The Board of Directors held their Annual Organizational

Meeting in July to elect officers for this year’s board and discuss ongoing issues facing the community. The officers of this year’s RCA Board are: Tammi Corrente, President; Lynn Rosentel, Vice-President; Julian Clark, Treasurer; and Sharon Hayford, Secretary. In addition to their roles on the Board, each Director is assigned as the liaison to a Radisson Committee. Thank you to the officers, as well as the remaining Directors: Doug Beachel, Kerry Buske Dominski, Luanne Christensen and Nick Offredi for their continued service to the community.

In January, we informed you of a new residential project in Radisson, which had been on the December 2019 agenda for the Town of Lysander Planning Board. B & F Development has applied to the Planning Board to construct apartment housing on the parcel located at the corner of Drakes Landing and Route 31. This parcel is owned by the YMCA of Greater Syracuse, Inc. and is currently for sale.

The developer (B & F) is proposing to build apartments similar to their other Radisson apartment complex, Center Pointe, located on Bilyeau Lane (www.centerpointeapartment.com). Described as luxury apartment homes, this project would consist of seven, 3-story apartment buildings, with limited garage units.

The Town Planning Board will schedule a public hearing, once they have received required items from the proposed developers. If the documentation needed has been received by September 1st, the Town will begin its environmental assessment at their September 10th meeting. The public hearing would then be scheduled for a future

meeting. We will keep you informed, once the date of that meeting has been determined.

While the Town does solicit RCA’s input throughout the Planning Board process, we don’t typically provide a letter to the Planning Board, until after the Final Plot Plan is finalized. The RCA Board will continue to stay informed on this project and update the community accordingly. If you are interested in expressing your opinion to the RCA Board, please do so by sending an email to [email protected]. The RCA Board of Directors will be having a closed work session this month, which will not be open to the public, due to COVID-19 restrictions.

We are very pleased to announce the reopening of the Radisson Nursery School (RNS). We will be offering a hybrid model of our program. Our RNS Director, Allison Bowden, and staff are very much looking forward to welcoming back your child(ren), as well as greeting “new friends”. Parents with children registered for our fall program will be receiving correspondence directly from RNS with important details. Our reopening plan will be on our website later this month and additional information will be in the 8/28 Reflections.

The Baldwinsville Central School District has kept families informed of their reopening plans through webinars, emails and social media sites. If you would like review this information and/or have concerns about how to support your children during this transition, please go to www.bville.org for updates and some very helpful information.

The pathways in the community were recently evaluated and specific sections were selected for repair. We have a process in place to help us determine which sections

of pathway are most in need of repair. First we inspect the actual condition of the asphalt itself, looking for things such as: dangerous bumps in the pathway (normally due to nearby tree roots); or sunken spots in the asphalt, which are equally concerning. Upon inspection we may find other factors that pose a safety risk to pedestrians and/or staff while using equipment to plow the pathways.

This year, we have $75,000 in our Capital Budget for pathway repairs and replacements. This is an annual, on-going improvement to the community. As work begins on each section of pathway, that particular section will be unavailable for residents’ use. We will send an Association News notification with these locations when they are scheduled to be completed.

Another factor we consider is access to nearby trees on Common Property. In many cases, the only way for a contractor to access a tree located on RCA Common Property is via the pathway system. Therefore, we do a visual inspection of these trees to see if any need to be removed prior to laying new asphalt. In recent years, with the plight of the Emerald Ash Borer upon us, this is something that has gained great importance. We recently removed ash trees from a section of Common Property between Glacier Ridge Road and Beaver Brook Lane, as this section is one scheduled to be repaved.

It is estimated that since the emerald ash borer (EAB) arrived in the United States in 2002, hundreds of millions of ash trees have been destroyed. The pest, which arrived in the U.S. in wooden packing materials, has cut a devastating swath through forests and gardens. Emerald ash borer (EAB) attacks all varieties of ash

trees; the trees have no natural defenses against this insect and can die within three years of infestation. There is a window of opportunity for treating trees to prevent or control infestation but it is narrow.

The RCA has been advising residents about EAB since 2012. Since that time, we have been proactively treating and/or removing ash trees from Common Property. We have been advised by an arborist that many trees in the community are already infested with the borer. If you have ash trees on your property, a plan of action to treat (if the tree is still healthy) or have your tree removed safely should be made soon. Many of your properties border Common Property (i.e. the pathway) and if your tree is unsafe, it is a hazard and poses a clear and present danger to RCA residents and others using

Summer Rec RecapDear Rec

Families, This

summer’s rec season was

gone in the blink of an eye! Our 4 week program was jam packed with lots of new crafts and fun activities. It was awesome to see how much the participants enjoyed the new special days, including bike day, sand dollar necklaces, origami, rock painting, and so much more. From bright boondoggle to snazzy sun catchers, our participants were always going home with something new and unique.

