NOMINATION COMMITTEE: The Nomination Committee interviews candidates for appointment to City Boards and Commissions, and makes recommendations to the City Council for final action to appoint, as authorized by City Policy Resolution No. 10.

PUBLIC COMMENT: The public may directly address the Committee on any matter regarding the nomination of members to a City Board or Commission. Public Comments are limited to no more than three (3) minutes per person.

MEETING DATES: The Nomination Committee meets on an as-needed basis at City Hall in the City Committee Room.

NOMINATION COMMITTEE MEMBERS PRESENT: Vice Mayor Alessio and Councilmember Luros. Vice Mayor Alessio participated via video conference. STAFF MEMBERS PRESENT: City Clerk Tiffany Carranza, Deputy City Clerk Caitlin Saldanha, Office Assistant Paulette Cooper.

Approved the October 27, 2020 Regular Nomination Committee Meeting Minutes.

5. INTERVIEWS AND RECOMMENDED APPOINTMENTS

Interview applicants and make recommended appointments to the Napa Valley Transportation Authority (NVTA) Active Transportation Advisory Committee (ATAC) All applicants participated via video conference. City Clerk Carranza announced that applicants Leo Slattery and Sean M. O’Brien were unable to join the meeting, but still wished to have their applications considered for appointment.

Councilmember Alessio and Councilmember Luros interviewed applicants in the following order:

1. Michael Rabinowitz 2. David N. Silva 3. Sean M. O’Brien (Councilmembers Alessio and Luros individually

reviewed applicant Slattery’s application) 4. Leo Slattery (Councilmembers Alessio and Luros individually

reviewed applicant Slattery’s application) At the conclusion of the applicant interviews, Councilmember Alessio and Councilmember Luros completed a ballot ranking the applicants on a scale of 1-4, with four being the most qualified. Ballots were then distributed to City Clerk Carranza. The ballots resulted in the following votes: Alessio: O’Brien 2; Rabinowitz 4; Silva 3; Slattery 1 Luros: O’Brien 1; Rabinowitz 4; Silva 3; Slattery 2 City Clerk Carranza announced with a vote of 8, applicant Rabinowitz would move forward as the recommended appointment. City Clerk Carranza announced that the Nomination Committee’s recommendation would be heard by the City Council at the next available City Council Meeting under the Consent Calendar.

RECOMMENDED ACTION: ..Recomm endation

Direct the City Clerk to present to City Council, at their next available City Council meeting, the name of one individual nominated to serve a three-year term on the Community Development Block Grant Citizens’ Committee (CDBG) for a term beginning on the date of City Council Appointment and ending September 30, 2024. ..Body DISCUSSION: COMPOSITION AND PURPOSE OF THE COMMISSION: The CDBG Committee is advisory to City Council on matters regarding the assessment, planning, development, implementation and amendment of programs under the Community Development Block Grant program, a grant program to assist low and moderate income residents administered by the Federal Department of Housing and Urban Development (HUD). Requirements: Full-time resident and registered voter of the City of Napa. Members may include representatives from the business community, disabled persons, youth, seniors, minority groups, low and moderate-income persons, others who are directly affected by the CDBG program. Membership: Seven members appointed by the City Council. Meetings: Meets on an as-needed basis quarterly the fourth Monday of the month, with supplemental meetings during the CDBG application process in the spring of each year. Meetings are held in the City Hall Committee Room, 955 School Street, Napa. NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS: There was one term expiration effective September 30, 2021. RECRUITMENT PROCESS: The City Clerk accepted applications for the Committee from July 28, 2021 through August 27, 2021. Recruitment announcements were published on the City’s website, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors,

Direct the City Clerk to present to City Council, at their next available City Council meeting, the name of three individuals nominated to serve a two-year term on the Parks, Recreation and Trees Advisory Commission for a term beginning on the date of City Council Appointment and ending September 30, 2023. ..Body DISCUSSION: COMPOSITION AND PURPOSE OF THE COMMISSION

