Section1-PlanIntroduction1.1 PurposeThepurposeofthisFloodSafetyPlanistoensuretheeffectiveperformanceofReclamationDistrict2030responsibilitiesinafloodemergencyincollaborationwithotherjurisdictionsperformingemergencyfunctionswithinandaroundtheDistrict.ThisplanistobeusedinconjunctionwiththeemergencyoperationsplansoftheStateofCaliforniaandtheSanJoaquinOperationalArea(SJOA)tofacilitatemulti-jurisdictionalcoordinationwithinDistrictboundaries.Althoughthisisapublicdocument,specificproceduresandinformationofasensitivenatureaswellaspersonalinformationmaybeeditedoutofpubliclyavailableversions.Thefulldocumentissubjecttorestricted-usehandlingprocedures.ThisplanmeetstherequirementsofSection9650oftheCaliforniaWaterCode.

1.2 ScopeReclamationDistrict2030isanindependentjurisdictionwithresponsibilityfortheoperationandmaintenanceoftheleveesystemwithinitsjurisdictionalboundaries.ThisDistrictemergencyoperationsplancoversonlydetailedproceduresforDistrictresponsibilities.OperationalplansofotherjurisdictionswithpublicsafetyresponsibilitieswithintheDistrictarereferencedinthisplan.Thisplanwillcoverindetailthefollowing;

• DistrictFloodPreparednessProcedures• DistrictLeveePatrolProcedures• DistrictFloodFightProcedures• DistrictFloodWaterRemovalProcedures• DistrictRecoveryandAfter-ActionProcedures

1.3 PlanStructureThisFloodSafetyPlanisstructuredasatraditionalfunctionalemergencyoperationsplaninaccordancewithComprehensivePreparednessGuide(CPG)101v.2.0issuedbytheFederalEmergencyManagementAgency(FEMA).Consistentwiththatguidance,andbecauseoftheDistrict’slimitedresponsibilitiesandlackofinternaldepartments,thisemergencyoperationsplanconsistsofthisBasicPlanandonehazard-specificannex,AnnexA–FloodContingencyMap(AnnexA).TheDistrict’sexistingfloodcontingencymapwillconstituteAnnexAcontainingtheDistrict’sspecificfloodresponseprocedures.ThemostcurrentfloodcontingencymapforthedistrictcanbeaccessedattheSJOAfloodcontingencymapwebsite(SeeFigure1.1).

Section2-ConceptofOperations

2.1SituationOverviewSeetheSJOAHazardMitigationPlanforacomprehensivefloodriskassessmentfortheCountyofSanJoaquin.SeeAnnexAforDistrictboundaries,levees,pumpingstations,supplydepots,historicalfloodingsummary,locationsofpastbreachesandareasofhistoricseepageorerosion,topography,andcharacteristicsofwaterwaysfrontingDistrictlevees.ReclamationDistrict2030isanactiveDistrictlocatedwestoftheCityofStocktonandresponsibleforfloodprotectionandleveemaintenanceoftheisland.ReclamationDistrict2030isborderedbyBaconIslandonthewest,MedfordIslandonthenorth,RindgeTractandLowerRobertsIslandontheEastandLowerJonesTractonthesouth.ReclamationDistrict2030hasPacific,GasandElectricassets(fuelstorage)onthemajorityoftheisland.ReclamationDistrict2030hasanoverallpopulationoflessthan20.Theonlyingress/egressisviaferry.

2.2. GeneralApproachtoSeasonalFloodOperationsDistrictpersonnelwillcarryoutroutinepreparednessactivitiesatthebeginningoffloodseasonasdescribedinbelow.AnnexAofthisplandescribestheconceptofoperationsforactiveDistrictfloodfightactivities.Section3,OrganizationandResponsibilities,ofthisBasicPlandescribesauthoritiesandresponsibilitiesforperformingroutineandemergencyactivities.

2.2.1 RoutinePreparednessandInfrastructureMaintenanceDistrictperformsthefollowingroutinepreparednessactions.

• WeeklyInspectionofDistrictleveesonaroutinebasis• Ongoingandactiveroutinebaitingforgroundrodents• Ongoingandroutinevegetationcontrolprogram• AnnualinspectionandinventoryofDistrictfloodfightsupplies• AnnualjointinspectionofonemilestretchofleveewithStateinspectors• PeriodicjointinspectionofleveeswithFederalinspectors• Annualinspectionandmaintenanceofaccesscontrolgatesonlevees

Districtdoesnotownormaintainpumpingstationsforinternaldrainagecontrol.TherearemultipleprivatelyownedculvertsorthroughleveepipesthatexistwithinDistrict.

