An interest rate of 3.5% and a loan processing fee applies to all conservation loans and a minimum monthly payment of $25 is required. A household may be eligible for more than one loan, not to exceed $30,000 in total.

Financing eligibility: All electrically heated homes, including manufactured homes, are eligible for both weatherization and heat pump financing (subject to credit approval and home equity review). Loans for work on manufactured homes are limited to $5,000. Those heat-ing water electrically are eligible for solar water heating financing. All Clark Public Utilities customers are eligible for photovoltaic financing. Financing is not available for new construction and loans are non-transferrable. If you sell your home, you must re-pay the balance of the loan at that time. Loans are billed monthly, separate from your regular utility billing.

Clark Public Utilities and Clark County operate a joint low-income weatherization program to provide more efficient weatherization service to low-income families. Clark County Community Development administers the program, which provides free insulation, minor weatherization-related repairs, and in some cases ductless heat pumps to families who meet program guidelines. Both owner-occupied and rental houses, including manufactured homes, are eligible for this weatherization service, regardless of heat source, if the occupants meet the program income guidelines. Health, safety and comfort issues are all addressed as part of each weatherization project. Clark Public Utilities provides funding used to weatherize electrically heated homes of qualified low-income Clark County residents. The county receives additional weatherization funding from several federal and state agencies for homes with other types of heat sources. Local matching funds make it possible to fully address the needs of each eligible home. For more information about the utility/county low-income program, call 360-992-3000.
