The Board of Stewards of the Hyderabad Race Clubresolved to publish the following Notices.
USE OF WHIPS
1. Only shock absorbing whips as approved by theStewards shall be used by Jockeys in races andduring track work.
2. No person other than a licensed jockey shall use awhip in a race or during a training session of a racehorse.
3. The whip shall be used by licensed Jockeys andshall not be used other than on the quarters in either theforehand or the backhand position or down the shoulderin the backhand position. Further the whip shall not beused with the whip arm above the shoulder height.
4. The whip in a single race shall not be used morethan eight times, provided the Stewards are satisfied that the use of whip in the excess of the specifiednumber was expedient in the interest of safety.
5. Not withstanding the above, the whip shall be used inthe following manner.
a) Showing the horse the whip and giving time to
respond before hitting it.
b) Using the whip in the backhand position for a
reminder.
c) Having used the whip, giving the horse a
chance to respond before using it again.
d) Keeping both hands on the reins when using
the whip down the shoulder in the backhand
position.
e) Using the whip in rhythm with the horse’s
strides and close to its side.
f) Swinging the whip to keep the horse running
straight.
6. Contravention of the above regulations by theJockeys will entail the following punishment.
a) First offence during the Fine of Rs.3,000/- Meeting to the Jockey
b) Second offence during Fine of Rs.5,000/-the Meeting to the jockey
c) Third offence during Suspension ofthe Meeting Jockey’s license for
a period coveringtwo Race days
d) Fourth offence during the Withdrawal of theMeeting whip for the Meeting
which may becarried forwardto the next meetingat the discretion ofthe Stewards.
7. If a horse after a race shows any evidence ofimproper use of the whip, it shall be treated as anoffence, irrespective of the number of times the jockeyhas used the whip.
8. If the Stipendiary Stewards are of the opinion that ajockey has used a whip improperly, the horse will besubjected to examination/re-examination by theVeterinary Officer at any time within the period of eighthours after the race.
The Stewards further resolved that all Apprentice Jockeys/Riding Boys are prohibited to use/carry a whip duringmorning track work.
Trainers are requested to ensure especially in case ofApprentice Jockeys that this is strictly adhered to.
NOTICEThe Board of Stewards,Hyderabad Race Club, at their
meeting held on 3rd January 2011, resolved to adopt thefollowing norms in the imposition of punishments to pro-fessionals as also the proposed format to be followed dur-ing Racing Enquiries, as under and to implement the samewith immediate effect.

NOTICE
The Board of Stewards Hyderabad Race Club attheir meeting held on 25-12-2007 resolved to AmendRule 100 v (h) of the HRC Rules of Racing as under:
Rule 100 v (h)Indian jockeys or any apprentice who shall
have been granted permission to ride in races under theprovisions of this rule 100 (v) (a) shall be entitled from thedate of receiving such permission while his apprentice-ship continues to claim in any handicap flat race run at anymeeting held under the rules of racing an allowance onthe following scale :-If he has not ridden 10 winners ....5 kgs.,If he has ridden 10 winners but has not ridden 20 winners ....3.5 kgs.,If he has ridden 20 winners but has not ridden 30 winners ....2.5 kgs.,If he has ridden 30 winners but has not ridden 40 winners ....1.5 kgs. “After riding 40 winners or attaining the age of 25 yearswhichever is earlier, they are not entitled toclaim any allow-ance. Provided, however, that an apprentice jockey/Indianjockey may claim the same allowance during the race daywhich he/she was entitled at the beginning of the race day.
The change in allowance as per the scale will take effectfrom the subsequent race day.”
(i) winners ridden by an apprentice, at a recognizedmeeting after he has been apprenticed shall for the pur-poses of Rule 100 (v) (h) be included in the count. In theevent of dead-heat each horse running a dead-heat isdeemed to be a winner.

The Board of Stewards Hyderabad Race Club at their meet-ing held on 8th March 2015 resolved to amend Rule 146 ofHyderabad Race Club Rules of Racing as under, Rule146. If a rider intends to carry overweight, he must declarethe amount thereof at the time of weighing out, or , if indoubt as to his proper weight, he may declare the weight ,he intends to carry. Provided however , that he shall notcarry more than 2 Kgs, overweight except with the priorwritten permission of the Stewards.

The Board of Stewards, Hyderabad Race Club at theirmeeting held on 20.10.2017 resolved to approve thefollowing norms for horse/s with drawn on Medicationgrounds: “ if the number of runners in a race (other thansweepstakes race) are reduced to less than 8(upto 1400metres) and less than 6 (1600 metres and above) afterthe acceptances on account of withdrawl of horse/s dueto medication or if there is a division of race because ofthe horse which has been withdrawn on medicationgrounds, then the concerned trainer/s of the withdrawnhorse/s will be find a sum of Rs.20,000/- per horse and/or any further action as deemed fit by the Board ofStewards.”

To,All Trainers
The Stewards of the Club at their meeting held onDecember 16, 2007 resolved that all the races scheduledto be run will be kept open for foreign jockeys. However,foreign jockey/s riding at this center will not be eligible toaccept mounts in more than 50% of the races scheduledfor the day.
With regard to the above, a self declaration fromthe foreign jockey/s will be obtained in writing that theywill not accept rides in more than 50% of the races, shouldthey accept more than 50% of rides ,the number of ridesaccepted in excess of 50% wil be deemed void and thejockey shall be liable to disciplinary action as deemed fit.The concerned trainer will be allowed to declare anotherjockey.
Further, please note that the foreign jockey/s willbe allowed to accept only 4,5 & 6 rides in races in case of7,9 & 11 races respectively being scheduled for the day.
However,the foreign jockey/s are permitted to ride in50% of the cumulative number of races on two consecutiverace days subject to they being engaged on both days.

Shifting of Draw Numbers in case ofwithdrawal of horse/s
In case o f a horse/s be ing wi thdrawnafter declarations and before the post-time but notafter the first horse is loaded by the starter, thehorse/s drawn on outside of the withdrawn horse/s will be shifted-in without changing the drawnumbers originally allocated to those horses so thatthere is no empty stall left in-between.
For eg : “X” horse drawn (5) is withdrawn, then thehorses drawn on its outside shift-in leaving no va-cant stall in-between and the draw numbers of outerhorses remain unaltered, the draw numbers then be -1,2,3,4,6,7,8 so on.

CONDITIONS OF LEASE(w.e.f 1-1-2013)
(Under H.R.C. Rules of Racing)1. The minimum period of lease in respect of two year old horses
to be registered under the HRC Rules of Racing shall be uptothe 15th of December of that particular year and on expiry ofthe lease the period of extension /re-lease shall be for a mini-mum period of 3 months from the date of expiry of the lease.

NOTICEThe Board of Stewards have resolved that w.e.f 21/10/2014 in case an owner/s intends to shift his/herhorse/s from one trainer to another trainer will bepermitted subject to the condition that his / herhorse/s are with not more than two Trainers whentransferred. OWNING AND RACING OF HORSES BY
TRUSTS.
1. Under the HRC Rules of Racing a “Trust” (Private or
Public Trust) will be permitted to own and race horses.
The Trust / Trustees of a Trust shall at all times be
subject to the applicable provisions of law in force
from time to time and shall at all times ensure
compliance of the same.
2. The Stewards of the Club shall have complete
discretion whether to approve a Trust to own and race
horses or not and the Stewards shall not be required
to give any reasons for their decision. The Stewards
of the Club may grant approval to the Trust to own and
run race horses for specified period only and on terms
that may be stipulated by the Stewards of the Club.
The applicant Trust will have to furnish to the Club,
together with its application form, the following
documents:-
(a) A list of the names of the Trustees of the Trust
and address/ registered address of the Trust
and its Trustees.
(b) A true certified copy of the Trust Deed and
registration number of the Trust, if registered. If
the Trust is not registered, a declaration by the
Trustees stating that the Trust is not registered
under the applicable Act and a Pan card copy of
the trust.
(c) Its latest Statement of Account and solvency proof
given by the auditors of the Trust.
3. Before giving their approval to any Trust to own
and race horses, the Stewards of the Club must
be satisfied that none of the Trustees of the Trust
is/aredisqualified person/s under the Rules of
Racing of any recognized Turf Authority and may
impose upon the Trust such terms and conditions
and / or require the submission of such
documents as they may deem fit, including but not
limited to the following :-
a. The submission to the Club on or before end of
financial year or as early as possible thereafter,
every year, a true certified copy of each of the
following :-
(i) All amendments to the Trust Deed
effected during the last twelve months ending 31st
March next preceding; and
(ii) The latest Statement of Account and
solvency proof given by the auditors of the Trust.
b. Information as to change (if any) in the constitution
of Trustees of the Trust or address / registered
address of the Trust / Trustees, immediately on
such changes taking place.
c. Intimation to the Club of the appointment of
“Nominated Persons” and “Authorised Agent/s” of
the Trust in the manner provided in these Rules.
The Authorised Agent/s and Nominated Persons
shall be deemed to have been duly authorised
and empowered by the Trust to carry out such
duties, obligations, responsibilities etc. on behalf
of the Trust as provided in these rules and Rules
of Racing as may be amended from time to time.
Approval/ disapproval of Nominated persons/
Authorised Agent/s shall be at the sole discretion
of the Stewards.
4. The Stewards of the Club may, in their absolute
discretion at any time, and without assigning any
reason thereof, withdraw their approval to the Trust
and / or its Trustees to own and run race horses.
Without prejudice to the foregoing, the Stewards of the

Club shall also be entitled to withdraw their approval
to the Trust to own and race horses if :
(a) any Trustee of the Trust is or becomes a
disqualified person under the Rules of
Racing;
(b) the Trust fails to furnish to the Stewards
of the Club, within a reasonable time,
such correct information as they may
demand from time to time;
(c) the funds / assets of the Trust are
transferred to another Trust;
(d) the Authorised Agent/s of the Trust as
hereinbelow defined is or becomes a
disqualified person;
(e) if the object of the Trust shall cease to be
to own and race horses;
(f) the Trust fails to ensure compliance of
any applicable provisions of law; or
(g) any dispute(s) arise in the Trust or
between its Trustees and the same not
being resolved by the Trust or its Trustees.
5. A horse may be entered and run in the name of the
Trust only and the Trust shall not own a horse(s) in
partnership with any other type of ownership.
6. A Trust shall be entitled to exercise the rights and
powers as the Owner of a racehorse only through its
Authorized Agent. No horse owned by a Trust may be
entered in a race or fulfill any engagements unless
there is an Authorized Agent of the Trust.
7. The Stewards of the Club may at their absolute
discretion at any time, and without assigning any
reason thereof, withdraw their approval of any Authorized
Agent and cancel his registration. Without prejudice
to the foregoing, registration of the Authorised Agent
shall automatically stand cancelled if :
a. the Authorized Agent is or becomes a
disqualified person within the meaning of a
disqualified person as defined in the Rules of
Racing of the Club;
b. the Authorized Agent is or becomes or is
adjudicated an insolvent;
c. the Trust ceases by virtue of transfer of its
funds / assets etc. to another Trust or becomes
defunct; or
d. the Trust ceases to be the Owner of any
racehorse at the time of renewal each year i.e.
1stApril.
8. The registration of an Authorised Agent of a Trust will
be cancelled at the request of the Trust, if Intimation of
such request is given to the Club by the Trust through
its Nominated Members.
9. None of the Trustees of the Trust shall be entitled to
raise any dispute/s as regards the validity of such
Intimation given by the Trust to the Club at any time
and the Club shall at all times be entitled to act upon
such Intimation from the Trust. The Club shall not be
liable for any disputes/ legal disputes of the Trust /
trustees and the trustees shall settle/deal with the
disputes/ legal disputes arising anytime during the
validity of the Trust’s ownership of horses and racing.
Notwithstanding the responsibilities of the Nominated
Members, the other Trustees of the Trust shall also
be equally responsible and liable to attend and
depose at any enquiries or proceedings of the Club,
either jointly or severally, as and when required by the
Stewards of the Meeting or the Stewards of the Club
or the Board of Appeal. Any decision or order rendered

