    Hawaii

    MAJOR ACCOMPLISHMENTS IN YEAR TWO

    Transitioning to College and Career-Ready Standards

    Transitioned to the Common Core State Standards (CCSS) in grades K-2 and 11-12

    Developed CCSS frameworks for grades 3-8 in English language arts and math for 2012-2013

    All K-2 students received report cards with grades and evaluations on learning sub-content of

    CCSS standards for English language arts and math

    As of September 2012, all principals received training on CCSS

    Building Better Data Systems

    Upgraded state longitudinal data system (SLDS) to actively monitor school connections and

    bandwidth, and identify technology problems in real-time

    Added over 20,000 curricular items to online platform for educators use

    Initiated network upgrades, providing broadband access to schools in the Zones of School

    Innovation (ZSI), Maui, and Kauai Conducted intensive training for 16 state data coaches on assessment literacy, data team

    processes, data analysis, effective teaching, and using technology as a tool for professionaldevelopment

    Supporting Great Teachers and School Leaders

    From January to May 2012, piloted some of the elements of a new educator evaluation

    system without stakes in 18 ZSI schools (representing 932 teachers in grades K-12);

    measures included student growth data, observation, and student survey tools

    State to fully implement educator evaluation system in school year 2013-2014; the Board of

    Education approved new educator effectiveness policies requiring performance-based

    probation, tenure, evaluation, and compensation to take effect as of school year 2014-15 Executed contracts with two vendors to create alternative certification programs for teachers

    that will prioritize mid-career changers and recent college graduates, focused on recruiting

    teachers for shortage areas like STEM, English learners, and special education students

    Placed 104 teachers through alternative certification routes for school year 2012-13(exceeding goal of 66 teacher placements); teachers placed in special education and STEM

    positions

    Finalized alternative administrator certification program and selected 5 candidates from 58

    applicants

    Reached an agreement with the Hawaii Government Employees Association (HGEA) to

    pilot a principal evaluation system in school year 2012-2013

    Assigned 500 mentors to approximately 1,500 new teachers for 2012-2013

    Turning Around Low-Performing Schools

    Staffed ZSI with specialized personnel (data and student success coaches) and wraparound

    services

    Reached an agreement with Hawaii State Teachers Association (HSTA) to provide extendedlearning time and additional professional development in 2012-13 for students and educators

    in all schools in the ZSI and at the Hawaii School for the Deaf and Blind.

    8 of 18 ZSI schools met Adequate Yearly Progress standards in school year 2011-2012

    Expanding Science, Technology, Engineering and Mathematics (STEM) Education

    Provided interactive STEM lessons through STEM carts to students in one ZSI with nine

    schools

    Established a partnership with Hawaii P-20 to create a virtual STEM center that connects

    students to STEM college and career resources and provides an online space for teacher and

    student collaboration and resource sharing

    MAJOR CHALLENGES IN YEAR TWO

    State remains on high-risk status across their Race to the Top plan since December 21, 2011

    Ongoing delays in securing a collective bargaining agreement with HSTA continue to affect

    Hawaiis ability to meet commitments in equitable distribution of teachers and compensation

    reform plans; state lacks authority to implement new incentive structures and compensation

    reform in school year 2014-15.

    Principal evaluation pilot remains delayed; state and HGEA face challenges in finalizing

    details about implementation

    MILESTONES FOR YEAR THREE

    Initiate college-and-career-ready (CCR) diploma to incoming freshmen

    Launch new alternative principal certification program (5 candidates lined up)

    Pilot second year educator evaluation system in 81 schools (exceeded goal of 40) to fullydevelop all the tools and training for the new system, including a pilot of Student Learning

    Objectives (SLOs)

    Pilot a new principal evaluation system

    Extend learning time for students and increase professional development for educators in ZSI

    Launch eSchool technology, which offers high-demand courses via distance learning for

    students in hard-to-staff schools to access highly qualified teachers

    Expand New Tech High STEM careers program, which offers project-based learning andcommunity involvement in high-poverty indigenous communities (two high-poverty schools

    currently active)
