8. Conclusion
The project design is based on lessons learnt from other RWSS Projects and multi-state projects with the key features for meeting the Readiness guidelines i.e.: (i) Project PMUs are established and functional; (ii) Batch I is fully identified; (iii) Safeguard Requirements are completed; (iv) Financial and Procurement Systems have been agreed; and (v) Performance Scorecard Tool has been developed to incentivize efficient implementation and disbursements. Given the context of the low income states, the project preparation has shown high rigor, commitment, and momentum by the participating States, which is expected to be translated into effective implementation of the project.

Institutional Arrangements
For the smooth and effective implementation of the project robust institutional arrangements have been made at the state, district and village levels. At the state level a State Project Management Unit (SPMU) has been established that is consisted of a Project Director/Executive Director and six Specialists to look after the six components/functions of the project i.e. Finance, Procurement, institutional development, monitoring and evaluation, social development and communication, technical and environment. Similarly, at the district level a full-fledged District Project Management Unit (DMPU) has been visualized. The DPMU is consisted of District Project Manager, Technical cum Procurement Consultant, Communication & Community Development Consultant, Environmental Consultant, M&E Consultant, District Account Manager, Data Entry Operator and a Runner. In villages, the Gram Panchayat's sub-committees i.e. the Gram Panchayat Water & Sanitation Committee (GPWSC) has been constituted and made functional to work for design and implementation of SHS/SGS, environmental sanitation schemes, implementation of HH sanitation component, IEC/ BCC activities and Intra-village part of MVS.
