Introduction

2009 China Rally Longyou has been included in the FIA Sporting Calendar as the 7th round of FIA

Asia-Pacific Rally Championship (APRC). The event is sanctioned by the State General

Administration of Sport of China and the FIA, organized by Federation of Automobile Sports of

China (FASC), co-organised by the People’s Government of Longyou County, Zhejiang Province,

and will be held between 13 and 15 November at Longyou county in Zhejiang Province.

Longyou, which is one of the counties of Quzhou City, Zhejiang Province, is an important traffic

centre connecting adjacent areas. It is about 400 km from Longyou to Shanghai, the largest city in

China, 200 km from Longyou to Hangzhou, the capital city of Zhejiang Province, and about 300 km

from Longyou to Ningbo, which maintains a very excellent port ranking the 15th largest container

harbor all over the world. And highways are connected between Longyou and the

above-mentioned cities. Furthermore, it is convenient to reach Hangzhou Xiaoshan International

airport, Shanghai Pudong International airport, and Shanghai Hongqiao International airport

through highways. And there are international flights from these airports to main cities of Asia,

Europe and Australia.

Longyou has a long history and brilliant culture. It is 2231 years since the foundation of Longyou

Country. On one side, nature endows Longyou with mountains, hills, plains and rivers; on the

other side, peaks, cliffs, caves, stones, pools and lakes integrate the human culture into typical

sights with over 100 protection units of culture relics at municipal, provincial and national level.

Longyou Folk House Center in Jiming Hill which gathers many ancient buildings of the Ming and

Qing Dynasty, the Great Bamboo Sea of West Zhejiang in South Longyou, the Three-folded Cliff

and the ancient Zhaoqing Temple of the Tang Dynasty, are all loved by tourists.

The famous Longyou Grottos, featuring magnificent scale, scientific structure, exquisite

decoration and complicated puzzles, is praised to be an Age-old Mystery and the World Ninth

Wonder. Longyou Grottos, which is a state-level AAAA tourist attraction and important protection

unit of cultural relics at provincial level, is an excellent destination for tourists.

With the special gravel stages through the forest of bamboo, Longyou is competent to hold any

rally competition, and grand repute is received from competitors. This year the organizer chooses

some new special stages which will certainly add more fun to the event. Meanwhile, the sprint

rally field will also be used as the super special stage.

Retrospect

Since the introduction of FIA Asia Pacific Rally Championship (APRC) in 1997 into China, this event

has been successfully held for eleven years, which becomes an important international event in

China with more and more competitors from Japan, Malaysia, India, Finland, Denmark, UK, Italy,

Argentina, Australia, New Zealand, Hongkong, and Chinese Taipei to join in. The event also enjoys

a good reputation among the participants, which attracts many national and international media

to cover it.

Longyou Rally is also one round of our China Rally Championship (CRC), and it was successfully

held from year 2003 and 2005 before it was upgraded as an APRC event in 2006. During the last

three editions in 2006, 2007, and 2008, many good impressions were left for the participants

because of the competitive special stage and good facilities. We believe that for this year’s event,

more participants will join in and enjoy the rally.

In 2008, the competition is very hard and dramatic, and finally Cody Crocker from Motor Image

Rally Team won the rally with only 1 second advantage. We believe the 2009 event will still be a

fantastic one.

4.2 Criteria for acceptance of entries

Entrants, drivers and co-drivers of any nationality holding the appropriate international

competition license may enter China Rally as an APRC and Asia Cup competitor. International

competition holders must hold an authorization from their ASN(s) or obtain its stamp on their

entry form.

The maximum number of entries is 70.

Service park

5.1 Information about the service park

Only one service park is set up for the rally, which is about 300m from the Rally HQ, and can be

reached by the road book.

The service park will be open on 8 Nov.2009 (SUN). For International entries, early access is

allowed, but have to contact with the Permanent Secretariat in advance.

A Refueling area is set up at the exit of the service park during racing days, and the entry/exit are

marked by a signpost with a blue barrel.

5.2 Facilities at service park

Water, electricity power, toilet, guards, and garbage recycling will be served for the service park.

5.3 Special requirements

For environmental protection, please do not put anything on the grassland by the side of the

service park. And a carpet or similar one is needed for protecting the road surface when carrying

out service work in service park.

Auxiliary/meidia/VIP/spectator’s vehicle should be parked outside the service park.

Two way radio

2-way radios are permitted to be operated only on government controlled and designated

frequencies in The People’s Republic of China. Users must send the radio information (model

/quantity/frequency) to the Permanent Secretariat by Thursday 25 October, 2009. The following

frequencies are available for use:

150.275-150.375MHZ / 150.625-150.875MHZ / 151.575-151.925MHZ

7.2 Tyres

The Chinese Customs maintain a restrict control about temporary import/export tyres. Therefore,

for international entries, the quantity/model of tyres on the declaration form must keep the same

with the customs inspection, and ship the same quantity/model of tyres ex-China after the event.