by the Stewards of the Meeting / Stewards of the Club
/ Board of Appeal shall be binding on the Trust as also
on all or any Trustees of the Trust as applicable,
irrespective of whether or not the other Trustees
attended before the Stewards or the Board of Appeal.
10. A horse owned by the Trust shall be entered and run
only in the name of the Trust and the Official Race
Card will state the Ownership of the horse only in the
name of the Trust.
11. The Trust shall register its own racing colours in its
name.
12. The Trustees of the Trust shall be deemed to have
authorized the Nominated Members with the following
powers, duties and responsibilities: -
(a) to buy and sell as per applicable rules
pertaining to buy and sell of horses for
the purpose of racing;
(b) to appoint an Authorized Agent/s for the
following purposes:-
(i) to enter, withdraw or scratch any horse,
owned by the Trust;
(ii) to defray such charges as are required
for training, entering such horses in
races, Jockey’s mount fees and such
other expenses as are required from
the account of the Trust;
(iii) to apply for a name or for changing the
registered name of a horse owned by
the Trust, if permitted;
(iv) to apply for registering the racing
colours of the Trust; and / or
(v) to carry out all such other acts/duties
as permitted or required under the
Rules of Racing of the Club.
13. The account of the Trust will be maintained by the
Club in the name of the Trust only. The Club shall
not be responsible or liable in any way for any
financial arrangements made or regarding any
internal management / administration of the
Trust or its Trustees.
14.(a) Should the Trust be placed on the Unpaid Forfeit
List, the ban will apply to the Trust only and all
the provisions relating to the Unpaid Forfeit List
contained in the Rules of Racing of the Club
shall be applicable to the Trust only and not to
its individual Trustees. The Club shall however
be entitled to recover monies due / outstanding
from the Trust by auction of the horse(s)
belonging to the Trust.
(b)Where any Trustee of the Trust is in breach of
Rule 41(n) of the Rules of Racing or is posted
on the Unpaid Forfeit List for any horse/s owned
wholly or partly by him, notice period of 30 days
shall be given to the Trust to either call upon its
Trustee to pay up his/her dues or to cause such
Trustee to be removed from the Trust within the
aforesaid notice period of 30 days, failing
which, upon expiry of the notice period of 30
days, the Trust shall be liable to action under
the Rules of Racing and which action shall
include sale by Public Auction of the horse/s
owned by the Trust. Without prejudice to the
generality of the foregoing, the Stewards of the
Club shall have power to take action against
such Trust as they may in their absolute
discretion think fit and which action may include
withdrawal of the approval granted to the Trust
to own and race horses and/or cancel the
registration of the Trust to own and run race
horses.
15. It is also clarified that none of the provisions herein
contained affect or derogate from the powers of
the Stewards of the Meeting / Stewards of the

Club contained in the Rules of Racing and Articles
of Association of this Club. Without prejudice to
the generality of the foregoing, the Stewards of
the Meeting and the Stewards of the Club have
the power to decide on all or any matters
pertaining to Trust and the Club and their decision
in the matter shall be final and binding on all
concerned. The Stewards of the Meeting /
Stewards of the Club shall not be required to give
any reasons for their decision given in any matter.
If any question arises which, in the opinion of the
Stewards of the Club is not provided for by these
Rules, the Stewards of the Club shall be entitled
to take their decision in the matter and incorporate
such further Rules as may be required from time
to time.
16. The Stewards of the Club have power to add, modify,
delete or amend at any time and at their sole
discretion the Rules contained herein and all the
Trustees of the Trust shall be deemed to have
agreed to be bound by such amendment or
alteration which shall apply to the Trust.

The Board of Stewards at their meeting held on27th January 2014,resolved to amend the normsfor issue of Jockey’s License under the HRCRules o f Rac ing as under : -Rule 100 (vi) :“A” Jockey’s License / permit : Issued to Jockeys /Apprentices and Apprentice who have qualified from theJockeys School of HRC and who are based atHyderabad and are insured by the HyderabadRace Club subject to the following and also inaccordance with the Rules of Racing. The periodof Jockey’s License will be for the Racing Season(i.e.1st of April to 31st March of the following year)only.
1 . I f t he re a re no s uspens io ns /disqualifications being imposed by a recognizedTurf Authority, the Jockey’s “A” License/ permitmay be renewed when applied for by an applicantsubject to he/she has ridden atleast 25 mountsin the previous racing season unless otherwiseexempted by the Stewards of the Club.

1. I acknowledge that when riding under the rules ofRacing and Regulations of Hyderabad Race Club,there is a very high risk of injury to me incomparison to other sporting activities and thatsuch risk can come from other riders and horsesor otherwise. I accept that by taking part inhorseracing under the Rules of Racing, myphysical safety could be endangered and thatneither the Hyderabad Race Club (HRC) nor theOrganizers have a responsibility to assess theskill and experience of the riders and horsestaking part.

However, I agree with the calendar notificationthat I shall ride 50% of the cumulative number ofthe races on two consecutive race days subjectto me being engaged on both days.

known or shown on records which could berelevant to the decision to grant me a license ornot. arrive and check-in into the jockeys room atleastone hour before their first ride of the day.
2. On race days, Jockeys and Apprentice jockeys hav-ing riding engagements will not be permitted toleave the jockeys room until they have completedall their riding engagements for the day.

3. Permission to leave the jockeys room must beobtained from the Stipendiary Stewards or theirrepresentative.
4. Jockeys having riding engagements are requiredto be checked out. Once a jockey has beenchecked out of the jockeys room, he will not beallowed to re-enter the jockeys room unless withprior permission of the Stipendiary Stewards.
5. All jockeys riding in the last race are required toremain present in the jockeys room until givenpermission to leave by the Stipendiary Stewards.
6. Jockey and Apprentice jockey may not frequent theweighing room and the jockeys room expect inthe course of their racing duties.
7. No Jockey is permitted to have a valet in the Jock-eys room and Jockeys room will be strictly for Jock-eys having riding engagements. Trainee appren-tices may be permitted to help the Jockeys in theJockeys room.
8. Jockeys who do not have riding engagement forthe day must not use the Sweat box.
9. All Jockeys must weigh in after the race irrespec-tive of where they finish in a race.

DEFERMENT OF COMMENCEMENT OF SUSPENSION OFJOCKEY’S LICENSE
The Stewards of the Club at their Meeting held on 3rdSeptember. 2012 have resolved to implement deferment ofcommencement of suspension of Jockeys License toenable a Jockey to ride in a Grade 1 race if found guilty ofCareless Riding/Improper Riding offences where thesuspension imposed is to maximum of 4(four) race days.
The Stewards have decided to follow the under-mentioned norms with regard to the captioned subjectmatter.
1. Deferment of commencement of suspension ofjockey’s license will be applicable for punishmentmeted out for Careless/Improper riding cases only.
2. A deferment of commencement of suspension willbe applicable if a Jockey has a riding engagementfor a Grade 1 race to be run under H.R.C. Rules ofRacing only and at the absolute discretion of theStewards.
3. Suspension once coming into effect will not bestayed and recommenced to permit a Jockey toride in any Grade 1 race.
4. The Jockey must submit to the Stewards in writingconfirming his riding engagement in a Grade 1race and that the Jockey may not be permitted toride in any other race should he fail to fulfill hisriding engagement in the Grade 1 race on that day.
5. The deferment will be entertained for a maximumof only one Grade 1 race at a time.
6. The period of commencement of suspension shallbe effective from the next HRC’s race meeting.

Rule 10-para 2
The Stewards of the Club shall have at all timesand from time to time to reduce or vary the stake money ofany race/s or even cancel a race/s, even after publication/ advertisement of the stake money of such race/s, if inthe opinion of the Stewards of the Club it becomesneces sary / expedient to do so on any ground includingnon - payment and / or part payment by a sponsor of thesponsorship amount dues agreed to be contributed for asponsored race. The Stewards of the Clubat their absolutediscretion as deemed fit may reduce the stake money ororder cancellation of any race/s.
No person shall be entitled to raise any dispute onthe decision of the Stewards of the Club and allpersons shall be bound by such decision.
Rule 186 :A race may be declared void if the number of entries
required by advertisement is not obtained or (when there isno such required number) if there are less than three en-tries in separate interests.
The Stewards of the Club shall have at all times andfrom time to time to reduce or vary the stake money of anyrace/s or even cancel a race/s, even after publication / adver-tisement of the stake money of such race/s, if in the opin-ion of the Stewards of the Club i t becomesnecessary/ expedient to do so on any ground includingnon-payment and / or part payment by a sponsor of thesponsorship amount dues agreed to be contributed for asponsored race. The Stewards of the Club at their abso-lute discretion as deemed fit may reduce the stake moneyor order cancellation of any race/s.

When a Cup/Plate or any stakes is advertised to berun for, it shall be given in the event of a walk-over. Providedthat when a walk-over is the result of anagreement by the owners of horses engaged neither aCup/Plate nor any portions of the stakes need be given.
Rule 30 :
The Stewards have full power to make (and if neces-sary to vary) all such arrangements for theconduct of the meeting as they may think fit, and underurgent necessity, they have power to abandon themeeting or to abandon any race/s to postpone oradvance any race/s to any other day in the same or thefollowing week.Rule 34 :
Should the Stewards authorise the
abandonment of a meeting or the abandonment or
postponement or advancement of any race/s, or vary in any
way the programme as originally advertised, they shall,
without delay, report to the Stewards of the Club their rea-
sons for doing so.Rule 41(g) :
To order the advancement or cancellation or aban-donment or postponement of any race/s or race meetingand to Sanction additional dates or frame new race/s forany meeting and to make all such arrangements for themeeting as they may at their sole discretion think fit.Rule 126 :
A Jockey shall not be weighed out for any horse for arace unless there have been paid within such time fixed bythe Stewards of the Club from time to time and notified inthe Racing Calender (i) any stake, forfeit,entrance money or any fee payable by the owner or nomi-nator in respect of that race and (ii) all arrears due fromany person for such horse, or due for the same or anyother horse from any person by whom such horse is whollyor partly owned, or in whose name or under whose sub-scription he is entered and (iii) the Jockey’s fee.

The Members of the Board of Appeal shall at theirmeeting elect from amongst themselves a Chairman ofthe Board for every appeal.

Rule 46(b) :
Fines imposed by the Stewards of the Meeting/ Stewardsof the Club shall become payable with in the time limitstipulated by the Stewards of the club from time to time andnotified in the Racing Calendar. Punishments of suspen-sion etc. imposed by the Stewards of the Meeting / Stew-ards of the Club shall become effective after the expiry ofnine clear days from the date of the punishment beingmade known, or after such longer period as may be stipu-lated by the Stewards of the Club.
However, in case of action taken on detection of drugs orfor gross indiscipline or misconduct or in a situation ofgrave law and order or corrupt/ fradulent practice, the pun-ishment shall take effect immediately unless otherwisestipulated only in respect of action taken on detection ofdrug/s.

In event of a horse/s being shifted / transferred from OneOwner / Trainer to another Owner/Trainer the followingwill apply:-
1. The horse/s shall be shifted subject to fulfill-ment of all norms/ regulations as published in the HRCRacing Sheet Calendar.
2. In case the Transferee (Owner / Trainer) re-quests Transferor that the horse/s has to be examined ,then the horse/s shall be brought to the Veterinary Depart-ment by the concerned Trainer and after the Vaterinaryexamination horse/s shall be handed over to the Trans-feree (Owner/Trainer).
3. In case the Transferee (Owner/Trainer) de-sires that the horse/s has to be sampled then he/she shallinform the Transferor (Owner/Trainer) prior to handing overand then send a request letter to the Club for sampling .The Sampling card shall be signed by the Transferor asper the norms of sampling.
4. The sampling will be done at the cost of theOwner/Trainer concerned who requests for sampling
5. In case of a urine sample testing positive forprohibited substance/s , then the action as deemed fit asper the medication norms/rules shall be initiated on theTrainer who was incharge of the horse/s prior to transfer.
6. Once a horse/s is sampled, it shall not beallowed to run in races until the result is declared nega-tive.

Rule127:
An unpaid forfeit list shall be kept at the office and shall bepublished in the Racing Calendar. It shall Include all ar-rears which have been notified by the Secretary orStewards or as otherwise provided under these rules andshall state the name of the person/s from whom and thehorse in respect of which the same are due. The term “ar-rears” in this Rule means and includes all dues and un-paid entrance money, forfeits , stakes, Sub scriptions ,fines , fees , sponsorship money , monies due andpayable on account of young stock taken on lease orpurchased from the Club by any person or any monies dueand payable to the Club on any other account.
Arrears which have been so published must be paiddirectly into the Club and until so paid , the names ofsuch persons or horses shall not be removed from the list.

