, and Embassy Tokyo are urging FEMA to accept the GOJ offerof in-kind assistance, ifpossible. A cable will not sat isfy them.Any further thoughts on who would be the appropriate person to sign such a document?One other thought is we could suggest an exchange of dip notes, i.e., they send one saying how pleased they were to'provide x # of blankets, etc., and we reply with a note that confi rms receipt and thanks them. Not sure if that would satisfythem, but it might be more consistent with how we normally do things.
