Please be aware that the Ministry has encouraged such individuals, particularly municipal councillors, to take steps to be better informed about the drinking water systems over which they have decision-making authority. These steps could include asking for a copy of this inspection report and a review of its findings. HS-W2 is a 93.3 m deep bedrock well, drilled in 1994 equipped with a submersible pump. The well islocated within a municipal park with a tractor tire rim surrounding the well. The rim is to providephysical protection to the well from being accidentally knocked by maintenance vehicles.

In April 2005, unusually high turbidity was recorded in the raw water. Turbidity in the raw waterremains elevated and the cause of the turbidity is not known. Samples of the raw water have beencollected and analyzed for inorganic and microbiological parameters. Analysis shows no microbialcontamination has occurred and levels of inorganics remain unchanged. As part of the operatingauthority's increased vigilance over the situation they are collecting raw water samples weekly forbacteriological testing.

A ground level, single cell, concrete storage reservoir with a storage capacity of 400 m3 is situated atthe Murdoch Glen pumphouse. The water level in the reservoir is monitored by a ultrasonic leveltransducer. The reservoir is configured so that when the level drops to the well pump start level theSCADA system triggers the well pump to maintain an adequate quantity of treated water in thereservoir.

The distribution system is comprised of three different pressure zones. Interconnections permit waterto be transmitted from one pressure zone to another, including during emergency or fire fightingconditions.

The southern system (Pressure Zone 1) is comprised of the Point Clark pumphouse, the Blair's Grovepumphouse and the standpipe. The northern portion of the Lakeshore water works is divided into twopressure zones (Pressure Zone 2 and Pressure Zone 3). Zone 2 is serviced by the Huronville Southpumphouse. Zone 3 is serviced by the Murdoch Glen pumphouse.

The Lakeshore Water Works currently services a population of approximately 3,523 residing inapproximately 1,409 premises. The design of the waterworks is reported to be for a population of6,420 and for 2,568 residential lots. It should be noted that the Lakeshore area has a large seasonalpopulation and therefore, the demands are significantly higher during the cottage season.

Trunk watermains were constructed along the lakeshore area, including interconnection of all newsupply and storage facilities in 1996.

Several small private water systems used to operate in the northwest corner of the former Township ofAshfield, in an area known as Amberly Beach. These systems included the Courtney, Elliott, AmberlyBeach and the South Amberly Beach water systems.

In response to the need to upgrade the Courtney system, the owner opted to connect to theLakeshore (Well) Water System. The connection was completed in November 1998.

In 2005 the Township of Ashfield-Colborne-Wawanosh entered a water sampling and testingagreement with the Township of Huron-Kinloss. Huron-Kinloss has agreed to sample and testAshfield-Colborne-Wawanosh distribution systems, which receive all their water from the Lakeshorewater system, as if they were part of the Lakeshore water system.

Situated in the Point Clark area, the standpipe went into service in 1996. Constructed of bolted steel,the 102 ft high and 31 ft wide standpipe has an effective storage of approximately 1,500 m3. The high-lift pumps for the Point Clark pumphouse and the Blair's Grove pumphouse are automaticallycontrolled by the water level in the standpipe. The standpipe is surrounded by a chain-link fence toprevent unwarranted entry.

The Bell Rd. storage facility is a former pumphouse converted into a storage facility. It currentlyhouses water treatment chemicals and equipment. Piping still exists in this house to allow flushing ofthe distribution system and for water sample collection.

INSPECTION SUMMARYINTRODUCTION

The primary focus of this inspection is to confirm compliance with Ministry of theEnvironment legislation and authorizing documents such as Orders and Certificates ofApproval, as well as evaluating conformance with Ministry drinking water related policiesand guidelines during the inspection period.

The Ministry is implementing a rigorous and comprehensive approach in the inspection ofdrinking water systems that keys on the source, treatment and distribution components ofthe system as well as management practices.

This drinking water system is subject to the legislative requirements of the Safe DrinkingWater Act, 2002 (SDWA) and regulations made therein, including Ontario Regulation 170/03,"Drinking Water Systems" (O.Reg.170/03). This inspection has been conducted pursuant toSection 81 of the SDWA.

This report is based on a "focused" inspection of your system. Although the inspectioninvolved fewer activities than those normally undertaken by a detailed inspection, itcontained most of the elements required to assess key compliance issues.

Your system was chosen for a focused inspection during this inspection cycle becauseinspection findings over the past three years were such that the number of violations wereminimal or non existent, there were few or no orders issued to you that were of significancein the maintenance of water potability and there were no deficiencies as defined in O. Reg.172/03. The undertaking of a focused inspection at your drinking water system during thisyear's inspection cycle does not ensure that a similar type of inspection will be conductedat any point in the future.

SOURCE

The owner was maintaining the production well(s) in a manner sufficient to prevent entryinto the well of surface water and other foreign materials.

*

Measures were in place to protect the groundwater and/or GUDI source in accordance witha Permit and Licence or Approval issued under Part V of the SDWA.

*

CAPACITY ASSESSMENT

There was sufficient monitoring of flow as required by the Permit and Licence or Approvalissued under Part V of the SDWA

The owner was in compliance with the conditions associated with maximum flow rate or therated capacity conditions in the Permit and Licence or Approval issued under Part V of theSDWA.