We had beautiful sunny skies and no days cancelled for rain this year! The fantastic weather allowed us to take advantage of all the time we

had these past 4 weeks. With temperatures hitting into the high 90s we managed to keep cool with water balloons and lots of “Splish Splish Splash” games.

The newly structured program provided a safe and enjoyable environment to run around, socialize, and try out new crafts. To encourage social distancing and minimize exposures to others, the participants were carefully assigned to a group and counselor(s). This made activities and crafts very enjoyable as counselors and participants were able to form close connections with those around them each day.

This year has certainly been a memorable one! I am excited to see what next year’s

program will bring and even more excited to see everyone’s smiling faces when you return. Good luck to everyone in this upcoming school year and stay safe!

Please note that with the end of summer approaching, the Oberon Pool schedule will be adjusted to shortened pool hours, as many of our lifeguards will be leaving to go back to college. However, we are fortunate to have enough staff members to be able to stay open until Labor Day and only make minimal changes to the schedule this year. On page 10, you will find the Oberon Pool schedule, which goes into

effect on Monday, August 24th We have continued the

postponement of Family Movie Night at this time. This event is difficult to hold while adhering to the restrictions of no more than 50 people at a gathering. If there are any updates to the status of this event, we will notify residents by sending a notification to the Summer Rec and Social groups.

However, we are very pleased to be sponsoring a new family event! On the cover, you’ll see information regarding an upcoming family event at Abbott Farms. We expect this to be quite popular, so if you are interested, please purchase tickets as soon as

they become available! While this event is open to the public (@ approx. $15/person), there is a limit on the number of specially priced Radisson tickets available.

The Central New York Art Guild has informed us they will not be holding their Fall Arts Show this year, due to public health concerns. Typically, the CNY Art Guild holds two shows a year at the Aspen House, which are well received by the community. We look forward to hosting their Spring show in 2021!

The RCA Office continues to be open by appointment only. Whenever possible, residents are asked to do business with

the RCA utilizing our many forms online, via email or by phone. Curbside service may be available for some items (i.e. key sales, etc). If you must meet with a staff member, you must make an appointment, as the door will remain locked. Due to the size of our reception area, only one appointment/visitor can be accommodated at a time. No one will be allowed entry without a face mask. All visitors will be required to sign a visitor’s log and health questionnaire. Any updates to these procedures will be communicated via an Association Post notification and/or in future issues of the Reflections.

Parties and Picnics at the PavilionsR a d i s s o n

Members are fortunate to have access to multiple

outdoor venues where you can enjoy a small picnic, a neighborhood barbeque or a graduation event.

The stone pavilion at Kerri Hornaday Memorial Park is a beautiful background for all types of gatherings, including many Radisson Community programs and events. Members can secure a reservation for just $35. The entrance is at the intersection of Deep Glade Drive and Esprit Glade.

Drakes Landing Park pavilion is a lovely place to picnic or host a smaller party. This park is at the intersection of Glacier Ridge Road and

Drakes Landing Road.At each of these larger parks

there are ball fields, basketball courts, tennis courts, and large playgrounds that can be used during your event, although other community members may use those portions of the park also.

Probably the most unique option is River Park. The Stanley Solow shade shelter has a view of the river and a charcoal grill available to use. The entrance is off of River Road, a bit north of Glacier Ridge.

Picnic tables are in place under each pavilion. Porta-johns are available April - October. Consider one of these amenities for your next birthday party, reunion, or casual shower.

It is expected that all public health recommendations in place at the time of the event will be followed by renters and their guests.

Architectural Standards Committee (ASC) Decks (for attached screen rooms or covered decks, refer to Additions on page 12 of the ASC guide)

ASC guidelines seek to design and locate the deck

so as to be harmonious with, and enhance, the architecture of the house and mitigate the impact of its presence or use upon neighboring properties.

With summer here, many families are opting to add on decks in their backyards. With the wide variety of types of materials available to homeowners, there are some guidelines to be aware of before making a purchase. Please see the Guides on our

website for complete details.• Wood decks may be left

to age naturally or may be stained/painted to complement the color scheme of the house. The color must be stated in the application and approved by the ASC.

• Railing style should conform to one of the three Radisson deck railing designs (see page 68). Alternative styles (whether constructed of wood, composite, vinyl or other materials) must be approved by the ASC Committee and be

compatible with decking, colors, and architecture of the home, and surrounding neighborhood.

• The open area surrounding the underside of decks may be enclosed with lattice, skirting, or landscaping. Skirting for decks for which any part is over 24 inches above grade will be individually reviewed and additional landscaping may be required.

• Drawings- Provide a plan drawing and elevation drawing of the deck drawn to scale. Include dimensions

and locations for railings and stairs. (See page 64 for an example). Provide two elevation drawings of the proposed deck. Include the distance from grade to the top of the proposed decking boards (floor of the deck). See page 65 for an example.
