There are three ways to get to Eielson Air Force Base: Drive your vehicle up the Alaska Highway, ride the Alaska Marine Highway ferry or fly.

Both the driving and ferry options might be considered vacations in themselves and could be one of the high lights of your career. Because there are several ways to travel to Alaska, contact the transportation management office before making travel plans. The local TMO can explain each mode of trave l and its specific monetary entitlement to you. You are encouraged to contact the Eielson TMO for information on the most current official policies and regulations to assist you in deciding how to get to Eielson.

Preparing for the drive Most people who decide to drive the Alaska Highway choose to do so during the late spring through early

fall. Although the entire road is com pletely paved, severa l hundred miles each year must be refurbished to keep it in good condition . Expect to drive on tempora ry gravel detours - often running 20 to 50 miles at a stretch -during the summer road construct ion season. Unfortunately, the gravel on these detours can damage windshields, headlights, radiators, tires and gas tan ks. Many people find it prudent to install protective equipment beforehand, such as plastic headlight covers, grill/radiator deflectors, and some type of hard covering over the gas tank. Be sure t o carry a spare t ire.

ALASKA Marine Highway System www.dot.state.ak.us/ amhs

Another often-used route to Eielson is the Alaska Marine Highway. The marine highway offers the advantages of a break from driving combined with breathtaking scenery along Alaska's inland waterways. Alaska operates 11 ferries, one of which sails for a four-night , five-day trip from Bellingham, Wash., (north of Seattle) to Alaska. Several ships operate in southeastern Alaska and can be boarded at Prince Rupert, British Columbia. Any of the Prince Rupert ships or the Seattle ship can provide vehicle and passenger accommodations all the way to Haines, Alaska. From Haines, it's about 600 miles t o Eielson's main gate. If you prefer to see a bit of Canada before catch ing the ferry, then travel west on Yellowhead Highway 16 through Prince George to Prince Rupert. Travelers can board the ferry there. Tou rist season is in full swing during the summer, so reservations must be made as early as possible.

Reservations can be made as early as December for the following summer. The Alaska Marine Highway System is the only ferry system authorized for PCS travel to and from Alaska. There are various publications available concerning rates, schedu les and reservat ions. The website mentioned above contains a complete ferry schedule for the summer travel season. If you are taking a pet, a current health certificate is needed or the pet will not be allowed on the ferry. Call your loca l TMO, and if you need further assistance, call the Eielson TMO at 907-377-1771.

For more information about the marine highway, call 800-642-0066, or visit www.alaska.gov/ferry. If you travel via the Alaska Marine Highway System, you w ill be paid norma l mileage and per diem for driving to and from each ferry port. The member must pay the deck fee in cash for any vehicle (cash withdrawal using a government travel card is recommended) , but an advance by finance may be made prior to your departure. Under some circumstances, members can ship two veh icles aboard the ferry. Check with your local TMO for detai ls. Whether you drive all the way or part of the way and then use the ferry system, it must be authorized on your orders.

Of course, the quickest and easiest mode of travel to Alaska is flying. You can fly the entire way, or drive your privately owned vehicle to Seattle for shipping and then fly to Fairbanks. All travel from Seattle to Fairbanks must be government­procured transportation. Your local TMO will make the arrangements. If you fly the entire way, TMO can provide you with a government ticket or you can purchase your ticket from your base to Seattle. From Seattle to Fairbanks, a government ticket must be issued since it is considered transoceanic travel and cannot be personally procured. Be sure to save the airline tickets you purchase or are issued; they will be required for reimbursement.

The Armed Services YMCA sponsors a military courtesy lounge for passengers departing from and arriving at Fairbanks

International Airport. Hours of operation are noon to 11 p.m. local time. The lounge, located under the stairwell next to the baggage claim, provides a comfortable waiting area for military members of all services and their families. Volunteers staff the lounge during heavy air traffic periods, providing traveler assistance and welcoming newcomers to the Fairbanks area. If you fly to Fairbanks commercially, you'll arrive at Fairbanks International Airport - a 45-minute drive from the base. There is no commercial bus transportation to the base, and commercial taxis can be expensive. Ask your sponsor if he/she can pick you up at the airport upon your arrival, or have your sponsor call vehicle operations 24 hours in advance for pickup. When You Arrive Upon arrival at Eielson, you will

need to proceed to the Mil itary Personnel Section (MPS) during duty hours to sign in. The MPS will collect your records and schedule you to attend the next available Right-Start/First Term Airmen's Center briefing.

If you arrive after 4:30 p.m., contact your sponsor and proceed to the Gold Rush Inn in Building 540, on the corner of Centra l Avenue and North Street (24-hour arrival point), to sign in. On the first duty day after you arrive at Eielson, the MPS will collect your records and schedule you to attend the next available Right-Start/First-Term Airmen's Center briefing.

Most rooms are located in proximity to the dining faci lit y, Yukon Club, shoppette, Base Exchange and commissary. Reservations in advance are highly encouraged. For reservations or more information, call 907-377-1844/7885 or DSN 317-377-1844/7885.

If you are single and enlisted, your sponsor may have already made arrangements for a dormitory room. Check with him or her before going to lodging.

Next, contact your Unit Program Coordinator (UPC) or Base Level Service Delivery Model (BLSDM) representative to in-process your unit. The UPC or BLSDM representat ive will inform you on specific unit in-processing tasks.

Right Start

Right Start is a mandatory, partial -day program that gives important information about l ife in Alaska, including winterizat ion, secu rity and fire safety tips, as well as information about the many services available to you during your tour here. The chapel, Airman & Family Readiness Center, lega l and other base helping agencies will be on hand to answer your questions and give you more information.

First Term Airmen's Center (FTAC) Eielson's FTAC helps Airmen make the

transition from the controlled environment of basic mil itary training and technical school to their first duty station . The center provides a streamlined process for base and un it in-processing while helping Airmen understand how they fit into the mission at Eielson. The program consists of five duty days of in-processing, professional briefings, ancillary training and mission orientation . In-processing includes briefings on drug abuse/ prevention t ra ining, human relations issues, financial management, career enhancement , family support services and senior leadership perspective. Professional briefings include reinforcement of core values and other fundamental aspects of Air Force life. Mission orientation briefings are designed to help first-duty-station Airmen understand what thei r roles and responsibi l it ies are in support of g lobal operations.

The 354th Comptroller Squadron Financial Services Office is dedicated to providing top-notch customer service and is your focal point for all financial matters while assigned to Eielson. The finance office is on the first floor in the east wing of Amber Hall, Building 3112. Military Pay In addition to your normal military pay and

allowances, all military members assigned to Eielson receive a Cost of Living Allowance (COLA) to help defray the higher-than-average expense of goods and services in Alaska. COLA rates are based on location, rank, years of service and number of dependents. If you're authorized to live off base, you will receive Basic Allowance for Housing (BAH) at Eielson's rate. BAH rates are based on duty station ZIP code, marital status and pay grade. To learn more about COLA and BAH or to find your rate, visit www.defensetravel.dod.mil.

Advance Military Pay You may request advance military pay within 90

days before a permanent change of station (PCS) departure or up to 180 days after PCS arrival. The maximum you may request is three months' advance basic pay minus deductions. Members in the grades of E-5 and above may receive one month of basic pay repayable within 12 months without a commander's signature. Any requests exceeding one month of basic pay or a 12-month repayment period will require your commander's approval and an itemization of expenses regardless of your rank.

Advance Dislocation Allowance Members accompanied by their dependents are

authorized a Dislocation Allowance (DLA) to help offset moving expenses. Single members not assigned government quarters within 60 days upon arrival are also eligible for DLA. DLA rates are published at www.defensetravel.dod.mil/perdiem/ dla.html.

PCS Travel Pay The financial services office (FSO) should provide a

PCS In-Processing System (PIPS) brochure to you upon arrival at Eielson. This brochure will provide instructions for filing your PCS-in travel voucher along with adjusting your military pay entitlements as necessary. Your PCS voucher can be completed at your desk or in the finance customer service lobby between 9 a.m. and 3 p.m., Monday through Friday. The FSO also offers one-on-one appointments for first-term Airmen and other customers who desire assistance with their voucher. Your authorized travel entitlements will be based on your mode(s) of travel to Alaska. Save all of your receipts and keep a well­documented log of your trip to simplify the PCS voucher filing process. If you're taking the ferry, authorization must be annotated in your orders. Additionally, you may receive reimbursement for lodging and per diem for one night at your port of departure and arrival, so make sure you save your lodging receipts for those nights.