Import of vehicles and spare parts

For your convenience, FASC will provide necessary assistance to facilitate the temporary import

and export of the equipments of all teams participating in China Rally, and will also liaise with

Customs for the temporary inspection office at the Rally HQ.

necessary Customs formalities in a timely manner, and to provide following services:

8.1 Customs clearance and delivery

In order to get Customs temporary import permit in a timely & accurate manner, you are kindly

requested to provide shipment detail list (incl. full description & quantity of vehicles, radios,

engines, tyres, spare parts) to the mentioned forwarding agent no later than 30 Sep. 2009,as 1-7

October is Chinese national holiday.

Please arrange shipment to arrive at the above mentioned sea/air port at least one week before

customs inspection date –which means, before 29 Oct. 2009.

Vital Note:

If shipment is failed to arrive at the above-required seaport or airport by the deadline stated above,

there would be extra cost occur and shipment may not be delivered as scheduled timetable to the

Rally headquarter.

It normally takes 5 working days for customs clearance after shipment arriving at the port, based

on sufficient documentation being provided to the forwarding agent, and takes 1 more day on

inland haulage to the Rally headquarter.

According to the Customs regulations, fuel import should apply import license in advance. The

organizer will arrange local supply of ELF WRF upon request, and if you have this kind of demand ,

please directly contact with the mentioned forwarding agent no later than 31st Aug 2009.

8.2.4 Insurance for land transportation

The forwarding agent will arrange Insurance for Land Transportation (port – Rally HQ) for all

Helicopters

No Helicopter is served for the rally.

Hospitality arrangements

10.1 The organizers provide charged picking up service from Shanghai airports (Pudong &

Hongqiao) and Hangzhou airport (Xiaoshan). For more details, please refer to Appendix 2.

10.2 Western food is served in the HQ hotel, and a KFC restaurant is close by the HQ hotel.

12.1 Procedure for registration

Please collect your recce plates and the recce card at the event Secretariat according to the event

program.

12.2 Recce schedule

Please refer to Appendix 7.

12.3 Direction

During the recce, it is forbidden to drive in the opposite direction of the rally under the pain of

exclusion.

12.4 Recce car

Recce car should conform with article 23 of 2009 FIA Regional Rally Championships Sports

Regulations.

During recce the tyres used must be designed primarily for normal tarmac use, and comptetion

use tyres of any type are forbidden. The tyres used during reconnaissance must not exceed a tread

depth of 8.5mm. Straight circumferential grooves may be no wider than 10mm, all other grooves

at any angle to the circumference may be no wider than 7mm. The wheel rims are free within the

12.5 Traffic infringement

A fine will be charged for traffic infringement during the recce, and serious infringements may lead

to exclusion.

Scrutineering, sealing and marking

13.1 The scrutineering will be held on 12 and 13 Nov. 2009. Concrete arrangement will be posted

on official notice board at 1900hrs on 11 Nov. Wednesday. Before the scrutineering, crews have to

complete the administrative checks within designated time.

13.2 The following should be present on scrutineering: scrutineering form, FIA homologation form,

spare turbo charger(s) and engine(s), triangle plate, competition equipment (FIA homologated

HANS, helmet, overalls, mask, gloves, long sleeve underclothes, socks, and shoes).

13.3 Before scrutineering, cars must be fitted with competetion number and advertisement from

the organizer.

13.4 An event official will inform the crew who will attend the final checks at the last service, and

these cars can be driven by team members to the final checks.

Shakedown

Location: SSS, 1.8km length, 17km from the service park

Date & time: 1530hrs 12 Nov. 2009 Thursday

*It is compulsory for all APRC or ARC registered competitors to take part in the shakedown, and

for those invited crews, the name list will be posted on the official notice board at 1900hrs on 11

Nov. 2009.

Opening ceremony

Location: Shiyuan Track (SSS)

Date: 13 Nov. 2009 Friday

A holding area will be set up from 1215hrs to 1245hrs on 13th November 2009 in the Parc Ferme

near the HQ. All competing cars will be convoyed to the venue of opening ceremony. Competition

cars must report to the holding area according to the schedule as follows:

From NO. 50 on 1235hrs-1245hrs

The location of the holding area is referred to the layout of the Rally HQ (Appendix 5, can be

1 Advertising

Advertising is permitted on the car subject to Article 10 of the FIA Rally General Prescriptions.

Competitors who accept the Organizers’ advertising must reserve on each side of the front of the

car, two spaces 15cm high x 25cm wide (A1 and A2) as indicated on the following diagram.

