1.0 EXECUTIVE SUMMARY 1.1 Program Summary The Recreational and Cultural Facilities

Division is responsible for the acquisition, development, improvements, restoration, and maintenance of City parks, open spaces, recreation, and community facilities and other youth related projects. A majority of the funding is through an annual $25 million real property tax assessment on City residents over a 30-year period. Other funding sources include Quimby, Sites and Facilities, and Propositions O, A, 40, and 84.

The Division’s primary purpose is to manage the design and construction of projects whose intent is to combat the inadequacies and decay of the city’s youth infrastructure, which has resulted in serious unmet needs for park, recreation, childcare, and community facilities. As a result, this Division performs such services as feasibility studies, site and building design, construction documents (plans and specifications), construction/project estimating, bid and award services, and construction and project management for both new and existing facilities. Services are performed using City personnel, or through consultants managed by City staff. In summary, the Recreational and Cultural Facilities Division participates in the decision making process for both City owned, and non-City owned recreational facilities. Funding for Specified Projects is specified in the original Proposition K ballot measure, as approved by the voters of the City of Los Angeles. In addition, funding is provided for competitive grants through a triennial open and competitive call for projects.

The Recreational and Cultural Facilities

Division is currently managing 92 projects. The projects fall into the following phases:

1.3 Program Management Activities Community Involvement: Each project has a

minimum of 3 Local Volunteer Neighborhood Oversight Committee (LVNOC) meetings.

Competitive Grants: The 9th Cycle Competitive Grant Request for Proposals (RFP) was released on January 29, 2015. The original deadline for submitting proposals was April 30, 2015. Twenty-three (23) proposals were received on April 30, 2015.

1.4 Key Issues

A Issue: Projects On Hold

Status: Engine Company No. 23 (Downtown Youth Arts Center) – A significant funding shortfall has been identified. Working with CAO and CD 14 staff to identify additional funding.

B Issue: A number of the remaining Proposition K specified projects have significant funding shortages and/or other barriers to development or acquisition.

Status: BOE has prepared a Cost-to-Complete report, which has been approved by the LA for Kids Steering Committee and has been approved by the City Council, which identifies the anticipated to cost to complete, as well as any other development barriers, for remaining Prop K specified projects.

3.0 FINANCIAL 3.1 Source of Funds Many of the Proposition K projects leveraged

other grant fund programs to enhance scope features within each project or to meet identified funding shortfalls. Grant funds are combined from the other programs such as Community Development Block Grant (CDBG), Proposition O, New Market Tax Credits, Proposition A, Propositions 40 and 84, Quimby, Federal Funds, and other various City and private funding sources. Table 3.1 summarizes active projects (excluding Section 5.0 Non-RAP Competitive projects) approved for design and construction.

5.0 COMPETITIVE PROJECT STATUS

5.1 Project Status Summary The Proposition K Program has two tiers of funding, those that are

specified (referred to as “Specified Projects”) and those that are awarded funding based upon a competitive grant application process (referred to as “Competitive Projects”). In September of 1997, the Los Angeles City Council transferred the responsibility for management of the Proposition K Competitive Grant Program Projects to the Bureau of Engineering.

It will take 30 days to manufacture the grandstand, three days to ship it, and seven to 10 working days to install it. The project should be complete before Christmas.