Other PCS Entitlements If you stay in temporary lodging when you arrive at

Eielson, you may be authorized to claim up to 30 days of Temporary Lodging Allowance (TLA). Should your quest for housing take longer than 30 days, your commander can approve as many as 30 additional days. All TLA claims must be filed through the housing office every 15 days. In addition to TLA, military members PCSing from a stateside base who stayed in billeting are eligible for up to five days of Temporary Lodging Expense (TLE) reimbursement. Both TLA and TLE require lodging receipts, non-availability statements (if lodged off base) and copies of PCS orders. Members who stay with friends/family are not allowed to claim lodging expenses for either of these entitlements.

Advance BAH Members authorized to live off base may file for

Advance Basic Allowance for Housing (BAH). You may receive an advance of up to three times your BAH rate with a maximum 24-month repayment period. Advance BAH requests must be approved by your squadron commander and submitted along with a copy of your rental agreement.

Pay Issues While Traveling Two avenues are available for you to obtain pay

information while you are on the road. The following services are available online through myPay at https://mypay.dtas.mil/mypay.aspx.

• View your last th ree pay statements • Start, stop or change allotments • Change your direct deposit account • Start, stop or change Thrift Savings Plan contributions • Change your state and federal income tax withholding • Change your correspondence address

Your local finance office should be able to help you obtain a login ID and password. You can also contact the Centralized Customer Support Unit toll -free at 888-DFA-S411, ext. 5, from 7 a.m. to 6:30 p.m. Eastern time, Monday through Friday.

Permissiv® TID'f Service members are allowed eight days' permissive TDY to

travel to Eielson, arrange for housing and return to their duty station. The permissive TDY is at the service member's expense. Check with your MPS for details. You may want to investigate the possibility of a military flight or "hop" to Eielson. Check with the local passenger terminal, as a hop for even a portion of your trip could save you money. Remember to stop by the housing management office - they must validate your permissive TDY orders. Also, be sure to check with housing prior to entering into any rental, lease or purchase agreement.

You are required to have automobile insurance meeting Alaska's mandatory insurance law and minimums: $50,000 for personal liability for one person, $100,000 for each accident and $25,000 for property damage. Family members must acquire an Alaska driver's license within 30 days if employed or 90 days if unemployed. Furnishings _______ _ Housing management may provide loaner

furniture until your household goods arrive. Call 907-377-2244 for more information. Th e Airman & Family Readiness Center will loan small household items such as dishes, pots, pans, etc. You can reach them at 907-377-2242. Regarding personal furnishings, most furniture can be moved into quarters. However, some items, such as large cabinets, oversized couches, exceptionally large king -size bedroom sets, etc., may not fit throug h doors or hallways. You may want to consider storing such furniture. The decision to store furniture items must be made within 30 days from household goods delivery date.

Household Goods _______ _ Once you arrive, the Traffic Management Office

(TMO) should be one of your first stops. It's located in Amber Hall, Building 3112. When your property arrives, the staff will make arrangements to deliver it to your residence or place it in storage . If you opt to have it placed in storage, your delivery may be delayed, and due to extra handling your property will be subject to greater risk of damage.

On-Base Housing Eielson has family housing units; however, the number

of availab le units fluctuates. Each unit is equipped with a refrigerator, stove, washer, dryer, dishwasher and garbage disposal. Some have trash compactors. Eligibility for on-base housing is based on command sponsorship. Wait time depends on availability by category, rank, date of rank, time in service, family composition and report date. You should plan to visit the Housing Office within two duty days of arrival.

It is not unusual to see moose near base housing.

Unaccompanied Quarters -------Eielson has dormitories for unaccompanied enlisted

members. Call Consolidated Dormitory Management (CDM) at 907-377-2727 for dormitory space. Unaccompanied members in grades E-1 through E-4 are required to live on base.

All facilities have a recreation room equipped with a pool table, ping-pong table, foosball table and cable te levision. Washers and dryers are also provided.

All dormitory rooms are equipped with a refrigerator and microwave. Residents may use coffeemakers and popcorn poppers in dorm rooms as long as the appliances meet base fire regulation standards.

Dorm itory residents are provided a storage area in the facility they occupy. Storage will accommodate items such as winter gear, packing boxes, etc. Space is not available for large items, such as furniture. Dorm itory rooms are furnished .

The legal drinking age in Alaska is 21. Alcohol is permitted in the dorms for occupants 21 or older.

Pets __________________ _ There are some things to consider when bringing pets to

Alaska. Housetraining and daily walks take on a whole new perspective when temperatures are below zero.

First, make sure the animal's health certificate is current. You'll need it for traveling the Canadian portion of the Alaska Highway. If flying, check with the airlines for their rules.

Some people may want to consider leaving their pet beh ind with friends or relatives while getting settled at Eielson. Pets are allowed in the temporary living facility, but space is limited. Boarding faci l ities in this area are also lim ited and expensive. They require distemper and rabies shots, in addition to other vaccines. Dogs must be checked for kennel cough and corona, and cats must be checked for leukemia and FIP. Fecal, flea and tick checks are also requ ired.

Rental agreements spell out rules regarding pet ownership. Most landlords w ill not allow pets. If you find someone willing to rent their house, apartment, or cabin, make sure you understand all deposits and penalties before signing a lease. Ask the landlord if there is a limit on the number and size of pets.

As mentioned earlier, w inter weather requires special consideration, especially if the animal is sma ll. In weather of 20 degrees below zero, small pets shouldn't be left outside for more than a few minutes. This confines the pet to the house for long periods of time.

Special dog houses can be built for animals that will be left out in the extreme cold, and even then, owners should lim it exposure t ime. Before buying or bui lding a dog house, ask housing wh ich types are allowed on base and provide the best protection.

All animals, including cats, must be on a chain or leash when outside. Base regulat ions don't allow anima ls to run free or to be left unattended in vehicles.

No more than two pets per family are allowed in base housing. Also, in 2011 the Air Force established a new pet policy whereby residents are not allowed to board any breed (including mixed breeds) that is deemed an "aggressive or potentially aggressive" dog such as a pit bull (American Staffordshi re terrier or English Staffordsh ire bull terrier), Rottweiler, Doberman Pinscher, Chow Chow and wolf hybrids. The prohibition extends to other breeds of dogs or individual dogs that demonstrate or are known to demonstrate a propensity for dominant or aggressive behavior. Contact your m ilitary housing office for details. Small caged pets such as hamsters are an exception to the two-pet limit. Dormitory residents can have pets too, including fish, caged birds, hamsters gerbils or caged lizards (not exceeding 12 inches in length).

Visitors to the base should view wildlife from a distance. Moose can be dangerous and base residents are reminded that feed ing wild animals is st rictly prohibited both for their protection and yours.

Commissary The commissary has a

complete selection of fresh meat and poultry, a fu I I-service delicatessen and bakery, and dairy, produce and frozen -food sections. The commissary is open from 8 a.m. to 7 p.m. Tuesday, 10 a.m. to 7 p.m. Wednesday through Friday, and 10 a.m. to 6 p.m. on weekends. The store is closed on Mondays and holidays. Shopping Center/Base Exchange (BX) The Eielson Shopping Center offers a well-rounded

selection of merchandise, including clothing, shoes, personal care items, housewares, hardware, sporting goods, cameras, electronics, computer software, books, magazines, toys and souvenirs. The Eielson Shopping Center BX is open from 10 a.m. to 7 p.m. Monday t hrough Sat urday and from 11 a.m. to 6 p.m. Sunday. Call 907-372-1640 for inquiries. The barber, salon, alterations, floral and opt ical shops are located within the shopping center mall area, along with a food court featuring Anthony's Pizza, Burger King, Charley's Grilled Subs and Subway.

The shoppette and car care center can also be found at the shopping center. The BX Express is open from 6 a.m. to 10 p.m. on weekdays, and from 9 a.m. to 10 p.m. on weekends. The car care center offers vehicle services and supplies and is open from 8 a.m. to 4:30 p.m. Monday through Friday. The self-service fuel pumps are ava ilable 24 hours da ily with a credit or debit card. For more information, call the Express at 907-372-1231 or the car care center at 907-377-3385. The Mi l ita ry Clothing Sales Store is open from 10 a.m. to 6 p.m. weekdays but is closed Saturdays and Sundays. Call 907-377-3385 for more information.