The Parks, Recreation and Tree Advisory Commission is advisory to City Council and

the Parks and Recreation Services Director on matters affecting the acquisition,

development and maintenance of parks within the city; public recreation; cultural

activities of public interest; matters affecting development of privately and publicly

landscaped areas within the city; and matters related to trees, tree preservation and

arboriculture, including the review of city tree ordinances, policies and programs. The

commission is also authorized to take action as the decision-making body for specified

actions set forth in the Municipal Code, particularly related to appeals of decisions

regarding planting and removal of city trees under chapter 12.44 and the consideration

of permits for activities affecting significant trees and appeals of determinations

regarding activities affecting protected trees pursuant to chapter 12.45.

At least three of the seven voting members shall be a person who demonstrates experience in one of the following identified fields: urban planning, park planning, park operations, park maintenance, recreation programming, horticulture, or arboriculture. The Commission consists of seven voting members appointed by the City Council. One member is a non-voting high school student in the City of Napa. NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS There were three terms expirations effective September 30, 2021.

Recruitment announcements were published on the City’s website, posted at various locations at City Hall, Human Resources, and the Community Services building, and sent to the Napa County Library, Napa Valley College, Napa Chamber of Commerce, Napa Valley Unified School District, Napa County Board of Supervisors, Napa County Administration, Napa County Hispanic Chamber of Commerce, Napa Valley Coalition of Non-Profit Agencies, Napa Valley Community Housing, Puertas Abiertas Community Resource Center, and Leadership Napa Valley. APPLICATIONS RECEIVED Five applications were received: Guillermo Rosas, Kevin Hansen, Amy Deck, Rainer Hoenicke, and Robert Muh. How would you approach improving these project(s) or program(s)?

During my hikes in the Westwood Hill Park, I have informally interviewed many people on the trail to askwhat they would like to see improved. I note that there has been some recent removal of non-nativespecies (e.g. broom), but the removal of those species and the management of the park ecosystem ismuch larger than the efforts expended to date. It is essential that a comprehensive approach bedeveloped using a coordinated effort with community organizations and professional individuals (pro bonoconsulting) to support the management of the park forest and meadows. While I am clear that the P&RDepartment has limited funds to accomplish these goals, this community has the willingness and capacityto make the park a showcase of sustainable management. The approach will require development of ateam of community stakeholders as collaborative partners. I would like to be a part of the restoration ofthis park, in particular but to include other locations, to supplement the efforts of the Parks and RecreationDepartment. My professional work of thirty-five (35) years has required the management of projects andteam building to accomplish stated goals. I see this commission position as an opportunity to offer mycontributions to a community I have come to call home.

Robert Muh has been the Chairman of Space Plan Wizard (SPW) since 2019. SPW provides software services to architectural firms. Prior to SPW, Bob was a co-founder of Sutter Securities Inc. a financial services firm in San Francisco where he was the CEO from 1992 until 2019. Prior to Sutter Securities, Bob was a partner with Bear, Stearns & Co., Inc. He was previously with McKinsey & Co.,management consultants in New York.

Bob was a trustee of the Massachusetts Institute of Technology (MIT) for 25 years and he is now a Life Trustee Emeritus. He served as Chair of the MIT School of Humanities Visiting Committee for ten years. He has served as a trustee of the Culinary Institute of America (CIA) since 2009 and was Chairman of the Board 2019-2020. He is now Chairman Emeritus of the CIA. Bob was the on the board and Vice-Chairman of the Napa Valley Opera House for more than six years where he also served as chair of the Opera House Artistic Committee. Bob was on the board of the San Francisco Ballet for ten years and he served as co-chair of the ballet’s major capital campaign.

Mr. Muh has a bachelor’s degree from MIT and both an MBAand a Master of Philosophy degree from Columbia University. While at Columbia, Mr. Muh was an Adjunct Assistant Professor of Finance. From 2013 through 2019, Bob was an Adjunct Professor at the University of San Francisco Law School.

