We have big plans for 2016, but personally I will only be part of the first few months as I have recently announced my retirement. The position will be advertised in national newspapers, and I will leave BCITO when the new chief executive is ready to start. My farewell will most likely be sometime between the beginning of March and the end of May 2016. I have been blessed within BCITO with the freedom to structure an organisation around my own management philosophy and values. I’ve been able to develop the type of culture that, in the past, I have only been able to express fully in businesses that I have owned myself. I love being surrounded by the talent and the commitment of the BCITO team and working in an industry full of great people.

2015 has been a great year for BCITO thanks to the strong support we have received from industry matched by the commitment of the BCITO team.

To all of our committed advisory group members, industry

associations, trainees, employers, verifiers, trainers and everyone out there who has supported the BCITO in so many ways in 2015 - thank you for helping us to meet the future skills needs of this important industry.

Message from the Chief Executive

Kia ora everyone and welcome to the last BC News for 2015.It has been a satisfyingly busy year for both BCITO and the wider industry. The construction industry continues to grow, albeit significant differences in regional construction economies. Auckland continues to be strongest in demand and growth, and we have responded in 2015 by establishing a third area team based in Albany. This team supplements our existing two Auckland-based teams in Newmarket and Highbrook.

Canterbury remains our second largest challenge, although the nature of the industry is changing as the rebuild matures.

The ongoing strength of industry activity and the demand for training has meant a growth in total staff numbers, including permanent positions created in centres such as Timaru, Ashburton and Gisborne.

We are almost through the second year of our existence following our three-way merger, and as such are relishing the broader opportunity to serve a wider cross-section of our industry. Over the past few months this has been exemplified by celebration of our “top trainees” or “apprentices of the year” across the trades. Celebrating excellence in our apprentices and those who train them is an important part of what we do. We also enjoyed our participation in the “Got A Trade, Got It Made” week; we believe it is also very important to promote our industry.

At around 9,600, BCITO’s total number in training is now close to our record in 2008, but we expect future growth to be slow and steady. Although we continue to sign large numbers of new trainees on a weekly basis, the number of people completing their qualification continues to grow. We celebrate these completions as our core purpose; delivering on the skill needs of industry.

As we now look forward to 2016, our major strategic focus is on the BCITO Digital Engagement Strategy. For some time, our learners and the industry have been looking to engage with us through digital mediums such as phones, tablets and apps. We have researched and planned our response and now move towards an implementation phase that will stretch out over the next year or so.

At the BCITO Skills Summit 2015 on 22 October, we launched the first phase of our Strategic Workforce Development Plan which will guide our work and our commitment to you all as our owners and stakeholders over the next few years. In the first months of 2016, a full round of National Advisory Group meetings will work towards finalising specific strategies for the ongoing skills development of each of our individual trade sectors. We will also be working on specific strategies to improve industry participation amongst Māori, Pasifika, women and new migrants who have English as a second language.

Each year BCITO awards five scholarships to graduating apprentices who are aspiring towards their next learning opportunity to further their career.

Providing access to advanced training programmes, these $3,000 scholarships encourage graduates to further their education and promote the view that ongoing training is the best path to professional success.

To be eligible applicants needed to have graduated or be graduating from a BCITO apprenticeship during 2015.

We’re pleased to announce this year’s Graduate Scholarship recipients:

All five recipients were able to show evidence of their successes in the industry, and all expressed a clear commitment to their trade. They each demonstrated clear drive and determination to succeed and showed solid career planning – detailing the courses and training that they hope to complete during the next twelve months using the scholarship grant.

If you’re going to complete your apprenticeship during 2016, keep an eye out for your opportunity to apply. We’ll be calling for applications around August/September 2016.

There are 13 boys working on the project,

assisted and mentored by their Technology

Teacher, Peter Graham.

The build began in June this year and will

take until June 2016 to be fully completed.

The students are completing 8 Unit

Standards and they’ll each get a total

of 43 credits. They will also achieve the

Level 2 National Certificate in Building &

Construction and Allied Trades.