The American Red Cross The American Red Cross assists military

members and their fam ilies during emergencies and provides service programs and volunteer opportunities to the base community. Fairbanks' primary Red Cross is the Tanana Valley Chapter, located at 725 26th Ave., Suite 201, Fairbanks, AK 99701. The Fairbanks Red Cross office can be reached toll-free at 888-345-HERO (4376). The Fort Wa inwright office is ava ilable to all branches of military service and is located at 1024 Apple St., Fort Wainwright, AK 99703. For more information, call 907-353-7234. The Red Cross worldwide communications network can verify the situation and provide information to military authorities for plann ing emergency leave.

Financial assistance, counseling, information and referral services also are available. Red Cross assistance is confidential. The Red Cross coordinates and trains adults and youths as volunteers who support numerous base offices and activities such as the clinic, legal office and library.

Health and safety education courses such as first aid, cardiopulmonary resuscitation and childbirth preparation are offered on base. Instructor training is available in these courses. Air Force Aid Society The AFAS provides emergency financia l assistance

in the form of a loan or grant to Air Force members and their famil ies in need. Aid is based on the merits of each individual case. In many cases, evaluations can be made on the spot. Loans of $3,500 or less can be approved locally, wh ile national society headquarters must approve larger loans. Applications are available at the A&FRC or the AFAS website at www.afas.org. The AFAS also assists Air Force fami l ies w ith education grants, respite care, child ca re for volunteers, Give Parents a Break and Car Care Because We Care programs. Students living on Eielson or in the Moose Creek and Saleha communities can attend on-base schools. Kindergartners th rough second-grade students attend Anderson Elementary School, and third- throug h sixth-grade students attend Crawford Elementary School. Junior and senior high students compose seventh through 12th grade and attend Ben Eielson Junior/Senior High School. More than 570 elementary and 390 secondary students attend the on-base schools.

Students living off base attend school in their attendance area. Bus transportation is provided for all children within t he area who live at least 1.5 miles from school. If a military family decides to live off base, parents may request that their children attend school on base. Permission may be granted provided classroom space is available and parents provide transportation.

Kindergarten children can attend school if they are 5 years old on or before Sept. 1, and first grade if they are 6 years old on or before Sept. 1 or attended a kindergarten in a public school in another state and were of legal age in that state. Alaska state law requires proof of immunization before any student is admitted into a public school. Students entering kindergarten or first grade must provide a copy of their birth certificate or other proof of age.

State of Alaska law and school district policy govern all schools in the area. Thus, programs and services are similar from school to school. Extracurricular and cocurricular activities, such as athletics, band, orchestra, etc., are provided within budget limitations. Senior high students are offered co llege preparatory courses, as well as vocational-technical education classes. Special education is provided for exceptional children as well as for children with learning disabilities, physical

handicaps and other special needs. The school board sets policies and budgets during monthly meetings at the school district administrative center in Fairbanks. The base school board representative is the 354th Mission Support Group commander. In addition, most schools have parent-teacher associations that welcome parent

input and involvement.

Youth Programs Selected by the National Boys & Girls Clubs as an

Honor Award winner in 2005, 2006, 2007 and 2010 and as PACAF Youth Program of the Year for 2006, 2007 and 2010, as well as for Nickelodeon's Halo Award in 2012, the youth center provides diverse programs for youths ages 5 to 18. The center sponsors many f itness and athletic activities, including Fit Factor, soccer, baseball, softball, T-ball, flag football, archery, paintball, cheerleading and basketball. Instructiona l programs include taekwondo, dance, acrobatics, piano and guitar. Through collaboration with Boys & Girls Clubs and 4-H, the center is able to offer inventive programming. The youth center includes a snack bar open for lunch each day during the school year. High school students can have lunch in the lounge area (complete with music) or play a game of basketball in the gym. The center is also home to Teen Break, where teens can enjoy dance, Dance Revolution, video games and karaoke, or use computers. A separate Teen Break facility, behind the bowling center in Building 3300 (407 Broadway St.), is open on Friday nights with

School-Age Program The School Age Program is nationally accredited

through the National Afterschool Association. Care is provided before and after school for youths in kindergarten through sixth grade, and full time during winter and spring breaks. Full-time summer camps available during summer break are specialty camps utilizing many of Alaska's great resources. Daily activities include swimming, hiking, fishing, field trips, activities, sports, arts and crafts and much more. Boys & Girls Club and 4-H activities are ongoing year-round. The Boys & Girls Club program Power Hour offers youths homework assistance during the school year. Numerous family activities are offered throughout the year, and youths are encouraged to support their local community through ongoing community activities. Child Development Center (CDC) The CDC is a modern facility in Building

5182 (2449 French Creek Road). The center is a nationally accredited early childhood program that offers developmental child care. The CDC offers a safe environment with a trained and nurturing professional staff. The center is open from 6:30 a.m. to 6 p.m. Monday through Friday and accepts children from 6 weeks to 5 years of age. Reservations for drop-in care are made on a first-come, first-served basis, depending upon space availability. Breakfast, lunch and snacks are provided at no extra charge. Fees are on a sliding sca le based on current-year family income. Except for the respite care program and special openings, the center is closed Saturdays, Sundays and federal holidays. Family Child Care (FCC) The FCC program offers parents an

alternative to the base Child Development Center and includes care for families who need full-time, part-time, hourly, evening and weekend care. The FCC program provides resources and referrals to families seeking child care arrangements. Eielson has provided certified FCC homes for parents working shifts, children with special needs, infant care, children who are susceptible to illness and youths who feel more comfortable in smaller groups. A Family Child Care home offers an environment with lower child-to-adult ratios. The program trains, licenses and inspects Family Child Care homes to ensure that care quality complies with Air Force standards. All providers establish their own fees. The FCC program also coordinates special family child care services, including extended-duty care, PCS care, returning-home care and subsidy care. The medical clin ic operates three primary care management teams staffed by board-certified fami ly practice physicians, f light surgeons and physician assistants. Add itional cli nics include pediatrics, optometry, menta l health, dental, immun izations, laboratory, rad iology, physical therapy and pharmacy. The group's Health and Wellness Center provides preventive health education and testi ng. Bassett Army Comm unity Hospital, 23 miles north of Eielson on Fort Wainwright. is Eielson's referral source for specialty and inpatient care. The TRICARE office arranges referral care with civilian offices in Fairbanks and Anchorage, as well as mi litary medica l care at Joint Base Elmendorf-Richardson, Alaska; Travis AFB, Calif.; and Madigan Army Medical Center at Joint Base Lewis­McChord, Wash. At the dental clinic, all active-duty military members may receive the full spectrum of general dentistry care, including endodontics, oral surgery, periodontics and prosthetics. The dental staff provides educational services to base schools and assists other organ izations with dental disease prevention programs.

Appointments

Routine appointments are available by calling 907-377-1847 between 7:30 a.m. and 4:30 p.m. on weekdays. Same-day appointment requests are validated by a telephone consultation with a doctor, nurse or physician assistant. If a patient is ill, quarters may be issued by the clinic. Quarters are official recommendations by a medical provider to the supervisor or commander of a service member who is too il l to work. Supervisors and commanders determine or approve the time off.

Patient Advocacy

The 354th Medical Group strives to provide exceptional customer service and top-quality medical care at all times. Each area in the medical group is assigned a patient advocate who will address your concerns and fo llow up until they are resolved. Each advocate will have their photo in the clinic waiting area for easy identification. The medical group patient advocate can be reached by calling 907-377-6714 or by asking the base operator for the patient advocate. Patient questionnaires are reviewed monthly by the medica l group executive leadership and are used to ta i lor services to the needs of customers. Mental Health Services Mental Health Services are all located in the 354th

Medical Group, Building 3349, and include the Menta l Health Clin ic, Alcohol and Drug Abuse Prevention and Treatment (ADAPT) Program, and Family Advocacy Program.

The Mental Health Clinic provides services for all active­duty members as well as family members and eligible Guard/Reserve members. Services include individual assessment and treatment for depression, anxiety, deployment issues, marital problems, work/home-related stress and substance abuse. Group treatment is also used to help skill bu i lding in such areas as stress and anger management. Call 907-377-3071 for an appointment.

The ADAPT program provides alcohol and drug abuse evaluation and treatment for mi litary health care beneficiaries, as well as prevention education services and the base drug testing program. Cal l 907-377-3071 for more informat ion.