2.2.2 MonitoringandAnalysisTheDistrictwillmonitorandanalyzewaterconditions,elevations,andforecastsforwaterwaysaffectingDistrictleveesthroughoutfloodseasonforthepurposeofpromptlyidentifyingheightenedthreatstotheintegrityofDistrictleveesystems.Theobjectiveofthismonitoringeffortistoidentifyconditionsthatwarrantadditionalactionsbeyondroutinefloodseasonpreparednessactivities.TheDistrictwillusethefollowinggaugesandinformationsourcesinitsmonitoringeffort:

TheDistrictdoesnotuse“phases”whereobjectiveconditionstriggeragroupofactions.EachactionindicatedwillbetakenuponreachingthetriggerconditionshownorifDistrictpersonnelfeelitiswarranted.Asnotedbelow,theDistrictEngineerandDistrictpersonnelareresponsibleformonitoringobjectiveconditionsaffectingtheDistrict.Districtpersonnelwilltakealloftheaboveactionsupontheidentification,orverifiedreport,ofanyoutoftheordinaryconditiononaDistrictleveethatpresentsapotentialriskoffailure.

2.3 PublicAlertandWarningTheDistrictwillpromptlynotifyjurisdictionsresponsibleforalertingandwarningofthegeneralpublicuponidentificationofathreattoDistrictlevees.TheDistrictwillprovidedetailedinformationonthecharacteristicsofthethreatandwillassist,totheextentpossible,withnotificationofthepublicifrequested.Allalertandwarningofthegeneralpublicwillbecarriedoutinaccordancewiththeplansofprotectedjurisdictions.JurisdictionsresponsibleforalertingandwarningofthegeneralpublicwithinDistrict.

AlertingandwarningwillbeconductedjointlybythesejurisdictionsthroughtheSJOAusingtheprocedurescontainedintheSJOAWarningAnnex(seewww.sjgov.org/oes).TheDistrictwillprovidearepresentativetotheOperationalArea(OA)andSJOAJointInformationCenter(JIC)toassistwithalertandwarningmessagesifrequested.EvacuationmapsandbrochuresforthepublicareavailableatadedicatedwebsitemaintainedbySJOA(SeeFigure2.1).Thesemapscontaininformationonreceivingalertsand

warningswithintheDistrictalongwithevacuationandsafetyinstructions.AccordingtoSanJoaquinCountyOES,noevacuationmapsexistsforthisDistrict,howevertheremaybeonedevelopedinthefuture.Checkthefollowinglink(seewww.sjmap.org/evacmaps)toseeifevacuationmapshavebeendeveloped.

2.4 FloodFightOperationsFloodfightoperations,includingleveepatrol,willbeconductedinaccordancewiththeproceduresinthisBasicPlanandthoseshownonAnnexA.AnnexAdisplaystheDistrict’sconceptofoperationsforemergencycommunications,patrol,floodfight,anddewateringoperations.ThisconceptofoperationsandresponseprocedureswillbemodifiedasneededbytheDistrictIncidentCommandertomeetthedemandsofactualemergencyconditions.PlansofjurisdictionswithresponsibilityforwarningandevacuationwithintheDistrictarereferencedonAnnexAaswellasinthisplan.

2.5 FederalandStateDisasterAssistanceTheDistrict’spolicyistomaintainmitigationandemergencyplansandprocedures,andthephysicalconditionofitsleveesatthelevelrequiredtobeeligiblefordisasterassistanceunderthefederalStaffordActandPL84-99programandtheCaliforniaDisasterAssistanceAct.Emergencyoperationswillbeconductedanddocumentedincompliancewithconditionsofthoseprogramsforreimbursementofdisasterexpenses.TheDistricthasassigneditscontractengineeringfirmtomaintainnecessarydocumentationduringanemergencyandtoparticipateinanyavailableassistanceprogramsafteradisasteronbehalfoftheDistrict.ToensurethattheDistricttakesstepstoquicklyaccesstherecoveryprocess,theseactionsshouldbeconsideredifanincidentisimminentoroccurring:

Section3–OrganizationandAssignmentofResponsibilities3.1 OrganizationTheDistrictwilluseitspaid,contract,andvolunteerpersonnelasshownbelowtoperformitsresponsibilitiesinafloodemergency.

