Annual Report 02

Dear Member,

To me the sense of momentum is clear. Last year saw renewable energy capacity more than double in the south

west and renewable energy jobs hit 10,000. Our Green Energy awards saw record numbers of nominations and

our House of Commons Reception was packed out with companies, decision makers and investors.

It has also been an important year for the new Regen. With our partners in the public and private sector we

launched pioneering new initiatives including the South West Marine Energy Park and Ready for Retrofit. Our

membership saw strong growth reaching the 250 member milestone. Other parts of the UK, including the Welsh

Government and Invest Northern Ireland, have been beating a path to our door to learn from what the south

west has created.

However, as the renewables sector develops to become a key player in the energy market this brings greater

scrutiny from the Treasury and public alike. Energy policy has become a political football within the coalition -

leading to policy uncertainty and a challenging market for investment.

I believe we need to get better at communicating what renewable energy can deliver: telling an inspiring story

about using our local resources to generate our own secure energy; about local companies creating jobs and

selling their skills and expertise around the world; and about renewable energy at the heart of a prosperous

future.

It is you, our members, who are at the heart of this story. We look forward to working with you to develop

ground-breaking and inspiring projects and to use these to showcase what renewable energy can deliver.

renewables and energy efficiency

can deliver a thriving low-carbon

economy - that’s why Regen’s

work is so important ”

The built environment, microgeneration and energy efficiency

The spread of PV panels on roofs has made renewable energy much more prominent

in public consciousness and engaged a wide range of people and organisations in

generating energy rather than simply paying a bill. This brings an opportunity for a

much greater awareness of energy use in the built environment. Our work to nurture

this has included:

The year ahead will be challenging as the Green Deal comes in, the domestic RHI starts and the

Feed in Tariff is kept under tight financial control. Our aim is to support a strong, skilled local supply

chain able to negotiate these policy uncertainties and focused on delivering the millions of warmer

homes and local generation we need.

On-shore electricity generationSignificant changes to the planning framework, an emphasis on localism and the

growth of community energy are creating a new and challenging environment for

onshore developers. Regen’s working to ensure local resources are harnessed in a way

that demonstrates the benefits of onshore renewables to our local people and our

economy. Our work has involved:

With the help of our partners, including South West Water and Action for Renewables, we are

increasing this momentum to build a powerful bottom up movement for renewable energy.

Renewable heat

Regen’s SW bioheat and FOREST programmes have had a huge impact on developing

the potential of woodfuel to provide heat. The south west now leads the way on

deployment of renewable heat technologies and has a strong supply chain in place

with great expertise. Our achievements have included:

We see huge potential for the sector in the south west under the Renewable Heat Incentive.

We are now focusing on ensuring the policy framework is right for renewable heat and

building confidence in the biomass supply chain.

The launch of the first UK Marine Energy Park.

Offshore renewables

The last year has seen a major step forward for the offshore renewables sector in the

south west. New testing facilities have gone live, south west companies are working

around the world and Regen has worked with partners to develop the South West

Marine Energy Park, launched by Greg Barker MP in January. Achievements this year

have included:

Today the marine energy industry is at a critical juncture. The UK stills leads in terms of

technology development but the challenge now is to get large scale kit in the water and to

create a commercially viable industry. We will be working with universities, local authorities

and our extensive private sector network to provide the intellectual leadership and drive to

take forward the Marine Energy Park. We will also continue to be passionate advocates of

offshore wind and will work with developers to support the local supply-chain and effective

engagement with local communities.

“ The South West Marine Energy

Park builds on the region’s unique

mix of renewable

energy resource and home-grown

academic, technical and industrial

expertise. Government will be

working closely with the South

West MEP partnership to maximise

opportunities and support the

Park’s future development. ”