The Family Advocacy Program promotes fami ly health, welfare and morale. This is an Air Force program consisting of two components: family maltreatment and prevention, and outreach. The Special Needs Identification and Assignment Coordination (SNIAC) process assists Air Force family members with special medical and/or educational needs. Family members with certain physical, emotional or educational needs, including individual education plans, are required to enroll. SNIAC coordinates overseas medical and educational clearances with gaining and losing bases. Outdoor Adventure programs and w inter equipment checkout can be found at Iceman Falls Lodge on base. The lodge has cross-country ski trails, a sled hill, ski hill and lift, and an ice rink. Skeet and Trap The skeet and trap range lies at the end of Quarry Road, near the Iceman Falls

Ski Hill & Lodge. The two ra nges are equipped with a high house, a low house and five-stand for skeet shooting, and also offer a trap house. courts, exercise rooms, a steam room, saunas, weight rooms, massage therapy, locker rooms, a basketball court, an indoor swimming pool, a volleyball court, an indoor football field, an indoor running track and an athletic equipment checkout center are all part of the coed fitness complex. Intramura l sports consist of basketball, golf, softball, racquetball, tennis, flag football and volleyball. Instructional classes are offered in aerobics, Pilates, weight training and boot camp. Arctic Nite Lanes is a 20-lane bowling center with automatic scoring open to both league and nonleague bowlers. The center also has a snack bar and pro shop. Thunder Alley - glow-in-the-dark bowling with a state-of-the-art light show and stereo sound system - is available most weekends and for private parties by prior arrangement. Children's birthday party packages are offered. The snack bar is open Monday through Sunday. The grill closes a half-hour prior to the snack bar's closing. N How important is Alaska?

In the

Beginning

Gen. Billy Mitchell testified before the House Committee on Military Affairs in early 1935 of Eielson's importance. During hearings regarding the strategic needs of the fledgling U.S. Army Air Corps and the establishment of new bases for frontier defense, he made the following statement:

In 1943, surveyors first staked out the land that eventually became Eielson Air Force Base. These were the war years - Japanese forces had invaded the Aleutian Islands, the Soviets needed American aircraft to help them defend their homeland, and the Allies had yet to get the upper hand in Europe or the Pacific. But if one looks back, it becomes apparent that Mother Nature, more than Uncle Sam, prompted the opening of Eielson and its expansion to become the premier Air Force installation in Interior Alaska.

During the years prior to World War II, the Interior had already welcomed an Army Air Forces installation, Ladd Field, known today as Fort Wainwright. In 1939, Congress authorized a base in Fairbanks, primarily as a site for the cold-weather testing of aircraft and equipment, since Interior Alaska offered the consistently cold temperatures needed to test new technology.

But the Dec. 7, 1941, Japanese attack on Pearl Harbor forced a temporary halt to testing at Ladd Field, since the military needed all its aircraft to defend Alaska. Testing resumed less than a year later, but by 1943 it had once again become a second priority. Ladd Field found itself a busy hub for fighters and bombers destined for the "Forgotten" or "1,000 Mile War" in the Aleutians, or en route to the Soviet Union as part of the Lend-Lease program.

August 1945. In all, nearly 8,000 aircraft were turned over to the Russians and ferried over the "air bridge" through Siberia. These aircraft were stripped of everything except basic instrumentation and armament. With no navigational aids, pilots would take off from Ladd Field and fly the first leg to Galena on the Yukon River. After refueling, the pilots would fly to Nome. From there it was only a short hop across to Russia. Still, dozens of planes were lost due to bad weather.

The weather also proved to be a danger to the aircraft arriving in Fairbanks. The winter of 1942 was one of the coldest on record, with temperatures dropping to minus 67 degrees and ice fog hindering landing operations at Ladd Field. Sometimes the planes arriving from Montana were

unable to make it all the way to Fairbanks and did not have enough fuel to return to the alternative landing strip in Big Delta, known today as Delta Junction.

Officials decided to build an auxiliary field somewhere close to, but south of, Ladd Field as

the turnover point for large numbers of U.S. aircraft, which flew the arduous route that stretched from Great Falls, Mont., through the Northwest Territories, and into the interior of Alaska. From Ladd Field, Soviet pilots would take possession of the aircraft, ranging from P-39s to B-25 Mitchell bombers, and fly them to Moscow through Siberia and eastern Russia.

1939 for use in a flood control project. Also, the terrain around the proposed site was free of approach hazards for arriving aircraft.

The nearest hills, low ones at that, were about six miles from the site. Part of the acreage was eventually set aside for flood control, and the remainder was transferred to the War Department in 1943.

The Army completed construction of the original base in October 1944. It was composed of about 600 acres, with housing for 108 officers and 330 enlisted men. It eventually featured a 10-bed dispensary, two parallel runways 6,625 feet long by 150 feet wide, and many wooden structures, none of which remain today. The base was dubbed "Satellite" or "Mile 26" by the workers and "26-Mile Strip" by the brass. One story said the base was named 26-Mile Strip because of its proximity to one of the 13 Army telegraph stations that linked Fairbanks with Valdez as part of the Army's WAMCAT, or Washington-Alaska Military Communications and Telegraph, system.

Another story had a simpler explanation. The original base facilities and the only gate were constructed at the south end of the runway, so people traveling from Fairbanks would have to go around the south end to reach the base. The drive measured out to be exactly 26 miles, so the base was then known as 26-Mile Strip. However it received the name, it stuck, even though the north end of the base is only about 23 miles from Fairbanks.

At war's end, the number of military personnel in Alaska dropped, and many of the small airfields used along the Lend­Lease route were shut down. The airstrip was mothballed, and no decision was made BeijJng ~-----=-­regarding its future use. But in 1946, with the Cold War looming, military planners decided a strategic bomber base was needed in Interior Alaska. They chose to build a new base 29 miles south of Nenana. As construction began at the new site, a series of earthquakes revealed that a major fault ran across the middle of the runway.

It would be very costly to repair a runway of sufficient size and makeup to handle Strategic Air Command (SAC) bombers, so planners looked at other options. A long runway was still needed to accommodate the planned deployment of SAC's intercontinental bombers. Ladd Field was ruled out because its main runway had already been extended to the limit allowed due to a bend in the Chena River. Any extension of Ladd's runway would have to cross the river toward town, increasing noise and traffic over Fairbanks. Planners were left with only one suitable option: 26-Mile Strip. Resources from the aborted site were transferred to 26-Mile Strip, and work began on the upgrade immediately. The west runway was extended to 14,500 feet, and 26-Mile Strip was finally a full-fledged Air Force installation.

This was not the end of the site south of Nenana, though. A year later the military began awarding contracts for the construction of early warning defense radar and communications installations throughout the state. Since acreage had already been withdrawn for military use, plans were made to go ahead with the construction of Clear Air Force Station, which is still in operation today.

Eielson Air Force Base Guide• 2013-2014

On Sept. 18, 1947, the Air Force gained its independence as a separate branch from the Army when President Harry Truman signed the National Security Act of 1947. The newly created Air Force now had two bases near Fairbanks: Ladd Field, which was home to fighter interceptors providing air defense in the Interior, and 26-Mile Strip. The first Strategic Air Command bombers arrived at 26-Mile in November with the deployment of the 97th Bomber Group from Smokey Hill Air Force Base, Kan.

On Jan. 13, 1948, the Air Force changed the name of 26-Mile Field to Eielson Air Force Base in honor of famed Arctic aviation pioneer Carl Ben Eielson. Eielson was a renowned bush pilot in the 1920s who was killed in a 1929 crash while attempting to rescue stranded passengers and a cargo of furs aboard the freighter Nanuk, caught in the ice off the Siberian coast.

The 97th Bomber Group departed Eielson in March 1948, but other SAC units followed.

Eielson played host to B-29s, B-36s and finally B-47s. In fact, the largest hangar

on Eielson today, now used for the Air Force's RED FLAG-Alaska

exercises, was originally built to house three B-36 "Peacekeeper" bombers, the largest bomber in the Air Force inventory.

Following the Korean War, the Air Force began to look at ways to cut costs. The Air Force had mixed emotions about having two air bases so close

together. Because Ladd AFB had reached its limits of runway

expansion, they decided to transfer Ladd to the Army and move its Air

H8wall Force operations to Eielson. On Jan. 1, 1961, Ladd AFB was returned to the

Army and renamed Fort Wainwright. Since then, the Air Force has seen many changes at Eielson, and many missions and aircraft have come and gone. Since its early days, Eielson has been home to weather reconnaissance aircraft, tactical units from Alaskan Air Command, aerial tankers, A/OA-10s, and most recently F-16s as part of the 354th Fighter Wing, flying as aggressors for RED FLAG-Alaska.