TREATMENT PROCESSES

The owner had ensured that all equipment was installed in accordance with Schedule A andSchedule C of the Drinking Water Works Permit.

*

* The owner/operating authority was in compliance with the requirement to prepare Form 1documents as required by their Drinking Water Works Permit during the inspection period.

The Owner provided one (1) Form 1 for the installation of watermain on Jeater, Concession 12,Lake Range Drive, and Kennedy Road for this review period. This Form 1 is dated February 28,2013.Records indicated that the treatment equipment was operated in a manner that achieved thedesign capabilities required under Ontario Regulation 170/03 or a Permit, Licence orApproval issued under Part V of the SDWA at all times that water was being supplied toconsumers.

*

Records confirmed that the water treatment equipment which provides chlorination orchloramination for secondary disinfection purposes was operated so that at all times and alllocations in the distribution system the chlorine residual was never less than 0.05 mg/l freeor 0.25 mg/l combined.

*

The Operator-in-Charge had ensured that all equipment used in the processes wasmonitored, inspected, and evaluated.

*

TREATMENT PROCESS MONITORING

Primary disinfection chlorine monitoring was being conducted at a location approved byPermit, Licence or Approval issued under Part V of the SDWA, or at/near a location wherethe intended CT had just been achieved.

*

The secondary disinfectant residual was measured as required for the distribution system.*

Operators were examining continuous monitoring test results and they were examining theresults within 72 hours of the test.

*

All continuous monitoring equipment utilized for sampling and testing required by O. Reg.170/03, or approval or order, were equipped with alarms or shut-off mechanisms thatsatisfied the standards described in Schedule 6.

*

Continuous monitoring equipment that was being utilized to fulfill O. Reg. 170/03requirements was performing tests for the parameters with at least the minimum frequencyspecified in the Table in Schedule 6 of O. Reg. 170/03 and recording data with theprescribed format.

*

All continuous analysers were calibrated, maintained, and operated, in accordance with themanufacturer's instructions or the regulation.

*

The operations and maintenance manuals contained plans, drawings and processdescriptions sufficient for the safe and efficient operation of the system.

The operations and maintenance manuals did meet the requirements of the Permit andLicence or Approval issued under Part V of the SDWA.

LOGBOOKS

Records or other record keeping mechanisms confirmed that operational testing notperformed by continuous monitoring equipment was being done by a certified operator,water quality analyst, or person who suffices the requirements of O. Reg. 170/03 7-5.

SECURITY

* The owner had provided security measures to protect components of the drinking-watersystem.

The pumphouse/treatment buildings are posted,locked, have intruder alarms, and are visited bypersonnel almost on a daily basis.

CERTIFICATION AND TRAINING

* The overall responsible operator had been designated for each subsystem.

Mr. Lawrence (Laurie) Cox, Veolia Canada, is the designated Overall Responsible Operator (ORO)for the Lakeshore DWS. See Contacts at the beginning of this report.

* Operators in charge had been designated for all subsystems which comprised the drinking-water system.

Only certified operators made adjustments to the treatment equipment.*

WATER QUALITY MONITORING

All microbiological water quality monitoring requirements for distribution samples werebeing met.

All trihalomethanes water quality monitoring requirements prescribed by legislation wereconducted within the required frequency.

All nitrate/nitrite water quality monitoring requirements prescribed by legislation wereconducted within the required frequency for the DWS.

*

* All sodium water quality monitoring requirements prescribed by legislation were conductedwithin the required frequency.

The Owner's last sodium sampling was conducted on June 28, 2011 with a result of 46.6 mg/L. TheOwner/OA has notified the MOH of this result.

* All fluoride water quality monitoring requirements prescribed by legislation were conductedwithin the required frequency.

The Owner's last fluoride sampling was conducted on August 14, 2012 with results ranging from1.58 - 2.13 mg/L at all wells.This elevated fluoride is naturally occurring. The MOH is aware ofthese results.All water quality monitoring requirements imposed by the Permit and Licence or Approvalissued under Part V of the SDWA were being met.

* All sampling requirements for lead prescribed by schedule 15.1 of O. Reg. 170/03 werebeing met.

The Owner/OA was only required to test for pH and alkalinity in the distribution system until thesampling period December 15, 2013 - April 15, 2014. WATER QUALITY ASSESSMENT

* Records show that water sample results taken during the review period met the OntarioDrinking Water Quality Standards (O. Reg. 169/03), with the following exceptions:

The Owner's fluoride sampling at each raw water supply in the Lakeshore DWS exceeded theODWQS maximum of 1.5 mg/L. The fluoride is naturally occuring at this system.

REPORTING & CORRECTIVE ACTIONS

* Corrective actions (as per Schedule 17) had been taken to address adverse conditions,including any other steps that were directed by the Medical Officer of Health.

The Owner reported two (2) adverse water quality incidents (AWQI) during this review period. Boththese AWQIs were a low chlorine residual for proper CT calculation. Both these AWQIs werecaused by mechanical failure. One a pump failure and the other a blockage in the chlorine line.

These AWQIs were both resolved satisfactorily.All required notifications of adverse water quality incidents were immediately provided asper O. Reg. 170/03 16-6.