All Owners/Trainers/Breeders.
The Board of Stewards at their meeting held on 19th
November 2012 have resolved to amend the condition of
the lease which now reads as under.
“ The minimum period of lease in respect of 2 year old
horses to be registered under the HRC Rules of Racing
shall be upto 15th of December of that particular year and on
expiry of the lease, the period of extension/re-lease shall be
for a minimum period of 3 months from the date of expiry of
the lease .
Further, any lease period to be registered under the HRC
Rules of Racing in respect of 3 year old horses and upwards
shall be for a period of 3 months.
The above notification will come into effect from 1.1.2013.
The above notification supersedes all circulars issued
earlier.

Alcohol testing of riders
The Stewards of the Hyderabad Race Club as apolicy to ensure that Horse racing is conducted freeof drugs/ alcohol have resolved to notify all jockeys,apprentices and ridingboys of either sex who havebeen granted licences / permits under the HRC Rulesof Racing that the Alcohol testing of riders will be donewith effect from 1st August, 2002 in order to maintainthe integrity of racing and to provide safety measuresfor horses and riders. The Breathalyser test will bedone on random basis.
The Board of Stewards of Hyderabad RaceClub at their meeting held on 21st December,2009, resolved to adopt the following procedurefor Breathalyser test :
1. The Stipendiary Stewards may, at their discretionselect three or more riders (jockeys, apprentices andriding boys) on random basis for the Breathalyser testconducted by Club’s Medical officer or any designatedOfficial.

2. A declared rider shall be deemed positive if his/her Blood Alcohol Concentration is over the prescribedthreshold level of 30 mg. per 100 ml.Or 0.02% on theBreathalyser test conducted
3. The Concerned rider who tests positive for theabove Breathalyser test conducted prior to the scheduledrunning of any race will be replaced with another rider.
4. If the selected to undergo breathalyser test, failssuch test both primary and confirmatory by the machine,then he/she may admit in writing by signing theprescribed form, that the breathalyser test is correctand the breathalyser reading of alcohol limit is at orabove the prescribed threshold.
Penalties imposed for Alcohol Violation :
First Offence during the Season - Suspension withimmediate effect for two race days and a fine ofRs.2,500/-.
Second Offence during the Season - Suspensionwith immediate effect for eight race days and a fineof Rs.10,000/-.
Third Offence during the Season - Suspension withimmediate effect for minimum twenty race days and afine of Rs. 20,000/-.
Fourth Offence during the Season - Withdrawalof licence/ permit.
Refusal to undergo Breathalyser test : a. The rider shall not be allowed to ride. b. Suspension with immediate effect. c. Any such repetition withdrawal of Licence.

MOCK RACE NOTICE
The Borad of Stewards, Hyderabad Race Club at their
meeting held on Saturday, 4th July,2009. resolved that
Trainer/s who are desirous of running their charges in mock
races have to follow the Following Norms.
1. A form may be obtained from the Racing Depart-

ment/ Starter, the same duly completed and signed by thetrainer to be lodged with the Starter a day prior to the raceday on which the mock race is to be held In case the dayprevious to the race day falls on a weekly off day/holiday,such application form must be submitted two days prior tothe race day during office hours.
2. The distance of the mock race would normally bethe advertised distance of the last race of the day on whichsuch Mock Race is to be run which may be altered at thediscretion of the Starter. In this connection, special atten-tion is drawn to the fact that Mock Race will not be permit-ted to be held from Various Distances on the same day.
3. A fee of Rs. 500/- per horse will be charged for aMock Race conducted at the request of the Trainer. Thisfee would however not be applicable to such horses thatare required to be shown in a mock race by the StipendiaryStewards /Starter or to be examined by the Veterinary Of-ficer. This must be specifically mentioned while applyingfor the above.
4. In the event of any changes in the information inrespect to horses mentioned on the application form sub-sequent to submitting the same, such changes must beintimated to the Starter before the start of the first race onthe race day on which the Mock race is to be run.

BETTING RULES
No Betting Is permitted except at the Totalizators or
with Bookmakers Permitted to bet in the places set apart
for that purpose.
Any one contravening this rule will be serverely dealt
with and shall be liable for being ejected from the Enclo-
sures.
a) No bets for less than Rs. 200/- win or place onraces conducted at Race Course, Malakpet, shall be ac-cepted by Bookmakers.
b) No bets for less than Rs. 200/- win or place shall be
accepted by Bookmakers on Intervenue Betting conducted
at the Race Course, Malakpet.
c) No Credit bets of less than Rs. 500/- shall be ac-
cepted by a Bookmaker on all race days and Inter Venue
betting Days at the Race Course, Malakpet. Further , the
number of credit bets shall be at least 15 per race.
A Bookmaker shall be bound to accept a
liability of Rs. 2,500/- at the odds shown on his board for
win. Persons making book bets are warned that as far aspossible they should confirm their bets or otherwise make
sure that they have been accepted.Neglect of this, in the
event of a dispute,may invalidate their claim.
Betting on objections is not permitted.
Persons making cash bets of Rs. 2,000/- or over are
warned that Bookmakers are forbidden to accept such bets
unless the name of the backer is given when the bets are
made. Bookmakers are also required to record the names
and addresses of backers making bets of Rs. 5,000/- or
more and of those winning Rs. 10,000/- or more.
All betting complaints must be reported
immediately in writing to the Secretary, at the Race Club
Office.
Bookmakers will pay on 3 placed horses when there
are 8 or more starters in a race and on 2 placed horses when
there are 4 and less than 8 starters in a race.
In the event of the requisite number of starters as
above being left in at the commencement of betting and one
or more not coming under the Starter’s Orders, place bets
shall still be 1,2,3 or 1,2 as the case may be.
In the case of bets struck before it has been officially
notified that a horse has been withdrawn before coming

under Starter’s Orders., or the Stewards have declared a
horse a non-staters , if the Stewards consider that such
withdrawal of the horse from the Race, would have any
material effect on the odds of the remaining horses,the
liability of the layer on the win and place bets on the race
may be reduced in accordance with the following scale de-
pending on the current odds against the withdrawn horse
at the time of such official notification.
a) If the current odds are evens or odds on, by 50p.
in the rupee.
b) If over evens and under 4 to 1 by 25p. in the rupee.
c) If 4 to 1 and under 10 to 1, by 12p. in the rupee.
d) If 10 to 1 or over, the liability will remain unchanged.
“ In the event of a Dead Heat, the Bookmakers liability
(including investment) will be reduced by 50% e.g. for an
effective bet of Rs.100 for win / place, say at 5 -1 i.e., Rs.500/
100, a punter will receive Rs.300/- if the horse he has backed
deadheats with another horse for win or place”.
“Persons making a cash bet with the Bookmakers
are informed that the time limit for encashment of winning
cash cards has been fixed at 15 days from the day of issue
of such cards. In case the holder of a winning cash card is
unable to contact the Bookmaker concerned, he should
arrange to submit such winning card during working hours
to the office of the Hyderabad Race Club within the stipu-
lated time limit, when the same will be passed on to the
Bookmaker concerned for payment if otherwise in order”.
Bookmakers will collect GST @ 28 % and share infield money bookmakers @3% plus applicable GSTon allbets laid or agreed to be laid on all Hyderabad Race Daysand collect GST @ 28% and share in field money book-makers @2.51% plus applicable GST on all days on whichHyderabadRace Club is conducting the intervenue Bettingfor Races held at any other Racing Centre. This will becollected in advance.
The Bookmakers are authorized to collect.3% plusapplicable GST for IVB races and for Hyderabad Races onthe bets laid with them towards their administration charges. A list of Backers who fail to settle their accounts when duemust be immediately circulated among the other Bookmak-ers operating at the Meeting. No further credits must begiven to persons whose names appear in the list until suchaccounts are settled in full. When such accounts are settled,
the Bookmakers concerned must at once report the matterto the Secretary.
Settling with Bookmakers will be in their respectivestalls between 11.00a.m. and 12 Noon on the day followingeach race day. In the case of consecutive days racing, set-tling for the first day will be at the Race Course on the fol-lowing day one hour before the first race.
NOTICEThe Board of Stewards at their meeitng held on27th January 2014, resolved to amend the Rule 3“ b” of Rules of Betting (Appendix “E” of Rules ofRacing) as under:
3”b” In the exercise of their powers underRule 3 (a), the Stewards, if they consider that the latewithdrawl of a horse from a race would have anymaterial effect on the odds of the remaining horses,may make an order that payment of winning andplace bets on race for which a horse has beendeclared a non-starter be subjected to a deduction asprescribed in accordance with the following scale,however, incase where there is/ are more than onehorse/s being declared a non-starter/ withdrawn, thededuction would be calculated on the shortest/ lowestodds prevailing on the withdrawn horse/s.

NOTICEThe Board of Stewards, at their meeting held on Mon-
day 15/10/2012, resolved to permit carrying mobile phones
on an experimental basis w.e.f. Wednesday, 16th Septem-
ber 2009 on Hyderabad race days and days on which,
Intervenue Betting is conducted at the premises of the Club,
which will include the Hyderabad Race Course, the stable
area, all enclosures, stands and lounges at the Race
Course, Car Park area and Off Course Tote Centres lo-
cated in twin cities, Vijayawada, Vishakapatnam and
Kurnool, all the property belonging to Hyderabad Race Club,
those properties taken on lease by HRC and those proper-
ties leased by HRC. The mobile phone carrying charges
inclusive of incidental charges are as follows : -

The above charges are inclusive of applicable taxes.
The mobile phone permit badges purchased by the book
making Firm/s shall be used by the Proprietor /Partners or
licensed Assistants of the respective book making firm only.
Stewards who intend to use a mobile phone will have
to pay charges applicable to Club Members.
After receipt of charges, the details of mobile phone
numbers, name of mobile phone holders has to be en-
tered in the Register at the entrance and the signature of
the owner of the mobile phone has to be recorded.
The person who make the payment has to be issued
a day mobile phone permit badge signed by an authorized
Official and the details of the name of the person, and mo-
bile phone number has to be written on the badge.
Any person caught with unauthorized possession of
a cell phone (i.e., in possession of mobile phone without
payment of requisite mobile phone usage charges and
without obtaining the badge) shall be liable to pay a con-
donation fee of Rs. 12,000/- and/or such other action that
the Stewards may deem fit as the case may be apart from
the instrument being liable for confiscation.
The above will come into effect from 31/08/2016 in
case of a Book Maker fine is Rs.25,000/-
Notwithstanding the above, the use of Mobile Phones is
prohibited in the paddock, Weighing Room and Saddling
Area.
The Drivers of the Car Owners and those race goers
who do not wish to pay the mobile phone usage charges
have to deposit their cell phones in the office.
A phone be kept at a designated place under the charge
of an official for making calls by any person on

Rules 140(a)
The Stewards may at their discretion declareany race (except a Sweepstakes) void at finalforfeits, should the number of acceptors beless than that notified. Except in respect of theabove, all horses accepting i.e.,left in after thetime fixed for final forfeits of the race must bedeclared to start unless prior permission fortheir withdrawal has been obtained from theStewards.
Rules 170In a race, other than a match, if only one horseshall have been declared to start, it shall besufficient if that horse is weighed out, mountedand ridden past the Judge’s Box when he/sheshall be deemed the winner and it shall not benecessary for the horse to complete the entirecourse.

Hyderabad Race Club.MEDICATION AND TREATMENT OF
HORSES IN TRAININGAND RACING AND ANTI-DOPING CONTROL
In supersession of all previous calendar notifications re-
garding Medication, treatment and anti-doping control Rules,
the Stewards of the Hyderabad Race Club hereby notify all
owners, and/or trainers holding licences, under the Rules
of this Club as also veterinarians practicing on race horses

under the Rules of the Club that the following regulationsand procedures will come into force with immediate effect:
Steroids shall not be used on horses in trainingexcept for therapeutic use and they shall be specificallyprescribed by the Club’s Veterinary Officer or VeterinaryPractitioner registered and approved by the club.
Horses that are administered steroids for therapeutictreatment must not be subjected to strenuous trainingwhile under treatment.
All steroids must be purchased by the veterinarianfrom registered chemists/ suppliers only with allaccompanying documents as proof of purchaseincluding invoice, bill etc. retained for checking upto aperiod of six months after administration.
Notwithstanding the above, no horse shall afterbeing declared to start show the presence in itstissues, body fluids or excreta, in any quantity of anysubstance which is a prohibited substance.

