TheCanadianCouncilofDirectorsofApprenticeship(CCDA)recognizesthisNationalOccupationalAnalysisasthenationalstandardfortheoccupationofInstrumentationandControlTechnician.

Background

ThefirstNationalConferenceonApprenticeshipinTradesandIndustries,heldinOttawain

1952,recommendedthatthefederalgovernmentberequestedtocooperatewithprovincialand

territorialapprenticeshipcommitteesandofficialsinpreparinganalysesofanumberofskilled

occupations.Tothisend,HumanResourcesandSkillsDevelopmentCanada(HRSDC)sponsors

aprogram,undertheguidanceoftheCCDA,todevelopaseriesofNationalOccupational

Analyses(NOA).

TheNOAshavethefollowingobjectives:

todescribeandgroupthetasksperformedbyskilledworkers; toidentifywhichtasksareperformedineveryprovinceandterritory; todevelopinstrumentsforuseinthepreparationofInterprovincialRedSeal

Examinationsandcurriculafortrainingleadingtothecertificationofskilledworkers;

Development of Analysis

Adraftanalysisisdevelopedbyacommitteeofindustryexpertsinthefieldledbyateamof

facilitatorsfromHRSDC.Thisdraftanalysisbreaksdownallthetasksperformedinthe

occupationanddescribestheknowledgeandabilitiesrequiredforatradespersonto

demonstratecompetenceinthetrade.

Draft Review

TheNOAdevelopmentteamthenforwardsacopyoftheanalysisanditstranslationto

provincialandterritorialauthoritiesforareviewofitscontentandstructure.Their

recommendationsareassessedandincorporatedintotheanalysis.

Validation and Weighting

Theanalysisissenttoallprovincesandterritoriesforvalidationandweighting.Participating

jurisdictionsconsultwithindustrytovalidateandweightthedocument,examiningtheblocks,

tasksandsubtasksoftheanalysisasfollows:

ensurethatallprocessesoperateandaremaintainedwithinthesesetstandards,codesand

Instrumentationandcontroltechniciansmayworkinhazardousenvironmentswheretheymay

beexposedtoconfinedspaces,heights,noise,dust,coldandheat.Theremayalsoberisks

workingwithchemicals,gases,radiation,laserequipmentandsubstancesunderpressure.

Keyattributesforpeopleenteringthistradearemanualdexterity,abilitytopayattentionto

Instrumentationandcontroltechniciansinteractwithothertradespersonsandprofessionals

Withexperience,theyactasmentorsandtrainerstoapprenticesinthetrade.Theycouldalso

Thecomputerisbeingusedfordiagnostics,calibration,programming,serviceand

documentation.Theuseofcomputerizedequipmenthasraisedtheleveloftroubleshooting

(diagnosisandrepair)abilityrequiredbythetechnician.Thishasanimpactontheeducation

andtrainingrequirementsforthetrade.Continualtechnicaltrainingsuchasinsmartinstrumentation,busnetworksandsoftwareisnowcommonpractice.

Hardwiredrelaysystemswithmicroprocessorbasedequipmenthasproventobemore

costeffectiveandmoreefficient.Devicebusnetworkingisreplacingsingleendruncabling,

bringingdownthecostofinstallationaswellasbeingatroubleshootingasset.Wirelessbased

networksformonitoringremotelocations,havereducedcablingrequirements.Thisincreases

transmissionspeed,distancesanddatacapacity.

Thereisademandtoutilizetheadvancesintechnologyinindustrywhichhasfounditsway

intoalmost

all

aspects

of

the

trade.

With

this

demand,

the

process

of

diagnostics

and

repair

continuestoevolveplacingincreasedemandoninstrumentandcontroltechnicianstofollow

thepaceoftheseadvances.Forexample,thereisanincreaseintheuseofmassflowmetersfor

processmonitoringandcustodytransfer.Onemassflowtransmitterreplacesseveralsingle

variabletransmitters,reducinginstrumentationandcablingrequirements.

Industrypracticesemissionsmonitoringforenvironmentalprotectionsupportedby

governmentalregulations.Moreinstrumentationspecifictoemissionsmonitoringisbeing

installed.Theserviceofthisequipmenthasbecomeanintegralpartofthetechniciansduties.

Reliabilitycenteredmaintenanceandprocesssafetymanagementincludingsafetyinstrument

systems(SISs)arebecomingmorecommoninindustrycausingachangeinfocusanddutiesof

instrumentandcontroltechnicians.