“We will have it completely closed in by the

end of the year and we have got 90% of

the doors and windows in and about half

of the exterior cladding on already. We

have been very lucky with local businesses

– thanks to Action Scaffold, NetSafe NZ,

Kaiapoi ITM, Precut Construction, EZ

Panel and Orange and Mango External

Plasterers for all their support.” says Peter.

The build is being funded by the sale of

the caretaker’s house which was removed

from the school site. Some of the students

who began the build have left school

already to begin apprenticeships. Doing

the Gateway programme for one day per

week, they’ve been snapped up by local

construction firms. Most of the students

are in year 12 and are very keen on getting

into apprenticeships at the end of the

year, so Peter may have a new team

coming up through the ranks to complete

the build next year.

“I am very proud of the achievements of the

students and the fact that they have been

spending their own time on the project in

the weekends. The building is 196 sq mtrs

which is the size of a 4 bedroom house,

so to get it closed in by Christmas is a

great effort considering we didn’t start until 13 June. The level of workmanship is outstanding and even the building inspectors have been impressed. We have not failed any inspections,” said Peter.

We look forward to seeing the progress and finished project and welcoming new apprentices previously from Kaiapoi High School to the BCITO community. What a brilliant way to make your mark on your high school – leaving behind a little of your outstanding workmanship to be enjoyed by future generations.

Outward Bound – boosting success for apprentices and employersBCITO has been sponsoring apprentices to attend Outward Bound in the Marlborough Sounds for more than ten years. We do this because research shows that apprentices who attend benefit from boosted productivity, improved leadership skill and increased organisational loyalty.

The courses help young leaders build confidence, become self-aware, and improve communication and teamwork skills. These ‘soft skills’ are linked to a successful construction career and are vital in today’s competitive training and employment market.

The research also shows that apprentices return from Outward Bound better able to supervise teams, having developed a greater openness, maturity and an ability to manage conflict. They are also more comfortable in situations where they may have previously struggled such as talking to new or difficult people.

As well as some Carpentry AOY finalists, this year BCITO awarded the following apprentices scholarships worth over $4,000 each to attend Outward Bound for three weeks in July:

Amanda Delahunt of Carpet Court Canterbury, who is completing her Flooring Planning and Design qualification, says she had an “incredible, one-in-a-lifetime experience”.

She says her experience taught her to aim high and achieve high. “Being in a group of other apprentices was awesome and I’ve made some life-long friends on the course.

Outward Bound has definitely changed me - I understand myself a lot more and am confident and happy within myself. I tend to have a lot more patience and empathy with other people and am not afraid to speak up, take on challenges and show leadership when required.”

Laura-Jean Fitzgibbon, Managing Director of Carpet Court Canterbury says the Outward Bound experience is unlike anything she can deliver in-house to her employees. “Amanda came back from her time away with a renewed confidence, ambition, excitement about the trades and the people she met. She has made a commitment to lead a healthy, fit and motivated lifestyle. One of the most satisfying aspects of being an employer is to train staff and give them opportunities like Outward Bound to help them push themselves and exceed expectations.”

While on their ‘solo’ experience on the course, apprentices are asked to write to their sponsors let them know how the course is going. Riki Rapana, KF & WH Wech Bricklaying, wrote, “Outward Bound has built me up into a person who isn’t afraid

of a challenge, who can be put out of his comfort zone and has raised his confidence a lot. The best time I’ve had here hands down would have to be making snow angels at the top of Mount Duncan – the first time I’ve ever seen snow!”

If you’re currently an apprentice, have a serious think about Outward Bound and how you could benefit from this experience. Start planning to apply in 2016, when BCITO will once again be offering this outstanding opportunity.

Students building their own schoolA group of keen Level 2 carpentry students at Kaiapoi High School are currently building a Cultural Learning Centre which will mainly be used for Te Reo classes and Kapahaka practise at their school. The building includes a kitchen, dining area, staff office, mattress store, bathroom facilities and a meeting house/class teaching space.

