Overview

The Daniels Rapid Response Fund (DRRF) is a confidential financial assistance program created to provide one-time assistance to individuals — or families in some cases — whose stability is threatened or has been disrupted by an unforeseen emergency/crisis situation.

While the Daniels Fund determines qualifying situations on a case-by-case basis, it is important to understand this program is not designed to assist people demonstrating a pattern of instability, nor is it intended for those who did not act to prevent an avoidable emergency or crisis. The ultimate goal is to help people blindsided by an unforeseen crisis to regain stability, or assist those impacted by unfortunate circumstances — such as the death of a family member or certain health issues — but who lack adequate financial resources to properly respond.

The Daniels Fund can generally provide a decision within one business day, and if approved, funds can be mailed within three to five business days in most cases. We rely on a network of referral agencies to identify candidates and verify their circumstances to determine alignment with the program’s funding categories and other criteria. Also, it is essential to assess whether the candidate is likely to move past their current situation through DRRF assistance, and remain on a stable path for the foreseeable future.

For an individual or family suffering the loss of their home due to a disaster. DRRF assists with the costs of settling into a new location (rental) and/or replacing essential items that were lost.

Avoiding homelessness

For individuals (especially seniors) or families facing homelessness, DRRF provides assistance to prevent eviction or assists with the costs of moving to more affordable housing.

please note: Events such as sudden loss of income, death of a spouse, or loss of child support are examples of good DRRF fits. Loss of government benefits/assistance or seasonal employment income fluctuation are not good fits.

please note: Dental requests up to $2,500 are considered. Extensive and/or high cost dental needs are often better served by nonprofits that specialize in these areas. Requests must include two estimates (for Denver Metro area requests, one from Comfort Dental is strongly encouraged).

Program confidentiality

Referral agencies are asked to neither promote nor spread awareness of the Daniels Rapid Response Fund program. When working with candidates to verify and document their emergency/crisis situation, use general terms when speaking to the candidate about the existence of a potential source of help. A recipient should not know who is providing the funds unless and until the Daniels Fund has given you confirmation that the request has been approved.

In addition, we ask referral agencies to be certain recipients understand that they should not share information about the assistance they received, and they should not inform others about the program. We request that recipients do not contact the Daniels Fund about the help we provide to them, nor make future requests or inquiries regarding any aspect of the program, either on their behalf or on behalf of someone else.

We consider it an honor to be able to help good people in times of challenge. We believe in them, and our insistence on confidentiality is in no way an attempt to distance ourselves from recipients.

The Daniels Fund maintains absolute compliance with regulations that restrict how and to whom a private foundation may provide grant funding. This is critical to the existence of the program. The referral agency model we use is necessary for several reasons, and compliance with the law is chief among them. We are unable to accept inquiries from individuals, and broader public awareness of the program would generate a large number of requests that could not be considered.

General referral agency expectations

We rely on our referral agency partners to fulfill the responsibilities described in this handbook, including these general expectations.

Maintain program confidentialityIn addition to following the program confidentiality guidelines covered in the previous section, please do not share information about the Daniels Rapid Response Fund with other nonprofit organizations.

TrainingInitial training for referral agency staff is scheduled once the Daniels Fund has received the signed DRRF Memorandum of Understanding. Training should be completed prior to any referral agency activity related to the program. Refresher training can be provided upon referral agency request. Please send training requests to [email protected].

Staffing changesIf there are changes to staff responsible for administering or providing executive oversight of your organization’s DRRF activities, please update us at [email protected]. Anyone new to working with the program should receive training before working on related activities, such as preparing or submitting a request or disbursing funds on behalf of a recipient.

Term of participationFrom time to time, the Daniels Fund may strategically rotate referral agencies in and out of active participation in the DRRF program.

Determining a fit for funding

Eligible candidatesIndividuals, or families where specified, should match one of these definitions:

¾ SeniorsIndividuals age 65 and older, living on a fixed income with no other means of financial support.

¾ Individuals with disabilitiesThose whose mobility and/or ability to care for themselves is inhibited by a severe physical disability such as a spinal cord injury, cerebral palsy, muscular dystrophy, etc. In addition, people with hearing impairments will be considered.

¾ Individuals or families leaving an environment of domestic abuseIndividuals or individuals with children establishing a new household away from domestic abuse.

¾ Economically disadvantaged individualsThose without the financial resources to adequately respond in an emergency/crisis situation. This could either be someone in low-income employment or someone financially overwhelmed from the sudden loss of their home or the death of a family member.

Candidate considerations *We use the following criteria when evaluating candidates:

¾ Candidates should have been financially self-sufficient prior to their emergency/ crisis situation.

