Mr. Abdullah Al Marzooqi
Years of process safety and fire prevention experience in the oil
refining industry. He was educated in the United Kingdom and
received an MSc. in Risk Management and Safety Technology
from Aston University. Ahmed is a Board member of the Bahrain
Health & Safety Supreme Committee, the GCC National Oil
Companies EHS Committee, Member of the Campbell Institute

hmed Khalil is the Manager of HSE Department for the
Bahrain Petroleum Company (BAPCO) and has over 36
BAPCO Environment, Health & Safety Committee. Ahmed chairs the committee
responsible for reviewing and updating the Bahrain H&S standards.
Ahmed has introduced many major initiatives in the company including: Process Safety
Management (PSM), Contractor H&S programme, Behavioural Based Safety (BBS),
and Incident Command System (ISC) etc.
Ahmed is actively involved in local and international HSE events; he has published a
number of papers covering HSE issues and has presented several papers at national
and international conferences and safety forums. He has received several National and
International awards for his contribution to the enhancement of HSE.

PEC Secretariat will launch the 53rd edition of the Annual Statistical
Bulletin (ASB). June 7, 2018 in Vienna, Austria. This year’s
each of OPEC’s 14 Member Countries. It also contains valuable industry data for various countries around
the world and for the world’s major economic areas.
The ASB provides a wide range of data on the oil and gas industry worldwide, and provides comprehensive
time-series data on many different aspects of the global petroleum industry. Highlights of this year’s edition,
which includes statistical data for 2017, include world crude oil production showing a decline; world oil
demand rising; total exports of crude oil from OPEC Member Countries falling; and total world proven crude
oil reserves decreasing slightly.

containers, and spread around, engulfing some 70 percent
of ship’s cargo deck. Coast Guard ship and plane were
sent to rescue crew, latest updates said all 22 crew were
rescued.

environment in Kuwait Oil Sector among global platforms. This
has always created a promising Image of KOC, the Oil Major
from the Gulf region. This is due to the hard work that has been
put forth collectively by its employees in achieving every goal
over the past years. While 2017 has been a year of success for
KOC and Kuwait as a whole, it is believed 2018 will also be a
similar year of success. The company continues to make
enormous strides in terms of new developments including

T hroughout its history, Kuwait Oil Company (KOC) has played
a pioneering role in its field by taking part in various forms of
forming a dedicated team for combating Oil Pollution at sea in September 2015. Since then KOC shows its commitment
not only in the field of production of Oil but also ensures that the Marine environment is in safe hands.
KOC Conducts 2nd Marine Technical Forum (SAVE MARINE ENVIRONMENT)
In this Context, Marine Operations group under the patronage of Mr. Jamal Jaafar, CEO Kuwait Oil Company (KOC)
organized the 2nd Marine Technical Forum at KOC Ahmed Al-Jaber Oil & Gas Exhibition Center with the theme, “Save
Marine Environment” in collaboration with M/s. Oil Spill Response Limited (OSRL) in the month of February 2018. The
event was well appreciated by the key players in the region as this was organized in the most spectacular way to
create awareness on the marine environment and showcasing the importance of preserving one’s Marine environment.
Eminent speakers from the marine industry in and around Kuwait attended this event to bring complete success to this
beneficial initiative.
The Marine Technical forum was conducted for two days. The event began with the safety moment and address by
Manager of Marine Operations Group (KOC) & the Regional Manager of OSRL. This was followed by presentations
by eminent speakers from Marine Operations (KOC), Medical Group (KOC), OSRL, MEMAC, KOTC, Kuwait
University, Higher Institute of Communications and Navigation (Kuwait), Arab Academy for Science Technology &
Maritime Studies (Egypt) etc.
On the second and last day of the event, the day began with speech by DCEO (WK) and Manager Marine Operations
Group, followed by some presentation by various guests and other speakers. The event concluded by award
distribution to various speakers and dignitaries followed by the chief guest and his entourage toured around the
exhibition hall including the event based booths where they presented and explained various event oriented models
and displays.
BAPCO Green School Awards
T he Green School Awards is an innovative award
scheme that encourages students from Public Secondary Schools in Bahrain to submit environmental
projects as an initiative to increase environmental
awareness in the community. The award programme
has been launched by Bapco since February 2005 in
cooperation with the Ministry of Education in Bahrain.
This programme aims to enhance environmental
awareness of students by engaging them in developing
environmental projects that will promote sustainable
development and the protection of the environment
within their schools, homes and the surrounding
community. Examples of project topics include water
conservation, energy conservation, air quality, recycling
and waste management. Following their submission, a judging panel comprising of members from Bapco, Ministry of
Education, and the Supreme Council for Environment in Bahrain evaluates all projects using a set evaluation criteria.
The criteria covers a number of items including creativity, effectiveness, community influence, raising environmental
awareness and project layout and presentation.
Following the evaluation scores, top-scored projects are shortlisted and visited by the judging panel to complete the
evaluation and select the final three winning projects. The first place winner retains the Bapco Green School Awards
flag for one year where Bapco arranges a ‘flag hoisting ceremony’ at the school to put up the Green School Awards
flag.
This year was the 13th edition of the Award and 21 schools participated. The final ceremony for the award was held in
Bapco Club on 2 May 2018. The first place winner was Jidhafs Technical Boys School with a project titled “Go to Smart
Green Bahrain” in which they designed a digital system to measure pollutants and control plant temperature and soil
irrigation remotely using the Global Positioning System (GPS). The second place winner was Al Noor Secondary Girls
School with a project titled “Environmentally Friendly Agricultural System to Produce Organic Crops” where they
designed an automatic system that recycles unused irrigation water and feeds crops with a bio-pesticide made from
Al Neem tree solution. The third place winner was Jidhafs Secondary Girls School with a project titled “Techniques to
Reduce/Cope with Global Warming Effects” whereby several adaptation techniques to global warming were developed
such as the production of biodegradable plastic made from organic substances, production of environmentally friendly
pesticides made from Al Neem tree solution and production of a solar oven.

