Implementation of this action will eliminate the existing threat to public health and the environment by removing and properly disposing of flammable wastes on site. The Rhode Uland Department of Environmental Management has requested immediate emergency Environmental Protection Agency (EPA) assistance due to the State's unsuccessful attempts at gaining an adequate private party response. BACKGROUND The site is located in a rural of the town of Smithfield, Rhode Island, on property owned by the William Davis, Sr. Fami- ly. The Rhode Uland Department of Environmental Management has requested immediate emergency Environmental Protection Agency (EPA) assistance due to the States unsuccessful attempts at gaining an adequate private party response

BACKGROUND

The site is located in a rural a~ea of the town of Smithfield Rhode Island on property owned by the William Davis Sr Famishyly Within his property approximately 10 acres were used for disposal of various liquid and solid wastes from the early 1970s until December 1978 when the State of Rhode Island ordered Mr Davis to stop dumping Liquid wastes were accepted both in drums and bulk tank trucks and deposited in unlined pits Amo ng the s o lid wastes accepted were used tires An estimated 35 million tires now cover much of the 10 acres

On October l 1984 1 EPA assumed lead project manageTent as a continuation of the remedial investigation previously conducted by the Rhode Island Department of Environmental Management As part of the continuin-~ investigation areas of tires are being cleared to access the ground beneath them In early July 1985 this work in one area revealed drums containing unknown material

The Oi l and Hazardous Materia ls section was notified and visited the site on July 3 1985 Instrument read ings in the vicinity of drums found on-site indicated the resence of volatile or-g middotnlc va orS in bull Preliminary resu ts o samples taken from drums and the soil surrounding them indicated the presence of tetrachloroethylene benzene and toluene YPor lev_tlsJtXCee4i-Aq-thaexplosive limit were measured within the drum stagi~_~eill

Currently approximate~nf questionable integrity and unknown compatibility ~storage precautions As the contents of the drums are highly volatile the potential for fire is high Should a fire occur the situation would be worsened by the presence of the 3 5 million tires

At risk are the workers on-site perfonning the remedial study as well as nearby residents Approximately 50 homes exist within one-half mile of the site Currently no barriers exist to prevent public access other than a gate on the access road Also any release would result in further contamination of the soil and thereby fii~roundwater that feeds nearby wells

BOSTON -- The Us Environmental Protection Agency (EPA) has allocated S90 000 from Superfund for immediate removal of liquid and solid wastes at the Davi s Liquid waste site in Smithfield Rl it was announced today

The wastes are in approximately 30 drums found in early July during an ongoing EPA study of the site Preliminary r esults of samples taken f r om the drums and surrounding soil indicate the presence of tetrachloroethylene benzene and toluene all volatile organic compounds

The project will include defining the eXtent of drums J building a secure staging area sampling drum contents removing and disposing of the drums and providing site security for the dur ation of the cleanup

The site poses a threat to public health and the environment The potential for fi r e and explosion ie high since the contents of the drums are highly volatile Approximately SO homes are with i n one half mile of the site A release from the drums would result in contamination of the soil and of groundwater that fe eds nearby drinking vella

BOSTON -- The Us Environmental Protection Agency (EPA) has allocated S90 000 from Superfund for immediate removal of liquid and solid wastes at the Davi s Liquid waste site in Smithfield Rl it was announced today

The wastes are in approximately 30 drums found in early July during an ongoing EPA study of the site Preliminary r esults of samples taken f r om the drums and surrounding soil indicate the presence of tetrachloroethylene benzene and toluene all volatile organic compounds

The project will include defining the eXtent of drums J building a secure staging area sampling drum contents removing and disposing of the drums and providing site security for the dur ation of the cleanup

The site poses a threat to public health and the environment The potential for fi r e and explosion ie high since the contents of the drums are highly volatile Approximately SO homes are with i n one half mile of the site A release from the drums would result in contamination of the soil and of groundwater that fe eds nearby drinking vella

Approximately 10 acres of the landfill vere used for disposal of various liquid and solid vas tes from the early 1970s until December 1978 Liquid wastes were accepted both in drums and bulk trucks and deposited in unlined pits Mong the solid wastes accepted we r e used tires
