Under control of local SES the existing outdoor toilet will be dismantled by the school administration and the AO, sanitary
cleaning and dismantling will be carried out in compliance with all construction and sanitary norms and regulations. A tripartite
agreement will be signed between ARIS, AO and the school administration, where the obligations of the AO and the school
administration regarding the procedures for dismantling the outdoor toilet will be spelled out. As a result of all works, all
supporting documents (protocol and act) will be provided.

According to the design and estimate documentation the contractor should clean the existing unfinished septic tank and take the
garbage out to a designated place - to a landfill, while coordinating this activity with the AO. Picture 6 shows the preliminary
location of the planned septic tank, but it can be moved to another location with the laying of a new pipe.

DESCRIPTION OF THE WORK SITE

Who is owner of the
land plot?
The land is owned by the Ail Okmotu. The plot and the building are on the AO balance. There is a
State Act on the right of perpetual use of land No. 009411 Series B.
Description of works
to be carried out under
the Project
Rehabilitation of sanitary facilities and installation of sinks at the entrance is provided under the
Project. Design on sanitary facility rehabilitation includes rehabilitation of sanitary facilities with a
total area of 23.14 m². During the rehabilitation of sanitary facilities, it is planned to install 3 units
of WC pans for girls (total number of WC pans includes toilet bowls in the hygiene room), 4 units
toilet bowls for boys and 1 WC pan in hygiene room. Installation of 5 washing-basins with
connection to hot water is to be carried out at the entrance space. A special sewage structure for
waste waters with biological treatment, capacity of 6.0 m³ per day (with a sand-gravel filter) has
been designed.

Upon the filling in the septic tank will be emptied. The school administration / AO should sign an
agreement with the organization providing sanitation services, which will transport sludge to the
treatment facilities of Osh.

geographical, physical,
biological, geological,
ecological and socio-
economic nature issues
The village is located 25 km from the Uzgen City - the Uzgen Rayon administrative center. The
construction site is located in the western part of Kara-Kulja Rayon, Osh Oblast, at 12 km distance
from Kara-Kulja Rayon Center. The school is located in the center of the Togotoi Village.
There are no any nature protection objects (nature reserves, cultural monuments, historical and
architectural sights) and water reservoirs at the site and next to it.
Relief of the site: even without slopes.
No any mudflows or landslides were at the site, there are no signs of soil erosion.
Ground surface: without cover
Vegetation: trees, grass. (no any cutting trees is expected)
Water supply: it is planned to connect to the Village water supply system under construction.
Sewerage: there is an autonomous sewage system, pipe cleaning is required.
During the cleaning the sewer pipes, all the water will merge with the existing septic tank, and
previously it will be cleared of debris. In the case of an unsatisfactory state of the old pipe, a new
one will be laid.
Heating: water heating.
Power supply: satisfactory condition
Ventilation: Natural
Presence of asbestos-containing materials (ACM): roofing of the existing outdoor toilet is
constructed from AS sheets. (A description how to work with AS materials is below).
Currently the school students and staff are using the outdoor toilet.

The external toilet is a structure with load-bearing brick walls, with V-shaped roof covered with
wavy asbestos-cement sheets.
Dismantling works of the existing toilet will be carried out by the administration (school, AO).
Construction work will be carried out during the summer time, during the school holidays.
The Project works will not have any significant impact on transport or communal utilities.
Design works require compliance with a number of mandatory requirements, including
compliance with noise and air quality norms, timely removal of construction debris.
Application of WB policy OP 4.12 "Involuntary Resettlement" is not required.

Clay quarry is available and located 2-3 km from the village. There is no career of sand and gravel.
Sources of water for Project works: a new water supply system.
Water to be used for manufacturing concrete, mortar and cement mortar should not contain silt,

(a) Local inspectorates, supervising construction work and environmental safety, as well as local residents should be properly notified
about upcoming project work.
(b) The local community should be properly informed about works through corresponding publications and/or messages in the public
areas (including at the working site).
(c) Appropriate fences are to be installed around the construction site to ensure the safety of population and children.
(d) Permits required by the legislation (using natural resources, disposal to the waste dump, etc.) for implementation of construction
work are obtained.
(e) All types of work must be performed with due safety and discipline in order to minimize negative impacts of production process
on local people and environment.
(f) Workers will have obligatory briefing of safety measures on site including briefing on application of individual safety means
meeting standard work safety (with obligatory wearing of hardhats, masks where needed, protective goggles, safety belts and
protective footwear).
(g) Appropriate indication and information signs notifying the workers about basic required rules and principles of work performance
must be installed on the site.
(h) There should be a signboard with clear information for patients about access to medical services during construction work.
(i) If the Contractor engages outside workers to construction and repair work, it is required to provide and arrange all necessary
conditions including dormitory, kitchen, shower, toilet and meals for them.
B. General civil
works
Air quality (a) Construction debris should be disposed and stored in specially designated area with subsequent disposal to a landfill.
(b) It is required to keep cleanliness at the construction site and adjacent territory.
(c) It is prohibited to burn construction wastes and structures on an open fire on the construction site.
(d) It is not allowed to have excessive accumulation of non-working construction equipment at the construction site.
Noise (a) Construction noise is allowed only during the specified working period, from 8:00 to 18:00.
(b) During works covers and hoods of engine generators, air compressors and other machines must be closed, and the machines must
be placed as far as possible from the residential buildings.
Water quality (a) Pollution of construction territory by spilled combustive and lubricating materials must be avoided to prevent polluted runoff get
into irrigation canals.