Environmental Day on June 3, 2012. The second Year 2013 the
Program included Jazan Port, 700 KM away from Jeddah too and the
participation exceed the Experience. Then in 2014 All Saudi Aramco
Ports in the Red Sea were covered Jeddah, Jazan, Yanbu- Al –
Moajaiz, Duba Bulk Plant and Duba Commercial Port.
In 2015 the Regional Clean Sea Organization (RECSO) took the lead
of this Environmental initiative and managed to support all its
members to conduct the Port Clean-up Day on the same day and
same time simultaneously under the leadership of Saudi Aramco
Marine Department and almost 1500 employees/participants were
involved safely and successfully. Over the course of five years of
success.
The number of participants increased tremendously and on October
13, 2016 a total of more than 2500 employees / participants/volunteers
and students involved safely and successful at 19 different ports at
both the Red Sea and the Arabian Gulf, including Ras Tanura
(Aramco), Tanajib (Aramco), Abu Ali (Aramco), Jeddah (Aramco),
Duba (Aramco), Jazan (Aramco), Yanbu Refinery (Aramco), Rabigh
(PetroRabigh), Bapco Sitra Tanks and Wharf,
Faculty of Maritime Studies Marina, Jazan Commercial
Port, Jeddah Corniche (KSA), Ajman Corniche (UAE), ADNOC Port
(Abu Dhabi), Qatar Petroleum Port (Qatar), Chevron Port (Kuwait).
RECSO conduct in 2017 “RECSO Annual Clean-up Day” It’s also
cover Ports and Beach area in each members national and region
wise. The number of participants more than 2000 employees /
participants / volunteers and students involved safely and successful
at 12 different ports at both the Red Sea and the Arabian Gulf.
RECSO is proud to lead, and support these Environmental
Companies in all Members Facilities and will continue to do so till we
are all proud to clean our Marine Environment Campaign and several
others to keep a clean Marine Environment which is one of RECSO
main values.

Bapco Successfully Holds Crisis & Emergency Response Plan CERP Integrated Major Incident Exercise (Vital Steps)
A has successfully conducted an integrated major incident
exercise at the Marketing Terminal on Tuesday, 8th and 9th
May 2018, in collaboration with all internal Stakeholders and
concerned parties.
The exercise aimed at enhancing Bapco’s readiness in
handling major incidents and to ensure that all of its
emergency response personnel have the necessary skill and
knowledge to deal with crises and emergencies, and that
they are familiar with Bapco’s response plans and its
interrelated activities. The exercise involved an event at
s part of its Crisis and Emergency Response Plan
(CERP), the Bahrain Petroleum Company (BAPCO)
Marketing Terminal in which various groups were assigned to deal with the scenarios of the exercise, at different
levels (On Scene and Incident Management Team levels) which are the operational, tactical and strategic teams
managing such scenarios.
The exercise tested the effectiveness of the Fire response plans, the deployment of the oils spill contingency plan
and later the recovery and business continuity arrangements. Bapco’s successful completion of the CERP exercise
is an indication of the diligent efforts of all involved and the result of the regular exercises conducted within Bapco
facilities. Upon the successful completion of the Exercise, Bapco Management thanked all participants for their
valued cooperation and support which has contributed greatly to the achievement of the desired results of this key
and important exercise, and for ensuring that Bapco facilities are protected in the best interests of the Kingdom of
Bahrain. The CERP exercise which was overseen by Emergency Planning College (EPC, UK) falls in line with
Bapco’s strategy to maintain a robust emergency response plan, and maintain its commitment to the Environment,
Health, and Safety (EHS) issues and to ensure uninterrupted and sustainable supply of products for the local and
international markets.

R ECSO EnviroSpill 2018 will be held from 9th
and 10th of October at the Emirates Palace,

RECSO EnviroSpill 2018 is the leading event for oil
spill protection in the Middle East and the only event
hosted by The Regional Clean Sea Organization
(RECSO) and supported by all its members.
Abu Dhabi. Comprising an international exhibition and
strategic conference it will provide an opportunity to
learn about the protection of the waters around the
GCC by highlighting oil spill prevention, preparedness
and remedial actions in case of an incident. It will
reflect every organization’s commitment to marine
and environmental issues.
The mission of this event will be to educate relevant
stakeholders on the protection of the waters of the
Gulf region by highlighting oil spill prevention and
remedial actions in case of an incident. The aim will
be to facilitate mutual cooperation and knowledge-
sharing between stakeholders and increase
awareness of the latest technologies and preventative
methodologies.
RECSO EnviroSpill 2018 presents an excellent
platform for networking, exchange of knowledge and
information between individuals and companies,
which can lead to business opportunities and strategic
partnerships between exhibitors and conference
participants.
Supported by all the national oil companies from the
region RECSO EnviroSpill 2018 will facilitate mutual
cooperation and knowledge-sharing for professionals
from the government, private sector, response
community and increase awareness of the latest