Strategically, Eielson's location allows units based here to respond to hot spots in Europe faster than units at bases on the East Coast. The same is true for Korea and the Far East. Eielson units can even respond more quickly than many units based in California . A 1940 census reported that 1,000 military people lived in Alaska that year. Today, Eielson alone is home to more than twice that number. The large military presence in Alaska, combined with the large amount of defense spending in the state, ranking second only to the oil industry, ensures a significant military impact for decades to come. With Alaska's strategic location, recognized in the 1920s and 1930s by Air Force pioneers like Gens. Henry "Hap" Arnold and Billy Mitchell, the vision of Eielson's future certainly outshines its humble beginnings, and may someday outshine its historic past.

Eielson worked at many things during the course of his life. He went into business with his brother selling bonds for a firm in Minnesota, helped develop more suitable skis for use on airplanes after returning to the Army Air Service, attended Georgetown University Law School, was an airplane inspector for the Department of Commerce, and flew airmail in Florida - becoming the first man to fly mail between Jacksonville, Fla., and Atlanta, Ga.

Eielson's heart always returned to Alaska and flying . Intrigued by the vastness of Alaska and the potential for aviation, he found himself drawn away from the Fairbanks High School classroom. He convinced several Fairbanks businessmen that commercial aviation was a feasible business venture in Interior Alaska. He became the sole pilot for the Farthest North Aviation Company, formed in 1922. After obtaining a surplus Army aircraft in the Lower 48, Eielson soon made the first regular commercial flights from Fairbanks to Interior mining camps and communities. He delivered supplies, mail and passengers in hours over distances that previously had taken days by train or weeks by dogsled. Successful and popular among its growing number of customers, the commercial operations of the company led toward regular airmail deliveries in the Interior.

In 1924, the U.S. Post Office Department asked Eielson to fly an experimental 320-mile airmail route between Fairbanks and McGrath, Alaska. The trip took 18 days by dogsled - one way. Eielson made the trip in three hours. With the help of the territorial congressional representative, a postal contract came later that year. The Post Office Department unexpectedly withdrew the contract after six months of operations, but Eielson remained in Alaska as a bush pilot. His dream of crisscrossing the vast Alaska Territory by air became a reality in 1925 when Australian explorer Sir Hubert Wilkins enlisted Eielson for an exploratory expedition to the North Pole and a possible trans-polar flight from the northern coast of Alaska to Greenland. The expedition, which started in 1926, was unsuccessful,

although Eielson became the first aviator to cross the Arctic Circle and land an airplane on the North Slope. He joined Wilkins again in 1927 on another unsuccessful Arctic-North Pole expedition. Eielson made history on the expedition's third effort in 1928. He and Wilkins flew the 2,200-mile route over the polar ice cap from the North Slope of Alaska to Spitsbergen Island, Norway. This was the first flight from North America over the Arctic Ocean to Europe. Upon his return to the states, Eielson was called to Washington, D.C., where he was awarded the Distinguished Flying Cross. Later, at the request of President Herbert Hoover, he returned to Washington to receive the Harmon Trophy for the most outstanding feat in aviation in 1928.

He returned to Alaska in the summer of 1929 as a local, national and international hero. Later that year, Eielson accompanied Wilkins to the Antarctic, becoming the first pilot to fly over both polar regions in the same year. He used his fame to good advantage, securing financial backing in the Lower 48 for the establishment of a large commercial aviation company in Alaska. As an active participant in the company's flying operations, he joined company pilots in the winter of 1929 on a flight to rescue stranded passengers and a cargo of furs aboard the freight ship Nanuk, caught in the ice off the Siberian coast. It was during this rescue attempt that Eielson and his mechanic, Earl Borland, lost their lives.

Alaska later memorialized Eielson by naming a mountain peak near Mount McKinley after him. In 1948, the U.S. Air Force renamed "26-Mile Strip," located 23 miles southeast of Fairbanks, after him . In July 1985, Eielson was inducted into the National Aviation Hall of Fame for bringing aviation to the sparsely populated regions of the world to better serve the needs of his fellow man.

354th Fighter Wing Since its inception in 1942, the

wing has seen action in nearly every major conflict the United States has been involved with. From the skies over the European Theatre during World War II to the sands of Iraq and Afghanista n, the 354th FW has performed with courage and distinction.

World War II Activated on Nov. 15, 1942, at

Hamilton Field, Calif., the 354th Fighter Group trained in P-39 aircraft there and at other Army airfields for nearly a year. In October 1943, the group moved to Greenham Common, England, where it became the first group to use the new P-51 Mustang. From their first combat missions in December 1943 through the end of

the war, the "Pioneer Mustang Group" wreaked havoc on the German Luftwaffe. Altogether, pilots of the 354th scored 701 confirmed enemy aircraft destroyed in air-to-air combat. Of a total of 44 aces - five or more enemy aircraft destroyed - Lt. Col. Glenn Eagleston was the leading ace, downing more than 18 aircraft.

For four months in late 1944 and early 1945, the 354th flew P-47s and switched its focus from escort and air superiority to fighter-bomber missions - strafing and dive-bombing enemy targets in Belgium, France and Holland. The wing's efforts during the war earned it two Distinguished Unit Citations and the French Croix de Guerre with Palm.

After V-E Day, the group served with the Army of Occupation before transferring back to the United States in February 1946 and inactivating. On Nov. 19, 1956, the Air Force reactivated the unit as the 354th Fighter-Day Group stationed at Myrtle Beach AFB, S.C. It was redesignated the 354th Tactica l Fighter Wing in July 1958.

Persian Gulf War The 354th converted to A-10 aircraft in 1977.

For more than a decade, it conducted routine A-10 missions, including numerous deployments and exercises. The routine came to an abrupt end in August 1990, when the 354th deployed as one of the first units in the Persian Gulf during Operation Desert Shield. When Operation Desert Storm's air war began in January 1991, wing pilots initially flew against early warning radar and Scud missile sites.

The 354th also flew search and rescue missions. Capt. Paul Johnson earned the Air Force Cross when he and Capt. Randy Goff, also of the 354th, enabled the rescue of a downed Navy pilot 200 miles inside Iraq. As the conflict evolved, the wing turned its attention to deep interdiction missions and the Iraqi Republican Guard.

Finally, when the ground war commenced in late February, the 354th performed the mission it had been trained to do before the war - close air support. By any account, the devastation was considerable. By the end of the conflict, A-10s throughout the theater had destroyed more than 950 tanks, 900 artillery pieces and two helicopters in air-to-air combat. Despite the rout, the victory was not without cost to the wing.

Capt. Steve Phyllis died while protecting his downed wingman, 1st Lt. Rob Sweet. Sweet was repatriated after the war. The 354th returned home from the Gulf in March 1991 and was redesignated the 354th Fighter Wing in October of that year. Because of the impending closure of Myrtle Beach AFB, the unit was inactivated in March 1993.

Alaska Less than five months later, on Aug. 20, 1993,

the 354th Fighter Wing replaced the 343rd Wing as host unit at Eielson AFB. Air Force Chief of Staff Gen. Merrill McPeak ordered the change as part of a servicewide effort to preserve the lineage of the Air Force's most honored wings. The w ing continues its history of excellence today as the farthest-north fighter wing in the United States Air Force.

Since becoming the host wing at Eielson, the wing has expanded the capabi l ities of the Joint Pacific-Alaska Range\ Complex (JPARC). RED FLAG­Alaska (RF-A), which began with Cope Thunder exercises in 1992, is recognized as the • premier combat t rain ing • exercise in the Pacific, if not the world.

Units from the wing deploy for t raining to places as diverse as Singapore, Malaysia, Guam and Korea. Additionally, they were involved in deployments to Southwest Asia and Italy in support of ongoing contingency operations. 18th Aggressor Squadron The 18th Aggressor Squadron was first formed

as the 18th Pursuit Squadron on Dec. 22, 1939, and activated at Moffet Field, Calif., on Feb. 1, 1940. The 18th moved to Elmendorf Field, Alaska, on Feb. 21, 1941, and began flying P-36s. Redesignated the 18th Fighter Squadron on May 15, 1942, the 18th participated in combat operations in the northern Pacific, and aided the defense of Alaska during World War II. Throughout World War II, the 18th flew the P-40, P-39, P-38 and P-51 aircraft.

