Regional Board Report TO: Regional Board FROM: Parks Advisory Committee (June 29/06) DATE: July 10, 2006 SUBJECT: Casa Palmero Open Space Park – Proposed restoration plan by 435133 BC Ltd. _____________________________________________________________________ RECOMMENDATION : THAT the Regional Board approve the proposed restoration plan and proposed landscape planting by 435133 BC Ltd. for a portion of Casa Palmero Open Space Park; AND FURTHER THAT the proposed restoration plan and landscape planting is in conjunction with Development Permit Application DP-06-17, which proposes 24 multifamily units on the northerly 15 chains of District Lot 485 measured along the westerly boundary of said District Lot by the full width thereof, ODYD: except plans 41453, 42401, 43347, KAP75074, KAP75262, KAP75651, KAP76474 AND KAP80934; AND FURTHER THAT the approximate area of Casa Palmero Open Space Park to be restored is 6,000s.m., and treated with a hydraulic seeding application of a native seed mix as per the quotation by Interior Reforestation Co. Ltd. dated May 31, 2006; AND FURTHER THAT the cost of the restoration works on the park will be borne by 435133 BC Ltd., including all costs associated with a proposed two year warranty period to ensure successful establishment of the hydraulic seeding treatment; AND FURTHER THAT the proposed landscape planting area will be located at the eastern edge of the panhandle park access and comprises approximately 55s.m.; AND FURTHER THAT the Regional District will hold as security a letter of credit for the value of the proposed restoration plan, landscape planting and the two year warranty period associated with the establishment of the proposed works. KAP75074, KAP75262, KAP75651, KAP76474 AND KAP80934, proposing a twenty-four (24) unit multifamily development in the R3A zone on a 1.70ha. (4.19 acre) parcel (please refer to page x for the proposed layout plan). ANALYSIS: Casa Palmero Open Space Park is a 7.26ha. (17.94acre) property that was acquired from 435133 BC Ltd. in June of 2004 in conjunction with subdivision application 02-5259. The northerly portion of the park includes the side slopes of a 1958 gravel extraction site, the gravel from which was used for the construction of the existing Okanagan Lake Bridge. The applicant proposes to enhance the natural regeneration of this portion of the park with a hydraulic seeding treatment. The applicant’s intent is to lessen the visual impact of this portion of the park for the future owners of the proposed multifamily site. The proposed landscape planting is located on the panhandle portion of the park. This portion of the park provides legal road frontage for the park parcel and does not provide physical access. A statutory right-of-way is registered over the reciprocal access easement road for public pedestrian access and provides physical access to the park. The developer proposes to create an entrance feature to the proposed multifamily development and has proposed that the park frontage form part of the entrance planting. Parks and Recreation Department staff have received a proposed restoration plan that outlines what work would be undertaken (please refer to page 6 for the proposed restoration works by Interior Reforestation Co. Ltd.) and the location of the treatment area and landscape planting plan (please refer to page 4 for the existing conditions image and page 5 for the proposed multifamily layout plan and location of the restoration works and landscape planting). CONCLUSION: Parks Advisory Committee recommends support of proposed restoration plan and landscape planting by 435133 BC Ltd. for for Casa Palmero Open Space Park, related to Development Permit application DP-06-17 and the development of the northerly 15 chains of District Lot 485 measured along the westerly boundary of said District Lot by the full width thereof, ODYD: except plans 41453, 42401, 43347, KAP75074, KAP75262, KAP75651, KAP76474 AND KAP80934, subsequent to both the Westside Parks and Recreation Commission and Regional Board approval.
