ORDINANCE 2012-O-04

~ 44-10; Parking of Unregistered Vehicles It shall be unlawful to park any inoperable vehicle as that term is defined in section 47-2 of the Town

Code or any motor vehicle that is required to be registered under state law that has expired registration, no registration, altered registration or registration listed to another vehicle, a suspended registration, or registration with State of Maryland tag pick up order on a public street, alley or highway or private property used by the public in general, including but not limited to parking lots of shopping centers, condominiums, apartments and townhouse developments within the town. A violation of this section shall be deemed a municipal infraction. A violation of not more than thirty (30) days shall be considered an expired registration, punishable by a fine of $75.00. Any violation of more than thirty (30) days shall be considered as unregistered and therefore inoperable and shall be punishable by a fine of $500.00 and as otherwise outlined under section 47-2. [Amended 8-8-2007 by Ord. No. 03-O-04] [Amended 9-8-2009 by Ord. No. 2009-O-019]

~ 44-5; a-14 Unattended Vehicles – Running It shall be unlawful to leave a vehicle with the engine running and the keys in the ignition, unattended; except if the vehicle is equipped with remote start where there are no keys in the ignition and the vehicle cannot have the transmission engaged and driven.

Mayor’s Report

The General election was on Tuesday, November 6th. President Obama was elected for a second term.

Also reelected to their positions, were Senator Ben Cardin and Representative Donna Edwards.

Two residents passed away during the month of October. Mr. Marty Page who lived on 49th Avenue and Mrs. Hildegard Geissler from Crittenden Street. May they both rest in peace.

I was able to attend the October PGCMA meeting in Largo. A representative from Comcast was present and shared information on a program available for those students that receive free or reduced lunches.

Part of the requirements to be a

Banner City is to have flying, the Municipal Government flag on the Town flag pole for the month of November, attend meetings, and promote the “if I were Mayor…essay contest. Next PGCMA Meeting will be this upcoming Thursday, November 15th in Glenarden.

Edmonston Day was a huge success, thanks to all that made it possible. Next year, it will again be in October. I would like to incorporate an activity for “breast cancer” awareness into the event.

Fortunately for the Town, Hurricane Sandy did not have any major effects on the town; unfortunately this was not the same for states north of us.

I encourage those that wish to make a donation to aid victims of Sandy, please do so, directly through Red Cross.

Along with our Town Administrator, I attended a meeting with architects to discuss the possibility of expanding our Town hall building. The estimated price given for the renovation/ expansion is in the $400,000 range.

We will be coordinating to meet with Delegate Tawanna Gaines in the effort to seek funding for this project.

Holiday Decoration Contest

Let’s celebrate the Holiday Season! If you have decorated the outside of your home for the holidays, now you have more motivation. We are encouraging everyone to light up and decorate your neighborhood. The house that is selected as the best

decorated house of each ward will win

The Town of Edmonston has requested the services from various Police Departments in the area to be our independent judges. These officers will carefully review all our decorated

homes and select the winner of each ward. There is no charge to participate. The only rule is that you must use LED

Our Code Enforcer Randy Kuenzli would like to remind everyone of their responsibility regarding snow and ice

removal. ~31-5A Snow and ice removal The owner or owners, tenant or tenants, person or persons in possession of any building whether commercial or residential, located in the town, which abuts a paved public sidewalk must remove, or cause to be removed within twenty-four (24) hours after the cessation of a snow or ice fall and all snow or ice from the public sidewalk in front of or abutting said building or property.

~ 31-6. Violations and penalties Violations of this chapter are municipal infractions, subject to a fine of $50 for each offense. Each day a violation continues constitutes a separate offense. If you have questions, please call, at the town hall.

Fire Safety tips for the Holidays

Decorating our homes and businesses is a long-standing tradition around the holiday season. Unfortunately, these same decorations may increase your chances of fire. Based on data from the National Fire Protection Association (NFPA) and the U.S. Fire Administration (USFA), an estimated 240 home fires involving Christmas trees and another 150 home fires involving holiday lights and other decorative lighting occur each year. Together, these fires result in 21 deaths and $25.2 million in direct property damage. Following a few simple fire safety tips can keep electric lights, candles, and the ever popular Christmas tree from creating a tragedy. Learn how to prevent a fire and what to do in case a fire starts in your home. Make sure all exits are accessible and not blocked by decorations or trees. Help ensure that you have a fire safe holiday season. Christmas Trees What’s a traditional Christmas morning scene without a beautifully decorated tree? If your household includes a natural tree in its festivities, take to heart the sales person’s suggestion – “Keep the tree watered.”

Christmas trees account for hundreds of fires annually. Typically, shorts in electrical lights or open flames from candles, lighters or matches start tree fires. Well-watered trees are not a problem. A dry and neglected tree can be. Selecting a Tree for the Holidays Needles on fresh trees should be green and hard to pull back from the branches, and the needles should not break if the tree has been freshly cut. The trunk should be sticky to the touch. Old trees can be identified by bouncing the tree trunk on the ground. If many needles fall off, the tree has been cut too long and, has probably dried out, and is a fire hazard. Caring for Your Tree Do not place your tree close to a heat source, including a fireplace or heat vent. The heat will dry out the tree, causing it to be more easily ignited by heat, flame or sparks. Be careful not to drop or flick cigarette ashes near a tree. Do not put your live tree up too early or leave it up for longer than two weeks. Keep the tree stand filled with water at all times. Disposing of Your Tree Never put tree branches or needles in a fireplace or wood-burning stove. When the tree becomes dry, discard it promptly. The best way to dispose of your tree is by taking it to a recycling center or having it hauled away by a community pick-up service.
