Brief note on Plant Quarantine
Plant Quarantine (PQ) regulatory measures in India are operated under - “Destructive Insects &
Pests Act, 1914” & “PQ Order, 2003”
Objectives…
Prevent introduction and spread of exotic pests that are harmful to crops by regulating/restricting
import of plants/plant products.
Support market access for India’s agriculture products.
Facilitate safe global trade in agriculture by providing producers and exporters, a technically
competent and reliable Phytosanitary certification system, to meet requirements of trading
partners.
Import – Regulations
The import of plants and plant materials are covered under the Plant Quarantine (Regulation of
Import into India) Order, 2003 issued under the Section 3 (1) of DIP Act, 1914 and amendments
issued there under from time to time.
PQ Order, 2003 effective from 1.1.2004 replaces the Plants, Fruits and Seeds (PFS) Order, 1989
and Cotton Regulations, 1972 and other previous orders.
Import - PQ Order, 2003
Points of Entry are notified vide Schedule-I, II & III
Seeds and Propogative plant material can only be imported through six major ports viz., Amritsar,
Chennai, Kolkata, Mumbai, New Delhi and Bangalore
Commodities for consumption can be imported through all the notified ports
Commodities prohibited are notified in Schedule-IV
Commodities restricted to enter are notified in Schedule-V
Commodities regulated to import with additional declarations and special conditions are covered
in Schedule –
Commodities of least risk category for consumption purpose are specified in Schedule-VII. PSC is
must for the commodities covered in Schedule-VII.
The 31 Quarantine weeds are notified in Schedule-VIII
Import Inspection fee and treatment fee are stipulated in Schedule-IX

Phytosanitary Certification
Export certification is carried out in accordance with the provision of Article V of IPPC.
The export inspection is conducted as per the Standard Operating Procedures for Export
Inspection and Phytosanitary Certification and also inline with the relevant International
Standards:

ISPM 12 - Guidelines for Phytosanitary Certificates
ISPM 23 - Guidelines for Inspection
Twenty two National Standards for Phytosanitary Measures (NSPM) has been developed.

Global – Participation (International Obligations)
• Food and Agriculture Organization (FAO): India is one of the founding members of FAO of United
Nations FAO since 1945 & DPPQ&S actively engaged in relevant deliberations.
• International Plant Protection Convention (IPPC): The IPPC is governed by the Commission on
Phytosanitary Measures (CPM), which was established under Article XII of the New Revised Text
of the IPPC, approved in 1997, and serves as the Convention's governing body. India is one of the
contracting parties of IPPC (Total 183 parties).
• CODEX ALIMENTARIUS: Codex Alimentarius Commission, a body that was established in early
November 1961 by the FAO and WHO. DPPQ&S actively engaged in relevant tasks.
• Rotterdam Convention: Signatory Nations can decide whether to allow or ban the importation of
chemicals listed in the treaty, and exporting countries are obliged to make sure that producers
within their jurisdiction comply. DPPQ&S play important role in relevant tasks .
• Montreal Protocol: The Montreal Protocol on Substances that Deplete the Ozone Layer, 46
countries are member and India is one of them. DPPQ&S always compliance the guidelines framed
by Montreal Protocol.
• World Trade Organization(WTO): The WTO officially commenced on 1 January 1995 under
the Marrakesh Agreement, signed by 123 nations on 15 April 1994, replacing the General
Agreement on Tariffs and Trade (GATT), which commenced in 1948. India is member country and
DPPQ&S play important role in trade related issues.
