The Australian Nuclear Science and Technology Organisation(ANSTO) is the centre of Australia’s nuclear science capabilities andexpertise, operating the nation’s only nuclear reactor, OPAL.

ANSTO has over 25 years experience in radiation safetymanagement, offering expert advice, services, consultancy andtraining tailored to the needs of each client. The organisation’sradiation experts monitor and provide advice on all aspects ofradiation safety in many applications and in compliance withrelevant Australian regulations and standards.

ANSTO staff maintain and operate many radiation facilitiesincluding OPAL, radiopharmaceutical research laboratories, aradiopharmaceutical production plant, waste managementoperations, gamma irradiators and a uranium processing pilot plant.

ANSTO’s radiation safety services include: • education and training courses• consulting in radiation protection monitoring and measurement• preparedness and response for a radiation or nuclear emergency• instrument calibration• gamma irradiation and high dose dosimetry services• systems safety and reliability consulting.

Education and trainingcoursesANSTO is Australia’s leading advisor onradiation safety matters and sets thebenchmark for radiation safety officer training.

The organisation maintains Australia's mostadvanced radiation safety and training facilitiesat its Lucas Heights site. Course participantsare offered a unique experience due to thewide range of radiation equipment used andactivities conducted on-site.

Course lecturers are practising specialists inradiation protection whose prime responsibilityis ensuring the safe operation of ANSTO’sfacilities and radioactive materials. ANSTOprovides advice, training and consultancyservices to ensure the safe and effective useof radiation in industry, mining, health care,education, research and other fields whereradiation safety is needed.

ANSTO regularly runs recognised radiationsafety training courses, as well as customisedtraining programs. These courses can be heldat ANSTO’s Lucas Heights site or the client’spremises. Clients are consulted to understandneeds and provide tailor-made programs to suitthe experience and requirements of the audience.

The ability to use actual radioactive materialsduring training courses means ANSTO canoffer a realistic learning experience. Ourlaboratories are designed for practicalinstruction covering:

• types and functions of radiation detectionand monitoring equipment

• dose rate surveys

• contamination and decontamination surveys

• safe use of X-ray devices including X-rayfluorescence (XRF) analysis equipment

• industrial gauges and devices.

On successful completion of the courseassessment, participants are issued acertificate recognised by State and Federalregulatory authorities.

ANSTO has collaborated with the InternationalAtomic Energy Agency (IAEA) in distancelearning programs and conducted trainingprograms throughout Asia and the Pacific.Australian clients have included CSIRO, NewSouth Wales Fire Brigade, Australian Army,Australian Customs, hazardous materials(Hazmat) teams, bomb disposal squads,hospitals, mining companies and various othergovernment and private organisations.

• know what to do when ‘things go wrong’when using radiation

Instrument calibrationAn important aspect of safety control comesfrom the provision of accurately calibratedionising radiation detection instruments that areregularly checked. To maintain the accuracy ofyour instruments it is essential to participate ina periodic calibration program based onapproved methods and standards.

ANSTO has a fully interlocked, purpose builtHealth Physics Instrument Calibration Rigwhich facilitates efficient and safe calibrationsof gamma and neutron dose rate meters.

With many years of experience in themeasurement of ionising radiation, ANSTOoffers a comprehensive radiation instrumentcalibration service to clients. This includes:

• a reliable service with expert adviceconcerning evaluation of instrumentperformance

• a service that meets the requirements ofFederal and State government regulators andinternational standards

• a short turnaround time

• accurate calibrations of radiation surveymonitors against Cs-137 sources of variousactivities traceable to the Australian Standardof exposure

• instrument response reports forcontamination monitors using wide areareference sources including Am-241 (alpha orgamma), Cl-36, C-14, Sr-90/Y-90, Pu-238, I-129, Cs-137 and Co-60.

Gamma irradiation and highdose dosimetryHigh dose irradiation service

ANSTO operates a cobalt-60 irradiator for smallscale irradiation of a wide range of products tovarious doses. Our unique facilities enable usto accurately deliver high doses of radiationwith a precision not achievable in industrialscale irradiators. Controlled dose rates andtemperatures allow users to test ideas, developapplications and perform irradiations under non-standard conditions.

High dose dosimetry service

ANSTO manufactures and calibrates radiationdosimeters for use in monitoring doses in highdose irradiation applications. Our dosimetermeasurements are traceable to the Australianstandard for absorbed dose. These referencestandard dosimeters can provide traceablecalibrations for routine dosimeters used by any provider of gamma irradiation servicesworld-wide.

Our dosimeters can be used to calibrate anygamma radiation field from small bloodirradiators to large industrial pallet or toteirradiators. Manufacturers of sterile medicalproducts may conduct quality control checks onthe dose delivered to their products inindustrial irradiators.

Dosimeters are manufactured followinginternational best practice for dosimetry (ISO17025 and ISO/ASTM standards for dosimetryfor radiation processing).

ANSTO provides a supply and measurementservice which supplies calibrated dosimeters tocustomers for irradiation and upon return adosimeter reading report.

In a highly regulated environment, ANSTO maintains a quality management system that complieswith the following licences, standards and guidelines:

TGA licence for the radiation treatment of therapeutic goods

APVMA licence for the radiation treatment of veterinary goods

AQIS licence for the radiation treatment of goods subject to Australian quarantine

Systems safety and reliabilityconsultingANSTO provides expert consultancy servicesand training in:

Risk analysis - ANSTO can assist with supportsafety case documentation, design reviews andtechnical risk studies for all aspects of riskassessment for complex facilities andsituations. Risk assessments can be completedusing either quantitative analysis for highconsequence hazards or qualitative analysisusing AS4360:2004 and similar techniques forroutine hazards.

Safety case preparation, hazardidentification and risk analysis – ANSTO canprepare hazard identification and documentedsafety cases to demonstrate duty of care (oradvise in-house). We can assist in determiningappropriate strategies for management of highconsequence events and general riskminimisation and advise on all aspects ofpreliminary hazard analysis, hazard andoperability analyses (HAZOP), risk assessment,rapid ranking, and other techniques to supportsafety cases.

Reliability, availability and maintainability(RAM) analysis - consideration of reliabilityissues from the concept stage helps achieveincreased asset utilisation and minimisedmaintenance support costs. Consideration ofmaintainability ensures rapid turn around in theevent of a failure to minimise downtime.Availability is achieved through a combinationof increased up-time and reduced downtime.Our reliability engineers can assist in reliabilityanalysis, reliability improvements, reliabilitypredictions, review of RAM contracts andreview of RAM deliverables by your contractors.ANSTO has expertise in failure modes effectsand criticality analysis, fault tree analysis, eventtree analysis, Weibull analysis, human factoranalysis, life cycle costing and simulation.

Design review support - the most cost-effective time to improve reliability, safety,operability and maintainability is when thesystem is just a concept or is still on thedrawing board. New designs often repeat manyof the problems of earlier versions. A formalreview process is an excellent method ofensuring that experience is incorporated intonew designs, the most cost-effective approachis adopted, the design is fit for its purpose and

the risk is as low as reasonably achievable. Wecan facilitate design reviews, risk rankingworkshops and HAZOP.

Other areas where we can assist are systemcriticality assessment, root cause analysis,failure impact analysis, Pareto analysis, lifecycle costing, maintenance management,sparing and insurance spares analysis.

Engineering asset management - ANSTOalso provides tuition in systems reliabilityengineering within the University ofWollongong post-graduate courses inEngineering Asset Management. This subjectprovides a working knowledge of the reliabilityengineering philosophies, tools and techniques underpinning systems engineering andengineering asset management.