Redesignated the 18th Fighter-Interceptor Squadron in 1952, the squadron began operations at Minneapolis-St. Paul International Airport as part of Air Defense Command's Continental Defense Force. There, the 18th flew F-51s and later F-86s. In July of 1954, the 18th moved to Ladd Field, Alaska, where for three years it flew the F-89 Scorpion and carried out air defense operations with Alaskan Air Command. In August 1957, the 18th transferred to Wurtsmith AFB, Mich. where it transitioned to F-102s. From May 1960 until its inactivation in 1971, the 18th operated from Grand Forks AFB, N.D., as an integral part of the interceptor force of Air (later Aerospace) Defense

Command. There, the 18th flew the F-101 Voodoo. The 18th was reactivated in 1977 at Elmendorf and was redesignated the 18th Tactical Fighter Squadron. Its mission was to provide tactical air and air defense operations flying the F-4E.

On Jan. 1, 1982, the squadron moved to Eielson. Here, the 18th's mission became that of providing close air support in the A -10 Thunderbolt. On March 7, 1991, the 18th received its first F-16C. The squadron was redesignated the 18th Fighter Squadron on June 1, 1991 . The unit deployed to Al Jaber Air Base, Kuwait, from October through December 1998, in support of Operation Southern Watch. The 18th FS deployed again to Southwest Asia from September

through December 2000; however, this time it was to lncirlik Air Base, Turkey, in support of Operation Northern Watch. During a deployment from November to February 2002, 18th FS pilots supported flying operations during Operation Anaconda, in support of Operation Enduring Freedom. Two 18th FS pilots

received Distinguished Flying Crosses for their efforts during the deployment.

The 18th FS deployed to Andersen AFB, Guam, in support of Operation Noble Eagle in March 2003. The Blue Foxes were the first active-duty F-16 Fighting Falcon (Viper) unit with close air support as its primary mission.

On Aug. 24, 2007, the 18th FS was officially redesignated the 18th Aggressor Squadron. Formed from an initial cadre of experienced 18th FS pilots and 64th Aggressors from Nellis Air Force Base, Nev., these individuals were hand-picked experts in adversary weapons systems and tactics. On Jan. 17, 2008, the 18th AGRS received its first F-16 Block 30 from Kunsan AB, Korea, with the new advanced Flanker (arctic) aggressor paint scheme.

Commensurate with its change in status came a new mission for the 18th - preparing and training the rest of the combat air forces as PACAF's only dedicated adversary squadron.

354th Operations Support Squadron

The group is

composed of three

squadrons.

The 354th Operations Support Squadron "Huskies" provides diverse capabilities in support of the 354th FW, 168th A ir Refueling Wing and associate units at Eielson. The 354th OSS is organized into current operations and schedu ling, weather, and airfield management and ai r traffic control flights.

The current operations and schedul ing flight is responsible for ensuring safe scheduling operations within the Joint Pacific A laska Range Complex (JPARC), the annual flying hour program, managing aircrew flight records and maintaining safe aircrew flight equipment for aircrew throughout the 354th FW.

The weather flight provides or arranges for weather support to the 354th FW, tenant units assigned to Eielson and transient operational units. Weather Airmen are ready to deploy to support worldwide combat operations. The weather flight is responsible for forecast ing Alaska's weather and they face many challenges due to sparse data caused by t he vast wilderness and diverse terrain.

~ The Iceman Team

The airfield management and air traffic control fl ight supports the daily tra ining missions of 354th FW aircraft as well as a wide assortment of domestic and international aircraft supporting real-world missions. The airfield management and air traffic control flight provides support 365 days a year, 24 hours a day for operations of the Alaskan North American Aerospace Defense Command Region for Air Sovereignty mission as well as support for on-call search-and-rescue missions of the Detachment 1, 210th Rescue Squadron. Eielson's airfield is valued for its strategic location in the polar region. The flight manages nearly 18 million square feet of runway and airfield surfaces.

The 354th OSS provides vital hands-on and classroom training, such as aircrew training for flying equ ipment, to Eielson's in-place and deploying personnel. Wh ile runn ing home station operations, the Huskies also prepare and deploy individuals and groups in support of higher headquarters-directed Air and Space Expeditionary Force tasks across the world.

F-16 Fighting Falcon The F-16 Fighting Falcon, assigned to the 18th

Aggressor Squadron, is a compact, multi-role, all­weather fighter aircraft. Its highly maneuverable design has proven itself in both air-to-air combat and air-to­surface attack roles. In an air combat role, the F-16's maneuverability and combat radius greatly exceed that of virtually al I potential threat aircraft. It can sustain up to nine Gs (nine times the force of gravity), has a top

speed in excess of Mach 2 and can locate enemy aircraft in all weather conditions and detect low-flying aircraft in radar ground clutter. In its air-to-surface role, the F-16 can fly more than 500 miles, deliver its weapons and return to its starting point. The all-weather and nighttime capability allows the F-16 to accurately deliver both general purpose and laser-guided weaponry with pinpoint precision in all weather conditions.

353rd Combat Training Squadron

This squadron is responsible for sponsoring training and experimentation in the JPARC. In this capacity, the squadron hosts Pacific Air Force's RED FLAG-Alaska and Joint Chiefs of Staff Northern Edge exercises. The 353rd Combat Training Squadron was reassigned to the 354th Operations Group from the 611th Air Operations Group in 2006. The 353rd has a detachment at Joint Base Elmendorf-Richardson. RF-A provides realistic full-spectrum combat training for the joint force and international partners.

Beyond RF-A, the 353rd hosts an increasingly broad number of combat training events on the JPARC. Each RF-A is executed during a three-week period, highlighted by two weeks of flying with deployment and redeployment tasks at both the beginning and end. The flying portion employs scenarios designed to replicate what aviation forces will face in the first 10 days of combat. Additionally, units from every Air Force Major Command, sister services and friendly nations provide support and crews to participate in each exercise.

The 353rd Combat Training Squadron also oversees operations and maintenance of the JPARC, which contains three weapons impact areas covering 90,000 acres and about 67,000 square miles of military training airspace, making

it by far the nation's largest contiguous supersonic training area. The JPARC contains 46 separate targets to help aircrew sharpen their ground attack skills. These targets include convoys, building complexes and several airfields complete with runways, taxiways, simulated hangars, dummy aircraft and infrared significant targets. The JPARC operates 42 radar-threat simulators for electronic warfare and defensive countermeasures training, and tracks aircraft with the Alaska air combat maneuvering instrumentation system, the most sophisticated air combat instrumentation system in the Air Force.

1st Air Support Operations Group

The 1st Air Support Operations Group, based at Joint Base Lewis-McChord, Wash., directs four squadrons operating from 11 locations in Washington, Alaska, Hawaii and Japan. The group provides an Air Support Operations Center, Tactical Air Control Parties and Battlefield Weather Teams to Army combat units at multiple echelons including United States Army Pacific, I Corps, and nine aviation, airborne, infantry and Stryker brigade combat teams of the 2nd and 25th Infantry Divisions. The 1st Weather Squadron provides operational and staff weather services for Army combat units across the Pacific Command area of responsibility.

In addition, they train and maintain combat readiness for worldwide battlefield weather deployments. The group's Air Liaison Officers and Joint Terminal Attack Controllers advise Army commanders and staffs on all aspects of joint airpower employment, integrating and synchronizing close air support, air mobility, and intelligence surveillance and reconnaissance capabilities into strategy, plans and operations.

The 1st ASOG was administratively assigned to the 354th Fighter Wing, Eielson Air Force Base, Alaska, on Oct. 1, 2012.

354th Maintenance Group

354th Aircraft Maintenance Squadron This squadron provides on-equipment

maintenance for t he wing's F-16 fleet, at home station and on the road. The squadron travels with the 18th Aggressor Squadron as they train units throughout

PACAF and the rest of the Combat Air Force. The squadron consists of production, specialists, weapons and support personnel.

354th Maintenance Group The 354th Maintenance Group provides aircraft

and munitions support to the 354th Fighter Wing's F-16 fleet, RF-A and other exercises, and to transient and special mission aircraft operating out of Eielson. Maintaining aircraft in Alaska temperatures, which can range from 90 degrees in the summer to minus 60 in the winter, can be demanding, but no matter what conditions prevail in this beautiful land of extremes, the men and women of the maintenance group provide unprecedented airpower through sustained maintenance excellence. Th e group is composed of two squadrons.

354th Maintenance Squadron This squadron provides equipment maintenance

and conducts hourly post-flight and periodic inspections for the wing's F-16 fleet. The maintenance squadron also provides munitions support for the wing and units visiting Eielson for RF-A or for other missions. 354th Mission Support Group

The 354th Mission Support Group provides distinctive capabilities that allow the 354th Fighter Wing to successfully prepare aviation forces for possible combat, deploy Airmen in support of our nation's objectives, and enable power projection within the Pacific Command's Area of Responsibility (AOR). The group's six squadrons, with around 1,400 personnel assigned, provide combat-ready forces, equipment and essential services while sustaining base infrastructure and providing programs to improve quality of life for the Eielson community. From family services to construction and security, the 354 MSG keeps the physical installation and its personnel performing at peak efficiency, despite the challenging arctic weather conditions presented by Interior Alaska.