Districthiresadditionalstaffunderthejobdescriptionof“EmergencyLeveeWorker”forleveepatroloncemonitoringeffortsindicatethatconditionsforinitiatingleveepatrolwillbereached.EmergencyworkerswillworkunderthedesignatedDistrictIncidentCommander.

3.2 AssignmentofResponsibilitiesTheDistrictBoardofTrusteeshasmadethefollowingassignmentsofauthorityandresponsibilitytoensurethatneededemergencyactionscanbetakenpromptlyandefficiently.

3.2.1 MakeLegalandFinancialCommitmentsonbehalfofDistrictAnysingletrustee,theDistrictEngineer,DistrictSuperintendentortheDistrictCounsel/Secretaryareauthorized,oncetheBoardhasconcurredthatalocalemergencyisoccurring,to1)makealegalorfinancialcommitmentonbehalfofDistrictduringemergencyoperationsand2)purchaseadditionalfloodfightsuppliesormaterials.Thereisnolimittothecommitmentthatcanbemade.Anysingletrustee,theDistrictEngineer,ortheDistrictSecretarycantaketheseactionsuponrecognitionofathreattoleveeintegrityevenwithoutpriorBoardconcurrencethatalocalemergencyisoccurring,butinthiscasetheBoardmustbenotifiedoftheactionwithin24-hours.

3.2.2 RepresentDistrictinOperationalAreaEmergencyManagementCommitteeTheDistrictSuperintendentand/orDistrictEngineerareauthorizedandresponsibleforrepresentingtheDistrictatunifiedfieldcommandsasmaybeestablishedbytheSJOA.TheDistrictEngineerisalsoresponsibleforrepresentingtheDistrictattheSJOAmanagementcommittee.TheseDistrictrepresentativesmayspeakfortheDistrictinmattersoftheconditionofDistrictlevees,inputtoprotectiveactiondecisionsbeingmadebypublicsafetyagencies,andanyrequeststomodifyorconformDistrictresponsethatcomeoutofthemulti-agencycoordinationprocess.TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)confirminganddefiningthesespecificauthoritiesatthetimeofanemergencyandformallyidentifytheDistrictIncidentCommanderandDeputyIncidentCommanderuponreachingthetriggerconditiondescribedinSection2.2.3.

3.2.4 MaintainEmergencyEquipment,Supplies,andResourcesTheDistrictSuperintendentisauthorizedandresponsibleformaintainingDistrictequipment,supplies,andresourcesforemergencyresponse.TheSuperintendentwillensurethatsuppliesaremaintainedatinventorylevelssetbytheBoardoratanyminimumlevelsthatmaybesetbytheDepartmentofWaterResourcesguidanceorstatutes.

3.2.5 MonitorWaterConditions,Elevations,andForecastsTheDistrictEngineerandDistrictSuperintendentareresponsibleformonitoringwaterconditions,elevations,andforecastsforthepurposeofidentifyingconditionswarrantingadditionalactionbeyondroutinefloodpreparednessasoutlinedinthisplan.

3.2.6 Activateand/orDirectDistrictPersonnelDuringEmergencyOperationsTheDistrictSuperintendentandDistrictEngineerareauthorizedandresponsibleforactivatingDistrictpersonnelandresources,forrequestingorprovidingmutualaidassistancefrompublicagencies,andforsupervisingDistrictpersonnel,contractors,and/ormutualaidresourcesassignedtoDistrictfor1)leveepatrol,2)floodfightoperations,and3)Districtde-wateringoperations.TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)confirminganddefiningtheseauthoritiesasnotedinSection3.2.2.TheBoardwillusetheemergencyresolutiontemplate(SeeAttachment3)toproclaimalocalemergency.