The key message of the day was simple; we’re running out of people. As an industry, we are not geared to deliver on the amount of construction work in the pipeline. Alarmingly, the situation is set to get much worse as a large part of the industry enters retirement years, while fewer young people are available to take their place.

Presenters delivered the following sobering facts:

A Current and projected growth in Auckland is unprecedented.

A Demand in 2017 for new houses is 28,000. Currently we can only build 15,000.

A We need to build an accurate picture of the current skills and capabilities of each industry sector’s workforce in order to understand exactly how we’re going to meet future requirements and curb skills shortages.

A There is a shrinking pool of young people and school leavers from which to choose new recruits.

A Greater workforce diversity is required to be able to meet labour requirements.

A The industry’s skilled workforce is ageing quickly and exiting the industry.

A The current rate of industry training does not match demand, which will continue to grow.

A Industry needs to actively work to attract people and to keep them for a longer period of time. We need to make sure that people understand that construction offers a career – not just a job.

A Dale Williams, former mayor of Otorohanga – a motivational account of programmes Dale has been involved in to get young people engaged and into employment.

Overall a thought-provoking and interesting day was had by all who attended. BCITO would like to thank all those industry people who attended or contributed in some way to help make this day a huge success.

BCITO Skills Summit - building your people plan!To discuss the dire shortage of people in NZ’s construction industry, BCITO’s first ever Skills Summit was held in Wellington on 22 October. This was a special event where all industry sectors’ National Advisory Group members and other key stakeholders came together to consider the facts and find a way forward.

More than 100 industry people attended.

“This was an interesting, thought provoking day. The facts and figures, graphs and forecasts, put forward for the construction industry confirmed what most of us had been thinking. Seeing it all in actual black and white makes for in-depth thought on these matters,” Raewyn Saunders-Loder, Wanganui Concrete Contractors.

“The BCITO Skills Summit was a rewarding day of interaction. It was a timely undertaking to consider industry trends and issues with a wide representation of BCITO trade groups and interested parties,” Rob Cunningham, Stevenson & Williams Limited.

“I found the sessions on the skills shortages, demographics and employment vision most useful in helping our Association plan where it can best position itself to assist the industry,” Kari Pearcey, CEO, FloorNZ.

“It was encouraging to see so many participants in our industry in attendance. While we all know that things are busy at the moment and our people capacity is struggling to meet demand, having BCITO pull the industry together and deliver a fairly clear message that we’ll need to start taking action and putting their hand up to help was timely and needed,” Melanie McIver, Chief Executive, BBFNZ.

“A community without a Youth to Work strategy is not sustainable, much like an industry without a people plan,” Dale Williams.

“Industry needs to actively work to attract people to the industry and to keep them there,” Hon Dr Nick Smith, Minister for Building and Housing.

“Useful information combined with high quality analysis showed the group just how key it is that we all get behind growing the training base sooner, rather than later,” Brian Miller, CE, Master Painters New Zealand.

NZ Painting & Decorating Apprentice of the Year Awards

Held in conjunction with the Master Painters New Zealand conference in Wellington in June, and sponsored by Resene, regional award winners were:

A Northern - Mailefihi Pasakala, J R Webb, Auckland

A Central - Hona Spratt, Braddock Decorators, Wellington

A Southern - Imche Cole, Brown & Syme Holdings, Christchurch

The top performer and overall winner of the title ‘NZ Painting & Decorating Apprentice of the Year’ was Hona Spratt. Hona says, “My painting apprenticeship has changed my life so much for the better. I’m passionate about what I do and see a great future in this business for me.”

Hona is now a project manager with the company, is in charge of 8 painters and is responsible for delivering jobs on time and to a high standard.

BCITO Flooring Apprentice of the Year Awards

Held in Christchurch on 16 July. Coromandel flooring apprentice Stafford Moody of Fagans’ NZ Ltd from Whitianga won the Supreme Flooring Apprentice of the Year Award as well as being named BCITO Stage Three Flooring Apprentice of the Year.