TRANSPORTATION OF HORSESPersons desirous of transporting horses from one
place to another are advised to adhere to the followingminimum norms to enhance conditions of travel asalso safety of horses :
(a) No horse is tied up in such a way that his/her head and neck movements are unnaturallyrestricted while travelling.
(b) All horses must be watered at least every fourhours and provided adequate ration of hayduring the journey lasting more than 8 hours.
(c) Adequate ventilation and free flow of fresh airin the vehicle should be ensured duringtransport.
(d) Rubber mats should be used for flooringinstead of straw bedding.
(e) No horse shall travel within 24 hours of havingraced.
(f) No horse shall be raced, where the period of journey exceeds six hours, unless 24 hours have
elapsed since completion of the travel.
NORMS FOR REGISTERING ANAPPRENTICE TRAINER
1. The applicant must have passed a higher secondary
or an equivalent examination from any recognized
board.
2. The age of the applicant seeking registration should be
between 18 and 40 years except in case of a jockey for
whom the upper age limit shall not apply.
3. The applicant should have basic knowledge of horses
and preferably riding experience.
4. The applicant should be able to establish his
interest in the profession.
5. The applicant should obtain a letter from an ‘A’ Licence
Trainer holding a trainer’s licence for a continuous period
of not less than five years at any one or more of the Turf
Authorities in India and having a minimum of 15 racing
sound horses under his charge or such higher number as
may be specified by the Stewards, to the effect that the
trainer is willing to employ him as an assistant.
6. The registration as an assistant will be on an annual
basis and without any obligation on the part of the Club to
renew the same.
NORMS FOR GRANTING A TRAINER’S LICENCE
1. The applicant should have been apprenticed to
a trainer holding an ‘A’ licence for a minimum period
of three years. However, in respect of the following
categories, it would be sufficient if the applicant has
completed one year as an assistant.
(a) A Jockey who has ridden continuously for a period of 5
years.
(b) An owner who has owned a minimum of 10 horses
continuously for a period of three years seeking to train
as owner/trainer for his own horse/s or horse/s owned
in partnership with others.
2. The applicant will have to undergo a written and practical

examination as prescribed by a panel of experts
nominated by the Turf Authorities of India, for
demonstrating his skil ls in horses and stable
management.
3. The applicant at the time of appearing for the test would
have to submit a letter of consent from the owners to
the effect that they would give him a minimum of ten
horses that are racing sound as certified by the Club’s
Veterinary Officer, in his charges if he passes the
qualifying test successfully and a trainer’s licence is
granted to him.
4. The applicant must also be able to satisfy the Club of
his financial stability, more particularly regarding the
following:
(a) Ability to manage a stable of ten horses on his/her own
for a minimum period of three months in the
eventuality of payment of basic Maintenance Cost not
forthcoming for any reasons whatsoever.
(b) Capacity to retain with the Club a minimum security
deposit of Rupees Seventy Five Thousand or any such
higher amount as may be stipulated by the Stewards
at their discretion and retain the same during the period
of licence.
5. Subject to complying with the above, licence will be
granted at the discretion of the Stewards, whereunder
the licence shall during the period of licence continue
to hold the specified minimum of 10 horses.
6. If at any time, due to death or disability of horse/s in his/
her charge, or due to change of stables, the number
falls below 10, then he/she will be provided a period of
60 days time (w.e.f.9/10/2015) to make good the
number, failing which his/her licence will be cancelled.
However, the Stewards reserve the right to grant him/
her additional time in exceptional circumstances.
ABANDONING OF HORSES Apart from such disciplinary action the Stewards
may take, a trainer who abandons his/her chargesshall under no circumstances be eligible for the grantof trainer’s licence under the rules of this club infuture.
The Stewards, after due enquiry, may also takedisciplinary action against the owner/s, as deemed fit,for such abandoned horse/s which action may include,but is not limited, to, withdrawal of permission to own
Horses.
CLUB VETERINARIANS
The number of Veterinarians licenced to practice
in the Club or employed by the Club itself both taken
together, shall be such that there is a minimum of one
Veterinarian for atleast 200 horses.

General Responsibilties and Liabilities of Trainers
1. Trainers are responsible for ensuring their horsesare properly qualified , that they are properly equipped,in a fit condition and properly shod as determined bythese Rules when presenting them to race.
2. If the Trainer is in any doubt as to a horse’s fitness,conditon, or eligibility to race he must consult theVeterinary Surgeon , or Stipendary Steward beforepresenting the horse to race.
3.Trainers are responsible for ensuring that every horsethat is presented by them to race or to take part in anOfficial trial or test is free from any prohibited substanceunder these Rules.
4.No Trainer shall prevent or try to prevent , in any way, any horse from racing on its merit.5.Trainers are to give adeq uate instructions to the Riders
of their horses in every race to ensure that every horseis raced on its merit.
6. No Trainer shall give any instruction to the Rider ofany horse which , if obeyed , could or would preventthe horse from winning or of obtaining the bestpossible placing in a race .
7. A Trainer shall report to the Stipendiary Stewards assoon as he becomes aware of any matter that mayaffect the performance of his horses in a race in whichit has been entered or may have af fected theperformance of his horses in a race.

8. When by or on behalf of a Trainer , any instructiongiven to, or arrangement made with the Jockey of ahorse engaged in a race that the horse be ridden inthe race in a manner different from the manner in whichthe horse was ridden at its most recent start or starts ,it shall be the responsibility of the Trainer or his dulyauthorized representative to notify the Stewards of anysuch instruction or arrangement as early as practicablebut no later than 5 minutes prior to the start of the race.Upon receipt of that notification , the Stewards maymake any public release in respect therof as they deemto be appropriate.
9. A Trainer, or his authorized representative , shall bepresent on - course at least one hour prior to theadvertised time of his / her first carded runner.
10. No horse will be permitted to start in a race unlesswithin 10 days prior to its engagement it has workedpublicly on the training track (namely the grass tracks, all sand tracks or trotting rings). Trainer are requiredto certify to this effect as and when asked for.
Note: Contravention of any of the above wil renderdisciplinary action as deemed fit.

The Board of Stewards of Hyderabad Race Clubhave resolved that it shall be mandatory for all 2Yr. Oldhorses stationed at H.R.C. to be registered on orbefore 31st October each year.
1. All successful loanees shall submit anundertaking that horses purchased under theH.R.C. Loan Scheme shall necessarily beregistered before 31st October each year, failingwhich the loan amount sanctioned along withinterest (at a rate to be decided by the Stewards)will be recovered by the Club.
2. That all horses bought under the Loan Schememust necessarily possess a valid declaredpartnership duly signed by all parties involved.The same to be lodged either with the Secretary,Hyderabad Race Club or any Official of the Clubauthorised to receive it at the time of the Sales.
3. No loan amount to be released until aboverequirements mentioned in Para 3 are met.
4. Declared Ownership/Part-Ownership to beverified either from the Horses Passport or the StudBook Authority of India.
5. That a declared Part-Ownership be obtained fromall owners/Trainers in respect of horses boughtprivately and lodged either with the Secretary,Hyderabad Race Club or any Official of the Clubauthorised to receive the same.
6. Both 2 year olds bought under the H.R.C. LoanScheme as also those bought privately shall notbe transported to Hyderabad unless theserequirements are fulf i lled and the OfficialAuthorised to transport these 2 year olds toHyderabad shall be instructed accordingly.
7. All concerned owners are required tosubmit an undertaking that should such 2 Yearolds not be registered by the specified date theyshall personally guarantee that the Oats/Bran/Fodder concessions availed shall be returned tothe Club and in the event of the Owners failure toreturn the amount involved when called upon to doso they shall be liable to such action as deemed fitby the Board of Stewards without any further noticebeing served on them.
8. The above undertaking to be obtained from eachowner before commencement of sale/Horse/s is/are transported to Hyderabad.
9. Stabling which is free will become chargeable fromthe date of arrival to the date of departure of anunregistered horse at the rate of Rs.500/- per monthper stable occupied.
10. In the event of a horse not being registered by thespecified date it would be the Trainers liability toensure that the horse is removed from the H.R.C.premises within a period of 14 days of notice tothe effect being issued, failing which a sum ofRs.500/- per horse per day will be levied on theconcerned owners untill the horse is removed fromthe HRC’s premises.

NOTICE
The Board of Stewards of the Hyderabad Race Club
resolved to adopt the following norms for sponsorship
of Races at the Hyderabad Race Club.
1. Sponsorship will be accepted for any Classic
Race/s when the entire added money and the
value of Cup / Trophy is being given by the
Sponsor.
2. If all the races on any Race Day are
sponsored, such sponsorship will be accepted.
3. If Sponsorship is proposed for any one race
other than the Classic Race/s, the sponsor-
ship amount for that race should be not less
than Rs.5 lakhs plus the value of the Trophy
/ Cup.
4. Sponsorship will also be accepted for three
races on any day provided the aggregate
stake money for the three races is not less
than Rs.15 lakhs plus value of the Trophies.
5. On days when Classic Races are
sponsored or the entire day’s races are spon-
sored, all facilities of advertisements will be
provided in all enclosures and opposite to
the Race Track, Entrance gates, exclusively for
the Sponsor’s use for advertisements.
6. In case of sponsorship of a single race, other
than a Classic Race or less than the full race
card, the sponsor will be provided with space
for advertisement only in the inside of the race
track or inside the enclosures.
7. The facilities for hosting dinners or lunches
at the Race Course by the Sponsor will be
provided only when Classic races are being
sponsored or the entire day’s race card is
being sponsored.
Note:The Sponsorship amount/Trophy/Cup to be paid by
the sponsor to the Hyderabad Race Club will be
exclusive of Service Tax. The Service Tax will be
borne by the sponsor

GENERAL CONDITIONS OF AUCTION SALE OF HORSES BELONGING
TO VARIOUS OWNERS BY H.R.C.
The Board of Stewards of the Hyderabad RaceClub resolved that the following conditions will applywith immediate effect in respect of Auction ofHorses belonging to various owners by H.R.C.
1. Subject to the right of the Board of Stewards
of the Hyderabad Race Club to reject any bid,
the highest bidder at or over the vendors
reserve if any, shall be the
purchaser.
2. Should any dispute arise between two or
more bidders, the lot so disputed shall be
immediately put up again and resold. The
decision of the Board of Stewards of theHyderabad Race Club in all respects shall be
final.
3. No person shall, on being declared the suc-
cessful bidder, advance a sum of less than
(a) Rs. 1000/- minimum upto
Rs. 10,000/- (b) Rs. 2000/- minimum above
Rs. 10,000/- for each successful bid.
4. The purchaser shall give his name andaddress immediately to H.R.C. and shouldhe fail to do so the H.R.C. may in its dis-
cretion put up the lot for resale at the risk of
the Purchaser.
5. All lots shall be at the Purchaser’s risk in all
respects from the fall of the hammer and
must be taken charge of by the
purchaser at his own expense within 24 hours
of being knocked down. All lots are to be
settled in full before delivery is
effected.

6. The purchaser shall be liable for the B.M.C.
and other essential expenditure incurred in
respect of the lot from the fall of the hammer
at the rates applicable and prevalent from
time to time.
7. All lots are to be paid for in full by the highest
bidder declared to be the
purchaser thereof within 24 hours of the time
of its having been knocked down to him at
the auction. In the event of any default, it shall
be open to the H.R.C. and/or the vendor to
put up the animal for re-sale by public auction
or private contract and the deficiency on such
resale will have to be made good immedi-
ately by the defaulter at the first sale.The
H.R.C.will neither be responsible or liable
to the Vendor for deficiencies if any, on
account of resale.
8. If any person shall purchase a lot and not
pay for it within the time limit, nothing con-
tained in these conditions shall prevent the
H.R.C. and/or the Vendor from
compelling the purchaser to pay for it by such
action as the H.R.C. or the Vendor deem fit
and may include warned off, apart from legal
proceedings if deemed necessary.
9. Person who are currently posted in the Un-
paid Forfeit List and /or disqualified persons
are not entitled to bid at any auction con-
ducted under these Rules Should any person
whose name appears either in the Unpaid
Fortfeit List or is a disqualified person, be the
successful bidder, his bid will be summarily
rejected and the lot for which he was the
successful bidder be put up for re-auction
without any liability devolving upon the Club.
10. If the purchaser shall fail to comply with these
conditions or any of them, any money which
he shall have paid to the HRC on account of
his purchase shall be absolutely forfeited to
the vendor and the H.R.C. and/or the Vendor
shall be at liberty to sue such purchaser, for
breach of contract or at their option to resell
the stock in any manner and upon such terms
and conditions as the H.R.C. and/or Vendor
may think fit and proper and all losses and
expenses upon such resale and all damages
which the H.R.C. Owners may sustain thereby
shall be recoverable from the purchaser, as
and for liquidated damages and it shall not
be necessary to give any notice of such
resale.
11. The H.R.C. reserves the right to prevent any
animal from being put up for sale even after
the sale having been advertised without as-
signing any reason whatsoever.
12. The lot will remain in the custody of the
Vendor’s trainer until such time as all monies
have been paid by the purchaser and a
delivery order is issued by the H.R.C. in
respect of the lot.
13. All parties taking part in an auction sale conducted
under these rules should agree to be bound by
all condit ions herein and in al l matters of
interpretation and those which are not specifically
provided for above, the decision of the Board of
Stewards of the Hyderabad Race Club will be final.