Section4–Direction,ControlandCoordination4.1 ManagementandControlofDistrictOperationsandCoordinationwithinDistrictDistrictpersonnelauthorizedandresponsibleforcarryingouttheactionsoutlinedinSection3,OrganizationandResponsibilities,willusethedirection,control,andcoordinationfacilitiesandprocessesdescribedinthissection.Communicationsandlogisticssystemsforcommand,coordination,andresponsearedescribedinSections5and6.DistrictpersonnelwillusetheNationalIncidentManagementSystem(NIMS),andtheStandardizedEmergencyManagementSystem(SEMS),toorganizeDistrictresponseactivities.DistrictpersonnelwillcomplywiththeproceduresoftheSanJoaquinCountyUnifiedFloodFightCommandtowhichtheDistrictisassigned,theSJOAMulti-AgencyCoordinationSystem(MACS)oranyother“asneeded”commandstructureputinplacebylocalofficialsforpurposesofinter-agencycoordination.

4.1.1. ManagementandPolicyTheDistrictshallmaintaindirectionandcontrolofDistrictoperationsduringemergencyperiods.TheDistrictBoardofTrusteesshallmeetandconferasdeemednecessarybythePresidentduringemergencyoperationstoperformtheirpolicymakingandfinancialresponsibilitiesduringemergencyresponseoperations.BoardmeetingswilloccurinthefieldorifneededattheofficeoftheDistrict.TheBoardPresidentwillissueaDelegationofAuthorityletter(seeAttachment2)uponreachingthetriggerconditionindicatedinSection2.2.3.

4.1.2 DistrictIncidentCommandTheDistrictwillappointoneincidentcommandertomanageallincidentsoccurringontheDistrictleveesystemasan“incidentcomplex”duringanysingledisastereventasallowedinNIMSprotocols.TheDistrictwilloperateona24-houroperationalperiod.

4.1.3 IncidentCommandFacilitiesTheDistrictdoesnotmaintainpre-identifiedfacilitiesforhostingemergencyactivitiesbeingundertakenbyDistrictpersonnel.TheDistrict’scounselhasfacilitiesformeetings.DistrictactivitieswillbeorganizedandcoordinatedinthefieldoratotherincidentcommandfacilitiesestablishedbypublicsafetyagenciesortheSJOA.

4.2 ManagementandCoordinationwithOtherJurisdictionsTheDistrictwillensurethatpropermanagementandcoordinationismaintainedwith1)otherpublicagenciesandjurisdictionsoperatingwithintheDistrict,2)neighboringReclamationDistricts,and3)theSJOA.Thefollowingprocedureswillbefollowedtoaccomplishthisfunction.

4.2.1 UnifiedFloodFightCommandPostTheCountyofSanJoaquinhasestablishedfourpre-plannedunifiedfloodfightcommandswithpre-identifiedcommandpostlocationstofacilitatecoordinationandmutualaidbetweenneighboringreclamationDistrictsandsupportingcity/county,state,andfederalagencies.TheDistrictSuperintendentorDistrictEngineerwillreporttotheDistrict’sassignedunifiedfloodfightcommandtocoordinatethedevelopmentandimplementationof

5.3 CommunicationswithOtherJurisdictionsTheDistrictwillmaintaincommunicationswithotherjurisdictionsbycellulartelephoneandbyparticipationinmeetingsoftheCentralDeltaUnifiedFloodFightCommand.TheOAmayassignradioorphonecommunicationsequipmenttotheDistrictifthiswillprovidereliablecontact.

5.3.1 SanJoaquinOperationalAreaEOCTheDistrictwillmaintaincommunicationswiththeSJOAEOCbycellulartelephoneandparticipationinscheduledmeetingsoftheSJOAmanagementgroup.DistrictwillmaintaintelephonenumbersassignedbySJOAforusebyreclamationDistricts.

5.3.2 DepartmentofWaterResourcesState-FederalFloodOperationsCenterTheDistrictwillcommunicatewiththeFloodOperationsCenterbycellulartelephone.Additionalcommunicationsequipmentmayalsobeprovidedtoensurecontact.

Section6-LogisticsandFinance/Administration6.1 MutualAidTheDistrictisasignatorytotheCaliforniaMasterMutualAidAgreementandtheSJOAAgreement.Districtpersonnelwillfollowtheprocessesoutlinedinthosedocumentsforrequestingandprovidingmutualaid.TheSJOAAgreementandSanJoaquinCountyOrdinanceshaveprovisionsallowingtheSJOALogisticsSectionandSanJoaquinCountyPurchasingAgenttoacquireandtransport,onbehalfoftheDistrict,resourcesrequestedbytheDistrict.Mutualaidrequestsfortechnicalassistanceandservices,floodfightcrews,suppliesandmaterials,andotherresourceswillbemadethroughthePublicWorksrepresentativeintheSJOALogisticsSectionand/ortheOAPublicWorksMutualAidCoordinator.Seewww.sjgov.org/oesforOAplansandprocedures.

