How? 1: Mutual recognition of eID

By ensuring that people and businesses can use and leverage across borders their national eIDs to access at least public services in other EU countries.

Mutual recognition of eID: an example

Elisa, a Belgian student will be able to enrol to a foreign university online, rather than having to travel abroad to complete the paper work in person. She will be able because her Belgian eID WILL BE RECOGNISED

• Member States are not obliged to have an e-ID card or other identification schemes

• Member States are not obliged to notify

By removing the barriers to seamless eSignatures and related trust services across borders

i.e. by ensuring that trust services have the same legal value as in traditional paper- based processes.

Seamless cross-border trust services: an example

• A French SME will be equally able to do business electronically with a counterpart established nationally or abroad

• Cross-border services will be technically feasible and legally recognised thanks to a common set of requirements at EU level for trust services like e-

signatures, seals, documents, time stamps, delivery

Who will benefit from the proposal? Businesses

• Businesses will be able to securely complete cross-border electronic transactions (e.g, sign contracts, tender or submit annual reports online, with ease).

• They will be able to fulfil legal or procedural obligations, like sign, time stamp and seal their bids electronically instead of printing and sending multiple paper copies of the bids by courier.

• Companies will be able to electronically establish a branch abroad quickly and easily

A Member State experience: an example

• Setting up a limited liability company in Estonia takes 18 minutes through the e-Commercial Company Registration Portal by using an Estonian, Portuguese, Belgian, Finnish ID card or an Estonian or Lithuanian Mobile ID.

• Through the same web portal, submitting company balances sheets was streamlined from a 3-month long paper process to a 20 minute electronic process.