REGULATIONS GOVERNING THEREGISTRATION OF COLOURS
The attention of Owners is drawn to Rules 116 and 119 ofthe Rules of Racing regarding Racing Colours :-

ally at the office on payment of an annual fee asmay be prescr ibed by the Stewards of the Clubfrom time to time. The registration shall remain inforceuntil the 31st March next following such registra-tion. Colours so registered shall not be allotted toany other person.
Racing Colours may also be registered for a period of fiveyears on payment of a fee as may be prescribed by theStewards of the Club from time to time. The registrationshall remain in force until 31st March and the period endingon the 31st March following the date of registration shall becounted as one year.
All disputes as to the right to particular coloursshall be settled by the Stewards of the Club.
119. Colours not registered must be declared atsuch time before the race as the Stewards may direct,but such or other approved colours must be registeredby the owner within 28 days of notice in writing beinggiven to him to do so by the Stewards. Should twoor more persons declare the same or similar colours,the Stewards may decide who shall retain the samecolour and may direct the other person to adopt othercolours.
The Stewards have laid down the followingregulations to be observed by Owners :-
1. Racing Colours must be registered at theOffice of the Club on payment of a fee of Rs.100/-(see Rule 116).
2. Only the following colours may be used andso described :-

The following combination of colours are notordinarily allowed.

and Cerise. Peacock Blue and Light Blue. PeacockBlue and Dark Green, Light Green and Light Blue.Grey and Light Blue. Black and Dark Blue. Light Blueand white.
Owners, who have, well - known registered coloursthat have been continuously in use bearing namesother than the above eighteen colours, may have suchcolours registered by the Stewards.
3. Owners whose colours are similar to othersin use must select new colours or combinations outof the eighteen colours, adopted by the Club asstandard colours, and have such colours registered.
4. All colours applied for must be passed by theSecretary, H.R.C.
5. ‘Shades’ of the colours mentioned in para 2and lists of possible combinations of them are keptin the Secretary’s Office for reference and also asinformation to Owners requiring new colours.
Only approved “Shades” will be accepted forregistration and must be used.

7. A sash must be placed on the left shoulder.When the colour of the cap is not specified it is thesame as the basic colour of the body.
8. Owners and Trainers are advised before orderingnew sets of Racing colours to acquaint themselves at thisoffice with the regulations governing the registration ofColours, particularly in respect of “Shades” and“Dimensions” as approved by the Stewards . In the eventof sets of Colours not conforming to the approved “Shades”and authorised Patterns, registration will be refused.
TESTICULAR BANDSOwners and Trainers are notified that the use of
testicular bands on entires is prohibited under theH.R.C. Rules of Racing.

The Record Books with the details of the proformaprinted, are available in the Club’s Racing Departmentto Trainers on payment.
Trainers are further advised in their own interest to keepthe Record Books up-to-date. Failing which, they may beliable for disciplinary action.

Out of the above BMC Rs. 13,500/- is payable toTrainer and Rs.3,000/- to Stable Employees WelfareSociety.
Rs.1,000/- per horse / per month towards FeedSupplements drawn on Equine Hospital.

NOTICE1. Any person licensed to train horses under
H.R.C. Rules of Racing whose racing headquarters inthe opinion of the Stewards of the Club is in Hyderabad,will be issued with an ‘A’ Trainer’s Licence.
2. Any person licensed to train horses underH.R.C. Rules of Racing, but whose racing headquartersis not normally in Hyderabad will be issued with a ‘B’Trainer’s Licence.
3. Owners of horses in the charge of Trainersholding an ’A’ Licence under H.R.C. Rules of Racingare informed that the minimum Basic MaintenanceCost is fixed at Rs. 12,000/- (Rupees Twelve ThousandOnly) per horse per month. The amount must bepaid to the Hyderabad Race Club not later than the25th of each month in respect of the Maintenance Costfor that month. The Hyderabad Race Club will in turnpay such fees to the Trainer concerned.
4. In the event of the Basic Maintenance Cost notbeing received by the 25th of the month, a reminderwill be sent to the defaulting owner immediatelythereafter giving such owner time up to the 20th of thenext month to pay the Basic Maintenance Cost dues.
5. These regulations will be strictly enforced andthe first offence by an owner for not paying the BasicMaintenance Cost in time will be termed as a warningto such an owner. 15% of all stakes earned by horsesof owners who default on more than one occasion inpayment of Basic Maintenance Cost by the scheduleddate will be transferred from the owner’s RacingAccount and credited to his B.M.C. account. Thisamount will be held as deposit and adjusted towardsthe owners B.M.C. liability in the months of March,April, May and June of the coming season. Ownerswho have defaulted on more than one occasion thepayment of B.M.C.will be required to deposit sufficientamount to meet B.M.C. requirements during the monthsof March, April, May and June failing which the namesof such owners will be placed on B.M.C. Ban List. TheStewards reserve the right to accept entries of suchowners unless 3 months deposit of B.M.C. as advanceis deposited with the Club. In the event of repeated

defaults in this respect, report will be made to theStewards who may refuse or cancel the entries of thehorses in such ownership under the Rules ofHyderabad Race Club for such period as may bedetermined by them.
6. In the case of Part-Ownership, each partner will berequired to pay a proportionate amount into his account tocover his share of the Basic Maitenance cost due, unlessone partner undertakes the full obligation, in which casenotice to this effect must be given to the Club in writing.However, in the event of one partner failing to pay his shareof the Basic Maitenance cost , the restrictions entailed withregard to the non-payment of Basic Maintenance Cost willapply in respect of all horses owned by him (defaultingpartnership as also those horses in his sole ownership)However, in such cases, the restrictions entailed with regard
to the non-payment of Basic Maintenance Cost will not apply
to the other horses in the sole or part ownership of the other
partner who has paid his share of the Basic Maintenance
cost .
However any excess amounts deducted from
winning stakes of defaulting owners and held by the
Club of over a period of four months B.M.C. be
refunded.
7. An owner who wishes to employ a Trainer
holding an ‘A’ Licence on a salary basis and who
himself undertakes to meet all bills connected with his
horses will require to obtain in writing the sanction of
the Stewards of Hyderabad Race Club.
8. At such time as an owner shall place a
registered horse in the charge of a Trainer holding an
‘A’ Licence he will be required to furnish the Club, with
an authority empowering the Club to pay his Trainer
the amount due each month and debit his account so
long as the horse remains in the charge of that
Trainer.
9. (a) It wil l be the owner’s personal
responsibility to see that sufficient balance is maintained
in his Racing Account to enable B.M.C. to be paid
throughout regularly each month. Owners are advised
in their own interests as well as to facilitate and
minimise the work of the Club to maintain and deposit
sufficient money to cover atleast minimum two months
“Basic Maintenance cost”.
(b) In the event of an owner not having
sufficient funds in his B.M.C. account to meet hisliabilities, an amount equivalent to one month/s B.M.C.
Liability of the owner will be transferred by the Club
from his racing account to his B.M.C.account before
any withdrawals are entertained.
10. In the event of a horse being transferred from
one Trainer to another, the date of transfer must be
notified in writing by the respective Trainers to
the Hyderabad Race Club. No responsibility will be
accepted for mispayments resulting from failure to
comply with this instruction.
11. Trainers holding an ‘A’ Licence will not be
eligible to charge extras for the upkeep of a horseunless specifically agreed to by the owner and lodged
in writing with the Hyderabad Race Club.
12. The Stewards, Hyderabad Race Club, have
ruled that no horse for which the Basic Maintenance
cost for the preceeding month remains unpaid will be
allowed to start in any race.
13. Owners failing to comply with the above
instructions will render themselves liable to action
under Rule 41 of the H.R.C. Rules of Racing in
respect of Entries, Registration of Sales, Transfers,
Leases, etc.
14. Trainers holding an ‘A’ Licence under the
H.R.C. Rules of Racing must submit their bills for
the Basic Maintenance cost to the Hyderabad Race

BLINKERS AND HOOD
Blinkers and Hood may not be used in races
unless permission has first been obtained. Thereafter,
once blinkers and hood (of an approved design)
have been used on a horse the equipment must be
continued to be used on that horse until permission
for discontinuance has been granted. Intermittent use
of such equipment will not be permitted.
Horses which have raced in Blinkers and Hood
under the Rules of any of the other Turf Authorities
of India will continue to do so when racing under
Hyderabad Race Club rules.
Applications for the use or discontinuance of this
equipment should be made in writing to the Secretary.
Hyderabad Race Club, not later than the date and time
published for final forfeits.
PASSPORTS FOR HORSES
1. With effect form 1st January, 1981, all racehorses will have a passport.
2. The passport will be issued by the TurfAuthority which registers the race horseinitially.
3. When a horse is sent to race at centre underthe jurisdiction of another Turf Authority, the
passport will be handed over to the Owner/Trainer for onward transmission and it will behis responsibility to hand over the same tothe Turf Authority under whose jurisdiction thehorse is going to race.
4. When a horse is retired to stud or goes outof racing the passport will be handed over tothe Owner or to the person authorised by himto receive it.
Use of Martingales and Long Cheek Piece
Trainers are informed that the use of standing Martin-
gales and Long Cheek Pieces in races is prohibited.
Change of Name of Horses
A registered name may be changed with the permis-
sion or by the direction of the Stewards of the club, but not
otherwise. The Stewards of the club have further decided
that such change of the name of a horse will be permitted
not more than once during its racing career.
The fee for change of name is Rs.3000/-
(Rupees Three Thousand) only plus applicable Service Tax
W.e.f. 1-12-2008.
Naming of HorsesThe Board of Stewards at their meeting held on
11.12.2000 resolved to adopt the following norms forregistration of names of Horses.
I. The registration of a name for a horse canonly be done by or with approval of the competentAuthority of its country of birth
For a horse born abroad, the application toregister a name must be made through therelevant authority of the country where theexport certificate is lodged.
The change of a name already registered andpublished can only be requested from theAuthority which originally registered that name.
II. An international List of protected Name isestablished according to the rules fixed by theexecutive Council of the International Federation( Appendix B )

This list includes the names of famous
stallions and mares and of the best race
horses of the countries participating in the
agreement.
All countries concerned can complete an
international form in English and French
(Appendix 7 ) to request the protection of a
name which has become famous in their
country in flat or jumping races.
The reasons for protection must be supplied.
III. Concerning registered and not protected, the
following guidelines will form the basis upon which
Authorities will establish a period during which
registered names will not be reused
a) In the case of stallions, 15 years after death
or 15 years after the last recorded year in
which they covered mares or at 35 years of
age (whichever is the soonest).
b) In the case of broodmares, 10 years after
their death or 10 years after the last recorded
year in which they were covered or produced
a foal, or at 25 years of age.
c) In the case of all other horses, 5 years after
their death or at 20 years of age (whichever
is the soonest).
IV. Names cannot be accepted if they are
already registered subject to the conditions
on re-use of names set out about,and if:
1. They appear on the International List of
Protected Names,
2. They have more than eighteen characters,
including signs or spaces
3. They are the name of a public person, without
that person’s or their family’s permission.
4. They are followed by numbers.
5. They are made up entirely of or include
initials, figures, hyphens, full stops, commas,
signs, exclamation marks, inverted commas,
forward or back slash, colon and semi colon.
6. Their meaning, pronunciation or spelling maybe thought obscene or insulting.
7. In spelling they are identical to and inpronunciation, identical or similar to aprotected name of a name registered for ahorse whose year of foaling is within tenyears of that of the horse in question.
8. They start with another sign than a letter.
1. No horse shall be entered for any race unless he
has been named and registered.

