DeutscheWindGuardConsultingGmbHisaccreditedforwindmeasurementsandpowercurve measurements by DAkkS. Over the years, more than 240 wind measurementshavebeenperformedbyDeutscheWindGuard.Thescientificcompetenceofthecompa‐nyisconfirmedbythemembershipinrenownedboards(IEC61400‐12‐1maintenancegroups,MEASNET,GermanFördergesellschaftWindenergieundandereDezentraleEn‐ergien FGW) as well as by the scientific contribution to a large number of measure‐ments.Thedevelopmentandsaleofwindmeasurementsystemsinadditiontothesen‐sor calibration, and classification of anemometers are part of Deutsche WindGuard’sexpertise.

Deutsche WindGuard has special expertise in the field of testing remote sensors, socalledLiDARandSODARsystems.Onlyoneoftwocompaniescurrently,weareaccred‐itedbytheDeutscheAkkreditierungsstelleGmbH(DAkkS)asacalibrationlaboratoryforthe calibration of remote sensing devices. 2.8 CalculationofNoiseEmissionintheVicinityofProposedWindFarms

DeutscheWindGuardConsultingGmbHisaccreditedforcalculationofnoiseemissioninthevicinityofwind farmssince2012. Itsstaffmembers,however,haveseveralmoreyearsofexperience inwind turbinenoise issues. In the course ofwind farmplanning, developersandresponsibleauthoritiesneeddetailedandtrustworthyinformationabouttheexpectednoiseemissioninthevicinityofwindturbines.Consequently,calculationofnoisepropaga‐tionandemissionlevelsatreceptorlocationsaroundadesignatedprojectsiteformsanes‐sentialpartoftheapprovalprocess.Incasetheemittednoiseofacommissionedwindfarmexceedsthelegalnoiseemissionlimits,individualturbinesmayhavetobede‐ratedinpow‐erorshutdownforparticulartimeperiods.Hence,theimminentlossofincomefortheop‐eratorstrengthensthenecessityofreliablenoiseemissionpredictionsintheplanningphaseofwindfarms.

Windturbinenoisepredictionisacomplextopic.Thesoundpowerlevelofawindturbineusually increaseswithwind speed / produced electrical power. Apart from aerodynamicnoisefromtherotorblades,mechanicalnoisecanconstituteanothersourceofnoiseemis‐sion.Ontheotherhand,thenoiseemissionperceivedatareceptorlocationdependsalsoonsite‐specific conditions. In this context,we generally analyse the turbine locations and allrelevantreceptorlocationsduringasiteinspection.

Lawsandnoiseregulationsdifferfromcountrytocountryandcustomersareoftenuncer‐tain,howtomeettheserequirements.Insomecountries,thenoiseemissionlimitstobeob‐serveddependonhownearbybuildingsorstructuresareutilised(residentialareas,indus‐trialareas,etc.).Inothercountriestheacceptablenoiseemissionlevelsareassociatedtothelevelofthe(natural)ambientnoiseatthereceptorlocations.Wecanfindsolutionsandpro‐vide concepts also in complex situations. After commissioning of a wind farm DeutscheWindGuard can also verify the actual noise emissionby noisemeasurements on site (seechapter6.2).

2.9 DeterminationofShadowFlickerImpactintheVicinityofProposedWindFarms

Shadow flicker is one of themost important “optical emissions” fromwind turbines,which must be considered during the planning phase. Rotating rotor blades cause aflashingeffectbyperiodicalblockingoff the sunlight,whichmay causedisturbanceofresidents in the vicinity of wind farms. For this reason, the determination of opticalemissions fromwind turbines forms an essential part of the approval process in theplanningphaseofwindpowerprojects.

Forthecalculationofshadowflickerimpact,factorsthatmustbetakenintoaccountarewindturbinehubheightandrotordiameter,positionof thesunandthegeometrybe‐tweentheturbineandreceptorlocations.Themaintaskistodeterminetheperiodicalshadowflickeratgivenreceptorlocationsasafunctionoftime(i.e.timeofday,timepe‐riodspermonth,etc.)andtoprovidetherelevantstatisticsofshadowflickerperiodstobeutilisedforthejuxtapositionwiththecorrespondinglimitsgivenbytheauthorities.Aspartofamandatorysiteassessment,ourexpertswillanalysetheproposedlocationsofthewindturbinesandallrelevantreceptors.

