THE POSITION
The Principal Environment Officer ndash Planning and Policy will be one of councilrsquos most senior environmental planning resource The role provides leadership guidance and advice to the organisation on all environmental policy strategy and planning matters and has a leading role in synthesizing legislation into plain language
Key Opportunities and Challenges Research Investigation and Planning Scheme Development The council is starting the development of a new scheme and the Principal Environment Officer will have a large influence on the local environmental components of the councilrsquos planning scheme The Principal Environment Officer will take the lead in identifying and categorising the regionrsquos environmental areas and embedding them into the planning scheme Moreton Bay Regional Council has a strong focus on development and the environmental planning and policy function continues to develop With growing community interest in protecting the environmental values of the region and elections in March there is a key opportunity to test the new councilrsquos appetite for environmentally sustainable development associated policy positions and set the direction for the future of the region Development Management The Principal Environment Officer will help navigate complex negotiations defend adapt and manage processes for environmental management and ensure that the regionrsquos environmental values are protected and enhanced There are a number of emerging communities in the region and council is managing development pressure with existing planning schemes that are no longer fit for purpose
Workforce Leadership The position leads a team of mature self-managing staff who respond best to guidance and direction and a leader who motivates mentors and inspires The team work well together are supportive and foster a pleasant helpful working environment
Capabilities Sought Management of Resources The team manage a high workload an operational and project budget of $350000 and have a frugal approach to their work and projects The team manage a large range of contracts and externally delivered projects so skills in specification development contract management project management and project discipline are essential Projects include

bull Significance studies (Shorebirds Turtles Biodiversity) Results Operate as a technical expert and provide direction and mentorship to a team of environment officers responsible for the development and review of environmental policies strategies and plans that support Councilrsquos environmental objectives Partner with internal and external stakeholders to identify opportunities for continuous improvement of business processes and support a customer focussed culture within the team

Assessing Applications Initial interviews Leading Roles will review all applications received and conduct initial interviews with suitable candidates These interviews will be conducted by Leading Roles via an online web conference or by telephone Shortlisting and Council Interviews The council will determine a shortlist of suitable candidates and will arrange interviews with councilrsquos interview panel depending on candidate and council staff availability The interview panel will consist of 2 -3 members of council staff The council may elect to include a non-voting panel member for assessment of technical competency

Purpose of Role
To provide specialist environmental planning expertise to Council and guide a team of environment officers to deliver complex environmental planning and policy projects programs and initiatives
Specific Responsibilities
Operate as a technical expert and provide direction and mentorship to a team of environment officers responsible for the development and review of environmental policies strategies and plans that support Councilrsquos environmental objectives
Prepare and execute project plans for a range of complex environmental planning and policy projects programs and initiatives achieving performance outcomes that align with Councilrsquos strategic direction
Act as a principle point of contact for environmental planning and policy matters providing accurate and timely information and expert advice to internal and external stakeholders
Foster and sustain relationships with government agencies industry researchers technical experts and interest groups on a range of environmental matters including policy development and implementation legislative reviews fauna and flora research and assessment of development proposals
Identify training opportunities for a team of environment officers and support the delivery of environment related training to internal stakeholders assisting Council to meet its environmental legislative obligations
Partner with internal and external stakeholders to identify opportunities for continuous improvement of business processes and support a customer focussed culture within the team
Work Experiences and Skills ndash essential
Demonstrated relevant experience in a similar role or a role requiring a similar skill set
Strong interpersonal and communication skills with an ability to communicate complex concepts negotiate environmentally sustainable outcomes and provide contemporary and practical responses to environmental legislation policy and plans
Comprehensive knowledge of environmental related legislation strategic and land use planning processes and Councilrsquos local laws and policies or the ability to quickly acquire this information
Ability to coach motivate and influence at all levels of the organisation contributing to a positive work environment with a strong focus on provision of quality customer service
Academic Trade Qualifications and other Licences ndash essential
Degree in environmental science environmental management biological science zoological science or other relevant field
Current C class driverrsquos licence

Position Title Principal Environment Officer - Planning and Policy
Position Number ENS053
Purpose of Role
To provide specialist environmental planning expertise to Council and guide a team of environment officers to deliver complex environmental planning and policy projects programs and initiatives
Specific Responsibilities
Operate as a technical expert and provide direction and mentorship to a team of environment officers responsible for the development and review of environmental policies strategies and plans that support Councilrsquos environmental objectives
Prepare and execute project plans for a range of complex environmental planning and policy projects programs and initiatives achieving performance outcomes that align with Councilrsquos strategic direction
Act as a principle point of contact for environmental planning and policy matters providing accurate and timely information and expert advice to internal and external stakeholders
Foster and sustain relationships with government agencies industry researchers technical experts and interest groups on a range of environmental matters including policy development and implementation legislative reviews fauna and flora research and assessment of development proposals
Identify training opportunities for a team of environment officers and support the delivery of environment related training to internal stakeholders assisting Council to meet its environmental legislative obligations
Partner with internal and external stakeholders to identify opportunities for continuous improvement of business processes and support a customer focussed culture within the team
Work Experiences and Skills ndash essential
Demonstrated relevant experience in a similar role or a role requiring a similar skill set
Strong interpersonal and communication skills with an ability to communicate complex concepts negotiate environmentally sustainable outcomes and provide contemporary and practical responses to environmental legislation policy and plans
Comprehensive knowledge of environmental related legislation strategic and land use planning processes and Councilrsquos local laws and policies or the ability to quickly acquire this information
Ability to coach motivate and influence at all levels of the organisation contributing to a positive work environment with a strong focus on provision of quality customer service
Academic Trade Qualifications and other Licences ndash essential
Degree in environmental science environmental management biological science zoological science or other relevant field
Current C class driverrsquos licence
Recordkeeping
In accordance with councils recordkeeping guideline ensure that full and accurate records are made of all business transactions conducted on behalf of council and that these records are appropriately kept and stored in the appropriate corporate information management systems