Regulation in respect of Starting from Stalls
1. No horse shall be allowed to start in a race
except from a Starting Stall. The practice of starting
horse from outside the stalls is prohibited.
2. A horse desirous of being started in a race
under the Rules of H.R.C. will have to hold a Starting
Stall Certificate from H.R.C., R.C.T.C., R.W.I.T.C., M.R.C.
B.T.C. or Mysore Race Club Ltd.,to enable such horse
to become eligible to start in a race. No horse
without a Starting Stall Certificate as above stated will
be permitted to start in a race.
3. Owners and Trainers who intend to send their
horses to race under the Rules of the H.R.C. from
other racing centres must ensure in their own interests,
that the Starting Stall Certificates of their horses are
lodged with the registered office of the H.R.C. as
much in advance as possible.
4. If a horse with a Starting Stall Certificate
refuses to be stalled at the start on a race day, such
horse will not be allowed to start in that race and
will forfeit its certificate. However, the horse would
be eligible to regain such certificate any time thereafter
as soon as it shows the necessary improvement and
passes its test.
5. The field in a race will be deemed to have
come under Starter’s Orders when the signal has
been given by the Starters by means of a white flag,
when he has finally dispatched the field.
6. In case of a “false start”, the field will be
recalled by means of a Recall Flag and/or a siren.
7. When a horse is brought to the practice starting
gate either to earn an initial Starting Stall Certificate or forregaining a forfeited certificate, the Trainer of such a horse
must be present at such time and place, unless he is un-
able to be present due to illness or other urgent reason, in
which case such a Trainer must send to the practice gate
his duly authorised representative. Trainers are advised
that on such occasions the horses should be ridden by
jockeys.
Tonic, Hormones and Vitamins
Trainers are warned that if it is proved to the
satisfaction of the Stewards that a Tonic, Hormones,
Vitamins any substance other than those used in the
normal feeding of a horse has been used in
contraventionof this Notification the trainer concerned
will be liable to be treated in the same way as if proof
has been forthcoming that he had administered a drug
or prohibited substance.
The following are considered as substances used
in the Normal Feeding of a horse.
Oats, Bran, Barley, Linseed, Bengal Gram,
Maize,, Carrots, Lucerne, Hay, Cerelose H. Glucose,
Milk, Soda Bicarb and common Salt.
Tongue Straps
It is notified that the Stewards have decided toprohibit intermittent use of Tongue straps on horsestaking part in races under H.R.C. Rules of Racing.
Application for the use or discontinuance of thisequipment or any other bit attachment should ordinarilybe made in writing to the Secretary of the Meetingatleast two days prior to the races in which above isintended to be used.
The Stipendiary Stewards may at their discretiongrant or refuse such permission.
Trainers’ Lots
No Trainer shall have in his training a horse/s

in which another Trainer, training at the samecentre has an interest either directly or indirectly.
NOTICE
The Board of Stewards have resolved to amend Rule 19of Rules of Betting under Appendix “E” as under.
Rule 19
In all ante-post betting, place bets are 1,2,3. Inbetting other than ante-post betting, place bets shallbe 1,2,3, when 8 or more horses are declared tostart and 1,2, when 4 or less than 8 horses aredeclared to start. In the event of requisite numberof starters as above being declared to start and oneor more not coming under starter’s orders, placebets shall still be 1,2,3 or 1,2, as the case maybe, provided such bets shall be subject to anydeductions directed under Rules 3(b) in the caseof a horse or horses being declared a non-starteror non-starters under Rule 3(a).
Jockey’s Licence
Jockeys are notified that telegraphic applications for
licences or renewal of licence will not be entertained.
An application for a licence or renewal of a licence
must be made by letter and must state approximate
lowest riding weight and be accompanied with license
fee and clearance and in the case of renewal of
licence must also be accompanied with the old or
expired licence.
For conditions of licences the Stewards of the Club draw
the attention of all persons granted Jockey’s Licences to
the Section of Rules of Racing covering Jockey’s and Riders
Licences etc.(Part XIII)
1. Jockeys whose licences have not been
renewed are reminded that renewal is necessary before
they can ride.
2. No jockeys who has held a licence to ride,
under the Rules of a recognized Club in any country
outside India will be granted a licence to ride under
H.R.C. Rules unless he produces a licence and
clearance from the recognized Club or Clubs in the
country in which he has last ridden.
3. An application for a licence under H.R.C.
Rules from a Jockey who holds or has held licence
under R.C.T.C, R.W.I.T.C., B.T.C., M.R.C., & My. R.C.
Rules will not be considered unless the applicant
produces a clearance from the respective Clubs.
4. If a person applying has never held a licence,
the application must be accompanied by certificates of
character and capacity, together with particulars of past
employment and the name of the person (if any) who
intends to employ him.
5. No jockeys may ride at any Race Meeting in
India not sanctioned by or held under the Rules of
this Club, or any other recognized Turf Authority in
India.
The attention of Jockeys is drawn to the following
Rules:-
A Jockey whose licence has been withdrawn is a
disqualified Person unless the Stewards of the Club
in their discretion shall otherwise determine.
The Stewards give notice that all licenses granted
to Jockeys are subject to the following conditions.
(a) That they are not owners or part-owners or
in any way interested, in any racehorse.
(b) That they receive no presents from persons
other than the owners of the horses they ride.
(c) That they do not bet, or engage directly or
indirectly in any betting transaction.
All applications for Jockey’s licence should be
accompanied by a fee of Rs.30/- plus applicable GST
which in the event of the licence being granted, will be
credited to the Licence Fee Account of the Club.

To Ride in Races(a) Within 24 hours after having won a race the
Apprentice and his Master shall submit to theSecretary of the meeting or through him to theoff iciating Stipendiary Stewardsthe Apprentice Jockey’s Permit and RecordBook for writing therein every winning mountthe Apprentice has ridden. In default, theMaster and the Apprentice or either of themmay be fined or suspended by the Stewards.
(b) At the conclusion of meeting everyApprentice and his Master shall submit to theSecretary, H.R.C., the Apprentice Jockey’s Permitand Record Book for noting the winning ridesof the Apprentice in a special book which shallbe kept in the office of the Club for thatpurpose. In default the Masterand the Apprentice or either of them may befined, suspended or disqualified by theStewards of the Club.
5. (a) An Apprentice granted a Permit to rideunder Rule 100 (V) (a) Shall not be entitled
to any fee for riding in a race a horse, owned
by the Master and shall be entitled to only half
a loosing mount fee for riding in a race a
horse trained by the Master for one of his
patrons but shall be entitled to full winning
mount fee should such horse win.
(b) All earning and gratuities (expect wages)
which the Apprentices may earn or be entitled
to receive during Apprenticeship shall be paid
to the Secretary of the Club for disposal in
accordance with the conditions of his Inden-
ture.
6. Secretaries of Meeting shall include in their
report of the meeting, a list of Apprentices riding
at their Meeting and the winners ridden by them
Handicapping and Judging
All complaints regarding handicapping or judging must
be made in writing to the Stewards of the Meeting and not to
the Handicapper or Judge personally. If the Stewards
consider a complaint frivolous, they may inflict a fine on the
complainant.

Caution
Trainer and Jockeys are hereby notified that riotous
behaviour, intemperance or the improper conduct
although not occurring on a Race Course, will be taken
cognizance of by the Stewards of the Club.
Intimation of Horses being Gelded
Owners and Trainers are hereby notified that they must
inform the Club when horses under their charge have been
Gelded.
Registration of Horses’ Names and Part-Ownership
The attention of Secretaries of Race Meeting and
Owners and Trainers is drawn to Rules 69 to 72
regarding “Registration of horses Names”, and to
Rule 99 regarding “Part-Ownership”.
Registration of Horses
The Stewards, Hyderabad Race Club, have decided to re-
ciprocate with the Stewards of R.C.T.C, R.W.I.T.C. Ltd., M.R.C.;
B.T.C. Ltd and My . R.C with references to registration of
horses. Horses which have been registered under the
R.C.T.C., R.W.I.T.C.Ltd., Madras Race Club, B.T.C. and
My.R.C Rules need not therefore be registered under the
H.R.C. Rules.
Definition of Indian Jockey For the purpose of riding under the Rules of Racing of
the Hyderabad Race Club, an “Indian” Jockey is a person
of India Nationality who holds a Jockey’s Licence under
the Rules of this Club.Agreements
It is notified that disputes arising out of agreementsbetween owners, Trainers and Jockeys wil l not beadjudicated upon by the Stewards of the Club unless suchagreements have been registered at the office of theHyderabad Race Club and contain a clause to the effect thatthe parties concerned are agreeable to abide by the decisionof the Stewards of the Club in case of any dispute arisingout of the agreement.
Trainer’s Licences
Trainers are notified that telegraphic applications
for licences or renewal of licences will not be
entertained. Applications for licences under Rule 113
must be made by letter and must be accompanied,
with a list of horses under the charge of the applicant
with the names of the Owners together with a licence
fee and clearance from the Recognised Club, or
Clubs in the Country in which the applicant last held
a Trainer’s licence.
In the event of a licence being granted to the
applicant, he must undertake:-
1. To observe and be bound by the Rules of
Racing, Track Rules and Notices published in
the Racing Calender from time to time.
2. To accept the procedure to be laid down from
time to time by the Stewards of the Club for
the holding of enquiries and to be bound by
/ and observe all the orders of the Stewards
of the Club, whose decisions shall be
conclusive and final.
3. To take the full responsibility for the horses in
his charge and to be responsible to the
Stewards of the Club for any irregularities or
breaches in the Rules, Regulations or Notice
in connection with any of the horses in his
charge.
4. If a licenced Trainer shall subsequently take
a horse other than those specified in the
application for a licence, from any source, to
notify the fact, with all necessary particulars
to the Club at once, stating the source from
which he has taken over the horse.
5. To undertake to intimate to the Club at once
the name and particulars of any horses that
shall leave his charge, giving the name of the
person to whom he has handed it over and
the reason for doing so.
6. To permit any Official of the Club to enter his
Stables or any place where his horses are

kept in the discharge of his official duties and
for the purpose of satisfying himself that
conditions 4 and 5 are being adhered to. All
applications for Trainers licences should be
accompanied by a fee of Rs.100/and
applicable GST which in the event of the
Licence being granted will be credited to the
Licence Fee Account of the Club.
NOTICE
The Board of Stewards of Hyderabad Race Club atthere meeting held on 28/02/2011 resolved to amend the
following HRC Rules of Racing.
Rule 20:The Stewards have power to punish at their dis-
cretion all owners, nominators, trainers, jockeys,
riding boys and persons attending on horses with
a fine not exceeding Rs.1,00,000/- and with sus-
pension from acting or riding at the same meeting
and to report to the Stewards of the Club should
they consider any further fine or punishment nec-
essary. Any Jockey so suspended shall not ride in
any race there or elsewhere during the period of
his suspension.
Rule 29:
The powers of the Stewards continue after the meet-
ing for all purposes relating to any matter con-
nected with or arising out of that meeting. The Stew-
ards have the power to continue with any inquiry
initiated, connected or arising out of that meeting
and have the power to take decision at such in-
quiry and to punish any person with a fine not ex-
ceeding Rs.1,00,000/- and should the Stewards
consider that any further fine or punishment is
necessary, they shall refer the matter to the Stew-
ards of the Club for further action

Trainers Reporting of Arrival and Departure ofHorses
Any trainer taking a horse owned by aregistered owner or owners to train which was notincluded on his original application for a licence totrain, must notify the Secretary, Hyderabad Race Clubof its arrival or departure before further entries aremade or the horse runs in a race.
BitsThe only bit normally permitted to be used in races is
the single jointed snaffle bit. Permission of the StipendiaryStewards must first be obtained for any other type of bit orspecial bridling.
Sharp SpursTrainers and Jockeys are warned that the practice
of Jockeys weighing out with or using sharp spurs orthe excessive use of any spurs is not allowed. AnyJockey contravening this order will be severely dealtwith and any Trainer who allows or encourages thispractice will be held equally responsible.
ShoeingThe Stewards, Hyderabad Race Club, give notice to
Trainers that no horse shall be allowed to run in any
race under these Rules unless they conform to the
following:-
a) Weight of a shoe/plate not to exceed 150
grams (600 gms for a set of four)
b) Shoes known as “American toe-clipped”
will not be used.
c) Any other type of Shoes/Plates having sharp
flanges will not be used.
d) All nail heads should be flushed with the
surface of the shoe/plate. In case of horse/s
with bad feet, surgical or anyother type
of shoes may be used with the prior per
mission of the Club’s Veterinary Officer.
Once such shoes are used, the club’s
Veterinary Officer’s permission should be obtained
before reverting to the standard pattern of shoes/
Plates.
Any infringement of these orders will render a trainer
liable to severe penalty.
Bandages
Owners and Trainers are hereby notifed that
the Stewards of the Hyderabad Race Club consider
the practice of using Bandages on the hind legs of
horses in races as undesirable. Before such
Bandages can be used, permission of the Stipendiary
Stewards must be obtained.
Unruly Horses
Owners and Trainers are advised that the Stewardshave instructed the Official Starter not to permit the unrulybehaviour of a horse at the gate to delay a start to theprejudice of the rest of the field.
Unsound Horses
Owing to the danger and cruelty involved,Trainers orpersons starting horses, which in the opinion of theStewards are not in a sufficiently sound or suitable state totake part in a race are warned that they will be heldresponsible for doing so.
Registration of Farriers
Trainers are here by notified that they must registertheir Farriers annually, Unlicensed Farriers will not bepermitted to work where the Hyderabad Race ClubRules are in force.