Works with wastes (a) For construction debris, it is necessary to prepare places for temporary storage, with following transportation of it to the local
landfill.
(b) Where possible, the contractor shall ensure the recycling of suitable usable and resistant materials (excluding ACM).
(c) Domestic and food wastes from the permanent location of the Contractor's outside personnel at the site should be separated from
other construction waste and placed in special containers, which, as they have been filled, must be transported to the local waste
dump.
C. Toxic materials Work with toxic and
hazardous materials
(a) All toxic or hazardous materials, if temporarily stored within the working area, should be stored in reliable containers marked
appropriately, indicating composition and properties of this material and rules for handling it.
(b) Containers containing hazardous materials shall be placed in containers that exclude any possibility of leakage, to avoid any spills
and leaks.
(c) Paints containing toxic components or solvents made on the basis of lead should not be used in work.
Work with asbestos-
containing materials
(ACM)
(a) If there is asbestos at the construction site, it must be clearly marked as a hazardous material.
(b) If possible, asbestos will be placed in appropriate sealed containers to minimize its impact.
(c) Before to remove asbestos (if removal is necessary), it should be treated with a moisturizing compound in order to reduce the
formation of asbestos dust.
(d) Only qualified and experienced professionals are allowed to work with asbestos.
(e) If there is a need for temporary storage of asbestos-containing materials, all wastes should be placed in secure closed containers,
provided with appropriate marking.
(f) Removed asbestos cannot be reused.
D. Safety of traffic
and pedestrians

It is required to equip the site with information and warning signs, fences to ensure that the site of work is to be identified and

I. Sewerage Mounting the water and sewage pipes and construction of the new septic tank within the school territory are planned. All wastes will
enter to the septic tank (treated water will be discharged into the soil through gravel-sand filters). Once the septic tank is filled, it is
necessary to clean it with sewage cleaning machine (responsibility of the AO/School administration)

PART 5. BENEFICIARY FEEDBACK MECHANISM (BFM).
ARIS is introducing an information system for handing the complaints, including complaints from citizens –
Beneficiary Feedback Mechanism (BFM).
The main objective of the ARIS BFM is the process of receiving prompt, objective information, including
assessing and reviewing appeals (statements, proposals, complaints, requests, positive feedbacks) at all stages of
project implementation, which can be supplied by citizens/beneficiaries to improve their work in future. It is also
applied to strength communication with Project beneficiaries and provide channels for feedback, and identify and
address problems, increasing transparency and accountability.
Dissemination of information about BFM goes through the following activities:
Presentation by the BFM Specialists to local authorities, AOs and Local Kenesh deputies;
During the public hearings and trainings conducted by ARIS staff. The BFM team conducts the whole
information campaign in communities
There are BFM banners to be placed on social sites (schools, kindergartens, FAP)
There are banners in Rayon administrative buildings
there is BFM page/block at the official site
All appeals and complaints from citizens to be received under SRWSSDP shall be sent to the unified system for
further processing and control.
Channels for feedback
Receiving Appeals. During the receiving appeal the following should be determined:
Type of appeal
Category of appeal
Person responsible for studying and executing the appeal.
Timeframe, during which the appeal should be regulated/solved.
Coordinated actions
Once the type of appeal is determined, the responsible BFM Specialist shall register details regarding to the
appeal in the incoming correspondence log, and then in the BFM configuration of the 1C system.

1. Appeals are recorded in the BEM incoming
correspondence log and are accepted for
consideration subjected to the following
information is provided:
name, surname, and patronymic name
address of registration and residence or
telephone number;
content of the appeal;
other reference information.
1.1. In cases when appeals were received without
data specified above, it is recorded in the BEM
incoming correspondence log and the sender should
be notified about it, and appeal results will be
published in the media at the local level, at the ARIS
website or announced at the AK session.
2. Appeals are to be entered into BFM configuration
in the 1C system for analysis and monitoring.
3. The appeals may be submitted anonymously.
Confidentiality must be ensured in all cases, including
when identity of the person submitting the appeal is
known, in order to avoid conflicts between interested
parties.

The person who submitted the claim should receive a notification, where the BFM Specialist will report through
the phone or through other BFM channels:
Name and surname of the executor (project specialist) to which the appeal was forwarded
Deadlines for the execution (minimum 10 days, maximum 30 days since the day it was registered)
Deadlines and actions are determined in accordance with the ARIS BFM instructions on the work with the
appeals
The notification should be registered in the outgoing correspondence log. BFM Specialist will assist the addressing
person at all stages of consideration of his/her appeal and ensure that hi/her appeal is properly handled.
In the event when the citizen/ beneficiary is not satisfied with the decision resulting from consideration of the
claim, he / she has the right to appeal. Appeal is considered by a special ARIS Grievance Redress Committee.
The ARIS Executive Director should establish the Committee from Project Managers and Unit Heads, who will
conduct hearings of appeals. It is assumed that the Grievance Redress Committee will consist of 15-17 people, 2
of which are BFM members and 2 are persons that are independent of the project implementation staff and the
Government of the Kyrgyz Republic.
After appellant consideration of the claim, the citizen/beneficiary who is not satisfied with the decision received
on results of consideration has the right to appeal the decision in the judicial procedure.