This award was based on Stafford’s performance at the Allied Trades Institute while undertaking off-job training. Principal Tutor, Jeff Henry, says “Stafford worked tirelessly to hone his finishing skills and always showed good logic with his decisions.”

Stafford was “stoked” when he was named the Stage Three Flooring Apprentice of the Year. “It was a bit unexpected. There were two other classes and so you never know who is there and how good they are, but I’m very happy.”

Other award winners presented at the event were:

A BCITO Stage One Flooring Apprentice of the Year – Nathan Weston of Hays Carpet Laying, Hawkes Bay.

A BCITO Stage Two Flooring Apprentice of the Year – Richard Blomfield of Van Dyk Installations, Putaruru.

A BCITO Flooring Planning and Design Trainee of the Year – Paul Williams of The Flooring Centre, Riccarton, Christchurch.

A Villars Trophy - a special recognition award for outstanding commitment and dedication - Benjamin Meister of James Henry Joinery & Flooring, Upper Hutt.

Master Joiners Apprentice Awards

Held in Wellington on 27 June. David Irvine of Barrett’s Joinery Ltd, Timaru is this year’s recipient of the Ernie Jelinick Cup for the Most Promising Joinery Apprentice.

BCITO was also proud to sponsor the following awards at the event:

A People’s Choice 0-4,000 hours - Ashley Hollamby, Lee Brothers Joinery, Rotorua

A People’s Choice 4,001 – 8,000 hours - Michael Good, Peter Howley Joinery, Invercargill. BCITO supported Michael so he was able to attend World Skills in Sao Paulo, Brazil in August.

Glass & Glazing Association and Window Association of NZ’s Awards

Held in June in Auckland. Anthony Bergman of Metro Performance Glass, Christchurch is this year’s recipient of the Most Promising Glass & Glazing Apprentice award. Also presented at this event was the award for the Most Promising Architectural Aluminium Joinery Apprentice. Ashley Hooker of Frankton Aluminium Ltd was the proud recipient.

National Kitchen & Bathroom Association Conference

Held in Napier in early August. Gillian Flynn of Kitchen Inspirations in Pukekohe was presented with the Judy Bark Cup and awarded the title of New Zealand’s Most Promising Design Student 2015.

Registered Master Builders Carters Apprentice of the Year

Shaun Campbell of Nelson has been named the country’s top carpentry apprentice, taking out the national award.

On Friday, 9 October, the ten national finalists put their skills to the test in a demanding practical challenge where they were tasked with building a children’s playhouse, to be gifted to a local charity. Shaun’s playhouse won the judges over, and was donated to Head2Head.

Matt Booth, 24, employed by Excel Builders in Palmerston North, and trained through BCITO was placed second in the competition. Bryce Pemberton, 22 and employed by Fletcher Construction in Wellington and also trained through BCITO was placed third.

Campbell, 20, trained through BCITO and employed by Inhaus Developments has won the national title and a range of prizes including the use of a Ford Ranger Ute for a year courtesy of Carters, an iPad courtesy of MBIE and a fantastic range of tools.

The competition judges said that Shaun’s passion for building really set him apart.

“We were impressed by Shaun’s ability to convert his passion into quality work, and deliver in a commercial timeframe. He is a strong all-rounder who scored excellent marks across all stages of the competition,” they said.

His work in the practical challenge was of particular note, scoring very highly across all aspects. He is looking forward to one day taking over the company he works for, and the brand his father has built.”

The ten finalists from all over the country worked hard over the two days of the national competition, each undergoing a 45-minute interview with the judging panel, followed by the practical judging component in front of friends, family, charity representatives and the general public.

BCITO values the opportunity to share in celebrating all high achieving apprentices who aspire to be industry leaders of the future.

These events are a wonderful opportunity to catch up with employers and stakeholders around the country.

