Effective June 1, 2011, FortisBC commercial electricity customers will see changes to the way their rates are structured. This is a result of FortisBC’s 2009 cost of service and rate design application filed with the BC Utilities Commission (BCUC). After a year-long consultation process, including input from interveners, FortisBC received a decision from the BCUC which includes rate changes that apply to commercial customers. The changes, which are intended to encourage customers to reduce consumption, are revenue neutral to the company. In total, FortisBC will receive the same amount of revenue from its commercial customers, but some may pay more and some less under the new rates. Current FortisBC Electricity Rates New FortisBC Electricity Rates

Small Commercial Service (RS20)—The basic monthly or bi-monthly charge for customers on this rate remains the same. Prior to June 1, 2011, the small commercial rate for energy decreased in three steps, which resulted in the rate paid for electricity decreasing with higher consumption. Starting June 1, 2011, the rate paid for energy no longer changes with the amount used.

Commercial Service (RS21)—The basic monthly charge for customers on this rate remains the same. The rate paid for energy still declines with higher consumption, but there will only be two steps, rather than three.

Large Commercial Service - Primary (RS30)—The basic monthly charge for customers on this rate remains the same. The demand component of this rate has been increased and the energy rate has decreased.

Large Commercial Service - Transmission (RS31)—The basic monthly charge for customers on this rate remains the same. The demand charge for this rate has been split into a Wires charge and Power Supply charge. The monthly Wires charge is intended to recover the costs associated ensuring that infrastructure required to meet the peak loads of our large customers is

available and maintained, and will continue to be based on Billing Demand. The Power Supply charge recovers costs associated with the generation and purchase of the electricity required by customers and will be based on the actual peak demand in each month. The energy rate for this customer class has decreased.

Please note the naming of rate structures for FortisBC commercial customers has recently changed. Small General Service (RS 20) is now Small Commercial Service (RS 20). General Service (RS 21) has become Commercial Service (RS 21). Large General Service customers and Industrial customers have been renamed Large Commercial Service—Primary (RS 30) and Large Commercial Service—Transmission (RS 31).