..Body DISCUSSION: COMPOSITION AND PURPOSE OF THE COMMISSION The Senior Advisory Commission is governed by Chapter 2.76 of the City of Napa Municipal Code and is advisory to the City Council and the Parks and Recreation Services Director on matters regarding services, facility use, and recreational activities at the Napa Senior Center and establishes short and long-term goals for senior programs. The Committee consists of seven members appointed by the City Council. Five members must be representatives of the Napa senior community at-large; two must be representatives from area senior services agencies. Each member must be City of Napa resident and registered voter. The Senior Advisory Commission meets on the first Wednesday of every month at 2:00 p.m. at the City of Napa Senior Center, 1500 Jefferson Street, Napa. Terms length is two years. NUMBER AND TIMING OF VACANCIES INCLUDING SPECIAL QUALIFICATIONS There were three terms expirations effective September 30, 2021. I'd love to see a pole walking class where two poles are used as they do in the mountains occasionally.Very good for the upper body as well as the legs. Walking is supposed to keep us healthy.

I am excited to be a conduit for my fellow seniors helping make sure we arecomfortable, cherished and can still live productive lives. As I always say...being a senior is the mostcherished part of the yardstick of life... I also was in the first Citizen Academy, the first SanitationAcademy, have taken the Sheriff's Citizen Academy and am CERT and CART qualified and haveobtained my Ham Radio license to better serve my CERT and CART teams in emergencies.

Currently I am finishing up my third term on the Senior Advisory Commission. And with great joy I feel ithas been one of the most enriching and best experiences I( have encountered in my life. I always havehad a passion for seniors starting with my grandparents. I had the privilege of caring for my parentsthrough their elder years and through some devastating illnesses. Being on the commissiion hasdefinately cemented the passion I have for this revered group of our wonderful community.

What duties of this board are most interesting to you?

The most important duty of this board, to me, is being a strong advocate for seniors of our beautiful city.Most importantly advocating for those that are alone and helping them live safely and wisely!

What activities of this board are least interesting to you?

Quite frankly, all aspects of this board are an integral part of creating a needed forum to discuss andimplement needs, issues and well-being of our seniors who are respected monuments of our past thathelped forge and shape our future. At every turn they should be treasured. Therefore I look forward to allactivities that are presented to the Senior Advisory commission.

What programs or projects would you like to see improved or implemented?

Having been a participant on the Senior Advisory Commission these past six years I believe the projectsat hand are being addressed and moved forward and finally are a viable conduit in implementing newprojects, ideas and in turn bolstering the Napa Seniors of our community to a level of being respected,valued and safe. That does not mean, however, that there is not room for change. I welcome any aspectfor improvement that will promote our seniors and advocate for our seniors. Conversation and communication are paramount in accomplishing a task. I have witnessed the meeting ofminds with the current commission which helps narrow down and funnel out the good ideas and solutionsto make the necessary changes and implement programs. This led to training dietitians and foodservice staff in over 150 facilities to upgrade their food and nutrition offerings.

In addition to her for profit ventures, Ellyn possesses valuable experience working with over a dozen non-profit organizations, and brings an extremely strong financial sense to those boards. As National Chairwoman for the American Dietetic Association Foundation, she helped raise over $2.0M in scholarships and promoted an annual campaign. Beginning her career as a dietitian has led to her desire to green the foodservice and healthcare industries.

Ellyn is an author and a nationally recognized public speaker in the area of employee motivation, leadership, communication and management. She has served on the Board of Directors with ADA, ADAF, NACUFS and HFM; has chaired the Industry Advisory Committees for those organizations. She has received many industry awards including IFSEA’s Food Service Industry Award of Excellence, ADA’s Medallion Award, Jack Davis Professional Achievement Award at the University of Alabama, recipient NACUFS’ Daryl Van Hook Industry Award, HFM’s prestigious President’s Award, California Dietetic Association’s Outstanding Service Award and was ASHFSA’s first Jill Gift Memorial Lecturer.

With her love of the foodservice industry and its members, Ellyn has spent her career opening doors for other foodservice professionals and inspiring her colleagues to take risks and find new and different approaches to solving foodservice challenges.