The best of the bestWinter may bring chilly and wet weather, but a big highlight for BCITO is that it’s also a season of celebrating our top apprentices.

BCITO staff have rubbed shoulders with the best of the best in many industry sectors at these celebrations. A huge congratulations and well-done to all BCITO high achievers.

It was also a week of celebrating the talent, skills and value of apprentices and the employers who train them across New Zealand.

During the week more than 50 events were held nationally, where secondary school students and their teachers got the opportunity to get up close and personal with the trades.

TVNZ’s Breakfast programme promoted Got a Trade Week every day during their weather forecasts. On the Wednesday, apprentice carpenter Cody Webby helped weather man Sam Wallace put together a luxury dog kennel live on television.

The completed ‘pooch penthouse’ was auctioned on Trade Me with the proceeds of $755 donated to the RSPCA.

This was one of the largest promotions

BCITO has ever participated in, and we’re

confident it has gone a long way towards

achieving its goal of inspiring young people

about the value of trades.

This is exactly what BCITO did on a major scale this year as part of Got a Trade Week. The BCITO Big Construction Tour 2015 took place on Thursday 27 August when more than 800 secondary school students and their mentors/teachers donned hi-vis vests and joined us to visit some of the country’s biggest construction sites and developments. On more than 20 buses, BCITO staff morphed into tour guides and introduced more than 50 employers who gave up their valuable time to host participants.

BCITO’s Big Construction Tour happened in Whangarei, Central, West and South Auckland, Hamilton, Tauranga, Gisborne, New Plymouth, Hawkes Bay, Palmerston

North, Wellington, Nelson, Christchurch, Dunedin, Central Otago and Invercargill.

Tauranga teen Connor McClelland came along well prepared in his worn-in work boots. “I’m keen for the building side of things, but it’s good to know all about the other trades as well. I’m just getting my experience stacked up for when I leave school and I’ve learnt heaps just from today,” he told the Bay of Plenty Times.

Along the way different student groups across the country all heard the same messages from employers involved in the Tour - if they are reliable, turn up on time and are good workers, then they’ll do really well. It’s a great attitude and work ethic that most employers are looking for

in an apprentice. The tour highlighted the physical and mental attributes that are needed to join a hard working industry and many employers offered students a chance to contact them in future to gain work experience. Employers involved got to meet career seekers who they may wish to take on, with some students now in discussions with them about the possibility of an apprenticeship in the near future.

We gained great media coverage across the country, which helped to spread the word that a trade apprenticeship is a viable, exciting and respected career choice that offers a successful lifestyle.

This event was such a success that it may well become an annual feature.

Got a Trade Week – 21-28 August 2015The nationwide campaign, Got a Trade Week, was invented and organised by a group of seven industry training organisations, including BCITO. Its main purpose was to raise awareness of workplace qualifications among jobseekers and their influencers.

BCITO’s Big Construction Tour – opens eyes to tradesThere’s no better way to create new apprentices than taking eager career seekers straight to the coalface and showing them what it’s really like to work in our industries.

“Got a Trade Week highlights just how wrong we’ve been when it comes to work and it offers real tangible hope in the area of jobs,” says Mike Hosking. “We need to wake up to the value of trades.”

“More than 800 secondary school students and their mentors/teachers donned hi-vis vests and joined BCITO to visit some of the country’s biggest construction sites and developments.”

“School leavers who decide they want to start an apprenticeship can be confident they won’t struggle to get work, there are so many great opportunities available. BCITO Big Construction Tour gets school leavers up close and personal with those opportunities and inspires them to take action,” Ruma Karaitiana.

A 1,670 people attended over 50 events in 34 industries

The pair returned in early June after

their five-month adventure in Antarctica

as support for Antarctica New Zealand’s

building team on one of the world’s

southern-most builds at Scott Base.

Originally due to return in April, and having

proven their skills, Antarctica New Zealand

extended their stay into the winter, where

they worked in constant darkness.