354th Force Support Squadron This diverse squadron of more than 400 assigned

military, appropriated fund and nonappropriated fund civilians, and contract personnel provides manpower, personnel services and programs to enhance morale, quality of life, personnel readiness, family support, and education and training for the Eielson community. The squadron directs a full spectrum of services on base: from the $45 million, 122,000-square-foot fitness facility, Baker Field House, which offers 1,700 free fitness classes annually, to providing child care and learning opportunities for children between the ages of 6 weeks and 18 years in one of three Airman & Family Readiness facilities. The AFRC provides over 390 classes varying from parenting techniques to Alaska cooking throughout the year. The Gold Rush Inn is Alaska's premier military housing operation, with 415 Visiting Quarters, 12 Distinguished Visitor Suites, 40 townhome-style Temporary Lodging Facilities, and 608 contingency bed spaces for supporting RED FLAG-Alaska Exercises. The Two Seasons Dining Facility serves 234,000 meals a year to Airmen living on base, but also in support of the influx of personnel TDY for RF-Alaska and other exercises. The Force Development Flight is composed of the Airman Leadership School, Base Training and Education, Wing Career Assistance Advisor, First-Term Airman Center, Professional Development, Formal Training, Library Services, and Promotion, Upgrade, and Educational Testing programs with the focus on providing professional and personal development through military training/education, counseling, advising and voluntary educational opportunities that promote leadership, self-improvement, and a commitment to the Profession of Arms. The squadron also operates and manages recreational activities including the bowling center, outdoor recreation, ski hill, skills centers, two off-base recreational sites at Birch Lake and Valdez, and the military club system.

354th Contracting Squadron The 354th Contracting Squadron provides

contracting support to the 354th Fighter Wing, Clear Air Station and associate units. The squadron provides the acquisition of equipment, commodities and essential services while sustaining base infrastructure and providing programs to improve quality of life for the 9,000-person Eielson community. Contracting personnel obligated more than $170 million over the past three fiscal years for construction, services and quality-of-life projects on Eielson. The plans and programs flight also oversaw an additional $30 million in Government Purchase Card purchases during the same timeframe.

354th Logistics Readiness Squadron The squadron comprises four diverse flights

and two distinct functions. The Deployment and Distribution Flight arranges movement for all official duty passengers, coordinates over 3,200 personal property shipments, and fulfills more than 16,000 ground transportation requests per year. The flight also stores and/or ships cargo in support of Air Expeditionary Force deployment taskings; F-16 Aggressor Mobile Training Team deployments; RED FLAG-Alaska, Northern Edge, and other Chairman of the Joint Chiefs of Staff sponsored exercises; and Fort Wainwright's Stryker Brigade Combat Team and Combat Aviation Brigade deployments. Management Flight maintains the fourth -largest Defense Fuel Supply Point in the Air Force and issues an average of 27 million gallons of jet fuel to nearly 11,000 aircraft per year. The Materiel Management Flight provides a single point of contact for supply customer service and conducts routine and expedited materiel issues through both the Enterprise Solutions­Supply and Asset Management information systems. It also supports the wing's mobility commitments by maintaining 190,000 Ind ividual Protective Equipment items and 1,500 weapons valued at $728,000. The Vehicle Management Flight manages more than 900 government motor vehicle authorizations and directly repairs over 700 vehicles valued in excess of $96 million. The Operations and Compliance section executes standardized inspection and evaluation programs and advises the commander on the squadron's health and mission effectiveness. The Readiness section ensures that all personnel within the squadron's nine different career fields are well -postured to provide a Rapid Readiness Response when required.

354th Security Forces Squadron The 354th Security Forces Squadron is a

versatile unit with several important missions. It provides law enforcement, investigations and security services to Eielson, and secures F-16, KC-135 and transient aircraft. Additionally, the 354th SFS military working dog section provides explosive detector dog services for more than 55,000 square miles of Interior Alaska. The unit also provides base weapons training, pass and registration, police reports, resource protection and crime prevention services to those on Eielson.

354th Civil Engineer Squadron The wing's largest squadron has

more than 590 members in seven flights responsible for Eielson's $8.1 billion base infrastructure, including 784 buildings, 934 family-housing units and more than 19,000 acres of land. D to Eielson's austere location and cold weat conditions, the civil engineers operate a c fired heat and power plant and water and wastewater treatment plants, allowing the b to function independent of costly commercla utilities. Other responsibi lities include management of multimillion-dollar design and construction programs, energy conservation, environmental and natural resources prograrrrs, and maintenance at three bombing ranges and dozens of other remote sites spread across 67,000 square miles. The civil engineers provide fire protection and explosive ordnance disposal services and are the primary base agency for disaster preparedness planning and response.

354th Communications Squadron The 354th Communications Squadron provides

command and control, communications, computer, information and navigational systems and services valued at $106 million to enable the wing to carry out its mission. The Cyber Icemen provide wired and wireless telephone service and secure and nonsecure desktop computer network services to the installation's 3,500 users and 2,500 computers. They also provide the "Giant Voice" mass notification and siren system, the Alaska Land Mobile Radio service and public address systems. The Postal Service Center serves official and unofficial mail and personnel locator services to the installation's nearly 9,000-member active­duty, Guard, civilian, contractor and local retiree population. In addition, Airfield technicians maintain the instrument landing and weather measurement systems and the link between the air traffic control tower and Fairbanks International Airport. Also, the Information Assurance office performs vulnerability and asset management and enforces communications, computer and emissions security wingwide. And finally, Comm Knowledge operators protect and maintain the wing's "vital records," publications, SharePoint and Air Force Portal information collaboration sites and the Amber Hall video-teleconferencing suite.

diagnostics and therapeutics; resource management; TRICARE operations and patient administration, logistics and readiness; and information systems, and has commanders' support staff oversight.

Detachment 632, Air Force Office of Special Investigations

The Air Force Office of Special Investigations (AFOSI) provides professional investigative service to commanders of all Air Force activities. AFOSI identifies, investigates and neutralizes criminal, terrorist and espionage threats to Air Force and Department of Defense (DOD) personnel and resources. The command focuses on five priorities: Develop and retain a force capab le of meeting Air Force needs; detect and provide early warning of worldwide threats to the Air Force; identify and resolve crime affecting Air Force readiness or good order and discipline; combat threats to Air Force information systems and technologies; and defeat and deter fraud in the acquisition of Air Force prioritized weapons systems. AFOSI Detachment 632 provides specialized investigative services for Air Force and DOD resources located in Interior and northern Alaska.

Detachment 460, Air Force Technical Applications Center Reporting directly to the Air Force Technica l Applications Center (AFTAC), Patrick Air Force Base, Fla.,

Det. 460 is AFTAC's largest field detachment and the only detachment with two distinct mission areas. Det. 460 operates and maintains AFTAC's largest and northernmost seismic network, providing near real-time seismic data to support AFTAC's mission to provide national authorities quality technica l measurements to monitor nuclear treaty compliance as well as providing data to the International Data Center as part of the U.S. contribution to the Comprehensive Test Ban Treaty Organization in Vienna, Austria. Secondly, the detachment operates and maintains a network of gaseous and particulate air sampling units to detect airborne signatures of nuclear events. Stretching from Point Barrow north of the Arctic Circle southeast to the Canadian border and west to the most distant Aleutian Island of Shemya, Det. 460's area of responsibility comprises a vast and unique set of challenges associated with the varied geography, climate and cultures of the largest state in the Union. The detachment has a long and distinguished history at Eielson. The detachment's roots derive from several AFTAC detachments originally scattered across the Last Frontier. At its pinnacle, there were six detachments and about 200 officers and Airmen assigned to AFTAC units throughout Alaska.