Visual impact of awind farm is a computer based environmental impact assessment,whichcanbedone inanearlyplanningphase. Ithelpsplannersandauthorities to in‐creasetheacceptancelevelofawindfarmprojectasitshowspotentialsignificantvisualimpacts.Furthermore,ithelpsthewideraudienceofanenvironmentalstatementtoun‐derstand the nature of these visual impacts through illustration. 4 WindFarmOperation,TechnicalManagementandTur‐bineInspection

4.1 TechnicalManagementofWindFarms

One activity of DeutscheWindGuard is the technicalmanagement ofwind farms. Thetechnicalmanagement is the basis for a successfulwind energy project, for onlywellmaintainedwindturbineswithahightechnicalavailabilityassureinvestorsandbankstheforecastedcalculatedprofits.ThetechnicalmanagementofwindfarmsbyDeutscheWindGuard follows the requirements of insurance companies for status‐orientedmaintenanceofwindfarms.

Technicalmanagement includes constantmonitoring via remote control, implementa‐tion and organisation of immediate assistance in the case of error removal, ordering,organisationaswellascheckingofmaintenance.Thepreparationofmaintenance–andmanagement protocols and periodical reports is also part of the service. At present,DeutscheWindGuardmanagesatotalof212windturbineswithatotalin‐stalledcapaci‐tyofmorethan471MW.Adetailedlistofthesewindturbinesand/orwindfarmsisgiv‐eninAppendix8.3.

Withtheextensiveexperienceandthelonglastingactivityinthetechnicalmanagementofwindfarms,DeutscheWindGuardwasentrustedaspartnerwiththetechnicalman‐agementofthefirstGermanoffshoretestfieldalphaventusaswellastheoffshorewindfarmRiffgat.Priortothis,WindGuardwasalreadyactingasconsultantforalphaventusintheareasofoperationandengineering.

Technicalinspectionsareanessentialpartoftheoperationalphaseofeveryturbine.AsBWE(GermanWindEnergyAssociation)–acceptedexpertfortherecurringinspectiononwindturbines,weemployseveralhighlyskilledandexperiencedinspectors.

Since2009,DeutscheWindGuardisaccreditedbytheDeutscheAkkreditierungsstelle–DAkkS(GermanAccreditationBody)asaninspectionbodyforwindturbinesaccordingtoDINENISO/IEC17020:2012.Weareoneofonlyahandfulofcompaniestoholdsuchanaccreditationinthewindenergysector.

DeutscheWindGuardoffersseveraltypesofinspectionsonwindturbines:

CommissioningInspections, RecurringInspections, EndofWarrantyInspections DamageAssessments InspectionsforConditionBasedMaintenance(includingvibrationanalysisofthe

wholedrivetrain) AcceptanceTest(1to3monthsintooperation)andcommissioningcertification

DeutscheWindGuardhasconducted3457technicalinspectionsforalmost70differentwind turbines since 2001. 4.4 ThermographicBoundaryLayerVisualisationofWindTurbineRotorBladesinOperation

Thelocationofthelaminar‐turbulenttransitionhasadirecteffectontheperformanceofanairfoil.Thermographyhasbeenavaluabletoolforboundarylayervisualisationforseveralyears inbothwindtunnelsandotherapplications.Theuseofhigh‐speed,highsensitivitythermalimagingsystemsincombinationwithlongfocallengthlensesallowsapplyingthismethodtomegawattrangewindturbinesinoperation,inwhichtheinves‐tigated rotor blade and themeasurement position are several hundredmeters apart.Measurements deliver qualitative information regarding the transition location alongtherotorblade,andallowcomparisonsbetweendifferentoperationalstatesandcondi‐tions.

Optimalconditionsformeasurements,testsandresearchforthewindindustryandfarbeyond:that’swhatWindGuard’sWindTunnelCentrestandsfor.Thefacilitiesformul‐tiplefieldsofapplicationstretchoutaround2.500squaremeters.

TheWindTunnelCentreopeneditsdoorsin2003toprovidehighprecisionanemome‐ter calibrations for thewind energy industry.With these calibrations, the accuracy ofwind measurements improved significantly. As a 1% deviation of the measurementfromtheactualwindspeedarereflectedin3%energyyieldloss,thismakesahugedif‐ference.

5.1 AnemometerandWindDirectionSensorCalibrationandClassifi‐cation

DeutscheWindGuardistheleadingexpertwhenitcomestothecalibrationofanemome‐ters and wind direction sensors. Our wind tunnel centre consists of four calibrationwindtunnelsandoneclimaticwindtunneltoconductresearchontheprocessof icingonanemometersandwinddirectionsensors.DeutscheWindGuardalsooperatesa re‐searchwindtunnelwiththeabilitytovarytheambientpressure,respectivelyairdensi‐tyandtemperatureatthesametime.ThisfurtherexpandsWindGuard’sabilitytoassessanemometerperformanceandconductanemometerclassification,meetingIEC61400‐12‐1requirements,eveninthenewest2016revision.