Competitors must reserve the space for APRC logo (A3).

For the content of organizer’s optional advertisement, please refer to supplementary regulations.

For advertisement on the front and rear windscreen, the height are respectively maxim 10cm and

8cm.

No restriction of tobacco advertisement on car body and competitors’ overall.

2 Insurance

2.1 Public Liability

The Public Liability including the Third Party Liability of the rally cars at the event is covered by the

Organizer. The insurance will come into effect from the reconnaissance on 11 Nov. 2009 and will

automatically expire at the end of the rally (Sunday 15 Nov. 2009) or at the moment of retirement

or exclusion from the event.

Limit of accumulative total compensation: RMB 15,000,000.00

Limit of compensation for each person involved in an accident: RMB 200,000.00

Limit of compensation for property loss in each accident: RMB5,000,000.00 (deductible: RMB

2,000.00)

2.2 Personal injury insurance and medical insurance

All national crews are required to have a minimum personal injury insurance no less than

RMB210,000.00 and a medical insurance no less than RMB40,000.00. For overseas crews, a

personal travelling insurance is required. Those insurance policies are required to be produced at

Registration and to be shown at Administrative Checks.

2.3 Compulsory Automobile Insurance

According to the government rules, a Compulsory Automobile Insurance (CAI) must be maintained

by all vehicles,including the ones temporarily imported. The service of CAI is available at the Rally

Office during the Administrative Checks with a premium of RMB150.00 per car.

2.4 Third Party Liability

The participant’s vehicles including the temporarily imported vehicles except rally cars at the event

is compulsory to have the local third party liability with a settlement of no less than

RMB100,000.00. The premium is RMB200.00 per vehicle. The insurance policy is required to be

produced at Documentation and Administrative Checks. The insurance service is also provided at

the registration. This insurance will come into effect from 00:00hrs the next day and will expire till

2400hrs on Monday 16th Nov. 2009.

2.5 Asia Emergency Assistant (AEA)

In an effort to ensure your safety, the Organizing Committee has authorized Asia Emergency

Assistant International Pte. Ltd. (AEA) to offer medical transfer service for overseas participants

during the Rally. All oversea team members including competitors and working staff are kindly

required to provide the medical insurance details. These will be crucial if utilizing medical service

offered by the Organizer.

3 Temporary Chinese driving license / temporary plate

In accordance with the Chinese Traffic Laws, any foreign citizens who need to drive in China must

apply for the temporary Chinese driving license. For participants who need to drive in China,

please send the photocopies of passports and valid driving license with four photos together with

the entry form to the Permanent Secretariat by post before 22 October 2009.

For all the temporary imported vehicles joining in the rally, a temporary plate is compulsory

needed. Please complete ‘vehicle information form’ (download from www.fasc.org.cn) , and

together with a picture of the car (9cmX6cm) to the Permanent Secretariat before 22 October

2009.

Please notice that the above mentioned license and plates will only be valid for the rally route

from 0000hrs 7th Nov. and expire at 2400hrs 16 Nov. 2009.

4 Testing

Team(s) that wish to test have to send the application to the permanent secretariat before

1700hrs 5 Nov. 2009 Thursday.

Testing will be held between 0830hrs and 1300hrs on 9-10 Nov. 2009 at Wucun/Chencun at a price

of CNY1000.00/car/half day.

5 Traffic

5.1 Driving safe

Please ensure you take extra care when passing through villages and towns whist traveling

between Special Stages. If driving during darkness take extra care to avoid vehicles and road traffic

that may not have adequate lighting.

5.2 Keeping right

Drive on the right hand side of the road.

5.3 Safety belts

It is compulsory for drivers and passengers to fasten the safety belt when driving in China.

5.4 Drunk driving is forbidden!

Police may stop your vehicle to take a random breath test. If you are asked to test, please

cooperate with the policeman.

5.5 Overtaking

Overtaking should be done from the left hand side.

5.6 Speed Limits and penalties

Throughout the rally, the crews must strictly obey the traffic laws of China. The speed limit except

in special stages are as follows:

* Through the towns and villages 50km/h

* In the areas of good visibility and light traffic 70km/h

* Follow the instruction of the traffic signs.

5.7 Penalty

1). Speeding of competition cars in the road sections during the running of rally

1st infringement: fine of RMB 1,000.00

From second one on, it will be submitted to the stewards of meeting for decision.

1st infringement: fine of RMB 1,000.00

2nd infringement: fine of RMB 2,000.00

3). Infringement card

An infringement card containing 3 coupons will be issued to all competitors at registration. This

card must be carried in the car all the times. For other cars, 1 infringement card will be delivered.

Please be aware that: For safety reason, it is requested that all participants should follow the route

of rally.

6 Rescue and recovery

the car back to the service park.