The 168th Air Refueling Wing is the primary workhorse tanker unit for the Arctic Region and Pacific Rim, annually transferring more than 17 million pounds of fuel in flight to predominantly active-duty aircraft on operational missions. The wing's strategic location provides an invaluable rapid-response capability for emergency and contingency situations, as wel l as enhancing the Air Force's total force global reach. It also provides continuous tanker alert support for the Alaskan North American Aerospace Defense Region, and extensive mission planning support and coordination for all Coronet f ighter deployment missions transiting Alaska. The w ing has operational control of the 213th Space Warning Squadron at Clear Air Force Station, whose mission is to provide detection and tact ical warning of intercontinental ballistic missiles and sea-launched ball istic missiles. Detachment 1 210th Rescue Squadron Alaska Air National Guard

"These Things We Do: That Others May Live." Det. 1, 210th Rescue Squadron provides rescue alert coverage for 11th Air Force and RF-A flying operations north of th e air range, and logistical support to remote military ranges. Additionally, Detachment 1 provides civil search and rescue through the 11th AF Rescue Coordination Center and ai r support to other agencies th roughout the Arctic.

Since 1992, the 210th has saved more than 1,158 lives and assisted 421 people to safety in Alaska. The unit has been mobili zed many ti mes to support combat operations and civilian relief efforts all over the world. Since 2001 , in support of Operation Enduring Freedom, the unit has logged hundreds of U.S. and coalition military and Afghan civilian "saves." Other mobil izat ions include: Operation Northern Watch, Operation Southern Watch, Hurricanes Katrina, Gustav and Ike, and the 2005 earthquake in Pakistan.

The 210th flies the HH-60G Pave Hawk, a highly modified Army H-60L Black Hawk, featuring an upgraded communication and navigation suite, including an over­the-horizon tactical data receiver for near real-time mission update information. NVG-compatible cockpit lighting , Forward Looking Infrared (FLIR), color weather radar and engine/rotor blade anti-icing greatly enhance the Pave Hawk's capabilities at night and during adverse weather rescue operations. An in-flight refueling probe, along with an HC or MC-130 tanker, allows for long-range nonstop flight. Add itional mission equipment includes two-crew-served GAU-2C (762 mm) "mini-guns" or GAU-18 (.50-caliber) machine guns, rada r warning receiver, missile warning sensor, infrared jammer, chaff/flare dispensers and an 8,000-pound-capacity cargo hook. The Pave Hawk's rotor blades and tail boom can be folded, allowing it to be loaded on a C-5 or C-17 within a couple of hours and deployed worldwide.

As the sole Arctic region ai r-refueling unit in PACAF, the 168th ARW employs more than 700 active-duty, technician and trad itional Guard personnel to support, maintain and fly eight permanently assigned KC-135R aircraft. The unit's reputation is built on a tradition of teamwork, making possible reliable service to the state and nation under the most extreme conditions, from the frozen Arctic tundra to the burning sands of the Middle East.

Detachment 25, 372nd Training Squadron

supports the 354th Fighter Wing by providing aircraft maintenance-related training for F-16 Crew Chiefs, Arma ment , Propulsion, and Electrical/Environmenta l technicians with 19 distinct formal courses. They offer a variety of training sessions, troubleshooting expertise and technical advice upon request.

Each year they enhance the wing's maintenance efforts by provid ing 1,600 formal teaching hours and graduating 250 students in distinct aircraft maintenance career fields.

Detachment 1, 66th Training Squadron Arctic Survival School

Det . 1, 66th Training Squadron conducts Arctic Surviva l Training at Eielson. The primary course, S-V87-A is five days in duration with instruction in familiari zation with the arctic environment, medical, personal protection (clothing, shelter construction and firecraft) , sustenance (food and water procurement), signaling and recovery and arctic travel considerations. Twice a year, Det . 1 also conducts a six-day advanced arctic survival course, S-V87-B, for SERE Specialist upgrade training. This course focuses on advanced cold -weather principles, with particular emphasis on and practice of ba rren ­land arctic survival techniques.

There are 16 S-V87-A classes each year, starting in November and finishing in March. Classes begin on Monday morning w ith two days of academic and laboratory t raining. On Wednesday morning the student s are transported to the field training area, where they practice the su rviva l techniques taught during the academic phase. Friday, after complet ion of all fie ld requirements, students are transported back to the detachment for graduation.

Before the snow arrives, there are several things you should consider doing to winterize your car.

• It is a good idea to get a tune-up and lube-oil-filter change.

• Good, gripping tires will help battle icy roads (chains are usually only needed for mountain driving and sometimes in hilly areas).

• Engine heaters are convenient and even necessary at times. The circulating block heater or a percolator pump keeps the engine block from freezing.

• An interior heater will help keep the car upholstery from cracking.

• An oil pan heater will keep engine oil in a liquid state.

• A battery blanket or plate will keep the battery acid in a liquid state.

The most visible feature on your vehicle once these items are installed is an electrical plug to operate all your new equipment. Probably one of the first out-of-the-ordinary things you'll see while driving around Eielson will be the head-bolt outlets (HBOs). They're the gray metal posts with electrical sockets mounted on top in most parking lots. Base housing units have them too, although they're mounted to the sides of the buildings. The HBOs allow you to plug your car in when it sits in the cold. People are not allowed to plug in their heaters on base until the temperature dips to 10 degrees below zero Fahrenheit, or 20 degrees for diesels.

The following items should be checked for proper operation and condition in addition to the installation of heating devices:

• Lights, horn, windshield wipers and blades

• Brakes, fan belts and pulleys, heater and defroster

• Exhaust system (pipes, manifold and muffler), cooling system (including thermostat) and battery

• Use lighter-weight motor oil, transmission fluid and differential lubricants

• Check your tire pressure because cold weather may make your tires appear flatter

• Keep an ice scraper, blankets, food, cold-weather gear, survival candles, matches and flares in the backseat to keep them from freezing in the trunk, and for quick and easy access

In the wintertime, keep a full tank of gas; an empty tank collects moisture that can freeze gas lines. Don't use the emergency brake because the brake cable can freeze.

"Alaska" came from an Aleut word for "great land" though some believe the Aleut word meant "mainland" to those residing on the Alaska Peninsula. Scientist and su rveyor William Hea ley Dall wrote in 1870: "This name, now applied to the whole of our new territory, is a corruption, very far removed from the original word .. . called by the natives A l-ak-shak or A l-ay-ek-sa. From Alayeksa the name became Alaksa, Alashka, Aliaska, and finally Alaska. We have, t hen, Alaska fo r the territ ory, Aliaska for the peninsula."

A laska today refers to t he entire state as well as the Peninsula. "Alyeska" is still around, though, as the name of a ski resort in Girdwood, as well as the name of the Anchorage consortium overseeing the trans-Alaska pipel ine company.

Purchase: William Henry Seward was secretary of state under President Abraham Lincoln when he began negotiating a deal for the United States to buy Alaska from Russia for $7.2 m illion - or 2 cents an acre.

Seward, born May 16, 1801, served as New York state senator from 1831 to 1834, then as the state's governor from 1839 to 1843. Lincoln appointed him secretary of state in 1861. During Lincoln's presidency, he began negotiating the purch ase of Alaska, then known as

Russian America. Zachary Kent, in "William Seward: The Mastermind of the Alaska Purchase," reports how Seward invited senators to dinner parties at his home. According to Kent, "While the senators enjoyed fine food and wine, Seward described how beautiful Russian America was reported to be."

The purchase agreement was signed by Seward on March, 30, 1867, and approved by the U.S. Senate on May 27, 1867. President Andrew Johnson signed the final treaty the following day and the transfer was made Oct. 18, 1867, in Sitka. In 1917, the third Alaska Territorial Legislature created Seward's Day to mark the signing of the t reaty. That same year, lawmakers also designated Oct. 18 "Alaska Day."

Many Americans of the period called the purchase "Seward's Folly" or "Seward's Icebox," thinking Alaska a snowy, icy wasteland. Of course, that was before Alaska was discovered by gold seekers, oil companies and tourists.

Many streets throughout Alaska have been named after William Seward. a city on the Kenai Peninsula bears his name, and Alaska has a glacier, a passage, a peninsula, a creek, a highway and mountains named for him as well.

And what about William Seward himself? The night John Wilkes Booth fatally shot Lincoln, a Confederate veteran named Lewis Payne entered Seward's bedroom and attacked him with a large knife. Fortunately, the blows were blunted by a neck brace Seward was wearing (according to The Lost Museum, a website sponsored by City University of New York and George Mason University). After Lincoln's death, Seward continued to serve as secretary of the state under President Andrew Johnson, and it was during Johnson's administration that Seward completed the negotiations with Russia.

The red fox is usually recognized by its reddish coat, its white-tipped tail and black "stockings," although the species does have many color variations. The outside of the ears may be black-tipped, while the inside is usually white. The white tip on the tail will distinguish this fox from other species, regardless of color phase .