¾ Candidates should be doing everything possible to provide for themselves (and immediate family, if applicable), but are financially unable to respond to the emergency or crisis effectively.

¾ Able-bodied candidates (as well as able- bodied members of their immediate household age 16 and older, if applicable) should be employed.

¾ Candidates must not have any type of financial resource (bank accounts, investments, etc.) beyond income from employment. Further, candidates must be precluded from the possibility of obtaining a bank loan.

¾ Candidates should have a history of maintaining stable/regular employment (those with inconsistent employment histories or those with a history of homelessness are not a good fit).

Emergency/crisis situationThe following criteria apply specifically to the candidate’s emergency/crisis situation:

¾ The situation should be unexpected, or if the situation was anticipated, not the result of the candidate’s own avoidable actions.

¾ The situation cannot be long-term or chronic, and should not have been progressing for more than three months, or in unusual circumstances, more than six months.

¾ The candidate must be able to demonstrate that the situation is causing, or will cause, harm to them (pain, imminent eviction, loss of utilities, loss of employment, loss of stability, etc.)

Documentation

¾ Candidates must verify their situation and their immediate need, either through related documentation or external sources the referral agency considers to be sufficiently credible.

¾ Referral agencies are responsible for reviewing documentation provided, contacting third parties as appropriate to confirm details of the situation, and verifying the current or potential negative impact to the candidate.

Funding exclusionsDRRF funds may only be used to pay for those expenses included in the DRRF funding request that have been approved by the Daniels Fund. When evaluating a candidate and their situation, please keep in mind that DRRF funding cannot be used for the following:

¾ Non-emergency/non-crisis situations

¾ Long-term situations persisting three to six months or more

¾ Ongoing support, or situations where the need for support is projected to extend beyond 90 days

¾ Preexisting medical bills

¾ Health insurance premiums

¾ Cosmetic surgery

¾ Outstanding debt (mortgage payments, car payments or insurance, credit card debt, payday loans, rent-to-own contracts, etc.)

¾ Legal expenses (attorney fees, court costs or fines)

¾ Education expenses (tuition, books, supplies, fees, room and board)

¾ Business expenses (any expense associated with a new or existing business venture)

¾ Disbursements to parties with conflicts of interest (employees or board members of the referral agency or the Daniels Fund,* vendors owned by or that employ a member of the recipient’s immediate family)

Elements of a successful request

Please confirm that your request for Daniels Rapid Response Fund assistance meets all of the following necessary criteria:

¾ The candidate has not previously received assistance through the program.

¾ The emergency/crisis situation is a match with one of the defined funding categories supported by the program.

¾ The emergency/crisis situation is detailed in full and articulates the current and/or expected harm the candidate is facing.

¾ Information about the candidate is complete, accurate, and has been verified by the referral agency.

¾ The needs of the candidate are addressed by the allowable use of funds within the applicable funding category.

¾ There is sufficient demonstration of how one-time, short-term DRRF assistance will address the situation and return the individual or family to stability.

¾ There is complete and sufficient documentation supporting the request (eviction notice, bills, medical evaluation, work estimates from vendors, etc.)

¾ Generally, approved requests provide support for one month; in exceptional situations, requests that provide support for up to three months are considered.

Determining the amount of the requestAs you determine the total amount requested, consider the following:

¾ The average amount for approved requests is approximately $1,900.

¾ DRRF funding is intended to be supplemental to assistance that has already been provided by the referral agency and/or other sources.

The steps for submitting a request are detailed on page 11 of this handbook.

Evaluating potential DRRF requests

When evaluating an individual or family and their emergency/crisis situation, referral agencies should ensure there is a fit with a Daniels Rapid Response Fund funding category. All potential requests should then be reviewed against the criteria detailed in this section to assess eligibility.

CandidatesIndividuals or families (when applicable), should match one of the following definitions:

Notification and payment

Referral agency notificationGiven the urgent nature of DRRF requests, the Daniels Fund will generally provide notification of our decision within one business day from the time we receive the request. Notifications, whether approved or declined, will be sent by email to the referral agency’s executive director (or management equivalent) and the staff member managing the request.

Approved requests — Approval notifications are sent by the Daniels Fund via email and will include the approved amount.

Declined requests — If the Daniels Fund is unable to support the request, the referral agency will be notified by email.

Recipient notificationOnce you have received notification of approval from the Daniels Fund, you may then provide details to the recipient, including the total amount provided and what will be covered. Please review the information on program confidentiality on page 3 of this document, and ensure the recipient understands why it’s so important that they do not contact us or inform others about the program.

PaymentThe Daniels Fund payment is made by check, payable to the referral agency. The check is sent to the referral agency via U.S. Mail, generally within three to five business days.