Owners Interest in Management of Horses
It has come to notice of the Stewards of the Clubthat numerous owners of race horses take little or nointerest in the management of their horses and leavethem entirely in the hands of their trainers.
The Stewards of the Club consider it essential tothe conduct of clean racing that owners should interestthemselves in the management of all horses ownedor partly owned by them. No owner can completelydivest himself of his joint responsibility with his trainersand jockeys for the running of his horses, and theStewards of the Club hereby gives notice that in theevent of any case of neglect of his duty coming totheir notice, they may refuse to accept any entries from
such persons.
Riding Out of Horses
Jockeys are reminded that all horses must beridden out, not necessarily under the whip, to the
satisfaction of the Stewards.
The Stewards will take action against jockeys who
ease their horses out of a place when they find they
are unable to win. Horses are not to be prevented
from running on into places by jockeys dropping their
hands before reaching the Winning Post.
Reckless Riding
The Stewards of the Hyderabad Race Club, warn
all jockeys that reckless, careless and erratic riding
will be dealt with severely.
PADDOCK
The Paddock is reserved only for Stewards, Officials
and for owners, Trainers, Jockeys and attendants with
horses actually running in the race.
The Stewards of the Hyderabad Race Club have
decided that under the exemption Clause of Rule
144(c) of the H.R.C. Rules of Racing, applicants for
horses to leave the paddock or to proceed to the post
other than in the normal manner, should ordinarily be
made in writing to the Secretary of the Meeting on the
day pervious to the race.
Photo Finish
a) Trainers and Jockeys are hereby notified that
in the event of the Judge calling for a photo-finish for
the 1st place the horses involved in the photo finish
instead of proceeding towards the unsaddling enclosure,
shall parade round on the track near the entrance gate
and the riders concerned will not dismount until called
to their respective unsaddling stalls in accordance with
the ultimate official placings declared by the Judges.
The remainder of the field will, however, proceed
towards the unsaddling enclosure and dismount in the
normal way.
In the case of a photo-finish for the 2nd, 3rd and
4th places, the horses involved in the photo finish will
be ridden, as usual, to the unsaddling enclosure and
will proceed to a place set apart for such horses. The
riders concerned, however will not dismount until called
to their respective unsaddling Stalls, in accordance
with the ultimate official placings. The remainder of
the field will dismount in the normal way.
b) In connection with the above, the attention of
Trainers, Jockeys and all persons concerned is drawn
to Rule 178 (b) reading as follows for strict
observances:-
“If a jockey or rider does not weigh in or if he
touches (except accidentally) any person or thing other
than his own equipment, after starting and before
weighing in, he may be fined or suspended from
riding at the discretion of the Stewards, and the horse
he rode may be disqualified for that race unless he
can satisfy the Stewards that he was justified by
extraordinary circumstance. Provided that any portion
of his equipments that he may have dropped after
passing the winning post may be handed to him by
the Clerk of the Course or an official of the club”.

c) The horse involved in a photo finish will be
announced over the Public Address systems
immediately after the running of the race.
Declaration to Start
The Stewards of the Hyderabad Race Club have resolved
that with effect from 1st April 1977, all horses accepting i.e.,
left in after the time fixed for final forfeits of the race must be
declared to start unless prior permission for their withdrawal
has been obtained from the Stewards.
Horses placed by the Judges
Owners and Trainers are notified that horses placed
by the Judges are not to be removed from the “Weighing”
Enclosure until the White Cone is hoisted by order of the
Clerk of the Scales.
Regulations Governing Accident FundBenefits for Riding Boys
1. Riding Boys are required to be licensed annuallywith the Club by the Trainers employing them beforethey are permitted to ride work. Any Riding Boys not solicensed will not qualify for any assistance from theClub’s Accident Fund.
2. A licence fee of Rs.10/- plus Service Tax as appli-cable will be levied and the Riding Boy will be providedby the Club with a book, in which he will enter details ofhis employment each Season giving the name(s) ofthe Trainer or Trainers who employed him. TheseTrainers will sign such entries in token of the accuracyof the same.
3. These books containing the Riding Boy’s recordsmust be lodged for inspection annually with the Secre-tary of the club. The obligation to have entries in themkept fully up-to-date rests with the Riding Boys con-cerned, as will be with the help of these books that theStewards of the Club will be enabled to consider indi-vidual cases when applications are made for assis-tance. Any inaccuracies in entries may invalidate claims.
4. No pensions will be paid. The gratuity may take theform of a subsistence allowance payable for the pe-riod or the period during which the applicant is unfit for
work being to temporary disablement not caused by
his own carelessness or alternatively be in the form oflump sum in the event of permanent disablement. Allpayments will be made or withheld, reduced, in-creased or discontinued at the absolute discretion ofthe Stewards of the Club.5. Application to be valid must be made through andrecommended by the Secretaries of the Meeting/swhere the Riding Boys are employed and requests forassistance can be considered only if the accident issustained when riding work connected with racing un-der the Rules of the Hyderabad Race Club.6. For temporary disablement preventing the RidingBoy from performing routine and other duties a weeklyallowance will be granted at the discretion of theStewards of the Club. It will be necessary for the Ridingboy to produce a certificate from the Medical Officer ofthe Race Meeting at which the accident occurs, certi-fying that the applicant is incapacitated for duty andstating the probable period of disablement. This cer-tificate is to be attached to the application.7. For permanent disablement or death, the allow-ance to the Riding Boy in the event of the former, or tohis widow, children or other dependent in the event ofthe latter, will depend on the nature and circumstancesof each case.

Boy’s Licences renewed annually. Unlicensed Riding Boys
will not be permitted to exercise horseson any course where
the Hyderabad Race Club Rules are in force.

An “A” Licensed Trainer is permitted to employ any num-ber of Jameders as he/she deems fit. However, theHydeabad Race Club will insure only one (1) LicensedJamedar in case of a Trainer having 30 or less horses andtwo(2) Licensed Jamedars in case of a Trainer having morethan 30 horses under his / her charge at the time of Li-censing. Further , if any Trainer is willing to appoint addi-tional Jamedar, the amount of insurance for the additionalJamedar will be debited to the concerned Trainer’s ac-

Running of Horses in Unfit State
The Stewards, H.R.C. view with disfavour the runningof horses which are not in proper state to take partin racing.
Owners and Trainers of such horses are warnedthat the Stewards may have to take action in such
cases.
Bridles and Saddlery
It is hereby notified that Trainers are responsible for thecondition of their racing bridles and Jockeys areresponsible for the fit condition of the Saddle, which he usescomprising of the saddle itself, the girth, the surcingle, the

stirrup irons and leather or webs as also the weight cloth,martingales and rings.
Breakage or Loss of Equipment
Jockeys holding licences under Hyderabad RaceClub Rules of Racing are hereby notified that in theevent of any accident occurring due to their saddleryor equipment when riding in a race including thebreaking or dropping of an iron or leather, the lossof a whip or any other part of their equipment whenriding in a race, they have to notify the sameimmediately to the Clerk of the Scales after they returnto the Scales.
Changes of Ownership
Notice is hereby given for every change ofownership occurring after a horse has been enteredfor a race and must be notified in writing to theSecretary of the Meeting prior to the race being run.Failure to notify as above will render the horse liableto disqualification and the person responsible, to afine or such other penalty that the Stewards may think
fit to impose.
Identification of Horses It is hereby notified that before a horse is
allowed to start in a race for the first time
under the H.R.C. Rules of Racing, such horse
must be produced for identification before the
O f f i c i a l Ve t e r i n a r i a n a t t h e M e e t i n g .
Accidents and Compensation
Applications for benefits from the above
scheme must be submitted to the Secretary of the
Club,through the Stewards of the race meeting at
which an accident occurs, as referred to in Para 2
(iv) of Appendix “D” of the Rules of Racing of the Club,
within 14 days from the conclusion of Race Meeting.
In all cases the application must give full details of
the accident and how it occurred and must be
accompanied by a medical certificate from a duly
qualified Surgeon, stating the nature of the injury and
the probable duration of disability.
One Eyed or Blind Horses
a) A horse blind in both eyes or with defective vision in
both eyes will not be permitted to race under H.R.C. Rules
of Racing.
b) A horse with one blind eye may race as long as the
other eye is normal and provided that, in the opinion of the
Stewards, such an animal does not constitute a danger to
the field.
Authorised Agent“Authorised Agent “ means an agent, appointed by a
document signed by the owner or his constituted
attorney and lodged at the office of the Club in
Hyderabad or if for use at a single meeting only,
lodged with the Secretary of that meeting, and includes
a sub-agent, if authority to appoint a sub-agent is
conferred by the documents. An Authorised Agent canact for an owner in all matters contained in these
Rules. The documents appointing the Authorised
Agent will remain valid till such time that the same
is revoked by the owner in writing and such revocation
shall have been lodged at the office of the Club in
Hyderabad. In the event the document appointing the
Authorised Agent is revoked by the Owner, the
authority appointing the sub-agent shall also stand
revoked automatically and no notice need be given to
revoke the appointment of the sub-agent.
The Stewards of the Hyderabad Race Club have de-
cided to publish in the Racing Calendar the names of those
owners who have Authorised Agents together with the names
of such agents.
It should be noted that application in respect of the
above must be approved and registered before the
authority shall come into force. Forms for registration
of Authorised Agents can be obtained from the Secretary,
Hyderabad Race Club, Malakpet, Hyderabad – 500
036. and should be forwarded to him when completed.

NOTICE
The Board of Stewards of Hyderabad Race Club attheir meeting held on saturday 04/04/2015 here bygiving Notice that the following regulation andprocedures shall come into force with regardto Starting from Stall with immediate effect.
Loading Procedures -The following loading procedures must strictly be adhered
to on race days:
- Upon arrival at the start, the Starter must conduct a role
call to establish that all engaged runners are present
behind the starting stalls. Prior to runners being loaded,
the Starter will announce to the riders and starting stall
attendants, in a clear and audible manner, the draw order
with withdrawals having already been removed from that
order.
- Starters are not to commence loading runners until the
last horse has arrived behind the starting stalls, unless
otherwise directed by Stewards. Horse/s that has to be led
to the starting stalls must reach the starting point 5 minutes
prior to the official race start time failing which necessary
action will be initiated against the concerned trainer as
deemed fit.
- Horses shall be loaded in their draw order regardless of
any horse being a favorite or otherwise.
- Starter shall divide the field into two banks and loadhorses simultaneously in draw order within that bank of
runners. eg 9 runners divided into a bank of 5 runners(draws 1-5) and 4 runners (draws 6-9). In this example thehorses drawn 1 and 6 would be loaded first.
- In fields consisting of 10 or more runners, horses will bedivided into two banks and loaded simultaneously in draworder within that bank of runners. eg 13 runners dividedinto a bank of 7 runners (draws 1-7) and 6 runners (draws8-13). In this example the horses drawn 1 and 8 would beloaded first.
- All horses will be given two chances for loading and incase of any horse/s cannot be stalled the horse/s will bewithdrawn.- Once the last horse is stalled it is the responsibility of theriders to be alert and ready for start and the starter willimmediately dispatch the field.
Early Loading of RunnersUpon successful application to Stipendiary Stewards bythe connections of a runner, a horse may be loaded intothe starting stalls first, despite having drawn a wider gate(not in sequence of draw).Where there is evidence of a horse/s having experiencedloading difficulties previously, or illustrated some otherform of misbehavior will be loaded first.
Late loading of a horseUnder no circumstances may approval be given to load ahorse last or later than its prescribed order of loading.
Loading Horses with Front Gate OpenDue to its dangerous nature, the practice of loading horseswith the front gate open is not recommended. However,under exceptional circumstances Starter may use hisdiscretion in this regard.
Horses being reversed into starting stallsThe practice of horses being reversed into the startingstalls during morning trials and race meeting is notdesired. However, under exceptional circumstances Startermay use his discretion in this regard and all such horseswill be loaded first regardless of their draw.
Riders Dismounting Behind Starting StallsRiders may only dismount behind the starting stalls uponreceiving permission from the Starter. Permission mayalso be granted in the circumstances of a gear adjustment

