(TBM) Single Track Tunnels and Station Boxes for the Green Line Project
Addendum No. 3
Pursuant to Clause 6.8 (Addenda) of the ITB, Bidders are hereby informed of the
following amendments to the Tender Documents.
This Addendum shall constitute an integral part of the Tender Documents and the
Contract.
All capitalized terms used and not defined herein shall have the meaning ascribed to such
terms in the ITB or the Contract.
Each amendment to the Tender Documents which is included herein replaces the relevant
part of the Tender Documents, or any previous applicable addenda, so amended.

11. Please amend Clause 31.4.2 as follows:
"31.4.2. In respect of Traffic Inspectors/Supervisors – NTA shall either:
31.4.2.1. Instruct the Contractor to engage a Nominated
Subcontractor and in respect of this specific nomination the
rate for overhead and profit shall be 3% of the applicable
invoices; or
31.4.2.2. Instruct the Contractor to engage its own subcontractor and
in respect of this engagement, the remuneration to the
Contractor for its actual costs as evidenced by invoices and
an additional 3% of such costs in respect of overhead and
profit, but together capped (including in respect of overhead
and profit) is fixed at the hourly rate of ILS 97.54 for day
shifts and ILS 109.88 for night shifts, per person (including
in respect of overhead and profit). These rates shall be
linked to the minimum wage fluctuations as adjusted by
Law from the Bid Submission Date.
It is clarified that this mechanism shall only apply to Traffic Inspectors /
Supervisors operating in temporary traffic arrangements.
All other traffic regulation, such as It is clarified that the cost of any traffic
inspectors, traffic controls and guards at the entrances and exits to the Site
and each part thereof, as required or shall be required, by NTA or any
Relevant Authority, are deemed to be included within the Accepted Price
Lump Sum Proposal."
The costs of Police personnel as approved as part of the Traffic
Arrangement Design by NTA and the Police shall be borne directly by
NTA. This shall not derogate from the Contractor's responsibility for the
coordination of such works and services with the Police.

"All works of the types included under Netivei Israel cost index Sections 51.3.2 (Road
Marking Works) and 51.3.5 (Temporary Traffic Arrangements for Safety in Work
Sites) shall be evaluated in accordance with applicable rates and prices extrapolated
from Netivei Israel cost index (the most updated version published on the Effective
Date), applying the Discount Rate.
All other works necessary for Temporary Traffic Arrangements and are not included in
either of the above provisions are deemed to be included within the Accepted Lump
Sum Proposal."

a) Mandatory Design Parameters:

Mandatory Design Parameters, which are:

2. These parameters are binding, and no deviation is allowed or shall be

b) Employer's Requirements and Technical Specifications

These include, for the purpose of the design, the following documents attached
to this Chapter 5:
DSM – Design Standard Manual - Attached in Appendix B.
Design Task Guide (מגדיר משימות) – Attached in Appendix C.

the Contract documents but forms an integral part thereof as published)
2. Technical Specifications: the technical requirements as detailed in Volume 4 of
the Contract Documents, excluding the drawings in Volume 4.
3. In developing the design, the Contractor shall adhere to the Employer’s
Requirements and Technical Specifications, adopting only such deviations
specifically approved by the Employer and/or the Engineer through the design
process described herein.
c) Reference Design
1. The drawings in Volume 4 Part XVI comprise the Employer's Reference
Design.
2. The Reference Design is for information only and is not binding.

20. Paragraphs 3 and 6 of Clause 5.3 shall be amended as follows:
"The Contractor shall review, adopt, and develop the Reference Design,
and shall prepare a staged Design Package Submission process. The
Contractor shall ensure that each Design Package submission is fully
compliant with the Reference Design Employer’s Requirements and
Technical Specifications and with the Employer’s design management
processes. "
6. "The Contractor shall collaborate with the Employer, Other
Contractors and their subcontractors nominated or otherwise,
including stakeholders and the authorities to develop the Reference
Design Employer’s Requirements and Technical Specifications and
submit Design Packages through a five-stage design process, as

A new clause 54.17.01.26 shall be added as follows:
"54.17.01.26 The Contractor may propose the use of a refurbished TBM under the
following conditions:
1. The refurbished TBM shall fulfil all the Technical Specifications
applicable to the TBM.
2. The refurbished TBM shall be refurbished by its original
manufacturer only.
3. The manufacturer shall certify in a written statement that the
refurbished TBM shall be completely refurbished to like-new
conditions with emphasis on the following components:
a. The main bearing life expectancy shall be at least two times the
expected working hours for the project.
b. Bearing seals shall be new.
c. The main gear shall be tested with penetrating liquid and shall be
certified as free of cracks or other defects.
d. The screw conveyor flight and casing shall be reconditioned "as new"
and free of wear and tear.
e. The cutting wheel structure shall be free of any damage with new wear
protection plates installed. Worn out cutter housing shall be replaced."

3.16.1.17 IWA letter LNL-2019 sent on Jan 22nd 2019 is attached as Appendix A to
this Chapter 1. The IWA instructions as detailed in this letter are relevant
as of the date of the letter. The letter is attached for information only and
does not bind NTA in any way. NTA gives no warranty that such
statements within the letter are correct, exhaustive or shall remain
applicable throughout the project. The Contractor shall have sole
responsibility for any coordination with IWA for the purposes of its design.
3.16.1.18 In the event of any change in the IWA priorities for disposal of water, the
Contractor shall not be entitled to any additional payment or extension of
time and the Contractor shall not be eligible to claim concerning this
change.
3.16.1.19 The water discharge fees are the responsibility of the Contractor. However,
in the event of an increase in the water discharge fees rate (as compared to
the fee rates at the Bid Submission Date) NTA shall be responsible for the

requirement in its design, construction-planning and scheduling."

"1.6.1 Surface preparation
On the surface of the walls making smoothing concrete layer including the
reinforcement bars acc. to structural engineer plans. The concrete layer will fill all the
gaps between the piles and cover them with about a 2 cm thick layer.
The concrete surface shall be smooth and cleaned properly of any dirt, dust, unbound
material residues etc. Segregation pockets shall be plugged with concrete repair
mixture according technical specification no.1, reinforcement bars shall be cute 2 cm
deep inside the concrete and plugged."