Along with the check, we will provide a packet of additional materials:

¾ Referral Agency Receipt Acknowledgment (to be signed by the referral agency)

¾ Recipient Gift Acceptance Letter (to be signed by the recipient)

¾ Biography of Bill Daniels (for the recipient)

Disbursement of funds

Once the check and additional materials are received by the referral agency, these are the steps for disbursing the funds on the recipient’s behalf:

1. The recipient should read, and the referral agency should confirm the recipient’s full understanding of, the Recipient Gift Acceptance Letter. The recipient should sign the letter, which the referral agency will retain (a copy may be provided to the recipient).

2. The recipient can be given the Bill Daniels Biography.

3. Work with the recipient to disburse funds in accordance with the plan detailed in the approved DRRF request.

¾ Funds may be used only for purposes approved by the Daniels Fund.

¾ Referral agencies may only issue payments directly to the vendor(s) on behalf of the recipient. Funds can not be issued directly to the recipient.

¾ Money orders and cash cannot be used to disburse funds, as they do not provide sufficient payment documentation.

¾ Contractors and other professionals engaged as vendors must be properly licensed and insured.

¾ Companies engaged as vendors may not be owned by, or currently employ, anyone related to an employee of the referral agency.

¾ No portion of the funds may be used for referral agency administrative expenses.

4. Within 90 days from the date of disbursement, the referral agency is expected to submit a DRRF final report using our online system. Instructions for this process are found on page 16.

The final report process includes uploading two additional documents:

¾ Referral Agency Receipt Acknowledgment signed by an authorized referral agency representative. Scan the original that came with the check

¾ Recipient Gift Acceptance Letter signed by the recipient.Scan the original that came with the check

Record keeping and reporting

Referral agencies are asked to adhere to these standards for record keeping and auditing.

Record keepingThe referral agency should retain all receipts and records that provide complete, sufficient documentation of disbursements made on the recipient’s behalf, and demonstrate that all funds were used for the approved purposes.

The referral agency should maintain the following documentation, and be prepared to provide any of the following if requested by the Daniels Fund, for four (4) years from the date of disbursement:

¾ Name and address of the recipient (or other appropriate method of identification)

¾ Manner in which the recipient was identified as a DRRF candidate

¾ Purpose for the assistance provided

¾ Itemization of all amounts disbursed on the recipient’s behalf

¾ Vendor proposals, invoices, receipts, and other documentation for disbursements

¾ Any other relevant case history/information

¾ Documentation for unused funds returned to the Daniels Fund, if applicable

Unused fundsIt is possible that a portion of the DRRF funds remains unspent for the approved purposes. All unused funds should be returned to the Daniels Fund no later than 90 days from the date of disbursement.

The online final report will ask if there is refund due to the Daniels Fund and the amount of the refund. Instructions for returning this refund to the Daniels Fund are provided.

Annual DRRF AuditThe Daniels Fund conducts an annual audit of the Daniels Rapid Response Fund program to verify payments made on behalf of recipients.

Referral agencies are asked to provide an accounting report of all DRRF grant awards they received from the Daniels Fund during the previous year. In addition, referral agencies will be asked to provide documentation for two randomly-selected DRRF grant awards including canceled checks, receipts, invoices, and other documentation for expenditures made on behalf of the recipients helped through these grants.

Ⓠ Disclose if there is a conflict of interest. Answer “Yes” if the candidate or a member of their family is a board member or employee of your organization or the Daniels Fund. Answer “Yes” if the candidate or a member of their family is a vendor who would be paid for any approved expense covered by this request. If there is a conflict, please explain why you feel an exemption should be considered.

Ⓡ Upload all supporting documentation as a single combined PDF. Please use the following format when naming the document: “[Client name]_Supporting Documentation.pdf” (for example: Darnell Smith_Supporting Documentation.pdf). Please be sure to black out the candidate’s social security number anywhere may appear, and do not include copies of their drivers license or any other idenfication.

If you encounter an error when submitting a request

If you attempt to submit a request without providing all required information or without uploading supporting documentation, you will recieve an error.

How to view a submitted request

You are able to see a submitted request by selecting “Submitted Requests” from the navigation panel.

Ⓐ In the list of record previews, click the record you want to edit by looking for the client’s name.

Ⓑ Click the printer icon to generate a print-friendly version of your request.

How to submit a final report

please note: Final reports are due no later than 90 days from the date our check.

Log-in to the secure site using an approved web browser.

Ⓐ In the list of record previews, look for the client name related to the final report you are submitting. Click the record preview and the record will be displayed to the right.

Ⓑ Click “Edit” to open the record.

Ⓒ Review the address shown for your organization. If the address is not correct, select “No” and enter your updated address in the box that appears.