Blake and Peter were selected by the

Apprent-ICE programme to work on phase

one of a major upgrade of the Hillary Field

Centre. The $6.2 million project will be

completed during the next two construction

seasons to help research being delivered

by New Zealand’s Antarctic scientists.

Working on the Ice has its challenges –

for example you can’t just pop down to your

local hardware store when you’re missing

a part! Of course there’s also the challenge

of working in sub-zero conditions, Blake

and Peter experienced temperatures

ranging from 5degC to -48degC.

In their blog at Antarctica New Zealand’s

online portal, the pair wrote about the

difficulties of installing frozen GIB and

working inside in temperatures of -45degC

in a massive uninsulated disused hangar on

the edge of the sea ice. “I am working inside

and I’m wearing two jackets, two pairs of

sock and gloves, insulated overalls and

boots. You can’t work in these conditions for

very long without finding a really powerful

heater to sit by for a while,” Blake wrote.

In the harsh conditions, Blake and Peter,

supported by ten others, manually laid

18,000 paving blocks for the floor of the

hangar, put up new walls and framing,

put up more than 500 sheets of GIB and

installed ten triple-glazed windows upstairs.

Via a live video link from Scott Base,

they told the Certified Builders’ Association

annual conference about the conditions,

how they managed working in the dark

and talked about the excitement of seeing

the Aurora Australis.

Peter said, “In winter it’s pretty much

24-hours of darkness. Working in these

conditions can get pretty tiring. We focussed

on indoor work, such as wall lining, hanging

doors and joinery for the science labs

during that time.”

The Apprent-ICE is a scholarship partnership

that is designed to enhance awareness

of the building industry about Antarctica,

environmental considerations that

inform projects, and the interdependent

relationships required to work in one of

the harshest environments in the planet.

This opportunity was facilitated by

Antarctica New Zealand with the support

of Certified Builders Association, BCITO

and ITAB.

“With no TV at Scott Base, we did a lot of walking in our spare time – there is so much to see and so much history to learn. I was amazed to learn about the different types of science they do in Antarctica. The Hillary Field Centre is going to be a real asset to all the scientists once it’s completed,” Blake reported.

Twenty four schools went head-to-head in this year’s challenge. The teams had to not only design and build a playhouse to be gifted to a local community group, but also had to maintain a video diary and blog about their progress throughout the challenge at www.buildability.co.nz

Rotorua Boys’ High School’s impressive castle-themes playhouse was donated to Kidz Rock Early Learning Centre. The little people at Kidz Rock are absolutely chuffed with the new addition.

The Judges were extremely impressed with the quality of all of the projects this year, and particularly the winning entry.

“Rotorua Boys’ High School ticked all the boxes in the 2015 challenge. We were blown away by their project. Not only were research, design and build executed impeccably, but the story of their journey was clear for all to see on their blog.

“Their use of video and technology to present their story was very well done, and this was an important element of the challenge given the high rate of technology adoption in the construction sector today.”

Although Build-Ability is a competition, the real purpose behind the challenge is to get young people working together, whilst generating interest in the construction industry.

Rotorua Boys’ High School was awarded a $1,000 voucher for their Technology Department, a GoPro camera for their school and a ‘team shout’ for the team members.

Tamatea High School in Napier won the Best Decorated Playhouse Award. This award was sponsored by Dulux who donated paint products to the value of $1,000 to the school.

Entries into the competition have more than tripled since 2014, and that’s a real demonstration of secondary schools’ commitment to the construction industry.

Build-Ability is aimed to challenge students, and requires teams to have solid teamwork, skills on the tools and good record keeping on blogs. The challenge provides students with the opportunity to take ownership of their project and be heroes for their school.

Each team was mentored by teachers and supported by BCITO Skills Brokers.

BCITO will be running the Build-Ability Challenge again in 2016. As an added incentive to be involved, next year the competition will give schools the opportunity to incorporate BCATs Unit Standards into their build project and this will further cement Build-Ability’s relevance to the curriculum.
