● PGCPS’ vision, mission and core values are the compass by which all actions are guided.

● The four aspirational goals describe the desired outcomes of transformation and serve as the guidepost for PGCPS by which priorities will be set and progress will be monitored and reported.

● Throughout the planning process, stakeholder voice, research and empirical data trend analyses highlighted the strengths, priorities, challenges and opportunities that must be the priorities of PGCPS to achieve its vision of transformation.

● Strategic planning helps PGCPS achieve organizational alignment, connects our stakeholders to a shared purpose and addresses areas for improvement; however, to implement a successful strategic plan, a process to effectively operationalize goals and strategies and take clear steps to monitor performance and success is required.

● For this Equity Strategic Plan, Critical Success Indicators (CSIs) have been established to monitor progress toward achieving the outcome goals established in this plan.

A comprehensive revamp of the Early Literacy Curriculum in PGCPS is grounded in the Science of Reading (SOR).

The SOR is a body of evidence drawn from fields like cognitive psychology, educational psychology, neuroscience, and linguistics about how students learn to read.

Digital Program/Resource Impact to Assist with Learning Disruption and/or Tutoring

Book NookBookNook is an online learning program that offers access to 800 different texts in English and Spanish. With BookNook, students receive instruction in basic skills,vocabulary development, and reading comprehension. Reports of student progress are measured after each lesson.

iReady iReady support gaps in instruction based on results from the adaptive diagnostic assessment and student performance reports. iReady delivers online lessons that provide tailored instruction and practice for each student to accelerate growth. Instructional resources for teachers (Teacher Toolbox) are aligned to the program.

Phonics for Reading Phonics for Reading is a sequential, systematic and explicit program for students in Grades 3-5, who need extra support due to gaps in phonics skills. The scripted lessons contain consistent routines for a small group instruction.

Voyager PassportVoyager Passport is a small group reading intervention program K-5 that provides comprehensive, explicit, and systematic instruction in the five essential components of reading: phonemic awareness, phonics, fluency, vocabulary, comprehension, and embedded language and writing.

LexiaLexia Core 5 is an intervention that will be used for at risk and struggling K-3 students to address gaps with foundational skills. Lexia Core provides explicit, systematic, personalized learning in the six areas of reading instruction: phonemic awareness, phonics, fluency, vocabulary, structural analysis, and comprehension. This program includes lesson resources for small group instruction.

DreamBox Learning

This digital math supplement and intervention tool combines an evidence-based math curriculum and embedded formative assessment to adapt to each student's personal learning pathway. The program provides student growth reports and also predicts how students in Grades K-5 are likely to perform on any test of their grade-level standards administered at the end of the school year.

Carnegie Tutoring This is a blended program that provides support with critical mathematics content for 3rd - 5th graders. Students will have access to weekly tutoring sessions, provided virtually.

MathShelf MathShelf is a tablet based program for PreK3; PreK4; and Kindergarten Montessori classrooms. This program allows for students to improve their mathematics skills via scalable technology.

Elementary School Social Studies

IXL IXL digital curriculum provides students opportunities to practice content-focused skills which is directly aligned to the State Standards for mathematics and social studies. Practice and skills support will address the learning gaps for students enrolled in social studies Grades 2-8 as well as students enrolled in mathematics Grades 6-8.

Carnegie Math Tutoring 6-12

This is a weekly Math Tutoring Support for mathematics students Grades 6-12.

MATHia This blended learning program will focus on content that is connected with targeted standards and skills to help students bridge skill gaps. Students will have access to weekly virtual tutoring, and teachers will have access to formative data and real-time reports to drive purposeful instruction.

Speak Agent Speak Agent is a supplemental program explicitly tailored for PGCPS middle school mathematics courses. Speak Agent integrates mathematics content into research-based listening, speaking, reading, and writing activities.

Mobius Mathematics

Mobius is an electronic notebook aligned with the PGCPS mathematics curriculum that provides students with online pages, interactive models and immediate feedback.

TutorMeThis program provides 24/7 on-demand tutoring in over 300 subjects, from a topic as common as basic algebra to quantum mechanics. Students can instantly connect with an expert tutor at any time for any subject.

Special Education


Spell ReadStudents with disabilities in Grades 3-12 who have been educationally impacted as result of the COVID-19 school closure will be provided with SpellRead Tutoring Services. This targeted Tier III intervention will support students in increasing their skills in phonemic awareness, phonics, fluency, and reading comprehension.

Lindamood-Bell

This program will support students with disabilities to enhance skills for reading, spelling, and comprehension who have been educationally impacted as a result of the COVID-19 school closure. Lindamood-Bell tutoring will be utilized based on individual learning needs of students integrating sensory information to help them develop language and literacy skills.

iReadyiReady provides in-the-moment support for remediation and reteaching support for Grades 3-10 special education students with an IEP Mathematics Intervention Goal. Students will receive weekly virtual tutoring opportunities; parents will have access to multiple information sessions.

• Professional learning opportunities will be specific and prescribed based upon systemic priorities, performance appraisal results, and student achievement data, where applicable.

• The updated Literacy Plan adds new standards for digital literacy across all grade levels. The plan is grounded in digital literacy and higher-order critical thinking skills

• The ESOL Strategic Plan was developed and has four focus areas: to improve the academic achievement of all English Learners; increase the capacity of all staff of English Learners; increase family and community engagement of English Learners, and decrease ESOL teacher vacancies within the district.

• The Special Education Strategic Plan represents a systematic approach to improve academic outcomes for over 17,000 students with disabilities. PGCPS will continue to ensure that the unique needs of students with disabilities are addressed through specially designed instruction.
