The Carbon Desk

• Eneco is an active purchaser of carbon credits carbon credits for both its own use, and for 3rd parties with which it partners

• Our commercial contracting is based upon a solid understanding of the fundamental aspects of projects and the risks entailed

• Our philosophy is to work with projects which have clear clear sustainable development benefitssustainable development benefits and a positive environmental impact - and we work with clients with a similar philosophy

• We provide voluntary offsets voluntary offsets from projects with strong sustainable development credentials for partner organizations and internal clients who wish to offset their footprint

• Participation in more than 50 CDM projects 50 CDM projects in China, India, Vietnam, Argentina, Mexico, Thailand and Colombia

The Objective and Structure of the Code

Eneco has been working together with IUCN NL and WWF to

develop a REDD+ Code of Conduct with strategic principles and

practical guidelines that would:

Ensure that REDD project are of high quality and of high environmental

and social integrity

Create “best practices” for private sector engagement in REDD+

Demonstrate to regulators the REDD+ could be linked to markets in a

responsible way that could create win-win situation for everybody

The Code of Conduct is based on 5 Principles of WWF, Care and

Greenpeace and are translated into Eneco’s sphere of influence.

Principle 1:

CLIMATE. REDD+ demonstrably contributes to greenhouse gas emission reductions.

•Criterion (a): Eneco’s support for REDD+ resulted in real emission reductions or removals.

- Credits should be verified and certified against highest available standard in a credible registry which current is VCS in combination for CCB.- Historical baseline should be available and conservative, i.e. conservation does not qualify.

•Criterion (b): Eneco will adhere to the supplementarity principle.

- REDD as an offset is only viable if it comes with higher targets and should be capped in order to avoid market flooding.

•Criterion (c): Eneco’s REDD+ activities will adhere to, and contribute to, host country policy development and good governance initiatives.

- Host country selection is key to avoid leakage: host country should have national strategy, should favor nested approach, project should be officially approved.

Principle 2:

BIODIVERSITY. REDD+ maintains and/or enhances forest biodiversity and

ecosystem services.

•Criterion: Eneco prioritises REDD+ projects/credits that enhance biodiversity.

- Project selection criteria : projects in areas that are globally important sites for biodiversity (hotspot, KBA, etc.) and/or gold level CCB certification in relation to exceptional biodiversity.- No conversion of natural forest included, no threat to biodiversity especially when non native species are included.

Principle 3:

LIVELIHOODS. REDD+ contributes to sustainable and equitable

development by strengthening the livelihoods of forest-dependent

communities.

•Criterion: Eneco prioritises REDD+ projects/credits that enhance the livelihoods of forest-dependent communities.

- Environmental and social assessment in design phase- Cooperation with local NGO’s on the ground

Principle 4:

RIGHTS. REDD+ recognizes and respects the rights of indigenous

peoples and local communities.

•Criterion: Eneco engages in REDD+ projects/credits that recognize and respect the rights

of indigenous peoples and local communities.

- Stakeholder consultation is key- Free Prior Informed Consent verified/enforced in contracts

Principle 5:

FAIR & EFFECTIVE FUNDING. REDD+ mobilizes immediate, adequate and

predictable resources for action in priority forest areas in an equitable,

transparent, participatory and coordinated manner.

•Criterion: Eneco mobilizes resources in line with this principle.- Not only purchase credits with payment on delivery but also contribute to the upfront

costs- Benefit sharing mechanism should be transparent