or a rider’s safety being compromised due to his/hermount’s fractious behaviour, in which case that horseshould be loaded into the starting stalls without delay. Ifpermission is granted for a horse to be loaded riderless,such rider may only dismount at the order of the starterimmediately prior to entering the starting stalls.
Passing horses at Official Starting Stalls TrialsIt requires a horse to have competed in an official startingstalls trial to the satisfaction of the Stipendiary Stewards/Starter.
If a horse fails a starting stall test it will usually be requiredto satisfactorily complete two further successive startingstall trials prior to being passed.
- Horse must be tractable and able to be ridden satisfactorilyto the starting stalls. When a horse/s is brought for startingstall trial the concerned trainer/ authorized person must bepresent at the starting stalls trail point.An application for the starting stalls trial is a must atprescribed time and date with details of horse/s as performat.- Horses may be assisted in the loading process only bybeing led into the starting stalls or having minimalencouragement by no more than two attendants positionedbehind the horse.
- A horse must be loaded in a reasonable period of time.Horse/s coming for starting stal ls trial must beaccompanied by an experienced horse with a valid startingstall certificate.
- A horse must not be unduly fractious or unruly whilst heldin the starting stalls and should be able to stand for atleast2 minutes properly.
- A horse must jump away clearly and perform tractably outof the starting stalls.
- Subsequent to each trial the Starter shall report anyunsatisfactory starting stalls performance to the StipendiaryStewards. The Starter may also make any notification on
the Starters Report that will assist in the loading of any
horse at a future trial or race.

BOOKMAKERS LICENCES
The following Rules as to the licensing ofBookmakers, their Clerks and Assistants have beenadopted.
1. No person shall be permitted to carry on orassist in carrying on the business of bookmakers, oract as Clerk or Assistant to any person carrying onsuch business at any Race Meeting held under theRules of the Hyderabad Race Club, without havingfirst obtained a licence from the Stewards of the Club.
2. No licenced Bookmaker shall, without thepermission of the Stewards of the Hyderabad RaceClub, act as a Betting Agent of any person other thana person licenced as a Bookmaker by the Stewardsof the Hyderabad Race Club, or permit any suchperson to have any pecuniary interest whatsoever inhis business of a Bookmaker either as a partner ,guarantor or otherwise.
3. The fact of Bookmaker being licensed by theClub shall not imply any right or claim for permissionto operate a book from the Stewards for any RaceMeeting.
4. The Stewards of the Hyderabad Race Club,may at any time withdraw the licence of any person
without assigning any reason.
CASH BETS
Person making cash bets of Rs.2000/- or overshould note that Bookmakers are forbidden to acceptsuch bets unless the name of the backer is givenwhen the bets are made. Bookmakers are alsorequired to record the names and addresses of thebackers making bets of Rs.5000/- or more and ofthose winning Rs.10,000/- or more.

REPORTS FROM BOOKMAKERS
1. Bookmakers are notified that in the event of their
wishing to report any person as not having settled over
a Race Meeting, the report must be sent to the
Secretary of the H.R.C. through the Secretary of the
Race Meeting within two months of the race day on
which the bets are made.
2. The report accompanied by a full detailed account(in duplicate), must give the full name, with correctinitials and address of the person concerned and thedate of the Meeting over which the report is made.
3. Bookmakers when reporting a person as nothaving settled over a Meeting, must first consult all theother Bookmakers operating at the Meeting and all
reports against the same person must be submittedat one and the same time, otherwise it will not beentertained.
4. The report must be made without reservationand unless the debit is discharged through theSecretary of the H.R.C. within a specified time, theperson concerned will be posted as a defaulter.
Betting in Enclosures
No betting is permitted except at the Totalizators orby or with Registered Bookmakers licenced to bet inthe Place set apart for that purpose.
Every person, whether as a principle or actingthrough an agent or as an agent, who directly or indirectlycontravenes the above regulation, will be severely dealtwith and will be liable to be excluded from all placesunder the control of the Stewards of the Hyderabad RaceClub.

APPENDIX “F”RULES RELATING TO DEFAULTERS
RULES AS TO DEFAULTERS FOR BETS
1. A person may be reported to the Stewards ofthe Club as defaulter for bets by the Stewardsof the meeting at which the default occurred, or by a person who has been short paidon account of the default or to whom themoney for the bet is due.
2. In reporting default, the full name, title,profession and address of the defaulter mustbe given. The report must be accompanied,in
the case of a lottery, by a full statement oftheaccount of the defaulter, and, in the case ofa bet by full particulars of such bet and of thetime and place when it was made,and ineither case, by any documents bearing on thecase.
3. The Stewards of the Club may, on receipt ofsuch report, call upon the defaulter to make
good his default by remitting to the Secretary
of the Club, within specified time, the amount
due, and his failing to do so, or to submit a
satisfactory explanation of the cause of his
failure or omission, may declare him to be
defaulter.
4. A list of declared defaulters shall be kept by
the Secretary of the Club, and a copy of
thislist will be forwarded to the Secretaries
of the race meetings at such times as the
Stewards of the Club may direct.
NOTICE
Owners and Trainers are hereby informed that the

held on 19th August 2013 have resolved to Ban “
BLISTERING” (Organic / Inorganic) and “ FIRING” of
racehorses at HRC with immediate effect.

PROHIBITION OF BLEEDERS TO RACE
When a horse bleeds whether it is profuse or in
a streak for the first time the horse would be prohibited
from racing for a period of 4 weeks.
In case the horse bleeds a second time, the horse
would be prohibited from racing for a period of 8
weeks.
In case a horse bleeds for the third time, it would
be prohibited from racing for a period of 12 weeks.
In case the horse bleeds during its first run after
the period of 12 weeks, it would be banned from
racing.

In case the horse is laid off from racing for a
period of one year or more after bleeding either first,
second or third time, if the horse subsequently bleeds
during the first run thereafter, it will be considered as
first time bleeder.
However, if a horse runs after a lay off from racing of a
period of one year or more and does not bleed in its first
run but does bleed in its subsequent runs, it would then
be treated as if it were a first time bleeder.
NOTICEThe Board of Stewards meeting held on Tuesday 9/
12/2014 have resolved to adopt the following Grading of
bleeders (EIPH) based on the findings of Endoscopic ex-
amination of horses as approved during the meeting of the
Veterniary Commission held on 28th Feb 2014 and approved
for publishing the same in the HRCRacing Calender under
“Bleeders” as recommended by the Sub-Committee for Rac-
ing on 24th Nov 2014.
Grade 1: One or more flecks of blood or two or less than
two narrow, short, stream of blood (narrow :less than 10%
of tracheal surface:short:less than quarter length of trachea).
Grade 2 : One long stream more than half of length of
trachea or more than two short streams occupying less
than one third tracheal circumference.
Grade 3 : Multiple stream of blood more than one third
tracheal circumference without blood pooling at the thoracic
inlet.
Grade 4 : Multiple streams of blood covering 90% of tra-
cheal surface with blood poolingat the thoracic inlet and
presence of blood on the surface of epiglottis or on the floor
of the epiglottis.
Grade 1 and 2 will not be considered as bleeders
Grade 3 and 4 are considered as bleeders

NOTICEArticle 6E - OUT - Of - COMPETITION TESTING :To ensure fair competition, transparency, welfare andsound breeding, Racing Authorities will at their discretioncarry out testing for prohibited substances at any timein the career of any horse, from the commencementof training to final retirement from racing.To this effect :
1.Trainers must notify their domestic racingjurisdiction the names of horses in training with themand specify where relevant the exact location of suchhorses.
2.When a racehorse is out of training at anytime in its career from the commencement of trainingto final retirement from racing , the owner(s) mustreadily be able to inform the domestic Racing Authorityof the exact location of the horse.
3.If full traceability of any racehorse, whetherin training or out of training , cannot be establishedat any time in its racing career, such horse will onlybe permitted to be entered in a race after a periodof six (6) months in training with a duly licensedtrainer.
4.The following prohibited substances,
including other substances with a similar chemical
structure or similar biological effect(s), are not to
be administered to racehorses at any time in
their career :-
4.1 Non - approved substances:Any substance not addressed by any of thesubsequent classes of substances, and whichhas no current approval by any governmentregulatory authority for veterinary use, or anysubstance not universally recognised by veterinaryregu la to ry a u tho r i t i e s as va l i d ve t e r i narytherapeutic treatment.
4.2 Anabolic agents :(a) anabolic androgenic steriods,(b) Other anabolic agents, including but
no l imi ted to se lec t ive androgen receptormodulators (SARMs).
(c ) Be ta - 2 agon is ts , un less thesubstance is prescribed by a veterinarian as abronchodilator at the appropriate dose,

5.Therapeutic use of substances specified in point4 above may only be exceptionally applied in thefollowing circumstances:
a) When the Racing Authority has decided tooffer the facility for such exceptional use fortherapeu t ic purposes and where no o therresonable therapeutic alternative exists.
b) The specified prohibited substance beingexcept ional ly used therapeut ica l ly must beprescribed by a veterinarian for the sole purposeof treating an existing illness or injury, and thedetails of the diagnosis , substance andadministraion protocol must be recorded andsupplied by the trainer to the Racing Authority .If the horse is not under the direct control of atra iner at anyt ime in i ts career from thecommencement of training to final retirement fromrac ing, the owner is responsib le for th isnotification to the Racing Authority. This systemmust be supervised by the Racing Authority’sVeterinarian(s).c) A horse shall be ineligible to race until aninimum of six (6) months has elapsed after theadministration of any of the substances specifiedin point four (4) above, and the Racing Authoritymust test to ensure that a horse t reatedtherapeutically with any of these substances isfree from the presence of such substances beforeracing.
d) A Racing Authority must record, within thedetai ls i t holds of the horse in quest ion,in fo rmat ion wh ich i t has rece ived on theadministration to that horse of such substancesunder execeptional use for thereapeutic purposes.This information must be included when providingdetails on the horse to a Horseracing Authorityor Stud Book Authority in any country to whichthe horse t ravels ( inc lud ing wi th in RacingClearance Notifications), including in the case ofpermanent export of the horse.
e) The number of exceptional uses for therapeuticpurposes and the details of the substancesinvolved shall be notified to and reviewed by theInternational Federation annually.

All horses entering the HRC premises should carry
a valid E.I.A. negative certificate. The validity of the certifi-
cate is 120 days. The horses should also carry a health
certificate issued by the Veterinary Officer of the respective
Turf Club indicating that the horses have neither suffered
from nor shown any clinical signs of E.I.A., A.H.S. and

Endocrine secretions and their synthetic counterparts,
Substances affecting blood coagulation, Cytotoxic
substance.
Treatment of Horses
Treatment of all Race Horses must be done
only by the Club’s Veterinary Officer. No Private
Practitioner will be Permitted to treat any Race Horse.
Trainers can only attend to minor ailments such
as application of antiphologestine, white lotion and
cold water bandage, application of accepted blisters
and minor dressings. Only such of those oral
medications given by the Equine Hospital for ailing
animals can be administered. All these are to be
recorded in the treatment book provided by the Club.
No other Medication of any sort should be given by
the Trainer. Under no circumstances will Trainer use
a syringe and needle for administration of medicines
or others materials.
Whenever any treatment is given at the Equine
Hospital, the Trainer or his representative should
ascertain that necessary entries of it are made in the
Treatment Recording Book.
Neurectomy
Owners and Trainers are notified that no horse on
whom the operation of Neurectomy (unnerving) has
been performed will be permitted to race or work on
the Hyderabad Race Course or Training Tracks.
It shall be the duty of every licensed Trainer to
report to the Club Authorities the name of any horse
in his charge which has been the subject of any such
operation.Nasal Dialators / S trips
The Stewards of the Hyderabad Race Club instruct
the Owners and Trainers that Nasal Dialators/Strips
are prohibited to be used on any horse/s in a race
under the H.R.C., Rules of Racing.

1. Have to pay Rs.2,500/- p.a. as Licence Fee for