6.2 ResourcesSJOAmaintainsseventwenty-footcontainerswithfloodfightsuppliesthatthedistrictcandrawonthroughtheSJOAAgreement.InventoryofthatresourcecanbeobtainedfromSJOA.

6.3 ProcurementDistrictmaintainsstandardformsandprocessesforinitiatingandexecutingcontractswithappropriatelylicensedcontractorsinaccordancewithPublicContractCodeArticle60.5Sections(20920-20927)and(22050).TheDistrictmaintainsastandardcontractformforcontractsunder$25,000whichdonotrequireaformalpublicbidprocess.TheDistrictmaintainsaseparatecontractformforallcontractsforanyimprovementorunitofwork,orformaterialsorsuppliesover$25,000addingaformalbiddingprocesswherebytheDistrictshallberesponsibleforawardingtothetothelowestresponsive,responsiblebidderexceptasotherwiseprovidedbelow.

Intheeventofanyemergency,theDistrictmaynegotiateandawardacontractfortheconstructionofworktopreventdamageorrepairdamagedworkswithoutadvertisingforbidsandexpendanysumreasonablyrequiredintheemergency.Ifnoticeforbidstoletcontractswillnotbegiven,theDistrictshallcomplywithChapter2.5(commencingwithSection22050).

6.4 LogisticsFacilitiesSeeAnnexAforlocationsofpre-planneddeliverypoints,locationsofDistrictsupplies,andDistrictsupplystagingareasandpoints.

6.5 FinanceandAdministrationTheDistrictmaintainsfinancialandadministrativerecordsassociatedwithemergencyresponseinaccordancewith44C.F.R.Part13--UniformAdministrativeRequirementsForGrantsAndCooperativeAgreementsToStateAndLocalGovernments.Emergencyresponseandconstructionrecords,includingfieldreports,procurementandconstructionmanagementfilesaremaintainedbyboththeDistrictandtheDistrict’sengineerandareretainedasprescribedbythegrantauthority.Districtmaintainsasafetyplanforemployeesandworkrulesasappropriate.

UponspecialnoticetoandconsentbytheTrusteesofReclamationDistrictNo____,oftheCountyof____,StateofCalifornia,anemergencymeetingoftheBoardofTrusteeswasheldatthedistrictofficesat[LOCATION]on[DAYandDATE]at[TIME].TheBoardagreesthatanemergencysituationexistswhichrequiresimmediateactionbytheDistrict.

EMERGENCYDECLARATIONWHEREAS,thetrusteesofReclamationDistrict____haveconsideredtheconditionofthe

DistrictLeveesandthepotentialriskofgeneraloperationattheexpenseofpublicsafetyandagriculturalproduction;and

WHEREAS,theTrusteeshavenotedthattheSacramentoandSanJoaquinDeltaisandwill

continuetoexperiencehighwaterlevelsresultingfromheavyrainfallsandrunoff,andhighwinds;and

WHEREAS,theDistrictisexperiencing[DESCRIPTIONOFEMERGENCYEVENT];andWHEREAS,afterconsultationwiththeDistrictstaffandengineersafteravisualassessmentof

theconditionoftheDistrictleveeson[DATE(S)andTIME(S)],theDistrictfindsanddeclareson[DATE]thatanemergencysituationexistsandthatallnecessaryandrequiredworktoprotecttheDistrictandtheDistrict’sleveesshouldbecompletedattheearliestpossibledate.

NOW,THEREFORE,BEITRESOLVEDANDORDEREDbytheBoardofTrusteesofthe

ReclamationDistrictNo.____,asfollows:1. Asof[DATE]anemergencysituationexistswithintheDistrictandalongtheDistrict’s

levees,whichrequirestheDistricttoproceedimmediatelywiththeworktopreventthepossiblefloodingofthedistrict,andfailuretoitsleveesattheearliestpossibletime.

2. ThatthedistrictPresident,and/orstaffbeherebyauthorizedanddirectedtoacquire

suchmaterialsandequipmentandtoenterintocontractsnecessaryandappropriatetomeettheemergencyneedsofthedistrictinaccordancewithFloodSafetyPlan.