6.1 WindTurbinePowerCurveTesting

DeutscheWindGuardisaccreditedasatestinglaboratoryforthemeasurementofwindturbine power curves. Apart from measurements according to accepted standards,DeutscheWindGuardhasdevelopedsomeadditionalmethodstoverifythepowerper‐formanceofwindturbines,inpartwithoutapplicationofacostlymetmast.

The power performance of wind turbines often deviates from the guaranteed powercurveor fromthatpowercurve,which ismeasuredatthesametypeof turbineunderotherconditions.Furthermore, thewindturbinepowerperformance isoftennotopti‐mised.Theverificationofpowercurves inwind farms isa service that is increasinglyaskedforbywindfarmoperatorsinordertoverifytheperformanceguaranteedbythemanufacturerortoidentifypotentialforoptimisation.Sofar,DeutscheWindGuardhasanalysedpower curvesofwind turbineswith anoverall powerof around600MW inwindfarmswithatotalcapacityofabout6GW.

6.2 AcousticNoiseMeasurementsonWindTurbines

DeutscheWindGuardConsultingGmbH is accredited for acousticnoisemeasurementssince2012andachieved conformitywith theFördergesellschaftWindenergieundan‐deredezentraleEnergien(FGWe.V.)requirementsforacousticnoisemeasurementsonwindturbines.

Standardisedacousticnoisemeasurementsonwindturbinesareusuallyperformedac‐cordingtoIEC61400‐11.Majorquantitiestodescribethenoisecharacteristicsofawindturbinearetheoverallsoundpowerlevel,socalled“tonality”(mostlyduetomechanicalnoisecomponents)andimpulsivity(periodicalsoundpowerfluctuations).Inindividualcases, analysis of low frequencynoise is of interest.Weoffer acoustic noisemeasure‐ments according to the state‐of‐the‐art standards and procedures as well as specificanalysesrequestedbyourclients.Ingeneral,standardisednoisemeasurementsarealsopartoftheturbinecertificationprocess.

Thedominatingpartoftheacousticnoiseemissionisusuallycausedbytheaerodynamicnoisefromtherotorblades.Adverseeffectsontheoverallsoundpowerlevelcanespe‐cially be causedby anunfavourable designof blade tips. Anothernoise source isme‐chanicalnoisecausedbythegearbox,thegenerator,differentaggregatesortheinvert‐er. In general, differentnoise sources canbe identifiedby adetailed analysis of noisespectra(i.e.frequencyanalysis).Thisway,valuableindicationscanbeprovidedtowindturbinesuppliersorowners,onhowtoreducethenoiseemissionandhowtoremedyunwantednoisecharacteristics.WindGuardstaffmemberslookbackonmanyyearsofexperiencegainedfromhundredsofcommercialnoisemeasurementsand,also,variousinternationalresearchprojectsonaerodynamicnoisereduction,optimisationofmeas‐urementproceduresandoutdoornoisepropagation.

After awind farmhas been commissioned, verification of the acoustic noise emissionmayberequestedby localauthorities–sometimesatregular intervalsthroughouttheoperatingperiodofwindfarms,inordertoensureobservationofthe(legal)noiselimits.Also, noise verification measurements are offered by Deutsche WindGuard, utilisingmeasurement techniques specifically developed for outdoor measurements underwindyconditions.

DeutscheWindGuardhasbeenaccreditedasatestinglaboratoryforthemeasurementofmechanical loadsatwindturbinessince2013.Apart frommeasurements forcertifica‐tionpurposesaccordingtoIEC61400‐13standard,DeutscheWindGuardsupportsman‐ufacturerswithdifferenttypesofmeasurementsforinternaldesignoptimization.

7 Offshore‐Services

WindGuard participated actively in and promoted the development of offshore windenergyinGermanyfromtheverybeginning.Since2010,DeutscheWindGuardOffshorehaspooled theexpertisewithin theWindGuardGroup for theoffshorewind industry.Alongside certified offshore‐safety trainings, the experts of DeutscheWindGuard Off‐shoreoffertheirknow‐howinallareasofoffshore‐consulting.Coreareasofactivityaretechnical due diligence, project management and planning, offshore load assessment,offshore structuredesign, technical support and employer requirements,maintenanceconceptsandonshorewindparkandprototypeplanning.

7.1 Offshore‐Consulting

DeutscheWindGuard offers consulting services in the entire process of offshorewindfarmdevelopment – from licenceplanning to construction and executionplanning, aswellasduring theoperationalphase.TherenownedexpertsofWindGuardofferhigh‐level engineering services and assume the management of subprojects when neededthroughout the entireproject life cycle.
